all the right reasons. thanks for joining us this afternoon. apec is underway bringing with it a lot of attention to san francisco. today we are going to set the stage for you on the security measures traffic impact, and the summit itself impacting the bay area all week long. first though, let's get you caught up on our news headlines and weather. paul pelosi has taken the stand in the trial of his alleged attacker david. he is describing what happened the night he was struck with a hammer inside his san francisco home last october. pelosi testified that he told him he had to take out his wife nancy and that he was going to tie him up and wait for her. he has pleaded not guilty. a high flying act in san francisco, three dancers rappelled the transamerica pyramid. our chopper cut them in action doing flips today. it was amazing to watch. this is actually a video shoot for the

oakland base dance group. they are known for performing on the sides of buildings. the spokesperson for the building told us this was all fully sanctioned. the oakland fire department has a new chief. dave and covington was sworn in today. covington is an east bay native and has been with the department for 24 years. in june he took over as interim chief after the previous chief resigned to take another job. covington says one of his goals as fire chief is to improve mental health within the fire department. we have got a lot coming our way in terms of rain , off-again on-again chances heading our way over the next several days. so, as we take a look at the forecast using first alert doppler on the weather computer we will be able to track how that is going to show up in the long range. you can see the showers just off the coast. let's put into futurecast. you can see the leading edge of rain arriving by the time we get into the overnight hours tonight. this

is the start of widespread showers. it is just timed, i think, ideally , so that we don't get a major impact on the morning commute tomorrow. plan on the streets being slick. when you start on tuesday morning, most of the tuesday, look where the rain goes. it gets pulled off the coast. once we get to wednesday, it's wednesday morning. we come back out for the wild view. to get a better handle on how unique this system is. that is the band of frame we were just looking at. it is going to stay off the coast for the most part for the next four days but every once and a while you see little pieces of it that get rotated on shore. we are not going to focus too intensely on explicit timing for those because it is going to change.

it has changed in the long-range forecast. other than rain arriving late tonight and into tomorrow we do have a high degree of confidence in that. from tuesday afternoon all the way into saturday there is a lot of uncertainty in terms of timing each individual wave of rain. we color in the map for the whole period for tuesday through saturday. we are on track to pick up anywhere from an inch to two inches of rain pretty much bay area wide and that is probably the best way to come away with the takeaway on this and one more place right now. watch how the system sits and spends and you can see the difficulty of timing one of these. it is a cutout flow which means it is not hiding the jet stream. there's nothing moving it along to help time-out how the rain is going to move. with that in mind, let's get into the forecast. we will start off first by checking in on the microclimates for inland communities and it's going to look busy on here. we have a chance of rain pretty much every day from tuesday all the way through saturday. there will be prolonged brakes on here and most likely those breaks will come through in the wednesday, thursday time

frame. you will probably get plenty of sky in here. there is a chance for rain on both days which is why we have rain on the seven-day forecast. do not plan on it being continuous. there will be more time when it is not raining then when it is over the next few days. whether we are focusing on the forecast here in the city or whatever your part of the bay happens to be rain has an impact and you can see we are spotlighting the whole bay in general. you can see what the temperatures look like. plan on rain on-again off-again now into saturday. >> thanks so much. tens of thousands of business leaders, diplomats, and dignitaries are in san francisco this week. the asian pacific economic cooperation summit and there are events all over the city. now, of course, this is impacting traffic as well. our chopper spotted lots of set up happening here all along the embarcadero as crews loaded shipping containers near the exploratory him. over hill, complete street closures on huntington park. they even brought in barricades but the main event is at moscone he center and that is where we find ryan. he will be there live all week long covering the summit for us. ryan, what is it

really like inside the red zone? >> well, we are in moscone he north and it is day three of the summit. i don't want to call this the calm before the storm but it is the calm before the storm but for some of the high stick profile meetings that will happen later on during the week. the one person who has been extremely busy so far is u.s. secretary treasury secretary janet yellen. she gave the opening remarks at this morning's gathering. worldwide inflation and uncertainty around a number of major conflicts including israel, hamas, ukraine, and russia. stressing the need for cooperation among apec's 21 member countries. in the past years they have focused on coming out of the recovery and coming out of the pandemic. it is time to prioritize long-term economic prosperity. >> we need to put ourselves on a sustainable growth path. one

