. now at 11:00, a look at apec outside and inside the security zone. why some say the concrete is greener on the other side of the fence. plus, people scaling a building would be protesting something but this group had a permit to do this. a security threat at 34,000 feet forces an international flight to make an unplanned stop at sfo. from kpix this is the late news with sara donchey on cbs news bay area. hello, i'm sara donchey, this has been our first real glance at a city transformed into a stage that for world leaders others policy makers

and some of the most famous business people known to mankind 20,000 people are expected to come into the city from across the globe. and, even though apec has not ramped up yet, most of us are outsiders looking in at this. parts of downtown san francisco almost unrecognizable. tall fences, security basically everywhere, with more to come when president biden and more dignitaries arrive tomorrow. for the insiders looking out things are not looking so rosey. this is what they saw for most of the day. hardly anything at all. no customers for stretches of time. tonight they tell betty yu they are worried. >> these giant laser that begin at the ferry building and go all of the way down-market street are getting the attention this week. but many small businesses inside the security zone say they are left out of the spotlight and, in

fact, business is slower than ever. >> reporter: foot traffic was light inside, amid high hopes to a bustling start of apec week that is expected to bring 20,000 people to the city. empty tables and chairs, one sign reads apec is going to be epic. >> i feel so disappointed. >> reporter: sammy has owned this place for the last five years on monday she says sales are down 80%, food delivery drivers are struggling to pick up orders, she told some workers not to come in this week at all. >> we have more people coming on the weekend to see a movie. today is, you know, it is super, super quiet. >> reporter: many businesses believe the fencing, security protocols and traffic headaches are keeping people away >> people are trying to avoid

the delays in the schedule if they were coming here for anything else they are trying to avoid it. >> reporter: sammy said she is pleased to see a heavy police presence, in fact, during our interview a suspect ran right behind her and headed for the exit. several officers chased after him. meanwhile, bon chon owner is celebrating one small win from the city. >> able to get a small program that supports the businesses here and links us with 1200 meals to these volunteers. they are $20 and $10 gift card that have been purchased by the city for the businesses here and they will be distributed to the volunteers as an appreciation gift. >> reporter: some businesses remain hopeful things will pick up midweek sammy does not know if there is a sustainable future given the tough economic year. she witnesses shoplifters from nearby target on the run

and deals with homeless problems. >> i don't see any hope here, future here, the city, they don't do anything >> she did say since the perimeter was set up the streets are cleaner. >> less of homeless here. the only thing that is good [music] >> . >> about a mile away, a place that used to scream "watch your step" is now looking stopless. un plaza is picked up, washed up and ready for ping-pong >> normally you will see people doing drugs or selling things they stole from like the businesses around here. but, because we have apec happening, they have park rangers here and then they put a person here usually there is never a person here >> there are also fooz ball tables and a skate park that recently opened. you don't need to travel far from there to see the

impacts of the city's fentanyl crisis. it has been unavoidable for awhile now. it will be a top issue when president biden meets with chinese president xi jinping on wednesday, the are looking to cut off -- cut off the supply from the head. as apec kicks into high gear tomorrow commuters are warned about traffic because of major closures including a lane in each direction on the bay bridge. today, traffic into san francisco was incredibly light. including on city streets that are normally jam-packed during rush hour. for more information, though, on apec, including the road closures, plane begin to be enforced

tomorrow, head to our website, kpix.com. paul, we have a little rain on the way. obviously commuters are going to have to contend with that as well as closures. it seemed like people got the message on perhaps both things today. so many people stayed home and off of the roads >> tomorrow morning's commute is the greater concern for wet road conditions by tomorrow afternoon. we should have a break in the action the first wave of showers is taking shape off of the coast and heading up the bay area. this is what we expected. future cast has a good handle on it right now. we will see the showers spreading in heading through the post midnight hours with the widespread rain falling north of the golden gate. i would plan on splashing through puddles on the way to work tomorrow morning. tell lift to the north. here is the dry break heading towards late morning continuing into the morning. unsettled weather pattern that lasts all week. this is how it will go. one wave of showers, dry weather

