cutting a deal. ousted republican congressman george santos expected to plead guilty today to federal construction charges. closing in on a cease-fire? the top u.s. diplomat lands in tel aviv to push for a truce in gaza as hamas and israel trade blame. gorge good morning, and good to be with you. i'm anne-marie green. we start with the democratic national convention getting under way today in chicago. vice president kamala harris is already in the windy city after making another pursuant through battleground pennsylvania with a tour bus. protesters have already started to gather in chicago hoping to call attention to a variety of issues from women's reproductive rights to economics injustice to the israel-hamas war. and this convention echos similarities to the 1968 democratic convention in chicago. both were marked by extensive student protests, political violence, and a sitting president's decision to not seek re-election. cbs' caroline cummings from

chicago. good morning. >> reporter: good morning, anne-marie. that's right, so it was democratic vice president hubert humphrey who became the major party nominee in 1968, although he did not file as a presidential candidate in any of the primaries that cycle. that was the first time that happened until today, now with vice president kamala harris at the top of the ticket with 78 days to go until election day. [ cheers ] cheers last night as vice president kamala harris arrived in chicago for the democratic national convention which kicks off later today. >> the energy is here. you're going to see it this week. >> reporter: earlier harris and running mate tim walz rolled through battleground pennsylvania on a bus tour sunday. >> i consider us the underdog. i feel we need to earn everyone's vote. >> reporter: a new cbs news poll shows harris making gains with a slight lead over former president donald trump.

trump is back on the campaign trail in pennsylvania today after rallying in the keystone states over the weekend. >> are you better off with kamala and biden than you were under president donald j. trump? i don't think so. >> reporter: in chicago the theme for day one of the convention is for the people with special tributes planned finish for tonight's headline speaker, president joe biden. there's also heavy security with thousands of demonstrators descending on the windy city over the next few days. chicago mayor brandon johnson who is also speaking says they're prepared and ready. >> we're going to protect those individuals whose voices are we're going to make sure we have a vibrant convention. >> reporter: harris is expected to attend almost every night of the convention this week. former secretary of state secretary of state hillary clinton is also taking the stage tonight and other speakers include former presidents barack obama and bill clinton, former

house speaker nancy pelosi, and former first lady michelle obama. anne-marie? >> thank you so much. you can watch our coverage of the democratic national convention on "cbs mornings." the "cbs evening news," and on our streaming channel cbsnews 27 -- 24/7 on cbs. an apparent aboutface from ousted congressman george santos. cbs news learned that he's expected to plead guilty to corruption charges that drove him from office. santos is accused of fraud, identity theft, and misusing campaign funds. his trial was set to begin september 9th. it's unclear which of the 23 felony charges santos may plead guilty to, and if he'll show up in court. to the middle east now where secretary of state antony blinken is meeting with israeli leaders today as he makes a final push to try and close a cease-fire hostage release deal with hamas in gaza. but there are signs the deal is far from certain.

cbs' jarred hill is following the latest developments and joins us now. good morning. >> reporter: good morning. secretary of state antony blinken spoke not too long ago from israel calling this a decisive moment in the efforts to reach that cease-fire hostage deal. there are still critical sticking points stopping this from moving forward. >> this is my ninth visit since october 7th. >> reporter: nearly ten months since the bloody war began in gaza, this morning secretary of state antony blinken is back in tel aviv working to strike a teal to end the file fighting. >> probably the best, maybe the last opportunity to get the hostages home. to get a cease-fire. >> reporter: the u.s.' top diplomat is meeting with israeli president harzog and prime minister benjamin netanyahu one day after two israeli missiles hit an apartment building in new serat in gaza. in another air strike nearby, a man pulled three lifeless girls from the back of his car.

their tent was hit in the camp which israel has said is in a safe zone. a separate strike on a home killed a woman's six children. five of them quintuplets. despite intensive meetings last week, mediating nations qatar, egypt, and the u.s. have failed to broker a deal between the israeli government and hamas leaders. blinken is expected to push to close the gap on a proposal presented by president biden back in may. hamas is accusing netanyahu of making new conditions to prolong the war. among the reported sticking points -- whether israeli troops should remain in gaza after fighting ends. meanwhile in tel aviv, a bittersweet birthday celebration for the family of the 24-year-old believed to be among the nearly 100 people held hostage by hamas in gaza. >> we could choose stay at home and, you know, be alone with our pain.

