from cbs news bay area this is the afternoon edition. explosives thrown at officers during a police chase . how an assault case ultimately led the feds to bring in a bomb detecting robot. a week after a hit-and-run crash killed a woman and her baby police release details about a 15-year-old in custody. how one bay area college student is using ai to help filter what we see on social media feeds. a week after a pregnant woman was killed in a san jose hit and run a minor is in custody and faces felony charges. ann vick join us with all the details. >> sad story all around. the accused suspect is a 15-year-old boy who was

driving a stolen car when he hit the pregnant woman. four days later police arrested him. it happened tuesday night in the area of blossom hill road and winfield boulevard . the teen driver ran a red light and hit the woman's car. she was later identified as a preschool teacher and she died in the hospital that night. doctors delivered her baby by emergency c-section but the baby died the next day. >> we are very thankful for everyone that assisted us with this as well as the community outpouring of support. i'm very detective thankful for the detectives who did not sleep until the suspect was apprehended. >> terrell pictures helped investigators tracked down the suspect. police have not yet released his name. and there is one more outstanding suspect. the passenger in that car but that person has not been identified.

and out to san francisco where we are learning more details about a police chase across bay area counties heard the suspect through explosives right at officers. this all started just before 6:00 last night and ended about 40 miles away in martinez. a suspect assaulted and demanded money from a parishioner at a catholic church in washington square heard that suspect then got into a car and took off. during the chase they through explosive devices out of the car and at officers. once on jones street and again in the south of market area by 8 and mission. >> the officers describe not only seeing the flames from the device hitting the ground but also they could feel , when the bomb detonated they feel the blowback from that in their vehicles. they believe that suspect intentionally try to

seriously injure or kill them. >> the chase continued on to the bay bridge. by that point chp got involved. the chase eventually ended in martinez where officers took 42-year-old daniel garcia into custody. they were inspecting the car with a bomb detecting robot. the investigation is still early but police are saying that the assaulted parishioner did not know the suspect and sfpd has no history with him either. israel says it is six ending its ground invasion into gaza and follows heavy bombing over the weekend which hamas says caused a large number of palestinian civilian casualties. the hamas run gaza health ministry says the death toll stands at more than 8300 is the start of this war varied israel says more than 1400 israelis have been killed. more than 200 hostages remain

captive . israel says free the hostages remains one of its top priorities in the israeli military confirmed that a female soldier taken captive by hamas was released in overnight ground operations in gaza. hamas has also released video of three israeli hostages calling for a cease-fire. the women are under duress and it's not known if they spoke willingly or whether they were told what to say. the israeli prime minister said he would not agree to a cease-fire. >> calls for a cease-fire are calls for israel to surrender to hamas . to surrender to terrorism and barbarism. that will not happen. >> israel's military released video of what it says are tanks in gaza saying that they destroyed missile launchers and killed four militant

operatives. meanwhile they are calling for more humanitarian aid as conditions continue to worsen. over the weekend thousands broke into warehouses holding badly needed supplies . we will continue to bring you the very latest developments out of the middle east, we will have continued coverage on air , streaming on our cbs news at and on our website . back here in the bay area antioch is announcing new funding aimed at fighting crime and improving local businesses. it is half $1 million for a facade upgraded program. it will help businesses that are most in need, specifically to fix up their curb appeal. the money is directed toward areas with the highest crime , like southwest antioch where the mayor held a press conference. >> this stands as an iconic table of decades of economic decline, neglect and disinvestment as the city loses its way to southeast

antioch. >> merchants eligibility requirements and apply for funding at antioch grants.com. in the meantime community groups are trying to be a bright spot in the tenderloin as city leaders try to come up with solutions to the problems in the neighborhood. but the projected $500 million budget deficit is impacting services and the families who desperately need them. one tenderloin program that has been a safe place for kids just closed with most of its staff laid off. kenny choi tells us that parents are scrambling to find childcare now on limited budgets. >> reporter: dan picks up food as part of a free program for tenderloin families. his two children walked to the tenderloin afterschool program every day and had a safe place until he finishes work . but right now there is no work help. >> between appearance right now we don't know how long this

will be. we don't know when this will happen. >> the nonprofit tenderloin neighborhood corporation which relies on funding from the city recently laid off eight of 12 afterschool program employees. >> we are trying to find other programs and a lot of those are already filled up. those we have to pay for as well so there are not a lot of choices. >> families are trying to figure out what to do. so are we. >> as families scramble, so does rebecca who has been working here for nearly 20 years. she still has a job but knows that she can find another one somewhere else but it's the families that she is worried about . >> now all of a sudden to say that is not here is almost unbelievable. >> i don't want it to close because it helps me a lot with my homework, it's really fun and the teachers are really nice. to make nonprofits are

facing major budget cuts. debbie is the director of the human services network. >> when the economy gets tough we don't want to see health and human services programs cut . >> the mayor's office is projecting a $780 million to your deficit and a whopping $1.3 billion deficit for the 2027/2028 fiscal year. >> nonprofits are starting to hold back on their spending because we don't know what is going to happen. but we do know that there will be cuts. >> the tenderloin afterschool program also relies on volunteers and additional fundraising efforts. this restaurant just around the corner has been supporting the program for decades and he often visits the children to inspire them about the possibilities if they never give up. >> it was a huge help to the community. we can't let them close. my call to action is to let everybody know, we need to protect the foundation of the

