. from cbs news bay area this is the afternoon edition. high security as president biden arrives in the bay area for apec. ahead of his high profile meetings including a face-to-face with the president of china. the goal? >> to get back on a normal course of corresponding, being able to pick up the phone and talk to one another during a crisis. what we are trying to do is change the relationship for the better. >> with so plane local leaders in town. what does it take to keep them all safe here? >> nobody will be gettinged in of the protected perimeter, nobody will, that is how it will be. thank you so much for joining us this afternoon. i'm

elizabeth cook. our apec headliner so to speak just arrived in the bay area. president joe biden touching down this afternoon for the summit. we are looking ahead to his role at this event and what he hopes to accomplish. but first, let's get you caught up on today's news headlines. the man accused of attacking paul pelosi testified in his own defense. david depape told jurors he went to the home wanting to talk to former house speaker nancy pelosi about russian involvement in the 2016 election. depape broke down in tears when he talked about switching his political leanings after watching videos about conspiracy theories. he said he wanted nancy pelosi to admit to corruption. depape said paul pelosi was never the target and reacted because he says his plan was ruined. closing arguments are expected tomorrow. five people were rescued after a fire broke out in san francisco mission district. video from citizen app shows flames shooting out of the

three-story building t. happened at 7:00 this morning. firefighters say three people were sent to the hospital. no word on what caused that fire. today, the alameda board of supervisors discussed changes the rules of recall elections in that county. one change would show the recall elections. we are seeing a bit of a break right now but we are tracking a heavier rain for tomorrow. jess? >> reporter: with a huge area parked just off shore. you know what it is doing for our weather today, tomorrow, all throughout the week? it is bringing in the rain showers all throughout the bay area. we saw it this morning alone. specifically in the north bay. as we head into the afternoon hours we are going to start seeing clear up. we are left with trace amounts throughout our coastline. really, we are gearing up for tomorrow where we will see heavier showers

roll in. just around lurch time. this time tomorrow, heavy showers, widespread throughout the bay area, isolated pockets of heavier storms at times and that continues to track off to the east in the overnight hours and then we gear up for another system moving in on thursday. essentially what is happening in the area of low pressure it is just kind of hanging out. bring in rain chances until friday. we are keeping a close eye on that and a close eye on the temperatures, too. today we are above average, specifically down in the south bay. about seven degrees above average this afternoon near san jose. let me show you what it looks like on the plan. starting off in the north bay, expecting 60s from petaluma all of the way over to santa rosa. the more east we go the warmest it gets by a degree or two. 60s turning into 70s, the more south we go, 71 in livermore. 75 all of the way down near san jose this afternoon. that is where we are seeing five to 10 degrees above average. now, the map, the most part, the temperatures are not a concern for us, 60s pretty

much all next seven-days what we really are concerned about is the rain. you see that system move its way in tomorrow afternoon. we are keeping a close eye on that. unsettled weather continues until friday, saturday, clearing up into the next workweek. that is the inland forecast. notice how it looks similar for anyone along the bay. if you look closer to san francisco, expecting 60s, too. warming up more as we head into the weekend forecast with partly cloudy skies around the corner. >> thank you, jess. president joe biden and vice president harris are both in san francisco for the apec summit the president is gearing up for a high-level meeting tomorrow with chinese president xi jinping. we go live to the center of the area. it still looks quiet behind you. >> reporter: it is pretty quiet. definitely a different energy here in san francisco at apec at the moscone center as more of the world leaders make

their way into town including joe biden who landed about 1 1/2 hours ago the president along with the vice president kamala harris arriving in the city where biden is scheduled to speak with mexico's president and attend a major fundraiser, that will happen tonight. the world will be watching when he meets with chinese president xi jinping for only the second face-to-face meeting after the g-7 summit last november. and biden spoke about what he hopes to accomplish for tomorrow's high stakes meeting >> being able to correspond, pick up the phone and talk to one another during a crisis. being able to make sure our militaries have contact with one another. we can not take, as i told you, we are not trying to decouple from china, but what we are trying to do is change the relationship for the

better. >> reporter: today, secretary of state blinken making his rounds first meeting with the foreign minister of peru. he met with top officials from thailand, korea, japan. blinken had the opening remarks where he talked about the economies of apec grown since forming three decades ago with a gdp thatip creased from $19 trillion to more than $52 trillion. also with san francisco now the host and the pacific rim with all of the attention here on the city and here on the bay area the city has done its best to clean up its image for the 20,000 visitors of apec. for those that live here they wonder why the city can not be this clean all of the time. i had a chance to go one-on-one with san francisco mayor, this is how she answered. >> a lot of people raving about how great san francisco looks, a lot of people, though, are asking, can you sustain that? >> i am going to try to sustain it. i will tell you before apec