but we chose different. >> reporter: this public display meant to make sure none of them are forgotten. after his meetings in stall, -- in israel, blinken heads to egypt for another round of talks. and a reminder, one of the reasons there's such urgency now for this is negotiators hope the cease-fire will deter iran and hezbollah from attacking israel in retaliation for killing two top militants widening the war in the region. back to you. >> jarred hill in new york. thank you so much. now to the war between ukraine and russia. ukrainian president volodymer zelenskyy says the daring military incursion into russia is to create a buffer zone to prevent further cross-border attacks from the kremlin. zelenskyy also urged allies to lift the restrictions on using western weapons to attack targets deeper in russia. cbs' ian lee is near the front lines. >> reporter: this is the tip of ukraine's spear into russia.

elite forces probe ahead and disrupt russian reinforcements. here ukrainian troops ambush several soldiers. [ speaking in a global language ] "surrender and come out," they command, capturing some of them. kyiv's surprise attack is in its second week, yet moscow remains off balance scrambling to blunt the advance. the ukrainian military says it hit another vital bridge in russia's kursk region. the invasion is turning nearby ukrainian cities into hives of military activity. the regional capital sumi is a prime target for russian retaliation. drones and missiles now target it on a daily basis, like this strike. ukraine says a russian cruise missile hit injuring two, but it could have been worse. behind me is a busy supermarket and next door are people's homes. many locals thought their building had been hit.

relieved it fell short, this couple clean up the aftermath. "it's scary, you go to bed and you don't know what will happen next," they say. how do you feel that now ukrainian soldiers have invaded russia and are taking the fight into russia? "let them keep going, let them go to moscow and end it all," she says. "to putin and to cut off his head," she adds. the further ukrainian forces push into russia, residents on the border hope the safer their communities will be. but there is frustration in kyiv. ukrainian officials believe they can make even more progress, and they have the weapons. the only problem is the more effective ones are supplied by the west which forbids them from being used on russian territory. ian lee, cbs news, near the border with russia. back home severe storms lashed parts of the eastern u.s.

torrential rain prompted a flash flood emergency in southern connecticut yesterday. first responders rushed to rescue people trapped in their cars with roads washed out. two people in oxford are missing after being swept away by floodwaters. life-threatening rip currents are engulfing the east coast as ernesto regains hurricane strength. powerful surf from the deadly storm pulled this house into the atlantic on north carolina's outer banks. meantime, the storm slammed bermuda over the weekend. powerful winds ripped trees of their leaves and knocked down power to 70% of the customers on the island. as severe storms sent an inflatable slide flying through the air in alabama saturday as people ran for cover from the heavy rain and wind. and in colorado springs, extreme heat caused more than 100 people to become sick at an air show saturday. ten people were taken to the hospital. coming up, killed in the line of duty. a sheriff's deputy is shot in what's being called an ambush attack.

"the atlanta journal-constitution" reports a georgia's sheriff's deputy was shot and killed while responding to a domestic dispute. authorities in paulding county near atlanta say two deputies responded to a call saturday and were fired on metro station from

a home immediately from a home in an attack. deputy brandon cunningham was killed. the suspect died from a self-inflicted gunshot wound. his wives of wounded. two girls and two boys between the ages of 11 and 13 were shot and injured in a stolen car. the children were in the car when another vehicle began firing at them with a fully automatic weapon. officials say they will not be charged with a crime due to a state law saying children under 14 are incapable of committing a crime. the shooter has not been arrested. the "associated press" says california governor gavin newsom signed a package of ten bills into law aimed at cracking down on retail theft. the new laws signed on friday are an effort to curb brazen smash-and-grab robberies and to make it easier to go after repeat shoplifters, auto thieves, and people who resell stolen goods. lawmakers hope the new laws will convince voters to reject a ballot measure that would call for even harsher sentences for
