store ms. from cbs news bay area this is the afternoon edition. making downtown oakland safer. the mayor's new plan as crime in the city is up. masks are about to make a comeback, but not for halloween. what you will have to cover up once again to cut down on the spread of viruses. the 49ers at some higher power to their defense, the new deal ahead of the trade deadline. crime is on the rise in oakland and the mayor's new plan to bring it down involves cutting the price for parking. ann joins us now with more on what the mayor calls five after five. >> it all has to do with getting people downtown. the mayor says that means more customers for businesses and more eyes out there and less

crime. public safety is her top priority . take a look at these numbers. year-to-date crime is up 24% and home break-ins, up 71%. more than 12,000 cars have been stolen this year in oakland. >> we have a great track french every sunday and people come from all over the bay area to have a great time. but then it is all ruined when they get back to their car and a window is broken. >> the mayor unveiled the plan today that would cut prices on the franklin plaza parking garage on broadway near the paramount theater. parking will be five dollars after 5:00 on weekdays and all day on the weekend. >> for more folks on the street having fun catching a show or catching dinner that means more people will be on the street and less crime and more businesses for our downtown merchants. >> the plan also calls for a security guard in the garage more lighting outside. the mayor said they are bringing

more ambassadors downtown for the holiday shopping season. also in oakland a body was discovered in a suitcase in lake merritt. police say the call came in around 11:00 this morning. a volunteer who cleans around the lake every week says his group found the suitcase. he told us that they opened it and found the body inside. the suitcase was found on lakeshore drive near pino park police say they are not sure where the suitcase was dumped into the lake. they have not released the victim's name either. looking now at other top headlines. please just announce the arrest of a suspect accused of a home break-in. a neighbor confronted him and he took off. the incident happened back in april. last week authorities searched steven florentino's home and found several unregistered guns and or than 1000 rounds of ammo. he was booked into county jail.

in palo alto there was a ground breaking ceremony for new interim house shelter known as homekey palo alto. the new housing will have 88 rooms and will also have on-site support services. the aim for homekey palo alto is to help residents transition to stable housing. in southern california where thousand people are under mandatory evacuation orders as crews battle a raging wildfire . it broke out yesterday in riverside county and has grown to 2200 acres. it is 0% contained and officials say the fast-moving flames are being fueled by strong sin and don't wince. starting a masks are required once again in several bay area counties. any troy reports from marin. >> reporter: linda sits patiently in the waiting area at the redwoods, a community of seniors. her husband caught

covid, ended up in the hospital and is still battling. >> he is in care. and has not recovered yet and it's been over a month. >> she welcomed the mandate coming to an end earlier this year but fully supports the reinstatement as the threat of the flu season approaches. they make i am much more comfortable when i walk into a space and see people with masks. >> sodas this 95-year-old who will abide by the new health orders. >> some people don't want to be bothered. i mean, i'm not going to worry about that. i have other things to worry about like my head getting better. >> the new undated requires them to wear masks in hospitals and care facilities during the fall and winter virus season from november 1st through march 31st of next year. >> whatever is best to help our residents, making sure we

protect them from the spread, i'm happy. >> pauli is the director of staff development at redwoods, and assisted living center. >> i have not , no, i don't want to wear it. >> is county of being overly cautious or is this the right move? >> totally the right move. >> dr. hahn specializes in treating factious diseases. >> last year these viruses took a turn and this year they may all come together and that may be a very difficult situation. that is why i think all of these kinds of precautions can go a long way. >> for many elderly that are more vulnerable to severe respiratory viruses it is a no trainer. to make it spreads pretty good , these things . and i think if everybody does it it would cut it down so much. it showed to have worked before. let's get it to work

again. >> especially those like linda who have loved ones depending on it. >> this is a look at the cdc covid tracker. you can see all of california is in the low risk category. health officials told us that these mandates are preventative going into the flu season. there are similar orders in sonoma, contra costa, alameda and san mateo counties. this'll comes as a subvariant is on the rise in the u.s. the cdc says it is part of the omicron strain and is responsible for more than a quarter of cases nationwide. medical experts believe that current updated vaccines are effective against it. as the work continues in the middle east bay area doctors are calling for a cease-fire in gaza. they gathered at ucsf and shared testimonies from colleagues currently in that region who say there is a growing healthcare and humanitarian

crisis. >> our healthcare colleagues in gaza are under direct attack . hospitals are targeted and bound as we speak. >> children, over 4000 killed and over 12,000 injured. they need to be treated for burns, amputations , and there is no anesthesia. >> israel's prime minister has rejected calls for a cease-fire and israel's release of this footage shows troops making progress against thomas. i must , meanwhile, put out its own video claiming to show firefights with israeli troops. and is really airstrikes a refugee camp in gaza city the only craters were buildings once stood. rescuers are using their hands to dig out bodies from the rubble. and hamas is still holding more than 200 hostages. israel's national security adviser says there is no deal insight for their release. you can stay

several kids left a pta sponsored halloween event with cannabis infused candy. at least one child ate them and got sick. police put out these images showing regular fruit chews on the left and a thc infused one on the right. they say that is the type that at least four families found in their kids candy. after the event at amelia earhart elementary the police chief says it is a good reminder to all parents to check with their kids bring home tonight. >> parents should be very diligent are the should inspect each and every piece of candy they received. what you want to look for are open wrappings and thinks it looks as vicious. look at the labeling . a lot of these labels are quite similar to regular, traditional candies. but you have to look really close and look at the ingredients to see if there is any indication that these candies contain cannabis.