for awhile. another wave of showers comes in. does not look like the next one until midday on wednesday. it will be long. not a weeklong wash out. in the dry breaks, temperatures will be warm anywhere from a couple degrees in concord to half a dozen degrees above normal for oakland and san jose reaching up into the 70s on a widespread basis. we will fill in the map. we will check out all of the rain chances to come for the rest of the week. >> all right, paul, thank you for guiding us through it. there were two competing light shows in downtown san francisco tonight, one of them, here, a colorful laser insulation shining over market street. this one is for apec. at the same time messages calling for a ceasefire in the israel-hamas war were projected in front of the ferry building. and hundreds of jewish protesters occupied the federal building in oakland tonight across the bay demanding the

u.s. call for a ceasefire in gaza. the protesters are with the anti-zionist group, jewish people for peace. they stayed well passed when the building was supposed to close. many said they would not leave until the police arrested them. it is unclear if any were actually arrested. just a few weeks agoing we introduced you to a mother, from california, trapped in a war zone in gaza as bombs fell all around her. earlier this month we told you about her escape, tonight, we are sharing the story of the reunion with her son. they were not sure would happen. why through all of the joy to be home she still feels so much sadness. >> reporter: this is what she heard from her family's living room in gaza. >> they bombing around us. when a trip to see her sick mother

turned into war. this is her now. at her california home. [crying] >> finally reunited with her son this weekend. >> thank god, she made it out. >> how is it for you to be home? >> happy. i hope i can get my family out. i feel guilty. guilty to eat, guilty to sleep, guilty to take a shower. >> reporter: 25 family members sheltered together while bombs fell nearby. >> oh, my god, the whole building like this. i hug my mom right away. >> reporter: back home in the u.s her son was desperate as he told us last month. >> i am just kind of preparing myself right now where i get a phone call that tells me my mother is not alive. >> reporter: she made four attempts to cross the border before finally being allowed to evacuate. >> when you had to leave your

[crying] >> it was hard. very hard and sad, really. i don't know if i am going to see them again or not. >> we have 19 family members that have been killed and counting. >> reporter: he welcomed his mom home with this symbol. >> why did you give her a key? >> i wanted her to give her hope that you can go back and visit your mother's home. >> reporter: battles have been raging around hospitals in gaza city forcing thousands to flee. israel is accusing hamas for using hospitals for covers of its fighters. why a security concern in the air forced an emergency stop tonight. he was once oakland's top cop before the player ousted him. now going from chief to

coach. more than a few people assumed these people scaling one of our most iconic buildings were protesting something. but this group had a permit to be there. that makes this look pretty tame. just in time to give yet another perspective on apec, the sky far ferris wheel made its waterfront debut. it will be there for at least the next six months.

. a security threat at 34,000 feet forced an international flight to make an emergency stop at sfo tonight. united 1909 was on its way from l.a.x. to vancouver when it turned itself around. the police were waiting when it landed at 9:30. no word on any arrest but the airport told us whatever the threat was ended up not being credible. the flight took off 15 minutes ago to finish the trip to vancouver. apec traffic is one thing. this would be just as bad or worse for a lot longer. tonight, governor newsom says an arsonist is to blame for a

massive fire that shutdown interstate 10 through downtown los angeles, it erupted on saturday in two storage lots below the roadway. now the roadway is closed indefinitely. engineers are left trying to figure out what to do. today, inspectors walked around the roadway and sifted under a wooden support beam it has been put in place to keep it from collapsing. >> if you don't have to go to work and work remote just do that. >> taking 45 minutes where it used to take us 10. >> traffic in the area is bad on a good day. a lot is riding on a quick fix. the back up around the city could be bad fluff to slow the transport of goods from the ports of los angeles and long beach. a very different type of problem on the roads in part of iceland tonight. look at that. hundreds of earthquakes are pulling them apart. geologist believe it is a good bet a volcanic eruption is coming

