plowing into cars and cops. the wild chase that came to a smashing end. this is the late news with sara donchey on cbs bay area. break out the boots and umbrellas because the rain is going to be here soon. paul is here tracking it. i guess the question is is the entire long weekend a washout? >> not entirely. there will be a little gap in between, but off and on showers will be out there even when we're at our driest. so let's get into the details of what's going to happen. we are tracking back to back atmospheric rivers. the first of which is going to be hitting the coast tomorrow. this is the faster moving storm system, and the heart of it is going to remain well off to the northwest. it's the second storm that's the troublemaker because it's going to track much closer to shore. then almost stall out for a couple of days. so that atmospheric river is going to be soaking the whole coast of california.

this is going to be more of a statewide event. we'll be adding up quite a bit of rain in the bay area. we'll track that hour by hour with futurecast. towards the top here, the little spikes on the yellow line indicate when the heaviest rain will be occurring over the course of the next several days. on the wind graph, we'll trace this over the next five days and stop along the way to show you when the heaviest winds will occur. 20 to 30 miles per hour gusts tomorrow. that's noticeable, but nothing to put stress on the power grid overall. more gusty winds kick in late sunday, but the strongest winds will occur by monday afternoon into monday evening. that's when widespread gusts in the 35 to 40 miles per hour range will be more likely. some gusts close to 50 miles per hour. that's going to bring in the possibility of at least sporadic power out annals. make sure your devices are charged up. you can see the number at the top here. this particular forecast model is adding up

over four inches of rain for downtown san francisco. the more likely scenario is 2.5 to 3 inches, but there's uncertainly exactly where the second storm system l park itself. so we have to be concerned with the amount of rain in the densely populated parts of the bay area, but also spots that picked up a lot of rain in the last storm. >> yeah, absolutely. i mean, you talk about a one-two punch with the last couple of weeks. >> right. multiple inches of rain fell with that storm system a couple of weeks ago. another back to back event that could bring home. this mobile home park was under water just a couple of weeks ago. this time around our andrea nakano went back there tonight to see how people are getting ready. >> reporter: this year's storms have already flooded this community. it's a mix of mobile homes like this one and cottages. as you can see here, residents have already stacked up the sandbags to try and keep

the water away. >> every time it rains hard, this creek rises, and you're in for a rude awakening. >> reporter: it's a feeling that's hard for charlene to describe as she waits for back to back atmospheric rivers to come through this weekend. >> it's discomfort and stress. you know, i can't change anything, but i have to prepare. >> reporter: preparation will be key. charlene has already lifted up her garden on concrete blocks to keep the plants from getting ruined. inside her storage unit, the same thing trying to get all of her belongings as high off the ground as she can. >> it can be painful to lose your memories and your personal belongings. >> reporter: this sycamore cottage community already experienced devastating flooding last month. five creek overflowed, spilling water to the doorsteps of the mobile homes and into cottages.

>> water level. yeah. >> reporter: when it starts raining, charlene will be keeping a close eye on this area that backs up to the creek. >> this whole area fills up. it's just shiny out here. >> reporter: she knows when the water reaches a certain point, it's time to get out. >> so right there, that's where i'm afraid. >> reporter: the monte rio fire department is preparing the best they can for potential flooding and problems caused by downed trees. >> we've got extra staff on for the weekend. we'll have the chain saws sharp, the boats and jet skis ready. >> reporter: charlene is hoping the storm won't be as bad as the last time around. it's especially hard to recover when there's little help coming from local or state agencies. >> we need to find another word to describe what happens to us. it is, you know, to a degree for some people, it's disastrous. when you lose your car, when the water comes up to

your trailer and floods everything, you don't have any money to do anything, isn't that disastrous? the storms will also make outdoor lunar new year celebrations a little soggy, but organizers of the tent festival in san jose say they're ready for anything. that will wake you up. san jose has the largest vietnamese population in any single city outside of vietnam, and they pull out all the stops for vietnamese lunar new year celebrations. the festival started today with food and entertainment, and even with rain on the way, they're still having a lion and dragon dance tomorrow morning with some adjustments. >> we cannot do anything about the weather. whenever it come, it comes. what we can do is prepare a big tent and heater for people to come here. >> the festival is free and runs from 11:00 a.m. to 10:00

