this is cbs news bay area with elizabeth cook. now at 3:00, a violent crash rips a car to pieces and leaves two people dead. how first responders in the sierra are getting ready for the busy holiday weekend in the wake of not one but two avalanches in as many days. and, as we speak to the oakland city councilmember about the future of oakland ballers in town as they plead for the a's to let the bees have their moment at the coliseum. thank you for joining us, let's get straight to your news headlines, two people were killed in a car crash. from our chopper you can see what appears to be the car sheered down the middle after

apparently hitting a tree. half of the car was wrapped around the trunk. it happened near carlson boulevard and florida avenue. the police believe speed was a factor n. san francisco, u.s. court of appeals upheld the appeal in san francisco preventing the city from clearing homeless encampments without first offering shelter. the coalition on homelessness that brought the against the city saying they have been conducting dehumanizing sweeps, they offered shelter, but many declined. also in san francisco, mayor breed can install 400 license plate readers at intersections throughout the city. the mayor signed legislation to put things in motion as quickly as possible. the police chief says those cameras will help the officers identify cars used in crimes and catch suspects more quickly. local crab fisherman have been waiting to hear this. commercial crab fishing season will begin next thursday.

however, the state cut the amount of allowable traps that fisherman can put out by 50% the season was delayed multiple times to prevent whales from getting caught in crab traps and nets. now, we have your holiday weekend forecast from our virtual forecast >> temperatures sitting in the 50s as we head through the forecast. the winds are lighter compared to yesterday. taking our eyes to the skies it is a partly cloudy day for us. light winds, a beautiful way to kick off the weekend. we have changes in the forecast around the corner. heading into the weekend, down to the 30s in overnight lows and warming up tomorrow to the 50s. that is not the big story, no, it is the rain around the corner. partly cloudy skies today, a cold front moves its way in for the overnight hours allowing the temperatures to dip and it is bringing in wind and rain. we will see windy conditions tomorrow afternoon all throughout the bay area, rain rolling its way back in for the

early morning hours, catching a break for the afternoon. around 1:00, gearing up, more showers rolling in from the north to the south as we head into the evening hours at night n. total, producing close to an inch in the north bay, a quarter of an inch in the santa clara valley and dry up just in time for sunday. a live look right now, the conditions along interstate 80. things look clear for the moment. the traffic is moving right there. and chp lifted the chain conditions along i-80 heading into the sierra for right now. once you are up there the concerns around avalanches are still high after a second one hit palisades tahoe yesterday afternoon. it happened near the wolverine bowl on the alpine side of the mountain. those booms that you hear are from avalanche control trying to trigger loose snow off of the slopes, these mitigation efforts ramping up with resorts expecting more visitors for the holiday weekend. we spoke to first responders in the sierra about what else they are doing to

prepare. >> reporter: wherever an avalanche happens here in the lake tahoe area multiple agencies respond and they work together to rescue victims and secure the scene. we spoke with the guys here at north lake tahoe fire about how it all works. >> this is a backpack that you should carry in the backcountry at a minimum. carries a shuffle and a probe as well. it has an air bag. >> this is just some of the gear firefighters pack with them when responding to an avalanche. russell is the assistant fire chief of the north lake tahoe fire protection district. he says most all firefighters in the area are trained in avalanche rescue. >> we have a lot of different ways to get back to the patient. a lot of the times we will use snowshoes, all depends. >> reporter: overall, avalanches are rare and when they do happen they usually occur in the backcountry not at a ski resort. >> the ski patrols do a lot to

mitigate avalanche danger. they do, they use hand charges, they ski cut, they go in and evaluate. a lot of things to mitigate avalanche. >> if you plan to ski at tahoe we have more information on our website at kpix.com. the ballers look like oakland and they are building out an organization with deep roots here in the city of oakland. we had a hitch and historic history of baseball. we have some of the best baseball fans in the world. they love the game and i am confident the ballers will provide the team that represents this emand loves them back. >> that is oakland mayor speaking to us about the oakland ballers and their plan to try to keep baseball in town. but the a's, they have blocked the b's from playing games at the coliseum over the summer. kevin, thank you very much for joining us, the

ballers say they had an agreement with the coliseum to play a one-time game there this summer, the a's stepped in and blocked them from doing so. i don't know if you heard or have intersection with the ballers. it seems like a petty move on the a's parts. >> it seems like that. hopefully we can reach a resolution, fans there that are thirsty and willing to, for teams willing to be here. >> how important is it to have sports and professional baseball still in oakland? >> it is imperative. it is imperative to have sports in oakland. it creates a comradery. you did not have to have a ticket. you did not need to know anyone at the tailgates people would offer you food and drink and a ticket. we need that here in oakland. >> have you or anyone from the council spoken to either side if the a's or the ballers side

to try to get some agreement where they can play one game? that would be magical if they play at the coliseum. >> it would be amazing. we spent a letter to oakland a's seeking clarification as to why they were blocking the date. we received email back that did not give us any information. i talked to the ballers today and they are want to play in oakland and want to remain rooted >> oakland. >> are you confident they will get the support to sustain a team in oakland? >> i am incredibly confident. they were on twitter saying we have not reached 5,000 followers and they reach today that day. oakland fans are ready and supportive and we will be supportive of the city for teams that want to be here rooted in oakland and that is

