can down the road? >> they know someone is lurking, someone is trying. they won't give up. and, we don't want to just sit there and let it happen. an arsonist on the run. a series of small fires has people in santa cruz mountains concerned that something bigger could be coming. from kpix this is the late news with sara donchey on cbs news bay area. hi, i'll juliette goodrich in for sara tonight, mayor london breed going one step further in her promise to change san francisco from a compassionate city to one of accountability. offering instructions on leaves town before offering them any city services. the mayor's office says the reason they are offering people a bus ticket out of town through the city's relocation services is because according to the latest count 40% of the homeless are from

another california county or even out of state. and, as encampment sweeps continue, we got an inside look at how the city stores people's confiscated property. this storage unit holds belongings taken from an encampment sweep just this morning things like luggage, scooters, tools, golf clubs, grills, all have been bagged, tagged, stored by the department of public works. it will all be held for up to 120 days. we talk to a supervisor on who says he teaches each piece of property phases it were his own. >> it is important. at the end of the day we are storing personal items and it might be the only items they have. when they do though up they get everything that belongs to them. we don't know how they got arrested or what they were arrested for. we don't want to make the process harder on them >> the department says they will take anything that is not soiled, hazardous or

perishable. the attorney with the aclu that is representing the coalition on homelessness in its lawsuit over the city's sweep policy sends a statement saying that we are alarmed by eyewitness video of city workers literally ripping personal belongings out of an unhoused person's hands in brasin violation of the city's bag and tag policy. the federal injunction and the constitution. the city is taking a different approach to clearing people living in rvs like the 100 or so people parked on winston drive near lake merced. this is what it looked like a few days ago. today, marked a city imposed deadline for all of this emto move out to make way for a road improvement project. it appears to have worked. this is what it looked like today. pretty much empty. so, we sent our kelsey thorud out there to see where they went to. as it turns out they

just moved over a few streets. >> what? >> reporter: joyce is living in an rv with her husband and dog right behind the san francisco zoo for the past two years. >> we ended up here because they sold the building we lived in. i am third generation san franciscoian, and my husband too. we just can not afford $3,000 a month rent. >> reporter: joyce says the area has been quiet. for a long time she and her husband were the only ones in an rv parked over here. that all changed this week. >> you drive through it is like, oh my god, so many. all of a sudden. >> reporter: about two dozen rvs line zoo road. many of them came from winston drive where this week the city said it would begin enforcing a four hour parking limit. now, joyce's quiet road turned into a defacto rv park. that has her

worried the city may target this area next. >> absolutely. yeah. absolutely. we are kind of like hidden way back here, you know. >> reporter: joyce says thankfully and and her head's rv is insured and no tickets so she feels safe they will be able to stay here. she worries not everyone will be as lucky. >> when you drive and look at a lot of those they are not registered. that thing there. that belonged to mike. you know, it is not registered. he has 12 tickets >> for now, joyce says she and her husband are just going to keep living how they have been living, they don't know what will happen to the others who just moved in, they just hope everyone can find a safe place to live. san francisco city supervisor who represents the inner sunset, westportal, forest hill and park merced neighborhood says she plans to introduce a measure that will push the city to create a long

promised safe parking site. >> meanwhile, today, mayor breed signed off on a 2 year million budget in the city's ongoing budget to close the $790 million short fall projected over the next two years. mainly through cuts of public health and out reach programs, while also increasing the minimum wage for city workers to $25 an hour. big increases to the police budget and pay. as well as investment into downtown revitalization. the last two things are big parts of mayor breed's re-election bid. and, election day is less than 100 days away. while the polls shows a tight race, one candidate is way ahead of the rest when it comes to campaign fundraising. billionaire levi strauss air has raised $6.6 million so far mostly through donations from other members of his family.

while london breed is at a distant second with 2.7 million so far followed by district 11 supervisor, board of supervisors president, and former district 2 supervisor and interim mayor. now we take you out where some say it just stinks. maintenance work on a sewage plant is causing a stench. and neighbors that expected the foul odor to go away in may now have been told they will have to wait until november for relief. the vallejo flood and waste water district is working to replace a important filter component. they can only use one filter that is now under a lot of strain. because of that, some of the sewage smells are getting out into surrounding communities. >> it is disgusting. i can not describe it. >> you can taste it. okay. that

is how bad it is. you can taste it. it is disgusting. please do something about it. >> she said please. >> air safety officials want to reassure everyone while it may stink it is nontoxic and won't cause any harm. construction worker remains in critical condition tonight after being buried under 10 feet of dirt and rubble for more than an hour. a man was working on a trench around sewer lines when it collapsed. he were told he was still conscious and breathing while trapped under the dirt. rescue crew his to bring in special equipment to get him out. he was rushed to the medical senter >> these incidents are scary if it is a confined space or a trench. our protocol is to make it as safe as we possibly can for our rescuers to go in and do their job and get out as soon as possible so nothing else goes wrong. this, of course t is like

