this is cbs news bay area with elizabeth cook. >> the apec summit wrapping up in san francisco. president biden touting the progress made by world leaders. >> we find ways to build a sustainable economy. >> from tray to current conflicts to the fight against fentanyl. the major issues they tackle and where they go from here. thank you for joining us this afternoon. i'm elizabeth cook. it is the final day of the apec summit, putting san francisco in the global spotlight this week . what was

accomplished and what is left on the table? we will have a closer look at that in a moment. first, let's get caught up on the headlines. rain is moving into the bay area right now. let's take a look at our radar. it is not raining everywhere but it looks like it will be more widespread tomorrow with a higher chance of thunderstorms. paul will have our full forecast into the weekend in just a few minutes. breaking news in new hampshire. police say there are multiple victims after a shooting at a psychiatric hospital. unclear exactly how many people have been shot or if anyone has been killed. details are still scarce at this point but police confirmed the suspect is dead. san jose police have arrested a 16-year-old for attempted murder. they release this video showing people inat a car and intentionally running someone over. this happened back in september. police say a fight broke out at a restaurant on stewart avenue and ellen rock avenue and then they say the suspect followed the victims, hit them with the car, took off and then came back, striking

another victim. an artificial intelligence shakeup in san francisco. open ai, which created chatgpt has ousted its cofounder and ceo. the company says sam altman failed to be consistently candid as the leader of open ai. this comes a day after altman participated in apec to discuss ai. let's look live at the moscone center, the hub of this weakness apec summit in san francisco and that summit wraps up today. ryan yamamoto is live at moscone center and he has been in the middle of all the action all week long. what is going on there now? >> even though today is the last day of the apec summit, a pretty busy morning for president biden, meeting with mexico 's president and having a lunch with all the world leaders of the 21 economies of the apec summit . right now, the president has left the

building. he took the motorcade all the way out to sfo in the last hour. biden boarded air force one and took off, saying goodbye to his stay in the bay. you can see the motorcade driving right up to the plane on sfo's tarmac and the president walking up the stairs and saluting the crowd. the president meeting one last time this afternoon at the apec retreat, a luncheon at the roundtable where the official business of order , handing over the reins of the apec summit to the president of peru, whose country will host the summit next year. then, the big order of business and most importantly -- most important meeting of the day, sitting down with the president of mexico and discussing our relationship with our neighbors to the south. the flow of migration was a key topic as well as securing the border while allowing a pathway to citizenship. they also spoke about the drug crisis and joining forces to stop the flow of fentanyl into the u.s. >> we see it in our security corporations. we are working side-by-side to combat arms trafficking and tackle organized crime and to address

the opioid epidemic. >> we are sincerely committed to continue to assist at our fullest capacity to prevent drug trafficking, mainly the entrance of fentanyl and other chemical precursors. >> not a surprise that mexico and the united states talking about the fentanyl crisis after that historic talk between mr. biden and the chinese president also coming to an agreement and stopping and curbing the production of the chemicals that do make fentanyl. back here at the moscone center, as president biden is making his way back to the east coast, he did joke earlier this morning but after this marathon session at the apec summit, he decided, maybe we should extend it another five days. no one laughed at that joke.

>> you have been out there all week long, the epicenter of this entire summit. is there a moment that sticks out for you in terms of a highlight? >> not necessarily one highlight. it is nice to see san francisco in the spotlight on the global stage. all eyes are on this city. so many important things, talks and negotiations happening here in the bay area. the eyes of the world for one week were on the san francisco. >> thank you. meanwhile, apec's main focus is economics, affecting americans. this week, president biden has covered a wide range of other topics. we wanted to look back at some of the highlights. >> we have a competitive relationship, china and the united states. but, my

irresponsibility is to make this manageable so it does not result in conflict. >> president trump 21 and i exchanged a global issue including russia's refusal and brutal war of aggression against ukraine and conflict in gaza. we have concluded an agreement to accelerate clean energy transition in the indo pacific region including enabling greater u.s. and private sector investment in clean energy, innovation, and infrastructure in our partner countries. >> joining me live now is dr. nolan higdon, a communications lecturer at cal state east bay. thank you for joining us this afternoon. >> in terms of u.s. china cooperation, where does the relationship go from here? did anything change? >> it is tough to say.

