the line for b.a.r.t. under the peninsula and as she tells our kelsey thorne, that poses a unique problem when the homeless writing the trains a unique problem at the end of the day. >> reporter: millbrae mayor, and snyder has an issue. she says the city's b.a.r.t. station, which opened back in the early 2000, was hoping to bring business and opportunity is now just bringing an unexpected burden and financial cost. >> sadly, as the end of the line station , we get 30 to 50 of the unhoused pushed into millbrae every day . and then sfo also drops homeless over us, as does caltrain and the city south of us. so we become this mecca of the unhoused. >> reporter: the mayor says on an almost daily basis police and fire are called to the station. we have two fire stations, station 37 , its

second-highest callout behind taking care of people with heart attacks and things like that is down here to help people with drug overdoses or fighting. but after an attack of our firefighters a few weeks ago, they will only come down here with police escorts >> reporter: a large majority of the unhoused are not from millbrae. and that complicates how the city can offer them services >> 85% consider their home in tampa disco or alameda or contra costa county, and they cannot get san mateo services because they consider home in another county. so we are left with a solution that can be solved. >> the mayor says the issue is costing the city around $1 million a year , without any help from b.a.r.t.. and she wants that to change. >> sounds hardhearted but b.a.r.t., if you're letting them on, then you need to take them back to where they got on ricky need to take them back to where they call home. >> when i shared the mayor's issues with jim ellison, the spokesperson for b.a.r.t., he disputed her claims . saying

b.a.r.t. isn't the reason for the homeless issues at the station. >> our data contradicts the assertion that 30 to 50 people per night are swept off the trains at millbrae station. in fact, there is a presentation to millbrae city council , by life moves, a nonprofit that seeks to put people into housing, that showed more than twice as many people got to the b.a.r.t. station, got to the millbrae transit system station , by means other than b.a.r.t.. >> allison also told me b.a.r.t. officials have responded to the mayor's request for a meeting, but have not yet gotten a response from her office on what dates will work best. the mayor, however, stands by her claims . saying her city is suffering because of art . she says it took a month to even get a response from b.a.r.t. on trying to set up that meeting, and she is tired of it. >> holistically, b.a.r.t., you concentrate on san francisco and maybe the east bay and then you're concentrating on growing your program without

of this, which means the high resolution models are starting to come in, depicting the very start of this and it does still look pretty good right there. that is just the very beginning. you look at the time frame, that is tuesday morning at 9:00 a.m. that is as far as we can go now with the high resolution models, but there's something important about that. you need a big picture on this. what you are seeing there is just the leading edge of the system. you need to look back there. that is what is going to be driving this that is what is lending so much uncertainty to this that is the area of low pressure that is going to be sitting off the coast for about three days. and determining when that thing throws bands of rain our way is the complicated part but we can already see the beginning of it for tuesday night. when we get back together in the complete forecast we will play this from tuesday through friday, i will give you rainfall totals and what the latest best inking is on this week's chances for rain. i will see you in a bit, guys come back to you. we a little upper level devil out there, darren. a live look at downtown san francisco or the asian-pacific economic forum

is underway. president biden will be in the city next week, as you no doubt heard about the highest profile international summit in san francisco since the signing of the united nations charter back in 1945. but as da lin shows us, it is off to a slow start. >> no big events on the first day of apec , we understand some senior apec officials had a meeting here on saturday morning but no major crowds it was a very slow and easy day at muskogee center. >> reporter: people coming in and out of moscow and he said to say they're mostly setting up their companies cables and exhibits to get ready for monday. outside, police officers are standing at every street corner . while the fences are up, no security checkpoint or closures , at least not yet. the major closures don't happen until monday. >> i am already having difficulties getting around because of the gates coming up. alexander lives in one of the senior housing complex is

outside of moscow in the center. >> i don't think i will build go out, really, i have been stocking up on household supplies. >> many seniors tell me their rescheduled doctors appointments and are preparing the week like a pandemic lockdown. >> never been this locks down before. >> you have to shop everything before it happens. >> i did my laundry yesterday, i did some shopping last night and this morning, i think i will be okay now for the rest of the week. >> reporter: located in yerba buena gardens, they decided to close on this wednesday, thursday, and friday because of the street closures . >> i will have problems with deliveries, products, parking, you know, everything is closed. >> the manager says business was slow this saturday, compared to a typical saturday berkeley my services have people . >> reporter: even though yerba buena was opened, the area was deadly quiet for the weekend.