anything suspicious or that remotely feels like it could be something at risk, go ahead and discard those items . i think they should obviously travel in groups. we'd like to see that a parent is escorting them . there will be a lot of foot traffic. obviously there could be concern for traffic safety. in addition to that, not to consume candies until the parents have had the opportunity to inspect and take a look at everything they receive as they are out trick-or-treating . >> it is how unclear how the if use candies got there but the school district is urging families to throw out all the candy from that event . police are trying to figure out if the cannabis candies were mixed and accidentally or intentionally. if you are still looking for halloween plans, here is a few ideas. sausalito parks and rec is holding a halloween parade at station one firehouse at 6:00 tonight and the east bay berkeley rec is

holding a parade and costume contest at 4:00 . and in oakland the police department is holding its fifth annual trunk or treat event happening right now at birdies carter park. from halloween onto the day of the dead. the san francisco flower mart is keeping busy. vendors started around 1:00 in the morning and opened it to select customers at 4:00 am. the celebration has become more popular in recent years. forests tell us they usually by 5000 bunches of miracles this year they needed even more. >> seeing that traditional for mexico and other parts of the world it feels great. it gives me joy and makes me proud, definitely something i appreciate. >> such a beautiful tradition. sales are up 20% compared to last year. some pharmacy staff a major drug stores are staging walkouts this week . employees

at chains at walgreens and cvs are demanding more staff, mandatory training hours and better working conditions. the walkout started yesterday and goes until tomorrow. this follows similar actions over the last two months that forced a few pharmacies around the country to close briefly. shane is a former walgreens pharmacist and one of the organizers of this walkout . he says staff shortages could lead to critical mistakes. >> because there is a lack of technician support, pharmacist have to take only a few seconds on every prescription. they are not able to counsel appropriately and that is how you introduce medication errors. >> he says that companies are asking pharmacist to become salespeople as well to have them ask about faxing needs at the register. the major chains say they are addressing the concerns and and are committed to providing a healthy workplace environment.

let's go to first alert weather now. we couldn't ask for a better halloween forecast in the bay area. look at those clear skies. darren peck joins me now from the virtual view studios. wow, we really lucked out . >> you know from the past several years from making plans for your own kids, this forecast matters. and for the last several years you probably remember that there was always a chance of rain. >> and you always had to have a cold handy. you don't want to wear a coat over your costume . >> you don't have to worry about any of that. we are not worried about rain. let's pick out a couple of different microclimates and show you what the temperatures will feel like the first one we will look at, let's start with san jose. low 70s now and by the time we get through prime time trick or treating the numbers are still staying in the low 60s. we will do three

representative microclimates. let's bring the next one in. this would be one of the cooler ones in the city but not drastically different, maybe three or 4 degrees cooler, and not windy. it will be a beautiful night. you go inland for inland contra costa county, that is the forecast. one thing that stands out about right now, not only that we are not getting rain but the atmosphere is very dry. let's use our virtual map to depict what probably stands out as the most notable thing about right now, how low the humidity is. i did this yesterday and they were kind of clarified this. what is normal? mid 50s. in terms of relative humidity percentages we should be in the mid-50s . that is what we are used to. we are looking at relative humidity down in the teens and we will see that pretty much bay area wide, tri-valley in the 20s, all of

these are relatively low. it feels drier near the water because you are particularly drier than typical. i will show you how this changes. we've still got another cold night, just to focus on where some of the coldest numbers will be for the northbay valleys. it will be exactly like this morning was. if you needed a jacket this morning plan on using one tomorrow. let's get into the forecast and let's see how we improve that situation. the cow dramatically different the relative humidity will be by the end of the week. you don't really see a whole lot of change and then into friday, watch what happens. there is this whole skilled surge of an onshore flow that brings back normal humidity levels . and the only reason that is happening is because the storm track is getting reoriented. it will also try to bring us a little bit of rain. a couple

of storms coming out of the pacific. the first one will be missed but the next one we will get and that one, unfortunately , timing is on the weekend. and if you look at the system, it gets us to saturday in the afternoon. look at that pattern, extending all the way out to the pacific. when we visualize that, it does have at least a week to moderate atmospheric river. but that is only to look at this from the weather deep side. we don't anticipate significant amounts of rain because the dynamics will not necessarily be there. even if we tap into the mule moisture feed we are on the southern edge of this thing. if we look at the chance for rain, still persistently in the forecast through saturday. we won't naildothe times to specifically because it has wobbled around that we are focusing on saturday into very early sunday morning as a chance to get maureen and we

will get better on the totals as well once we get closer to the actual system. when we look at the seven-day forecast you can see rain in two of the tubes. we got rain for saturday and sunday. and sunday showers will linger into the early morning . and when we look at that microclimate that shows up for the bay, same story, both of those days have at least a chance for rain and every other day looks pretty good. still ahead, the niners making moves just-in-time for today's trade deadline. plus, how they plan to rest up and regrouped to try to get back to winning.