many of our neighborhoods were in pristine conditions, parks, open space always look good already our hope is that as we start to get people off of the streets indoors, that is going to have a impact on the cleanliness of the streets as well. >> reporter: coming up the 5:30, you will hear my entire one-on-one interview with san francisco mayor london breed including her response to a television crew from the czech republic who were robbed in the north beach area what she did to help and what she told them about the perpetrators. as the energy is ramping up with more world leaders arriving it is ramping up outside of the moscone center. a lot of people watching at home going into san francisco they will notice more road closures and fencing going up and security measures and you know what? tomorrow, it is going to get even crazier with the president and the chinese president in town. >> no question. i am anxious to see the rest of the interview

with mayor london breed, ryan, thank you very much. chinese president landed at sfo about 15 minutes ago. that is about an hour and a half after president biden. xi arriving with his own agenda for the apec summit. showcasing china's place as an economic super power in the asia-pacific region. we are also talking today to cbs news senior white house correspondent about president biden's visit to the apec summit and the bay area. i asked her about how the war in the middle east will play a crucial role in his meeting with the chinese president and other world leaders. >> i think that, you know, he might push xi jinping to be tougher on iran because there is this concern that the conflict could spread and expand and he has been watching along with other administration officials beijing's reaction. it has not been as robust as they would have liked t. say tricky line for the president. we saw it yesterday when he met with the president of indonesia

who essentially called on the u.s. to do more to support a ceasefire. not only is this conflict unfolding but also the one in ukraine and so these two are the backdrop, the president wants to show that hey, i can do all of there at once. i am still invested in the innedo indo-pacific but he knows all too well how the war is playing into this. apec is bringing a lot of leaders to san francisco this week, we have seen it, security is really tight. coming up, we speak with retired fbi special agent about what it takes to keep everyone safe in

. on the ground and from the air we have seen tight security as the apec summit brings high profile leaders into san francisco this week. joining me now live is retired fbi special agent jeff heart. thank you for joining us. >> no problem. >> we see the barricades, we see the street closures, we see the secret service, we all know it is happening but what aren't we see something can you give us a peek behind the curtain? what are they looking for this week? >> there is a lot going on behind the curtain. you would see law enforcement, secret service, fbi, everything in law enforcement is out there working in this. you would see others. there are analysts and

all sorts of other people working, partners in the city that are dealing with this whole event whrvment an event this size comes to san francisco you think about what happened when we had super bowl 50 here. it was a huge event. and this is similar in nature although this is not that event. we don't have the population of people come into the city for the super bowl we have dignitaries that come in that require protection, the state department, diplomatic service, all of those people have to work hand in hand with dhs, secret service, fbi, every acronym out there. it becomes complex >> when you say international security event does it refer to high profile people, is that what that means then? >> that is what it means. a lot of them are classified in a special event assessment rating. providing funding for the city, like the super bowl.

international security event is different. that is more to do with the people that are coming. so, dignitaries you think of big conventions like presidential conventions and things like that. >> so when you talk about threats, they are prepared for any and everything that could happen, what do you think they are preparing, what threats are we talking about here? >> it is not just they are preparing for. they go back and look at investigators that may have been impacted by the bay area. they rescrub those things, they also, they were not prepared for some event to happen but they are at a heightened level of readiness. if something does occur you have more people in the town than we would have especially those that have high profile signature such as the president of china, you got biden here, other folks that bring entourage with them. >> if you walk around the streets it is interesting to see what barricades are. the higher level. i remember covering the super bowl and the

barricades and the street closures, they did not look anything like it does this week. i was noticing specifically these tall black very sophisticated barricades, very tall, are those for, what are those meant for? >> you got to keep people out that are not cleared and that is really important because we obviously know there are people around the world that want to cause harm to our leaders in it is the leader of the united states or the leader of another country. and those people have, you know, some ideas how they want to cause the harm and they want to keep them out. super bowl all fun and game, a sporting event. now you are talking about people who run countries, who have nuclear weapon, this becomes really important to keep people that are not supposed to number the secured area keep them out. >> i think there is always frustration when you are driving around and you are going, i am nowhere biden is, why is this street blocked off. it is for a good reason >> it is for a good reason >> thank you very much. >> thank you. well, the apec summit sparked a dramatic transformation in some parts of