and despite the inconvenience, alexandra supports the conference. she hopes it will be a nice reset for san francisco in terms of its image. >> i hope it is going to be a good meeting between all the people involved and make the world a better place . >> a lot of the seniors who live around here say they're going to make their final grocery runs on sunday. they just don't want to deal with the security checkpoints. >> just mentioned the major closures don't begin until monday so be prepared for checkpoints and other security measures around muskogee center . the fairmount hotel in a hill, the legion of honor at lands end, and the embarcadero between piers 19 and 23 b.a.r.t. says despite street-level disruptions, it will run regular service those station closures and montgomery pallet civic center will be open. b.a.r.t. also says to lengthen trains to eight cars in anticipation of higher ridership because of lane closures on the bay bridge. with a pic officially

underway we have talked about the traffic in the economic impact but what is the real purpose of this international meeting? max darrow joins us in the newsroom to explain. clear the asia-pacific economic cooperation, or apec, was formed in 1989, there are 21 member economies that participate in this international forum. the original . was to promote free and open trade in the asia-pacific region. now, it's issues have expanded to include more topics and issues. world leaders, dignitaries, and delegation from apex 21 member economies are descending upon san francisco for this year's annual meeting it is the first time the united states has hosted the summit since 2011 , and the third time it has taken place on u.s. soil since apex formation in 1989 are coasting the summit is a big deal for a lot of reasons, including the boost it will likely bring to the local economy. tampa cisco board of supervisors president says .

today is veterans day, and in san jose the annual veterans day parade rolled through downtown this year's theme was a legacy of respect , tanks and other military vehicles rolled down west santa clara street. organizers say it is largest veterans day parade in northern california, and it has been happening since 1918. >> over at alameda was a big day . veterans gathered inside the ship with congresswoman barbara lee, and members of the public, the u.s. says hornet is celebrating the 80th anniversary of its commissioning and the 25th anniversary as a museum.

darren peck joins us now, did i hear earlier, 1 to 3 inches of rain possible? >> is coming out. and that is the one thing that as remained consistent in the forecast, there is a lot of uncertainty . it's going to come in separate waves. we've got to bracket tuesday night through friday, it won't be raining that whole time . but within that window, the amount of rain we could see, the models have been budged on that so let me share what that looks like, the way we are doing this is we are doing what we call the ensemble, meaning it's not just one model, this is where and when there is some uncertainty in the forecast you want to back away a bit and do many different one runs of the same model and take the consensus , it is the best way to do a forecast for the kind of storm this is, i will show you what i mean by that one second in terms of the kind of storm this

is, look at the possible rainfall for tuesday going through friday and that has remained consistent anywhere from 1 to 3 inches is possible. not trying to get too specific on particular communities in the bay, but you can see there's a good swath of rain likely coming let's see why this is a challenging forecast. upper look at the big teacher the storm hasn't even developed a career talking about the start on tuesday night the storm is up here, and the future cast is able to see that the watch that develop into one of these big spending pinwheels right off the coast that is an area of low pressure that is now effectively cut off from the storm track. meaning, it is not writing on that conveyor belt that most storms sit on, which makes it really easy to see where it's going and how it's moving this one will just sit there. watch what happens, we got to lose a little bit of the high resolution but watch the center of that low. he gives us a little bit of rain tuesday night which we saw and then it pulls back off the coast and we don't get anything for a while and then it comes back on again. that just looks like a mess right there and kind of stationary for a few days. we should plan on that

being the likely outcome because now we are getting pretty close to this. and if you look at the way the rainfall accumulates on it, you can see that circulation. as we coming closer, those outer bands start to get coastal california. and they range anywhere from one to two or three inches, some of the wetter places. so anything going on next week from tuesday to friday? we got a big deal going on here in the city. but whatever you have going on anywhere in any other part of the bay, stay with us, we will have details and updates on the pacific bands of rain that is the best we have for you right now. plan on off-again on-again rain to that timeframe. nothing happens tomorrow. we are still forecasting for the weekend, by the way. there sunday, looks great. maybe a few high clouds, temperatures in the mid-70s inland and we will be in the mid-to-upper 60s for most other locations and when you put this in a seven-day forecast it looks like what we were just talking about . everything stays quiet for the next two days and then each one of these days through friday is a

chance of rain on and you can pick out your microclimates, whether it is the north bay, san jose, same story. notice it is a bit cooler but it is not terribly cold with this is not a winter storm with an intense cold front that is going to rip through the bay. but you will be about 10 degrees cooler , low to mid 60s, as warm as you get by wednesday. all right, matt, over to you. coming up in sports, bay area pac-12 team picked up a crucial win at home. and it meant a lot in the hunt for bowl eligibility. plus, golf at oracle park to call the ballpark back nine. it is here through the weekend.

