quite yet. >> as you can see like everything is quiet. i hope everything will be very different for our business. and in oakland, a third straight weekend of demonstrations calling for a ceasefire. i'm andrea nakano. we got our first taste of apec today with massive protests, high-level diplomatic meetings, fancy parties, and lots of traffic. the day started with thousands gathering at the ferry building before marching down marcus street to the same site at the moscone center. our da lin with a message the protesters had for apec. >> reporter: dozens of grassroots organizations formed a large coalition of demonstrators to march to moscone center. there are climate groups and many more. now from the city standpoint, this is another opportunity to

prepare for more protests when apec is in full swing later on in the week. protesters believing world leaders will make trade deals harming profits. >> they are finding human rights violations left and right. whether he was coming every day to the meeting rooms. >> reporter: wallace brought her son to join the march. >> the people in the rooms want our youths to not know how powerful and brilliant they are and the solutions are always with the masses. many families are marching for their children. demanding better climate protection policies and human rights in asian countries. also calling for a ceasefire in gaza. >> this is what will guarantee

our children. protesters started their day rallying at the embarcadero plaza and listening to speechers. they march to moscone center later on in the afternoon. >> our families futures are not for sale. no to apec. people over profit. >> reporter: no cooperate leaders or big events at the moscone center for day two. some senior apec officials met at the center on sunday. chp and san francisco police have a lot of experience dealing with protests. this week their handling of the demonstrations will be watched.

the finance minister's gala dinner to kickoff apec in attendance. it just feels good. this is what apec is about. my hope is people will get their own experiences from going around the city. >> monday, the business advisory council will hold the opening night dinner. >> both joe biden and xi jinping will arrive in the city. and as max darrow explains, all eyes and ears

will be on that meeting. >> reporter: there is a lot of tension between the two global powers. both leaders aiming to bring stability to u.s.-chinese relations. the apec summit will bring joe biden and xi jinping to san francisco, where they're slated to have a meeting on the sideline of the summit here in the bay area. the world will be watching on as u.s.-chinese relations have deteriorated in recent years, including the rest of the 21-member economies. >> i must say a lot of these countries and members are concerned about the fact that they seem to be lagger heads, trying to figure out what they should do. >> biden and xi expected to

discuss channels that have been cut off, security tensions, managing competition, and more. though this is a highly anticipated meeting, there are low expectations producing major breakthroughs on trade and taiwan. but the fact the two leaders are set to meet is a positive sign. >> we have seen the ongoing spiral and the fact it could help bring a bottom and start going back up in terms of cooperation. >> reporter: back to the members of apec, they see the timing as an opportunity it. >> i think this will give them a chance to get together and talk some sense into the united states and china because all these middle level countries, middle-size countries. are highly dependent.

>> this meeting will be the seventh interactions the two leaders have had. and the second time they will meet in person. this is president xi's first trip to the united states in six years. there are a lot of high-profile diplomatic meetings happening this week. janet yellen met with mexico's finance secretary. while meetings in diplomacy are important, the city is trying to clean up the image and boost the economy. but as betty yu shows us, local businesses are still waiting to see some of the crowds. >> reporter: we didn't know what to expect when we checked out sunday evening. we saw plenty of empty tables and chairs that said they would normally be buzzing with activity. >> usually at this time we're busy. >> reporter: the general manager didn't want to identify his eatery says the turnout has

been disappointing. on this night, he had no reservations and about half as many diners he would see on sunday. >> and everything is quiet. but today is very slow. >> reporter: mission street was closed. he canceled all product deliveries on the week due to the closures. anticipating doordash drivers will struggle to pick up orders. >> even some employees are worried about how they will come here. >> reporter: the city is ready to welcome 20,000 people to san

francisco this week. apec is projected to pump $53 million into the economy. it is san francisco's chance to shine in the global spotlight. >> we're so excited and ready for that spotlight. san francisco is a beautiful place. it's an amazing city. our streets are amazing to walk along and see what san francisco has to offer. >> reporter: several apec events will be held at city venues including museums in city hall. >> and the visitors that came here. when people come to san francisco from outside, they are always pleasantly surprised. it is always better than they thought it would be. >> reporter: they hope things won't look so deserted. looking forward to serving visitors who may pop into the downtown restaurant and even added extended hours in anticipation of the crowds. >> i hope everything is going to be a big difference for our business, so we will see like

what's going to happen here. >> while the summit officially kicked off this weekend, the big street closures will start tomorrow. here is a look at what to expect. the bulk of the closures will be near the moscone center as well as nob hill near the exploratory yum and the lesion of honors. if you're commuting in and out of san francisco, it is going to be messy starting on wednesday. the offramp will be closed as well as the westbound 85st offramp. both directions will see closures. the last exit will be seventh street instead of fourth. fremont street will be open for westbound commuters and eastbound commuters can exit at the a street ramp. parking restrictions will be tightened during apec. if your

the system throws us the slug of moisture from the south. and this is really when we would get the first noticeable wave of rain, mostly for the north bay, but everybody has a chance to get some rain out of this. where we have the highest degree of confidence. because after that the system is going to pull back a little bit and sit off the coast and all the way through whatever your plans are on tuesday through friday. we will take that and play it through and what the latest best thinking is on timing. for now back to you. e people in pleasanton can expect to pay a lot more for their water. calling for a three-year hike. a new proposal will call for an increase of

officials say a palette yard cause fight and prompted the closure of the mile long stretch of the freeway near the interchanges of i-5 and the stretch will remain closed indefinitely. as they work to repair the damage. >> as much as traffic is a challenge for all of us, there will be no time like this when we would need to come together and all cooperate until the freeway is rebuilt. in an effort to help speed the cleanup. police say there is no estimated time for reopening the interstate. after the break, more aid is getting into gaza, but still far below what's needed. and later, tech and sports team up to help make football more accessible and inclusive. ♪ ♪ is it possible to be more capable?

would it generally be gray in the area? >> we will see sunny skies with a mixed bag of clouds and sun, but there will be prolonged periods between late tomorrow night and saturday. that's how long it will go, but we're not getting rained on. since we are now close enough to the first weeks of rain, i want to look at that again. it could very well be the first band that will come in on tuesday morning. so we'll going to replay what we showed you on the top of the newscast. there is a lot of confidence that this is likely the first wave will go. we will get our chance coming up from the south

perhaps nowhere tomorrow afternoon. this looks better and this is not going to be intense downpours, maybe a quarter of an inch of rain here. that is tomorrow night,24 hours from now and it is more widespread rain here. some of this will linger perhaps, but there are a few stragglers and it will probably get a break. the system then takes most of the rain and pulls it back. what it is doing at that point is pulling the rain back as we need to lose a little bit of resolution and we can play this forward and you can watch how it fulls that rain back off the coast where you could get some breaks and more time over the next five days. but it will be

raining on again, off again. that's potentially wednesday night. then the system will finally come on shore and that is where we will get another round, most likely of widespread rain. but now we're e pretty far down the road here. we're looking at saturday. i don't feel good about going that far out with this model and this system. but it's been all over the place. i'm much more confident on monday night and rain on tuesday morning and then a chance for scattered showers until this thing will finally get pushed out of here by saturday. the timing on that will hold and what it does there and that is in question. and that will get us all the way ahead to sunday. so yes, if you have been playing along at home. this is the loutest model, showing us that it might be lighter than what it has initially looked. by the way, with no rain tomorrow, we will