where we safeguard our planet while providing our economies with clean energy that they need to grow. >> reporter: yellen has been extremely busy. she has also hosted a number of meetings. yesterday she sat down with mexico's finance minister. lastly before the summit she met with the chinese vice premier. that happened for two days of talks aimed at reducing tension between the two worlds largest economies and tonight at 6:00 yellen will wrap up her final thoughts on those minister of finance meetings that are happening today. we will bring you that live at 6:00 as that happens. in the meantime this is all setting the tone for those high profile meetings and the biggest meeting of them all, of course, president joe biden and the chinese president who will work on wednesday. not here at the

center they will meet off-site outside of this area. >> it looks a little empty behind you but we have been reporting that 20,000 people are going to be coming to the events this week. it's really exciting. what is a mood there like now? are you starting to see people tricking -- trickle in? is it starting to get busy? >> yes, we are in the one side of the area where there only allowing media in this area. we are expecting close to 2000 members of the international media. i think they are still trickling in. the big stuff doesn't happen until wednesday when president biden and the chinese president, those to me on wednesday. that is a high stakes meeting. that is the meeting everyone is focused on. >> the backdrop behind you is classic san francisco with the cable car. all right, thank you so much. >> and the bell works. >> we have proof. i'm expecting you to be on the cable car coming up and five, may be. we will see. all right, ryan, thanks. president joe biden and

the chinese president will meet on wednesday on the sidelines of the summit. the world will be watching for signs of improvement in relations between the countries. >> i think this gives them a chance to get together and talk some sense into the united states and china because there are all these middle level countries and middle size countries and some of the small countries are highly dependent on the chinese and american markets and they would like to know there isn't going to be a massive trade war where they will be the biggest losers. >> well, the meeting is unlikely to produce any major breakthroughs but it could lay the groundwork for improved relations. this meeting will be the seventh time the two leaders have interacted over the course of biden's presidency. the second time they will meet in person. this is the president's first trip to the united states in six years. and there will be plenty of street closures in effect throughout san francisco this week during apec. you can also

expect closures in and around hill where we saw these barricades earlier today. there will be events happening along the embarcadero specifically between the area of battery and broadway and near the exploratory him. an event is planned for the legion of honor on lands end as well. despite street-level disruptions, they will run regular service. no station closures. bart says it will also lengthen transmitted trains to eight cars in anticipation of high ridership. now, if you do take the bay bridge to commute in and out of the city, traffic will start getting really messy on wednesday. both directions of the bridge will have ramp closures. the last san francisco exit will be

where following some bracts from the east bay where we are seeing three separate fires in the oakland hills. this is near highway 13. the fires do not seem to be that big right now but you can see some smoke in the area. we are going to keep an eye on this for you. meanwhile, as a leaders make their way to san francisco for the apec summit this week activists are making their voice heard . dozens of groups

hit the streets yesterday to say large corporations pose a danger to us and future generations. >> reporter: protesters march down market street saying no to apec. they believe world leaders will make trade deals that will increase corporate profits and harm families. >> there funding human rights violations left or right weather here at the summit or every day in the world. we say we are watching you and we will put a stop to it. >> where wallace brought her 12-year-old son dhante to join the march. >> our youth know that they are powerful but the people in those rooms want our youth to not know how powerful and brilliant they are. the solutions are always with the masses that are most directly impacted. >> many family say they're marching for their children and future generations, specifically the demand better climate protection policies. they are also fighting for human rights in asian

countries. >> this is what is going to guarantee our children. >> dozens of grassroots organizations formed this large coalition of demonstrators to march to moscone a center. there are antiwar groups, labor groups, climate groups, women's rights groups and many more. it from the city standpoint this is anothefor mo -- more protest. >> there were no corporate leaders or big events of day two of the apec conference. some senior officials met at the center on sunday. the chp and san francisco police have a lot of experience in dealing with protest. they are handling the demonstrations and it will be watched by the world. >> catch the attention of the world leaders at the meeting today. this is the super bowl of communal, corporate heads of state. >> reporter: she wants world