yeah... from cbs news bay area, this is the evening edition. >> right now on cbs news baruch, hundreds of protesters rally outside president biden's delaware home, demanding an immediate cease-fire in gaza . staff inside gaza's largest hospital say both patients and refugees ours trapped in horrific conditions as more than 11,000 palestinians are dead, more than in 4500 of them children. >> meantime, arab and islamic leaders held their own semicolon for a cease-fire. cristian benavides has the latest. we palestinians are making the perilous journey south . they have a four hour daily window where israel has agreed to a humanitarian pause. to the near constant bombardment of gaza, hospitals in northern gaza are operating without power and nearing a breaking .. patients have been told they need to evacuate israel says they agreed to help the most vulnerable out of al shifa , gaza's biggest hospital . >> the stuff of the shiva hospital has requested that tomorrow, we will help the

and hospital administrators say that is not true. meanwhile, doctors and thousands of injured people are trapped inside the hospital, one official reported that is really snipers killed a medical aid trying to help a baby in an incubator. >> back here in the bay area, one woman is dead after a shooting in a chili's parking lot. police say it happened around 2:45 in the afternoon today at the chili's grill and bar in the bay fair center near ashland they found the woman still suffering from a gunshot wound police say they believe it started as a fight between people who knew each other they have identified a suspect, and are looking for that person but they have not released any sort of description. we in vallejo, a shooting last night sent one juvenile to the hospital. please say it happened shortly before 10:00 at night, right after a scol. they found the victim gh on nebraa street with a serious, but not life-threatening gunshot wound. there is no word on arrest.

police say they will have more officers at the school next week. up in petaluma, police are looking for burglars who smashed a van in three businesses earlier this morning. all three burglars happened within 45 minutes of each other petaluma pd says the thieves smashed that white ford econoline van into the doors of each business they stole power tools and other contractor equipment . the first incident was around 4:50 in the morning on a home row. the other two businesses were on lindbergh lane and lakeville highway. >> this week marks five years since the deadliest and most destructive wildfire in california history. the campfire killed 85 people in butte county as a level the town of paradise. shawnte passmore shows us the progress being made in paradise, and the challenges coming from the states insurance crisis. >> it is a day if you want to remember. november 8th, 2018,

of the fair plan. >> the current population also means a student roman took a hit. the nationwide teachers shortage undoubtedly created another hurdle. we went from a population of about 26,000 to about 10,000 we had a huge decrease in the number of people that we can really pull from within our workforce. >> however, more families are opting to move into the area , as people reflect over the last five years, they remain committed to not let the fire defined their town. >> that is how this recovery, you have to just look at one really small piece and then go forward. >> people in paradise have also offered words of encouragement and hope to those affected by the maui wildfires. the rebuild paradise foundation say people from their area have been lending a hand while sharing information with fire victims in lahaina. we speaking of hawaii, this bright pink water is actually a pond at a wildlife refuge in maui officials say the water salt content is really high because

of extreme drought and that the pink stuff is actually organisms that thrive in very salty water. it all comes as european scientists say they just had the hottest october ever there , in the year as a whole could break records, as well. warmer temperatures do mean rising sea levels and that is putting a critical gateway to san francisco. devon file shows us that there are big plans already underway to defend the waterfront. >> on the san francisco waterfront, on the edge appear 30, sits a little shack with a big history. take a step inside. >> fish and chips today. >> absolutely. >> for nearly 70 years, reds has served much of the same fair, including its famous cheddar cheese burgers on simple cisco sourdough white chef anthony bourdain as long time regular gushing. >> the burgers are great, one

the earth heats up, ice sheets and glaciers are melting and the oceans are expanding. by the end of the century, sea levels around san francisco bay will rise anywhere from three to seven feet , possibly even higher. >> we are already seeing flooding on the embarcadero , we know the bay is rising, we know it will continue to rise. >> heads the port of san francisco, she says the port is committed to planning for and adapting to the anticipated impacts of climate change. fully it will take a lot of ingenuity and tenacity to move from where we are today to where we need to be, but it is a problem we must solve . >> and urgent matter, the aging seawall that literally holds downtown san francisco together, and protects both the city and critical infrastructure from flooding. clear whether it be the b.a.r.t. train, the muni, the puc pipes, the electrical , it is all in the grid that hits the end of the urban edge, which is our shoreline and our seawall. the seawall is vulnerable both to seismic and

