17-year-olds to vote in school board elections. kevin ko takes us into the mind of a first-time voter as she prepares to be a part of history. >> reporter: ashley chonyu is in her junior year of oakland tech high school. it's a year unlike any other for the 16-year-old or her peers, who will be allowed to vote. >> we're the ones that go to school 180 days out of the year and have classes five hours a week, eight hours a day and we know what we want to see our schools look like. >> reporter: ashley was involved with oakland youth vote which fought to let 16 and 17-year-olds cast ballots in their school board elections. >> i think a lot of the decisions that the adults around us make, they don't necessarily pertain to like what we want to see change in our schools. what we care about more than clean bathrooms and we care about more than having

ids to get us into school. >> reporter: oakland is the largest city in the country to allow youth voting in elections, something that lucas brecki-meissner, oakland native and osdu graduate believes could lead to significant outcomes. >> the last election was a special election in 2023. so maybe the 2022, district 4 was 50.5 to 49.5, a difference of less than 300 votes. >> reporter: this was the election lucas was looking at that was decided by 256 votes. according to the california department of education, there were about 6,853 juniors and seniors across the oakland unified school district this past school year. 900 of those potential voters would have been juniors and seniors at oakland tech. >> outare going to be able to actually make a difference in

these elections. it's not just a cute thing, right? it's not like oh, it's engagement. it's like no. young people who are coming from communities that have been divested in for so many years deserve to have elected officials who are representing them that are actually representing their interests. >> reporter: lucas has been with oakland kids first for 15 years. his efforts to help students establish voting rights in school board elections is partly inspired by studies that show early first-time voters are more likely to be lifelong voters. >> the idea reinvigorating our democracy i think is really, really critical, you know. so yeah, it's great for local accountability around schools. it's also great i think for the future of our country to reengage young folks who if you look at the data, you know, are less likely to vote. >> reporter: back at oakland tech ashley is already seeing that firsthand. >> it was so bizarre to me like how many kids actually cared about politics and i mean i already did, but i didn't know

there was so many people who had a similar interest at my age. >> reporter: her message to school board candidates, it's time to listen to students. >> the youth vote is a culmination of efforts for years in both berkeley and oakland. every youth voter must first preregister. then they'll receive their mail-in ballots to cast their vote. ♪ the fact that the vice president is a californian is icing on the cake. >> bay area delegates getting excited for the democratic national convention in chicago. sandra lowe is getting ready for her fifth visit to the dnc. she's been attending since 2016. the week of rallying support gets underway monday night and our ryan yamamoto will bring us live coverage of the 2024 democratic national convention all next week from

chicago. ahead of the dnc next week vice president kamala harris took the stage in north carolina. she shared her goals if she should win the race, focusing mainly on the economy. >> as president, i will be laser focused on creating opportunities for the middle class that advance their economic security, stability, and dignity. together we will build what i call an opportunity economy. >> harris also discussed banning price gouging on food, lowering the cost of prescriptions, and creating more affordable housing. we have new information tonight in a story we brought you first on the late news earlier this week. police announced today three arrests in connection to a shooting that killed a mother of eight children. maria ramos was shot last wednesday. surveillance video shows the moments before as she confronted a group in a car suspected of dealing drugs. police say they have now arrested a man and two minors,

though they have not released their names. blanca velasco is maria's mother and was there during the confrontation. we asked if she felt these arrests amounted to justice for her daughter. >> i'm satisfied that they got the people right away, you know. i'm just not happy with them releasing one of them. >> velasco is now caring for maria's eight children aged 1 to 15 years old. police in san mateo arresting a 16-year-old girl they say stabbed two people at a park last night. she approached a group at los prados park they say and began slashing at them with a knife. one man was cut on the hand trying to defend himself. another who stepped in to help was also injured. police say other people at the park held the suspect down until they could get there. we are told she also bit an officer. police in oakland arresting several suspects accused of violently robbing senior citizens. investigators say they took seven juveniles and

one man into custody. the crimes happened in the west lake christian terrace retirement community. a man who has lived there for 15 years says he's witnessed the robberies and even tried to prevent one. >> the minute they get away from here and down the streets heading down this way here, a guy just run up and grab them, grab their purses, punch them and run off with their purses. >> that man said he noticed increased security in the neighborhood since the arrests. still ahead, concerts and commotion causing concern for some. >> we're paying a price, the parking, the traffic, the road closures. >> two major events at golden gate park in just as many weeks has some who live nearby saying i thought this was over. not seeing a whole lot of fog yet this evening, but that is going to change later on tonight and the fog is going to be really stubborn at least the first half of the weekend. we'll talk about the big picture changes that will cause that stubborn fog coming up in the first alert forecast.