p.m. saturday and sunday. and the oakland zoo says no one is happier than a hog in mud. but don't plan on visiting tomorrow. the zoo will be closed because of the weather, and they're refunding reservations. we have you covered with weather all weekend. updates on air and online at kpix.com, and streaming on the free cbs news app. there is an all out manhunt in the east bay after police say they found a woman shot to death inside her home. they say they got a call about someone breaking into a house on the 500 block of summit drive and attacking a woman. when they got there, they found the woman had been shot and killed. police are looking for 36-year-old jeffery kendall. police say kendall is associated with the house, but they did not say how. he was last seen wearing a camo jacket, dark pants, and a baseball hat. he's considered dangerous. a man known as vladimir putin's fiercest foe is dead.

russian opposition leader alexei navalny died in a russian prison. he was serving a 19-year prison sentence when russian officials said he fell ill on a walk and died, something world leaders have seriously pushed back and cast doubts on. president biden saying putin was responsible for navalny's death. tonight dozens gathered in downtown san francisco, many from russia or have family there, to hold a candle light vigil outside city hall. some held signs that said navalny was murdered, others that said not to give up. others said they were shocked to hear the news of his death. >> everybody who are here, we hope the situation, you know, in our country, in my country, in russia, it should be

changed. and alexei navalny, he was fighting for that. he told us to change our opinion. >> navalny's death comes weeks before elections in russia that could give putin another six years in power. crime has gotten so serious in oakland, the state sent an army of chp officers to help. but the crackdown lasted for less than a week. so we ask governor newsom what can be done to help oakland. >> i can only do so much. i want everybody to do more. we're not doing enough. >> who the governor is actually pointing his finger at tonight. and a stolen tow truck plays a very dangerous game of bumper cars during rush hour traffic. and when you think of a $500 tasting menu you think of caviar and champagne, not pizza. the unique dining experience that sold out for weeks here in the bay area. the city of oakland has been struggling with crime. robbery, burglaries, and auto thefts are all up. and if you call 911, you might have to wait up to 20 minutes to talk to an operator. so the governor announced he was sending in chp officers to crackdown in oakland. turns out that crackdown lasted less than a full week. chp officers made dozens of arrests but left in just five days. governor newsom actually visited the east bay today. our da lin was there to speak to him and to a local business owner who says he's feeling pretty desperate after thieves broke into his restaurant three times in three weeks. >> reporter: despite a surge of 120 chp officers earlier this month, burglars still broke

into agave restaurant in uptown oakland. >> three weeks, three break ins. >> reporter: the latest on thursday morning, when a man broke the front doors to steal alcohol from the bar. the general manager says burglars have broken in 22 times since they opened in 2016. >> it's frustrating, stressful, tiring. it's just way too much. >> reporter: he says the worst burglary was last august when the thieves stole $10,000 in cash and caused thousands of dollars in damage. that is why he's been demanding more police patrols. he also supports the call to bring in the national guard. >> you're not putting the military out on the streets and sidewalks. the national guard can't cite people for their traditional citations. they're literally military. >> reporter: governor newsom says he's not sending in tanks and soldiers. instead, he sent in chp officers for a five-day search from february 5th to 9th. officers arrested 71 people and recovered 145 stolen

cars and several guns. he also sent in attorneys from the national guard to alameda county to help prosecute suspects. >> you're going to see a lot of unannounced surges on a pretty consistent basis. >> reporter: when asked why only five days and not five weeks or five months, he says the strategy was only meant to be temporary and supportive. he's spending millions of dollars to tackle crime, homelessness, and other underlying issues in oakland. he says oakland leaders have to do better. >> $200 million on homelessness specifically in oakland since i've been governor. unprecedented investments into building community here in oakland. what i need is partners at the local level. i was a mayor. i was the city, you know, i worked with city administrators. i worked with city councils and boards of supervisors. at the end of the day, there's no substitute for localism. i can only do so much. >> reporter: are they not doing enough? >> i want everybody to do more.

no, we're not doing enough. period. >> reporter: sanchez agrees the city is not doing enough. he says his restaurant survived the pandemic but may not survive crime. >> restaurants and businesses around here, we're all dying little by little. >> the governor didn't say when oakland could see another surge of chp officer, only that he would continue to support the city. okay, we have talked a lot about this for the all last couple o■f ay, but or good reason. we want people to be prepared for some wind and a lot of rain. >> yes, we were looking at this this time last week saying president's day weekend, there will be complications with the weather. that's exactly what's shaping up, so let's get into the details. back to back storm systems bringing back to back storms across the bay area. the first one moves in tomorrow. it will be a fairly quick hitter moving in and out during the course of the day saturday. it's the next one that's a bill more of a troublemaker because it's going to move much closer to the coast and almost stall out.

