>>tonight president biden will take the stage to shine the spotlight on his right hand woman to try to convince voters to put their future in her hands. democrats have the momentum, but the latest polls show it's still anyone's race. today will tell you what to expect this week in chicago, and we'll also ask about the issues that will likely decide this election. we'll have that conversation in just a few minutes. but first, a look at your news headlines. both directions of interstate 80 in the sierra are still shut down 12 hours after a tesla big rig caught fire. first responders say the big rigs batteries are still burning and the fumes are potentially toxic. so they're keeping everyone at least half a mile away. the chp says the big rig caught fire after it veered off the road and then hit a tree near emigrant gap. a car struck and killed a pedestrian in san jose. it happened last night at the intersection of snell and capitol expressway. the

preliminary investigation revealed the driver had the green light. he did stay at the scene and is cooperating with police. also in san jose, a house caught fire this afternoon. here's a look at the damage. our chopper shows what looks like the garage completely gutted. this is near dove hill park. just off 101. no word yet if anyone was hurt. today was the first day of school in san francisco. students at malcolm x elementary received a warm welcome this morning. they went back to class as the district faces a big budget deficit and potential school closures all right, on to first alert weather now. mist, fog and a little mini warm up are all in the forecast. meteorologist zoe mintz is tracking our microclimates from our virtual view studio. hey, zoe. >>happy monday. we are kicking off this week on a bright and beautiful note. all of the cloud coverage from this weekend. some of it still sticking around, but it's really just our coastal communities. it's peeled back from our inland areas and we're going to see plenty of sunshine

throughout this afternoon. inland, at least if we take a look closer to the coast though not necessarily the same story, i love watching the time lapse, though. all across san francisco, because we just see so much darn fog this time of year. that fog continues to roll over the bay area. now we're seeing a little bit more of those clear sunny skies, but look at how thin that little layer of fog got before it officially dissipated. and we're seeing plenty of sunshine into this afternoon. you want to head out to the game tonight versus the white sox and giants? i don't blame you. it's going to be great for it and i will be there as well. we'll be in the mid to upper 60s. mostly sunny. getting down to the mid to lower 60s. by the end of the game so kind of depends where you are, how much sunshine you'll be seeing. but most of our inland communities will be seeing those sunny conditions. it's further inland that we're going to be seeing sunshine further towards the coast, that we'll be seeing more of that mist and more of that thicker fog that's going to stick around and potentially seeing even some misty conditions overnight tonight and into very early tomorrow morning. that

fog is likely going to stick around, but we are expecting slightly warmer temperatures on the way even by tomorrow. so today, get out and enjoy yourself. it's going to be really lovely across the bay area, even though it is likely going to be a degree or two warmer than what we felt yesterday mid 60s. all along our coastal communities from half moon up. half moon bay up to point reyes even san francisco. we will be in the low 70s. north bay communities, upper 70s to low 80s. and the further inland you go the warmer it gets. will be in the upper 80s for our inland east bay communities today. that's seasonable for this time of year within a couple of degrees of average, even down into the bay and santa clara valley. we're going to be seeing very seasonable, very normal conditions for this time of year. the warm up will arrive tomorrow. tomorrow will be the warmest day of the workweek ahead of us. so that's something that we're going to continue to keep our eyes on. but low 90s for this time of year. again, that's within a couple of degrees of average. we'll be back down into the mid 80s by wednesday. low 80s thursday upper 70s by friday.

as a powerful storm system likely is going to arrive on friday afternoon and bring everybody a nice cool down. i don't think i've seen mid to upper 70s for our inland communities since i moved here on june 1st, so that is a nice cool down that will be on the way tuesday again. the day to watch out for when it comes to the heat before more comfortable conditions arrive by later this week >>zoe. thank you. all right. we're following some breaking news. major delays on bart right now. our chopper live over the macarthur station, where bart says there is a delay in the antioch berryessa richmond, sfo and millbrae directions. this is all because of an equipment problem on the train. unclear exactly what's going on, but we're hearing reports that there may have been some smoke or even a fire on an eastbound train. bart says all passengers have been safely evacuated. we're going to keep an eye on this one.