san francisco. no doubt you have seen it. notably in u.n. plaza. in recent year the space has been a postcard for the city struggles. look at it now. pretty amazing. our wilson walker heard from folks who hope these changes are here to stay. >> normally in this location you will see people doing their drugs or they will be selling things they stole from like the businesses around here. but because we have apec happening, they have park rangers here and they put a person who usually there is never that person here >> she lives just around the corner from united nation's plaza. having moved in during the height of the pandemic, yes, she has seen this space through very hard times. her thoughts on the new look? >> i am glad to see the things

that they did add here are made out of stone so i don't wake up the next morning and it is gone and someone took it. >> reporter: it is hard to look around and not worry that the current arrangement will be fleeting. for years now, the grand civic space has been at the center of the city's largest struggles. it is the market of lethal drugs and stolen goods and an effort at a recovery center and an unofficial safe use site. and through all of that there has been a great deal of chaos and disorder. a place that has, at times, looked like a city that was falling apart. >> it is calm. >> i like it. >> yeah. >> reporter: at this coffee shop on the plays a ownership says the change of tone is bringing in more people and they point to one reason. >> it is safety. that is the most important. it feels safe. everybody come here is real safe. >> neighbors have reservations, the altered farmers market is

still a sore spot and all of the cleaning raises the larger issue. >> we know something is coming because things are more tidy. >> it was not even six months ago the site got the last spiving up that was for the questioning of the player on location in this plaza because that is where the problems were. that, of course, dissolved into chaos with someone throwing a brick but it raises that old question. >> what about for the citizens like if you don't, don't just clean it up when the mayor comes you should keep it clean for people like me who live here and pay rent here every day who spend my hard earned money here every day >> that thought sounds familiar to you. you probably heard someone say that in the last couple of days and someone saying something like that when super bowl 50 came to san francisco. a familiar tune here. what does this plaza look like in two weeks, two months, two years? who knows, a lot of attention on this space for a

long time now. that is one thing that will not change. >> one event happening there week during the apec summit aims to celebrate the unique diversity of the bay area. it is meant to showcase san francisco for the lbgtq plus communities. we go to the castro with more on the event called gay pec. >> reporter: the castro is a dest flation for visitors decade after decade since becoming an iconic neighborhood in san francisco for its historic role in lgbtq rights but the sense of community it continues to offer today. bay area leaders decided it was the perfect place to host a party during the apec summit. >> we are excited to host gaypec recognizing the intersex intersectionallity. >> reporter: evan lowe wants to lean into those large

demographics and set an example how they can thrive especially for those that identify as both. >> apec was going to be in my hometown i helped put together something big and gay and queer for the event. >> reporter: san francisco supervisor's district includes the castro. he says they had to take this opportunity while hosting one of the largest international events in the city's history. >> i do think that there is tremendous power in community. >> acknowledging that because of the level of acceptance for lgbtq community in the region can vary it may not be easy for some to slow up to an event like this >> there are also delegates who coming to an event like this may take courage and may be risky. >> reporter: the fight for more rights in those nations motivates them. showing how everyone benefits from an inclusive society. >> we want to show the world

how absolutely fabulous we are here in san francisco and the bay area. some of the issues they pointed out include marriage equality, adoption rights, hospital visitations, serving in the military, and being able to donate blood. organizers say they are close to capacity ahead of the event tomorrow night. showcasing art during apec. the light display that you can catch there week in san francisco

. we have been checking in on san francisco businesses as apec draws global economic leaders into the city. despite all of the traffic coming in, business owners inside of the security zone hardly see any customers at all. foot traffic has been light so far. one business owner tells us sales are down 80% and food delivery drivers are struggling to pick up orders. >> i feel disappointed. >> i think people are just trying to avoid the congestion,

they are trying to avoid the delays in their schedule. if they were coming here for anything else they would try to avoid it. >> a lot of businesses in the security zone believe the fencing, security protocols and traffic headaches are keeping people away but they say there is one bright spot. >> we were able to get a small program that supports the businesses here and links us with 1200 meals to these volunteers. they are $20 and $10 gift cards that were purchased by the city for the businesses here and they will be distributed to the volunteers as an appreciation gift. as apec draws attention to the bay area people are using the opportunity to make their voices heard on different issues including the war between israel and hamas. the light show projected on the ferry building last night called for a ceasefire. another light slow is less political and more of a statement of art during apec