[ laughter ] you hear that, that is martin luther king jr elementary school in oakland. they unveiled a new mural celebrating the life of its namesake. as we approach the monday holiday, dr. king's legacy is as relevant as ever. >> a leader, really calling for us to be one in vision, really calling for us to unify around the common goals and that is humanity, and that is justice. >> and that mural was created by a local artist. they hope it will inspire students to pursue their own artistic passions. in san francisco, it took almost 60 years, 60 years but, the chinese cultural center finally has a permanent home at grant and jackson right in the heart

. head's up commuters. a lot of changes coming to b.a.r.t. b.a.r.t is increasing the price to block at glen park, milbrey and west oakland. you can see the new prices on your screen. in the meantime, the coliseum, richmond, warm springs are seeing parking drop by $2. the reserved spots dropping by more than $20. b.a.r.t is expanding the new gates, fare gates to tackle fare evasions to the 8 stations that you see right here on your map. talking to riders about those changes. >> b.a.r.t says they are ready to expand the new gate to many more locations, they started testing it late last year in west oakland. if you take a look here, you will see the

classic look here. this is what you are seeing at most b.a.r.t stations, the new gate is more than 7 feet tall. if you think that i am 6 feet tall it is another foot above me. one way to prevent more people from being able to jump over and skip paying the fare. take a look at the map that shows you the locations that will be receiving gates in the months ahead. that includes stations in richmond, antioch, sfo and oakland's fruitvale station. four stops including montgomery, powell, civic center and the 24th street station. it will not stop all fare evasion but the new gates will stop most of it. the difference will be a drop in costs for the agency while keeping stations cleaner and increasing revenue. riders say they have people sneak through the gates many times getting close to the point it is uncomfortable just to avoid paying the fare. >> i think it is important. we can rely on public safety to do their part, they are burdened

with a lot of things in our community they have to teal with. i think having another system of protection within the b.a.r.t, right, to prevent fare evasion might be helpful. >> reporter: they will be taller and more advanced sensors and different materials to test the gates in west oakland to figure out which ones will last longer, they have to make sure the sensors can handle the clipper card and there is less of a delay. once they are ready to go, we will see those gates arriving at these new stations that have been listed in may or june. and then ultimately they want to have more than 700 plus gates throughout the system by the end of 2025 and there is an incentive to keep the plan $300 million in state and regional subsidies if b.a.r.t is able to reach it. >> reporter: take a look at this friday afternoon at the mlk holiday weekend. let's check back in with our virtual

view studio. >> throughout the bay area today, we are seeing partly cloudy skies, light winds and some cool temperatures, actually, we are sitting in the 50s heading in this afternoon. if you take a look at future cast, heading into the early morning hours, the rain rolls back in starting from the north bay all of the way down to the santa clara valley. around lunchtime, catching a break from the showers as the storm system continues to move off. we gear up for more rain into the evening hours, this is 5:00, 6:00, more heavy rain moving its way in santa rosa and san francisco, producing close to an inch of rain in the north bay, a quarter of an inch down in the santa clara valley, rising up heading into our forecast. the exact same system, like i mentioned, moving into the valley, too, passed that. all of the way up to the sierra tahoe area, they will see a lot of snow heading into this weekend. it is the long weekend, too. if you were thinking maybe i want to head to the tahoe region, you will want to have those chains and take it slow. saturday is not

the best day to be commuting. the roads will be slick but it will start drying up, they are left with a warning until sunday at 4:00 a.m. let's take it back to the bay. if you are spending the weekend here in the bay this is the forecast for us when it comes to temperatures, sitting in the 50s today, tomorrow, heading into sunday forecast, too. all throughout the bay area. this is the time of the year where all of our temperatures are hand in hand. livermore all of the way down to san jose where we are in the middle to lower 50s. now, dropping the map and showing you what it is looking like for the next seven-days, changes in the forecast for us, nothing to do with the temperatures necessarily, we see the 60s next week, more unsettled weather. drying up, heading into sunday, clouds roll their way back in for monday and tuesday and we are talking about rain returning to the bay area midnext week. >> it may only be january but election season is getting into full swing with the iowa caucus just three days away. it is a crucial point for some of

former president trump's rivals, a bitterly cold forecast could hurt their chances of an upset. >> reporter: heavy snow snagged campaign plans with time running out for republican presidential candidates to make their case to iowa caucusgoers. >> we had to rearrange the schedule, we are out working hard. >> reporter: it did not stop ron desantis from holding some campaign stops but the super pack supporting him postponed other events. nikki haley switched her to virtual only. >> it is beyond cold. >> polls put them in a tight race for second place, well behind former president trump. the big question, how will record low temperatures forecasted for monday impact turnout? >> the weather will probably effect some people from coming out. i think for the next couple of days people will not want to be on the roads >> the storm comes as some iowa voters are still trying to make
