and they are both strong candidates. >> today we're asking what each candidate needs to do to break ahead in the race for the white house. >> her main mission is to talk to the american people, share where she wants to lead the country. >> i think donald trump is very focused on this debate tonight. he knows how important it is. >> and what voters want to see and hear. >> makes for a more entertaining debate when he's allowed to run his mouth off. >> i want to see stability. that is one of the things we've been missing a lot of recently. we are less than two hours away from the showdown on the debate stage. and with a razor thin race, there is a lot on the line. we've seen how crucial they can be with biden dropping out of the race after the last one back in july. so today we're asking what the candidates will

need to do tonight to gain momentum heading into november. we'll have that conversation in just a few minutes. but first a look at your news headlines. a car struck and killed a bicyclist in san jose. we saw chp crews still at the scene. just about an hour ago near 680 and capital expressway. the crash happened just before noon. the bicyclist was wearing a helmet and that the driver is cooperating with the investigation. a san jose couple is in custody after police found more than $2 million worth of echo cain. investigators believe they ran a drug house. officers arrested them after searching three homes on ben mill way and marrow drive. the devastating wildfire south of reno has destroyed at least 14 homes so far. this is new video just in to our newsroom. the davis fire forced thousands of people to evacuate, and has grown to about eight

square miles. a red flag warning is in effect in that area. a shooting today in east oakland. our chopper spotted police putting evidence markers in someone's yard on 74th avenue. police say the shooting happened just after 1:00 this afternoon. the victim is in stable condition. and the chp arrested a suspect in connection to two freeway shootings on the same day last month. one on interstate 680. the other on the industrial parkway onramp to 880. authorities arrested the 47-year-old suspect in fairfield. today san jose's mayor announced the expansion of a program that provides people of a path out of homelessness. the downtown streets team cleans neighborhoods once a week, and gains access to job opportunities. that program is now expanding to four business corridors. luna park, allen rock, and east village. all right, switching gears now to our weather. on our first alert weather, it will feel more
4:33 pm
like fall today. >> yes. >> a little bit of wind as well. >> and they will pick up from here and keep us cool, which is great news. the cooler temperatures are here to stay or the more comfortable conditions are. right now we're feeling the chill compared to just 24 hours ago. temperatures are anywhere from maybe a couple of degrees cooler than the coastal communities. maybe one or two degrees closer, but further inland locations that you can really see how much cooler it is farther inland, anywhere from 10 to nearly 15 degrees colder right now than what you were feeling 24 hours ago. that's great news. it was all brought to us by the low pressure system, the storm system that will keep these more comfortable conditions around at least throughout the next couple of days. again, that's really good news for anybody that wants to get out and about and enjoy themselves. tomorrow afternoon it is going to be a warm one once again. but overall, it's not going to be anything too crazy. we are going to continue to see the winds picking up
4:34 pm
though. that will be our bigger issue. you'll feel a bit more of that breeze picking up. maybe seeing gusts anywhere from 15 to maybe 10 miles an hour. again, it's nothing too substantial today. however, into the overnight hours and tomorrow, that storm system will officially arrive. as it does so, it will allow the wind gusts to pick up. look at these colors below me that you'll see in these orange and red colors. they will signify the stronger wind gusts. expecting them to move into the city tomorrow afternoon. so if i put those winds down, put up the wind gusts tomorrow, definitely going to be seeing these higher numbers. anywhere from 25 to maybe even 35 miles an hour. closer to our coastal communities inland. anywhere from 15 to maybe 25 miles an hour. so again those winds are going to pick up as we would step out tomorrow afternoon. the temperatures are going to pick up just a little bit as well with more sunshine as those winds will usher in more dry conditions. so tomorrow we'll
4:35 pm
be seeing those temperatures getting back into the upper 60s along the coastal communities. low 70s in san francisco. up across the north bay in the upper 70s to the lower 80s. closer to the bay, temperatures getting into the upper 70s to maybe mid to lower 80s. in our inland east bay communities. compared to the 70s that we saw today, it's the slight heat up. but the mid-80s is what we would expect for this time of the year. we will be in the mid to upper 70s, maybe the lower 80s, but again it won't be nearly as hot as we would step out tomorrow afternoon. and it is great news. not seeing nearly as much as these reds or deep purples that we have been seeing. the colors in yellow and green will signify the more comfortable heat on the way. the again, that's really great news for anybody that will want to get out and about and enjoy themselves. it will be pretty comfortable with the biggest issue like i said, they are going to be those winds. and we will continue to see that heat kind of staying very seasonable
4:36 pm
in the mid-80s tomorrow afternoon. upper 80s on thursday and friday. back down to the lower 80s on saturday. by sunday and to start off next week, we will see another cool down as this is the time of the year we start getting those roller coasters of temperatures. this is normally the time of the year where it will not be a stretch of seven days in a row, a couple of days of heat and back down to cool or temperatures with more clouds arriving. kind of depends on where you want to get out. how successful you'll be. overall heat safety will not be a huge priority. today will be the coolest day of the rest of the week. bit later parts of the workweek, getting back to more seasonable before more cloud cover, more fog. more of what we would expect along the coastal communities. it depends on where you are. but inland areas, at least you won't have to be dealing with the extreme heat that we are kind of used to seeing. it will be seasonable, only warming up after today. liz?
4:37 pm
they have been relentlessly attacking each other on the campaign trail. and now vice president harris and former president trump will be coming face to face for tonight's debate. natalie brand is in philadelphia to explain how the candidates have been preparing for the debate stage. >> reporter: the stage is now set for the first faceoff at meeting between former president donald trump and vice president harris. the debate taking place in the hotly contested battleground state of pennsylvania where voters will be closely watching. what are you expecting from this debate? >> i am expecting hopefully answers. i really would like to see what both candidates are able to bring to a public stage directly addressing our nation. >> reporter: and with harris only recently becoming the democratic nominee, voters want to hear more about her policy proposals. tony deullio will be listening for substance and
4:38 pm
style. >> really what's is somebody that can articulate their ideas, listen, respond well. i want to see civility. that's one of the things i feel we've been missing a lot of recently. >> reporter: on capitol hill, trump allies advised him to steer clear of personal attacks. >> i think president trump would be wise to explain how he would change the country. stay away from the personal stuff. talk about policy differences. >> reporter: democratic leaders expect harris will lean in to her experience as a prosecutor to go after trump and detail differences between the two. >> a stark contrast in two candidates. one who is a seasoned prosecutor who was going to make her case, and one who is a felon. >> reporter: the 90-minute debate will have no studio audience. candidates are not allowed prewritten notes on stage and microphones will be muted when it is not their turn to speak. cbs news learned she had a phone call with the 2016 democratic nominee, hillary