the similar situation last september in san francisco. 25-year-old construction worker ramaro was killed when a trench collapsed and buried him under eight feet of dirt. for the first time in two years, san francisco laguna hospital brought back patients. they lost their certification two years ago n. 2022, state regulators forced them to relocate all 700 patients out of the hospital, citing safety concerns. well, since then, the facility has been working to get recertified which it managed to do last year. all right, still ahead, tonight on the late news. we have questions surrounding several fires sparked in the south bay. now, obviously it has happened in the past with other people in the mountains. so, if is very scary. how firefighters are trying to protect the community after four suspicious fires over the past two weeks. and, the latest on the

massive park fire still burning out of control in butte county. inland temperatures took a step up today well into the 80s. some spots into the 90s. while bayside and along the coast the temperatures were in the 60s and 70s. inland warmth will continue for the next several days. we are tracking wildfire smoke and the potential for a couple of showers. details on that coming up in the first alert forecast. later, how san francisco is marking the beginning of transgender history month.

. people living in the santa cruz mountains are on the look out for a suspected arsonist after a string of suspicious fires over the last week and a half. neighbors were forced to evacuate because of the four fires. the flames were put out quickly and kept to less than two acres each. >> the weather was in our favor. we did not have the winds. so, county fire had a lot of resources close by. we have fire engines here and the fire engine up at the redwood estates fire station. they were able to make access quickly and contain the fire in a short amount of time. >> the county is offering a cash reward of up to $10,000 for anyone with information on the suspected arsons. someone is lurking, someone is trying, they, they won't

give up and we don't want to just sit there and let it happen. i don't know what they are deciding but i am sure they will come to the conclusion they need cameras everywhere. >> cal fire investigators in santa clara county crews increased their presence on old santa cruz road near where the fires were started. it is no surprise then that cal fire says 95% of wildfires are caused by people and can be prevented. with this wildfire season off to a quick and intense start cal fire is stretched thin. the largest of course is the park fire burning in butte counties. forcing evacuations and destroying hundreds of buildings already. it is is only 22% contained. there could be more challenges in the coming days with the potential for erratic winds, thunderstorms. so, the fire started last week after the investigators say a man pushed a burning car into a ravine. all right, paul has been talking about possible showers, a change in the weather a

little bit. also to look out for the dry lightning strikes, right? >> yes. hope we don't see any of that close to the bay area or anywhere around the state but the sierra more likely to see that. we will talk about that in a moment. the top of sales force tower sticking out above the fog. indicating how much the marine layer has been compressed by the weight of the atmosphere on top of us. that is how it warmed up. hazy skies from occasional wildfire smoke rolling through the skies over head. most of it will be elevated. more clouds tomorrow, sprinkles, a couple showers trying to make a run towards us. then, a normal august weekend. toasty inland. 5-7 degrees of average. no extreme heat in store for far inland parts of the bay area. let's track that smoke that is going to be trying to blow towards us as everything rotates around the heat dome that is in place over the western u.s. the waves of wildfire smoke indicated by future cast will be elevated in the atmosphere, little of that

will drift down towards ground level. at worst our air quality will be in the moderate category. in terms of the threat of the showers, a rogue thunderstorm headed towards us. sierra and this forecast model is one of the few trying to develop showers and get them to run into the east bay and the santa clara valley by late tomorrow afternoon and tomorrow evening. move of the models don't have that. it is an outside chance. something we will be watching if the showers are thunderstorms, we don't want lightning strikes into the dry fire fuels. there is the fog, the view from the bottom up. it is just shrouding the buildings. the temperatures down to the middle 50s already in san francisco and santa rosa. the temperatures elsewhere, in the 60s, 71 degrees right now in livermore. the fact that the fog has been pushed all of the way down to ground level. you can see the top of the tower indicating the compressed nature of the marine layer that will limit how far in the inland valleys the fog

will be able to spread. the terrain, not allowing the shaly fog to make it too far. it will be able to back up quickly, backing up to the coast late morning, plenty of sunshine for temperatures to warm up heading into tomorrow afternoon especially away from the water. running very close to normal around the bay and the coast, inland temperatures, they are going to be above average. only 5 degrees above average. middle 80s. 87 for los gatos. one of the toastier spots. lower to middle 90s. temperatures, bayside, close to normal. lower 80s. middle 70s. lower 70s and upper 60s for san francisco and the north you will not be as warm as other parts of bay area. fog should settle in the warm up until you go north. likely to climb up to a greater event heading into the afternoon. we have stern grove