leaders to listen to the concerns and demands. >> they're not inviting us to the table and they are utilizing language to manipulate the masses into thinking this is good for us. >> a lot of demonstrators we spoke to say they will be back to protest all week long rain or shine. joining me now live is christian, professor of economics at cal state east bay. thanks much for joining us. >> yes, glad to be here. >> what can we expect out of apec on a macro level? what does this all mean? >> so, before the economic leaders meeting happens there are preparatory meetings where they hammer out an agenda and the slogan for this meeting is creating a resilient and sustainable future for all. so, three keywords in there, resilient, sustainable for all, meaning inclusive. resilient, in particular, is an interesting choice that you wouldn't normally here in this context but i guess that is against the background of the diplomatic riffs of some of the major apec countries. of the

united states, china, russia on the other side, the u.s. has sanctions against russia so that the leaders of the country can attend. so, resilient refers to protecting trade to the extent that it is possible in that situation to make sure that especially key elements of supply chains will still function . natural resources, transportation, computer chips , and then, so, the second element was sustainability. that has been on the agenda for a while. generally we should expect expiration of goals. not really hard decisions coming out of this that countries can be forced to implement because apec generally cannot force the member countries to implement anything. and then inclusive. what we are hearing there is we want to involve stakeholders . we want to bring

people to the table. we want to listen. again, these are not hard promises. it is interesting that the main thing that apec does and that it is committed to is in part of the slogan. the slogan is creating a resilient and sustainable future for all. there is nothing about free trade in there. that is really why apec was established and what it is trying to work towards in small steps. that is very difficult at the moment. there have been some progress in 2017 when eventually the united states did not ratify it , the free trade agreement. where we might actually see some progress is in the area of coordinating regulation and standards and in particular when it comes to data . >> i'm curious, when you talk about data, a lot of people are going to be watching this

thinking this is pretty cool that this huge summit is in my hometown in the bay area but how are the results of the summit going to affect the average person? >> well, again, i think we need to get back to the fact that what apec is all about is not primarily sustainability and inclusion. it is about free trade and free trade tends to benefit economies , all the economies overall. so, that means for the average citizen it means cheaper goods, it means better earning opportunities. better paying jobs. of course, it doesn't mean that for all. that is where apec isn't going to be the forum that's going to ensure that these benefits are

equally distributed. that is going to be up to the individual member countries to make that happen. >> before you go, i want to ask this one question because all of the eyes of the world are going to be on san francisco. do you think that this event can help get rid of some of the doom loop narratives given how the city has cleaned up and all the security measures that have taken place? >> so, you mean regarding the perception of san francisco? >> yes. >> i don't think it does that. i mean, of course, san francisco wants to present itself in the best possible way and may be, you know, attract more tourism. i think more likely what we are going to get is a debate about the things that protesters are currently raising and i think it is important to have the debates. you know, understanding makes these better on both sides can help resolve or can help improve how we deal with some issues. that is where i see the main benefit. >> all right, professor

today is day three of apec. are businesses starting to see any difference? >> it has been a slow start. we have heard of one business that is going to be shutting down during the busiest part of the conference. this is joyride pizza. they had a quiet weekend and they're going to shut down this wednesday through friday because of the street closures. >> i will have problems with deliveries, doordash, you know, everything is closed. >> reporter: we spoke with kareem who manages another restaurant but he says business yesterday was about half of what it normally is for a sunday. despite the slow start, he says they have added extra hours with the hope that it will pick up. >> i hope everything is going to be different for our business so we will see what is going to happen here and going to see a lot of people. we are ready for that.

>> reporter: 20,000 people are expected to come to san francisco for apec and the city wants to make a good impression. officials tell us they hope people will be surprised to see the city is different than they expected. part of that is public safety. the police department out in full force. there lining the streets. we also caught barriers being set up outside of the fairmont. they're putting gates across california street. the effort is getting criticism from people online. one user posting , sf sweeping the garbage under the rug. next week would be back to normal. user ricky digital replied, welcoming visitors saying, let's hope they brought security and bulletproof vests and i hope they brought narcan and zero valuables. apec, you're not safe in sf. on the other hand, san francisco