it doesn't completely stop moving, but there are still uncertainties in the forecast where it kind of slows down and slows to a crawl. exactly how much moisture it will have access to at that point has implications for how much rain we expect. here's the forecast amounts over the course of the next five days. the duration of this rain event with the back to back atmospheric rivers. you look at san jose, we expect a little over an inch and a half of rain. but the range of possibilities is anywhere from just over an inch on the low end to over four inches of rain if the series of systems really overperforms and sends a lot of moisture into the bay area so. in the east bay, we're talking an inch and a half to two inches of rain, but concord could get anywhere between one and three. that's a huge difference at this point in the proceedings. it's frustrating from a forecaster's perspective to not have that level of certainty. san francisco expect about two and a half inches of rain. but again, if that storm system finds a bit more moisture, four and a half inches could add up. we expect three to four inches

of rain for the north bay, but again, if the system overperforms, santa rosa could pick up close to seven inches of rain. even more in the mountains of northern sonoma county and the santa cruz mountains as well. let's get into how all this will happen. let's track the showers as they start to move in tomorrow morning. light to moderate rain at first giving way to moderate rainfall from late morning into the afternoon and early evening. this will be the fast mover. we're down to some left over showers for most of saturday evening. and the showers will be few and far between saturday night into the first half of the day on sunday. then round two is going to be moving in already. have to switch forecast models to one looking into the future. we can track the wave of heavier rain moving back in by sunday afternoon. with that storm system moving very slowly off the coast, it will send waves of heavy rain across the bay area sunday night into early monday morning. maybe a little break, but it will be brief and gets filled back in with more moderate to heavy rainfall throughout the course of the

day monday, continuing into monday night, and into tuesday. that's the concern there's rain falling onto already saturated ground will lead to escalating flood threats throughout the course of the next three or four days. flood watch in effect from 10:00 a.m. sunday to 10:00 a.m. wednesday. it's urban and small stream flooding at first, but as the water makes its way out of the urban areas and through the various water sheds, main stem river flooding will be a concern toward the middle of next week. the wind energy with these systems, always something to monitor. gusty winds tomorrow, but not strong enough for long enough to put significant stress on the power grid. then the winds die down early sunday morning. then they pick back up with the second storm system. first 25 to 35 miles per hour gusts by sunday afternoon. the winds not too strong sunday night, but the strongest winds with this sequence of systems will move in monday. that's where we're tracking some 30 to 40 miles per hour gusts on a widespread basis, up to 50 miles per hour on the high end. winter weather advisory in the sierra for this

first system. several inches of snow. but then after a brief break sunday, the snow kicks back in late sunday into sunday night, and that's when the winter storm warning goes into effect. it goes all the way through wednesday. travel strongly discouraged from president's day onward as several feet of snow will add up at the highest elevations. so a lot going on over the next several days. the seven-day forecast shows just this rainy weather pattern that kicks in into early next week. and monday we also have a chance of thunderstorms. even an outside chance of severe thunderstorms in the bay area. not something we typically talk about. but lingering showers wednesday will finally give way to a light at the end of a very long and damp tunnel. thursday and friday look like dry days at this point. matt? all right, thanks, paul. up next in sports, stanford women's basketball flex their muscles against a rival on

following a sad story on the east coast tonight. a virginia neighborhood looks like a war zone after a house exploded while firefighters were inside. this happened tonight in the city of sterling. one firefighter was killed in this explosion. nine others got hurt along with two civilians. some of them had to be pulled from the wreckage, which is extensive. we still don't know what caused the house to explode. and a really chaotic pursuit in maryland where a

suspect who stole a tow truck went for two hours smashing into one car after another. even into a police car. at one point the driver ran over some power lines and kept on going. eventually the driver barreled down the wrong side of the road, sideswiping a few more cars before stopping near some trees. they were arrested. >> you can enjoy world class tasting menus across san francisco, but would you pay $500 for pizza? apparently a lot of people would.