certainly throughout 2023, relations have been tense to say the least since the spy balloon incident. this is a step in trying to get those relations back to a someone normalized or to be less contentious. in the weeks and months ahead, we will be able to see how much of an impact this had. >> with the israel-hamas war top of mind, is the president's statement at the press conference after his meeting with the chinese president? will impact voters minds? >> it is really early to say. a lot can change in a year before people go vote. i do think president biden is trying to communicate his vision for how he would like to see the globe operate and it seems like he's more interested in the superpowers and that is not too surprising. that has been

biden's vision for global politics and that is the way he voted in the senate. i am not too surprised that he is trying to advocate for that in his vision of the future. >> president biden using the apec summit to tout his administration's economic victories. do you think that those statements really make a difference to everyday voters? is it registering at all? >> sometimes political rhetoric can do a good job of changing minds and changing behavior. economics is a tough one. people see the reality of their economic situation every day and no matter what someone says , that really won't change the way you see your circumstances. if you think your circumstances are going well, regardless of what the president says, you will think they're going well. folks were struggling and suffering, it does not matter how great democrats say the

economy is. >> president biden struggling with lower approval ratings. what do you think this next election will be like? >> this will be a very tough election, certainly more difficult than 2020 for biden. biden was largely on the offensive and trump was on the defensive over his handling of covid. now that the roles are reversed, if trump is the nominee, biden will have to defend his record . i think voters should remind themselves. in the general election, biden received way more votes, millions more votes than donald trump but really, the electoral college, only a few votes separated biden's victory from being a loss and that is a third of the amount in which trump won four years earlier. these two candidates have been too close and any factor that gets a few people not to vote could prove

let s take a live look at sfo now which could get busy over the next few days. people will be leaving from the apec summit in san francisco. for a lot of folks, it is the start of thanksgiving travel. today is expected to be one of the busiest days along with wednesday the 22nd and monday the 27th. be sure to give yourself some extra time if you are flying out or picking someone up. the thousands of people who came from all around the world for apec will soon get to take their souvenirs home with them in special gift bags. our shawn chitnis reports what is in the bags could have a long-term impact on local small businesses. >> in sight ghirardelli square, you will find a longtime san francisco business eager to see

are made with love locally. >> at a time of such a stress leading into a set of high-stakes meetings, something sweet and sensible to help you relax may be just what the visitors for apec need while in town. >> another business that saw a boost from apec is the roli roti food truck. it usually sets up at farmers markets but yesterday a parked in front of the hill security checkpoint at the fairmont hotel. >> we got super busy. there were a lot of people around here. >> other san francisco businesses have not been so lucky. coming up, we check in with some of the places left out of all of the apec action. let's go to first alert weather now. we are tracking rain this afternoon and into the weekend. here is chief meteorologist paul heggen . the skies look pretty ominous. >> it does look like heavy clouds hanging out over the san

francisco's guideline. this is the first wave of widespread rain we have been anticipating with more to follow. let's zoom into her the heaviest rain was falling right now. we are looking at marin county over toward san rafael and across the bay into richmond. this is lifting to the north, about to rain. mill valley getting heavier downpours as well but the rain is starting to taper off around san francisco. the east side of the bay with lighter rainfall rates around oakland but you go further inland and there are some heavier downpours making their way through the santa rosa valley and further up to the north along 680 toward walnut creek at concord . there is more rain on the way. this is how it will go. little breaks in the action and then another wave of rain will arrive. this is making its way into southern san mateo county. it will travel up the peninsula with another round of some moderate to occasional heavy downpours making their way through san francisco right around the peak of the evening rush. timing