it's been about a month since republicans gathered for their national convention, and now it's the democrats turn. a lot has changed in the past few weeks, including the name at the top of the ticket skyler henry has been talking to delegates and joins us now live from chicago. hi, skyler >>live from chicago. hi, skyler. hey liz. how are you? yeah, a lot of energy, a lot of excitement around the windy city. and of course, fitting that it has been a whirlwind, if you will, in terms of what the last four weeks have looked like for the democratic party but many say that they are excited and united behind this new harris walz ticket. what will be interesting to pay attention to is what president biden has to say about an hour or so ago, he did a walk through here in the united center talking to those who may be helping him as he gets ready for what could be his largest stage, if you will. ever since announcing that he has stepped aside from this big race in it, he will be expected to talk about the greatest hits while also pass the baton to

the next generation >>organizers of the democratic national convention laid out what voters can expect tonight. >>tonight's theme for the people will showcase kamala harris's commitment to fighting for everyday americans. >>a new cbs news yougov poll shows vice president kamala harris goes into this convention with a three point lead nationally over former president donald trump, but she is effectively tied in the battleground states that are likely to decide the race running mate. minnesota governor tim walz, laid out this game plan for delegates this morning. >>we've got 78 days of hard work. we can sleep when we're dead. not now, not now. >>delegates we spoke with say they can feel the momentum. >>such a dramatic change from four weeks ago. >>mike fowler is a delegate from san diego. >>we've seen just this energy shift, if you will, from nominee to nominee. have you been able to feel that in california? oh absolutely. yeah. and really, i think the purpose of the convention itself is to get

that momentum usually started, but they didn't need to start it. it was hot and heavy >>outside the convention center. protests against the war in gaza are expected all week chicago police say there shouldn't be any issues if the protests stay peaceful, >>we would prefer not to have clashes. we would prefer not to have to make arrests if we don't have to. >>president biden is the keynote speaker tonight. harris accepts her party's nomination later in the week >>the party platform has been put out by the democratic party, and they say that they want to raise the federal minimum wage to $15. they also want to find a permanent child tax credit, as well as look for additional ways to codify reproductive rights. and those are policies and stances that we will not only hear from those speaking tonight, but i think from top democrats all throughout the dnc. of course, leading up to the vice president on thursday we're in chicago. i'm skyler henry, back to >>you. all right, skyler,

thanks so much. now, as the democratic national convention kicks off in chicago, former president donald trump kicks off one of his busiest campaign weeks. he's on a blitz of battleground states talking today to voters in york pennsylvania. >>our plan will massively cut taxes unlock american energy slash regulations. big factor, crack down on trade cheaters and stop outsourcing rebuild our industrial base and bring back those beautiful words made in the u.s.a. >>trump's running mate, senator jd vance, also talked economics in pennsylvania. north carolina is another campaign stop this week where trump will hold an outdoor rally, the first since the assassination attempt. a little over a month ago. and while on the campaign trail, trump continues to get personal, attacking harris's appearance and even her laugh >>that is the laugh of a crazy

>>oh >>president joe biden headlines night one of the dnc in chicago. and ever since he passed the torch to vice president kamala harris, she has dominated the headlines. i asked cbs news director of elections and polling anthony salvanto if that's made a sizable impact in the polls. >>well, i know that it has. and let me show you how it has this is the percentage of democrats starting in july till now, who say that they're going to vote. well, it's been increasing and now they're matching republicans on that measure. so that's made the polls move. that enthusiasm, i suspect, as you watch the convention, they're going to try to build on that momentum especially

because so much of this race is going to come down to turnout so where's that landed us? well nationally we've got harris plus three over donald trump that's a change from when joe biden was trailing donald trump. but the battlegrounds, those states that will be closest that will decide the electoral college. they are even individually they're all very close. and that's why we say the race overall is very tight and very close. liz, >>let's talk about the gender gap here for a moment in this election, men and women we know prioritize very different things. how is that helping or hurting the candidates at this point? >>yeah it's been getting a little larger and what we mean by gender gap of course is more women going for harris, more men going for trump. a couple of reasons voters give us behind that number one is when you ask who will fight for people like you? more women tell us they think harris will. more men are more inclined to say it will be trump. but on a

couple of issues, you see women giving harris a little more benefit of the doubt than they gave to joe biden. i'm going to use the economy as one of those examples, since it's so important for women who say it's a major factor. she's now just about even with donald trump doing better than joe biden was. so i suspect you watch the convention as democrats try to cut into donald trump's advantage on the economy and may well start with women voters. liz >>yeah, i'm curious because how different harris's numbers in the polls in general are from joe biden. is she separating herself enough >>well, it's certainly been a move joe biden was down five nationally to donald trump before he stepped aside. now i showed you the harris plus three again, really driven by that increase in democratic enthusiasm. but the other thing that i think is going to be a big question going into this convention is the contest within the contest for harris to define herself, for the