outside lands ended a week ago, but the polo field at golden gate park is still blocked off to the public as the site gets ready to host round two of the concert series. for the first time ever, the organizers of outside lands are putting on the golden gate park concerts event, but some neighbors are not so thrilled. andrea nakano reports. >> reporter: these back-to-back events put on by another planet entertainment make a whole lot of sense logistically. it takes a while to set up for a concert of this magnitude, so most of

the infrastructure stayed in place, but that has meant an extended headache for some residents. pamela kimball has lived off and on in the richmond district since 1980. she's well aware of outside lands, but not the newest event taking place on saturday. >> it is a surprise. i thought this was over. >> reporter: kimball says these events take away parts of the park that she enjoys along with causing the common problems associated with large crowds. >> just our neighborhood, we're paying a price, the parking, the traffic, the road closures. i don't want to be too much of a complainer about it, but it does impact my life and especially the richmond side. they walk all over us in the richmond. >> reporter: commissioner cat anderson with san francisco recreation and park says outside lands has generated roughly $1 billion in economic activity since 2008 and the

inaugural golden gate park concerts alone will add an estimated $1.4 million. anderson insists their partners with another planet entertainment have taken extensive measures to alleviate the impact on neighbors. >> we do everything we can sort of not having the concert, which i think would be a mistake. this is something that needs to happen, has to happen. we are the kind of city the world wants to visit and they expect fun things and we deliver. >> reporter: maria attended outside lands last weekend and feels these events are great ways to put a positive spotlight on san francisco. >> i actually loved the idea of there's so much setup involved that they're keeping half of the infrastructure and then using it for another concert, just seems to make a ton of sense to me, especially when the city really needs to be revitalized i think and a positive impression needs to be created. >> reporter: residents like pamela kimball say they aren't against the concerts at all. they just wishes other neighborhoods would take the responsibility of hosting the

events. >> you try to be a good sport. you get the concert free whether you like it or not. i put up with it, but the traffic and the parking is an aggravation and the thu, thump, the bass has to be so strong. >> reporter: the final act should be over by 9:00. >> 9:00 and then the thump, thump, thump's over. on a brighter note, how is the weather for these concerts? >> fairly gray tomorrow, so kind of be prepared, maybe layer up if you're heading out to golden gate park or avoiding golden gate park depending on your particular perspective. let's look at the forecast. we've got a lot of stuff this weekend around the bay area. we'll start with the forecast for the golden gate park concert series, looks like lower 60s all day with a lot of cloud cover, fog, even some patches of mist and drizzle

mainly confined to right along the coast, but golden gate park is close enough. that's still a possibility for the stern grove concert sunday, temperatures a little cooler for that part of the city. one place for sunshine will likely be levi's stadium in santa clara. the 9ers take on the new orleans saints, temperature at kickoff likely in the lower 70s, but mostly 70s for the prekickoff, all the tailgating in the parking lot. keep in mind if your seats are on the east side of the stadium in that direct sunlight, it will feel significantly warmer than these temperatures. do not forget the sunscreen. let's talk about the big picture pattern and how this shapes up, especially the first half of the weekend when we have some changes in store. there's a storm system that is well offshore at this point. it's going to send most of its energy and moisture into the pacific northwest. there's a chance of severe thunderstorms in oregon and washington tomorrow, something we don't typically associate with those two states, but for us it's

going to be far enough north we don't get direct impact, but the marine layer will get deeper pushing it farther inland and strong enough to squeeze the atmosphere over the bay area and result in a stronger onshore breeze. that's why we're talking about the cooler trend for inland parts of the bay area for the weekend. let's talk about the fog and low cloud cover first, bring our bay area map onto the floor. the fog spreads pretty far inland by early tomorrow morning. the fog is going to be on the move once it reestablishes itself. it's going to take a while to dissipate which means our temperatures aren't going to warm up nearly as much inland. the stronger onshore breeze is also pushing marine air farther inland. the exception is where the marine air is blocked by the santa cruz mountains, temperatures very close to normal in the santa cruz mountains, low to mid-80s. low 80s east of the oakland hills.

temperatures mostly in the 70s around the bay, upper 60s in san francisco despite the clouds and a humid feel in the atmosphere. temperatures for the north bay significantly below average as well, mostly mid-70s by tomorrow afternoon. kind of a one-day thing. our temperatures get closer to normal beginning sunday and a little baby warm-up is in store for us early next week. temperatures in livermore climb from the upper 80s to around 90 degrees, a couple degrees above average. we get on the other side of this little baby roller coaster late next week, signs maybe some hotter weather might take over late august. that's a little farther down the line, but it's something we'll keep an eye on over the next several days. quick check of the seven-day forecast, again on a day-by-day basis only minor changes, typical august pattern, plenty of sunshine inland after tomorrow with temperatures at the warmest, low to mid-90s tuesday, around the bay staying in the 70s, morning fog giving way to afternoon sunshine after tomorrow when the fog is

closed around the neighborhood for the investigation. this is berkeley's third homicide of the year. a new twist in the case of the former ufc champion cain velasquez, he pleaded no contest in a san jose courtroom today to ten felonies, including attempted murder and assault with a deadly weapon. the santa clara d.a. says velasquez was seeking revenge against a man accused of molesting his son. investigators say the former ufc fighter chased down the man through morgan hill in san jose and then fired shots at his car, but ended up hitting the man's stepfather. velasquez faces a prison sentence of up to 40 years to life. leaders from across the state were at a san jose home depot this morning as governor newsom signed a package of bills aimed at fighting retail crime. he called the legislation the most significant in modern california history with regard to property crime. among other things, the package of bills gives police more leeway to

make arrests and increases penalties for retail thieves and car burglars. it also includes a law to target organized retail crime with specialized tactics. >> organized retail theft, the issue of serial theft, the issue that is front and center in the consciousness of so many californians. you see it online, social media. you see it on the nightly news. this goes to the heart of the issue and it does it in a thoughtful and judicious way. >> the package of bills has bipartisan support, but assembly republican leader james gallagher says newsom doesn't deserve any praise for the package. in a statement he said, "for his first five years in office, he ignored and downplayed rising crime. he's only acting now because he knows the people of california are fed up with the lawlessness." someone tries to get away with pilfering some historic property. plus how you can call this coastal california home that