could be better but this is the kind of rain that helps but an end to fire season. let's take a look at future past -- futurecast through tonight. another wave of rain likely toward 7:00 this evening, moving across the bay area and then a little break in the action. futurecast estimates it to be around 10:00, 11:00. we know there will be more waves of rain and we will be very flexible. rethink any outdoor plans this evening and tonight because we will see occasionally moderate to heavy downpour rates coming through. these waves will continue through saturday morning. gradually tomorrow, the rain chances will slack off and once the atmosphere dries out, a lingering shower saturday night and then we stay dry through the entirety of the 7-day forecast. it will be dry for thanksgiving week and likely for the entirety of thanksgiving weekend. right now, as we look outside, gray skies overhead. temperatures, despite the rain, or warm. santa rosa, still around 70 degrees. let's take a look at the 7-day forecast. we do have

a drier forecast once we get past tomorrow. every other day, six out of the seven days are dry but this is our one wet day on saturday for all parts of the bay area. a little bit of a warm-up, up and down temperature trend as we had three thanksgiving but running a few degrees above average. does look nice for thanksgiving itself. nothing will interfere with the workout plan if you will be doing a turkey trot around the bay area. the weather looks like it will be good in the morning and good in the afternoon. nice weather sticks around into black friday as well. coming up, wedding planning is stressful enough, even more when it happens during a global conference. this couple is navigating their nuptials with the backdrop of apec. you can watch us anytime, anywhere on our streaming service, cbs news bay area. catch all of our live newscasts

san francisco has been a maze of road closures and security fences and checkpoints. imagine trying to have a wedding in the middle of all that. or lauren toms spoke with a couple whose venue is right in the middle of the secure zone. >> did you ever imagine that the secret service would somehow be involved in your wedding? >> no. >> that was not on the list. >> as chaotic as weddings can be, if you have to jump to the hurdle of a global economic summit. apec was not part of the planning process onto weeks before the big day. >> we knew about a month ago that it would likely cause some confusion. then, we really found out a couple of weeks ago

that it was going to severely impact us. >> they booked the university club for their wedding months ago nestled atop california street but this week, it is in the middle of one of the barricaded apec secure zones due to its proximity to the fairmont hotel where president biden and other dignitaries are staying. >> we need to figure out, with our guests who were flying across the country, we were ridesharing to the area. where do they go? where do they bring their stuff that is the only option. >> we are told that guests are not going to have to deal with the barriers but what they will have to do is make this trek up california street to got to the university club. as we were making this trek tonight, we ran into some very special guests, the parents of one of the brides. >> i am getting my steps in and i am going to work off whatever

i am going to have for dinner. >> i am getting her steps in too. >> nodded participants can get to the venue by foot. one of their top concerns is the vendors getting to the club as well. >> any vehicle bigger than a minivan has to go to one appears mac to get searched by the secret service and sealed and locked before it can come into the zone. depending on what truck our florist needs to use, we may need to get our flowers searched by the police. >> it is optimism and flexibility they are relying on but with these hurdles, their marriage is off to a stronger start. >> it makes me really happy that we are the ones getting married. we have both risen to the occasion. we are both looking forward to the honeymoon after. >> airport security will not feel like anything. >> it will feel so easy. >> sticking together for a wedding that they and their guests won't soon forget. be a peck -- the apec summit wraps up this week and

>> we are not quite to thanksgiving but it felt like giftgiving season on sunday for the 49ers. nearly everyone on offense scored a touchdown. the most memorable came from george kittle, the people's tight end went up and grabbed a 50-50 ball from rock purdy. with no one left to beat, he walked into the end zone and he drew a big reaction from kyle shanahan. you can see that he gives a fist pump and walks away. it got us thinking, how did his fist pump compared to the all timers? good enough to match tom brady? how about the jersey shore crew? there is no topping tiger woods' signature celebration but the fist pump was not intentional. >> i am not trying to look cool. it is a stressed-out type reaction of exhale. i knew no one was behind him.