voters that don't know her yet? and that's a third of voters right now who say they don't yet know what she stands for. and, of course, the trump campaign is going to be trying to define her as well in terms of joe biden. liz, i think this is important. we ask is she entirely the same? mostly the same, a little bit different in policies and views from joe biden? and you see this bulk of voters who say they think she's mostly the same. she's doing well with those voters. the trump campaign is, of course pushing to that 1 in 5 entirely. the same where he's doing relatively better. but that's the space in which that contest is defined. kamala harris is going to be played. liz, >>i want to take a little bit more about the economy before we go. we know it's the major factor for most voters in this election. kamala harris laid out her plan on friday. are voters responding to that in terms of the key issues when it comes to inflation and when it comes to buying a home, eventually >>well, let me show you this, which was largely done before

she gave that talk laying out a lot of her plans. but it sets some of the context we have seen more voters say that they think that if donald trump wins, that prices will go down relative here to harris. but what's important here, i think, is that for context, a lot of voters have told us throughout this campaign that they say they recall the economy under donald trump as having been good. and so that's underpinning a lot of this. they don't necessarily say there's any specific policy that donald trump has laid out, but rather a general confidence in him. and so that's one of the things that i think is a place where the democrats and harris need to make up some ground, and it's one of the key numbers. i think we want to watch over the next few weeks. liz >>and joining me now is professor caroline heldman, a political expert from occidental college. thanks so much for being with us. >>my pleasure liz. >>now we've seen kamala harris get a bump in the polls, as we just mentioned, after president

biden stepped down from the ticket. but when you dig a little deeper, a lot of voters still really don't know what kamala harris stands for. do you think that's something she's going to have to define this week at the convention? >>oh absolutely. i think all of these things that we typically, as political scientists or pundits say don't really matter, like debates or conventions, you know, we talk about them in terms of a bounce, a sugar high that quickly evaporates. for kamala harris, she doesn't have that luxury, as you just pointed out. or anthony pointed out a third of democratic, a third of voters don't know who she is yet, and that's because she just joined the race and she's been very curated and closed about the messaging she's putting out. we have seen her economic policy, which, as you noted, is the number one issue driving this election but we don't quite know where she stands on a lot of issues. so we will hear policy proposals all this week on immigration, the economy abortion. we'll probably also hear about climate change. >>now, president joe biden again going to speak tonight evening, expected to be also a

real tribute to him and his legacy but it's really a delicate dance for kamala harris, isn't it? i mean, showing support for joe biden while also showing that she's different from him. >>that's right. and tonight, it's kind of an unusual thing, right? we typically get the luminaries of the party. it builds up toward the end. it's the opposite here we have the president of the united states speaking on a monday and he is disappearing from chicago and it speaks to what you're asking about liz, which is she needs to differentiate herself. so the polling that anthony just provided, i mean, that's 85% of americans think that she is pretty much the same as biden. 1 in 5 thinking she's exactly the same. so she has a lot of work to do to distance herself from some of his less favorable policies. for example, economics she's taking a stronger stance on gaza. so she will be throughout this week members of the party. and certainly harris will be differentiating her from joe biden >>now, we've also seen a real push by democrats to attract those younger voters. we've

seen them utilize social media like tiktok and even the song choices at her campaign events. how important is the youth vote in this particular election? do you think >>it's a big chunk of the electorate? we are seeing that youth voters, young voters are swinging to kamala harris, whereas biden was losing them. and if you look at rfk, his support, a lot of young folks, it dropped from 9% to 5%. the moment pretty much she entered the race. so she is restoring the democratic support for the party. and that's primarily with men of color latina and black men, and also young voters so the more she can speak about getting a cease fire in gaza, and the more she can speak about the environment, which are two issues that are key for young voters, the better she'll do with that demographic. >>so what are democrats really need to accomplish this week? on friday, we have the final report card. i mean, we saw donald gain, donald trump gain momentum after the assassination attempt, as well as announcing his vp pick right before he formally accepted the nomination. do democrats need

to match the energy of the republican convention >>well, they do, and the republican convention, if you recall, was exuberant because it seemed like he was going to coast to a win that's donald trump, the democratic convention, i think, will actually have a different tenor so they're certainly setting it up to be, you know, kind of this apocalyptic talk from trump versus joy and hope and also the past versus the future. but they will absolutely. if they're smart about this. and i think they are define her as an underdog because she is an underdog. there are a couple of things happening here. so even though harris is up in polls, democrats actually have a bias in national polls because the electoral college really favors those smaller rural states. and a lot of democrats are clustered in in urban areas. and so the votes are. quote unquote, wasted in their state. and so she really needs to be up 3 to 4 percentage points. and she'll be in a historic pick. she is a woman. she's a woman of color. and this is a black woman. we've never had a black woman governor in the united states, let alone president. so they need to