increasing flood risk. the port has prioritized several projects that include efforts to strengthen the wall . these early projects focus on safety and emergency responses. customers hope that the pier will soon be added to the what's berkeley i definitely should fix the wall, i hope, and keep rent here forever. we don't want to leave and we don't plan on leaving. i do feel that we are going to be able to make it through and we are going to be able to be able to continue to serve, as long as we possibly can. >> because while san francisco history is hung on its walls, reds doesn't want to become history anytime soon. >> simple cisco waterfront does generate over $100 million a year. that is fueled by 500 nearby businesses. still ahead, how a bay area county is showcasing local artists by letting you borrow their work for free. >> everybody deserves, i think, to have original art in their life. in today's digitized

apec is shaping up to be a major event for the media. international journalists from asia and the south pacific have come to report on it today, student journalists got an opportunity to create their own coverage . apec ambassador matt murray gave a press conference at the muskogee center today for student reporters from six local high schools they got to hear from officials and ask questions. >> some 250 students of all ages got a sense of what their future could look like if they chose a career in healthcare. kaiser partnered with san jose state for a health career fair , exposing kids to all kinds of paths, such as nurses and doctors. they also said that events like this can lead to more asian and hispanic representation in the field. >> a lot of our students have no idea what is before them in healthcare today, and the robust options that exist at kaiser permanente so we are so delighted to cohost this, along with our college of health and

>> i'm sitting over here wondering if they are really not just playing the video backwards and we all got juiced. got a lot to look at for this system coming our way. so we are going to replay, we were within that three day window now or we can see in high resolution one of the more likely outcomes for the stop start so let me show you what it looks like on tuesday, nothing is happening tomorrow or tuesday but you probably heard there is some rain coming next week . tuesday, late through friday. here is the very leading edge now. we have been able to see the system yet in high resolution bottles because we've got to get within three days. this is the first view that we had of what it could potentially look like by tuesday morning . but this is deceiving. this system is very weird in terms of the way it is put together. to explain what i mean, we've got to go

back out and look at the big picture. high-resolution model only shows this part of north america so we lose a little bit of resolution to pull in the forecast models i can see the whole thing. look at that, that is the important part right there. that is what is going to be driving it all work and the location of that is what has been so difficult. in forecasting, the timing of these separate waves of rain that will come through, let me show you why, we will go even more low-resolution now. there is the same system, the line of rain that comes up short and looks what happens. he gets pulled off the coast, that's wednesday. that area of low pressure out there, kind of like a fishing rod, has pulled all the rain back into it and now it is not raining anymore. and isn't that a weird looking storm? used to seeing these things come through with very well organized cold fronts. this thing is just a mess . and it is difficult for the models to resolve it. but there has been at least some consistency in this idea that several different waves of rain will come across the bay area from that timeframe from tuesday night through friday, we are just not going to try to get too specific at this . on the exact timing. look at what is

going on here constantly on the edge as it wobbles back and forth and throws us a little bit of rain. so if we go back to the one image that has remained pretty consistent now for like four days , which is not getting too bogged down in the details of exactly when , if you take the whole four day period and just sum up what the likely outcome is for how much , this has stayed pretty consistent in the long-range ensemble forecast, which is anywhere from 1 to 3 inches. and right there is kind of bull's-eye. you may have heard that this storm is going to be fueled by an atmospheric river. technically that's true. but it is a very weak one. and when we look at the timeframe here, that is tuesday, there is a category one. and we do rank these things , on a scale from 1 to 5, one being week, five is still used extreme, that is a one. but look what the storm does with it. we get a little

taste of that, perhaps in the north bay on tuesday, and the storm pulled it away from us and brings what's left of it back on shore. this is a difficult system to track. and before that even gets here, there is the actual cold front. that is tomorrow at noon. if you just look at that tomorrow at noon you would think hey, that cold front is coming right through the bay, we are going to get rain. watch what happens to that. no, it's not. it gets pulled off the coast into the center of that low and we start to get the leading edge. so just a little bit of ground on why this has been a somewhat difficult forecast to get specific on but we are doing our best. low 70s, no rain. monday, no rain. tuesday through friday, yeah . on and off showers, bay area wide, and we will stay on top of this. we will have updates as we get more refinement over the next 24 to 36 hours. brian,