house where we live. >> this community shows up for its youth and that is not what we are doing right now. the maxim 70 children have and showing up to the afterschool program this fall. dan is not sure what is next but he knows for certain what his young daughter is missing. >> what i'm missing is a fun and creative staff are . they are not just you're doing a job, they are actually helping the community in a real way. >> a sobering binder for the tenderloin and so many children and their parents. >> while the afterschool program is now close the limited staff is still running the food bank for kids and families who qualify. a bay area college student wants to make the social media world a better place. how she is using ai to battle what we see on our social media feeds . and we will tell you about this new image from outer

last week more than 30 states filed a federal lawsuit

against meta . alleging that facebook and instagram are designed to be addictive and harm children's mental health. the lawsuit was signed by 33 state attorneys general in a san francisco federal court. now a uc berkeley student is working on ai technology to try to combat the negative feelings users get when they are mindlessly scrolling on their phones. >> she looks at her life like an algorithm, always drawn to a formula. at 12 years old she discovered fencing. now at 20 she is sharpening her skills for a different kind of battle. she does not just want to be a student, she wants to be a superhero. >> i think if not saving the world i want to at least make it a better place. >> her mission began a few years ago when she was the only teenager on the planet that on social media. >> and never really called to me heard when covid had wanted to stay in touch that wasn't

just phone calls. >> she right away is a change how she saw the world and herself. >> i noticed that all of the current events i was getting was through a specific lens. that was changing how the rest of the world thought about it. and when i see all these beautiful women the time i would not realize that there was editing going on behind the scenes to make them look that way. >> it wasn't until she got to uc berkeley that she discovered her superpower . helping combat that negative psychological effects of social media and changing other recommender systems filter out what a user sees on their feet. dr. mark is her professor and the executive director of the uc berkeley center for human compatible ai. >> half of the world's population gets up in the morning and looks at something online. and recommender

systems are deciding what they see first, second and so forth. things that make you angry, when something is unfair, when maybe things make you worry about yourself, they'll catch your attention and so that is what tends to bubble to the top. >> at this berkeley lab among the robots and other ai innovations , she is building something that is more about know what you can see but how you feel. >> you don't have that achy feeling after using social media for four hours. instead of looking at time spent or how many times you click on something we are looking at more meaningful metrics like what your common content could have been or what your general user file might be . >> so what the algorithm is doing is taking that and literally asking users how

they feel about their experience online or how they feel in general. they are carefully crafted questionnaires. they take the outputs and feed them back into the algorithm. and when you put that back into the system it turns out that the outcomes are improved in terms of well-being. >> is for who is buying her a i algorithm -- >> i can't leave a ton of names but i can say that we are working very closely and collaboratively with some of the biggest names out there in social media and they are also all very invested in creating a better, more long-term beneficial product for their users . >> but this passion is about more than just business. sana is carrying on his legacy started by her father who was also an ai engineer. he died when she was just 15 years old

but she can still hear his voice. >> the idea of our family of superheroes came from him. he would always say we are superheroes and can take on anything. that is where it started. it would be a natural follow-up to our superhero family . >> saving the world one algorithm at a time. >> and president biden that a sweeping executive order on ai . it requires developers of powerful ai systems to share results of their safety test with the federal government before they are released to the public. ai can also revolutionize how researchers analyze images like this one . check this out. this is called the crab nebula and it was captured by eight james webb telescope. it's a remnant of a stars a supernova explosion. it is located 6500 light years away in the constellation

taurus. they are using the james webb telescope to search for answers about the nebulous origins. let's take a look at our forecast with darren peck. and i'm going to ask the question that everybody wants to know. what will the weather be like tomorrow for trick-or-treating and halloween? >> fantastic. >> perfect! >> oftentimes it seems like we get to halloween and we always get the threat of rain. but not tomorrow. you know what, it will be a carbon copy of tonight. whatever your timeframe is for tomorrow, take note of this evening and that is what we will have in play. including the humidity levels. i want to start there. ever since we had the house offshore winds over the weekend, the air we been living with has been really dry. just as a reference, the humidity levels we are looking at, four days ago they were

all in the mid-50s this time of the day. it helps to have that perspective. that would be normal and that is what you are used to. relative humidity's in the mid-50s. right now we are well below that and we are stuck here until probably around thursday. this has an impact on temperatures in the morning. the drier the air is, the colder it can get very look at petaluma tomorrow, dipping back down into the mid-30s. it will be quite that cold for most places, but dry air , cold morning lows, wonderful weather for trick-or-treating. let's look ahead to tomorrow's daytime highs. we will skip ahead, look at the daytime highs and in this sense it is a total level playing field because he will be 70 in the south bay and we will see those numbers almost identical in the north bay. there is a big difference in the morning lows but for daytime highs everybody pretty much does the same thing. let's look ahead, i

want to show you the next chance of rain. we go to the wide view out in the pacific. you can see the storm track and we will take that system and play it forward. by the time we get to thursday we started to come toward the southern edge of that system. two opportunities for renewable show up. that is the first one and it is not very good. it's going a little too far north but this will take us from the timeframe from thursday , friday and into saturday. saturday might be the more likely timeframe. the thursday system stayed a little bit too far north. and you can see the saturday system grazing the north bay just a bit. and this is an update to the forecast models. they were not so optimistic about that possibility 24 hours ago. in about 18 hours ago it looked like we might get some rain. the big picture, they are all going to the north, but if you

look at the map and where we might get a little bit of rain , at least the models are saying, you should start thinking about rain as you go into sunday. start out by looking at the inland microclimates. this is the only one that gets a drop of rain in the tubes as we get toward saturday and sunday. not a big rain event and not even a big cooldown. and when we look at the microclimates that show us what we will feel like in the bay in general, it is an increase in plaza may be a bit cooler. still ahead, the 49ers are looking for answers after another tough loss. it might be easy to point to figure a brock purdy but why his teammates say he is the least of their worries.