soon at the fishing town where it is happening. as for the question that you might be asking yourself right now looking at the pictures this reporter was wondering, too. >> a lot of steam coming out of it. is it cracked pipes or something else? >> if it was not cracked pipes we would not be standing here. sunk over three feet. we will stick to meteorology and what will happen with our weather. unsettled weather pattern shaping up as the first batch of rain is taking shape off of the coast and heading towards the bay area. not getting here for a couple more hours, the storm will be in place. waves of rain will be moving in. weakens as it moves over the bay area, largely falling overnight but another batch of rain will be following it up. i will plan on puddles on the roads even in the south bay where the rainfall amounts will be lighter with the first round. allow extra time with the morning commute. especially with apec. getting into a dry break for much of tomorrow. mix of clouds and sunshine. the rain backs away from the coast a little bit the storm system causing this will be wobbling around. it will drag the rain with it and it wobbles closer and sends more rain into the bay area. that will be the case as we head through wednesday. largely from midday through the rest of wednesday afternoon, evening, overnight. this is

probably where we will see the most widespread and heaviest rain, even then we are talking about gaps, once we get passed midday on thursday another break in the action. we don't get out of the unsettled weather pattern until we are halfway through the weekend. friday, saturday, lingering showers as well. adding up the rain through 4:00 on thursday. that is how much of the high-resolution data we have at this point. we are talking a quarter of an inch of rain to one inch of rain in the higher elevation spots in the north bay. not enough to cause flooding potential just a good soaking rain. the southern half of the bay area looking like you might get more than previous models were indicating the system that is causing it. cut off flow, it cuts off in the atmosphere. they can be tricky in the forecast. they just do their own thing. it could register as a atmospheric river, likely at the low scale.

ar1, beneficial, moisture in the dry fire fuels across the bay area without the flooding threat that is with a stronger one. the cloud cover will take a bite out of our solarelectrickity generation on wednesday with next wave moving in. we will just try our best once the clouds depart. the second half of the weekend into next week to make up for lost time. looking outside right now, the temperatures are backing down. not overly cool as we head through the rest of tonight, 47 degrees in santa rose a everyone else's temperatures are in the 50s. clouds increase, it will hold moisture, waking up with a mix of 40s and 50s on the map. the temperature in santa rosa will go up a couple degrees as we head through the night. tomorrow's forecast, high, above average. in the middle 70s around san jose, morgan hill, warm spots on the map up to 74 degrees, upper 60s and lower 60s in the east bay. hitting lower 70s down redwood

city, half moon bay and temperatures close to 70 degrees in san francisco and oakland. again, mild, considering we are going to start off with a fair amount of cloud cover. the temperatures where the clouds hang on longer and where the rainfalls longer. you will be limited compared to other parts of bay area. you should climb into the 60s tomorrow afternoon. let's check out the seven-day forecast. not seeing much variation to the temperatures, you are not seeing much variation as how we are phrasing the rain chances, showers through the first half of the weekend. it will be off and on. coming at us in the waves of the rainfall. the first of which, knocking on our doorstep. the tail end of the forecast, sunday, monday, we dry things out. a mix of clouds and sunshine. and plenty of sunshine to start off next thanksgiving week next monday, beyond the seven-day outlook, it indicates the dry weather sunday and monday should last all of the way through the thanksgiving holidays. we will keep an eye on that part of the

. we have seen protesters scaling buildings. with all eyes on san francisco you would think this stunt on the transamerica building. three people in color-coordinated outfits repel down one of the city's tallest towers. they were allowed to be there. oh, my god. >> look at that. the oakland base vertical company got a permit to perform and they did much more than climb. they did some stomach-turning acrobatics. the tower 850 feet tall. they seemed confident enough to do whatever that was. this is not their first rodeo. they have been around for more than 30 years and performed similar stunts in st. paul's cathedral and the t-mobile arena in vegas. the group celebrated their 20th anniversary in oakland by performing the ballet 115 feet in the air. turning a rockwall