clinton, to get her advice on debating donald trump. sources say trump, meanwhile, has had less formal debate prep, though he has been getting some help from florida congressman matt gase and as you may remember, debated harris back during 2019's primary season. liz, back to you. >> natalie, thank you. now we talked to voters ahead of tonight's debate. one person says trump's rhetoric is too divisive. >> if trump wins, he is always anti, you know, let's kick everybody out and build a brick wall. humans are humans. everybody deserves a fair chance, you know, to make a living and to make their children, their children's place, their children's place. and it will divide children and families and moms, you know, if they get sent back to whatever country they are from. >> and it is important to note that many people we talk to say they are afraid to say who they
4:40 pm
are voting for because of the deep partisanship in the country right now. some said they were worried it would hurt their businesses. meanwhile governor newsom is expected to be in harris' spin room tonight. today on cbs mornings, he's confident she will dominate the debate, and know she will face some tough questions. >> there has been inflation scars and that is real. she's got to acknowledge that and that will be a big part of the debate issue. but the issue of cost of living. she's taking that on as it relates to the policy agenda and focus and that is the future where she can turn the page on the last few years and talk about things that joe biden, as the incumbent president cannot. >> in the meantime they said their goal is to prosecute kamala harris' dangerous liberal records. and she knows pennsylvania voters better than her. >> he understands the issues that they are facing. he delivered for them in their
4:41 pm
first term. he supported their energy independence. he supported good paying energy, jobs in the fracking industry in pennsylvania. >> and they know the record well from her time as attorney general of california and san francisco's district attorney, ready to discuss her policies. now we know the economy is the number one issue for voters. coming up after the break, i'll ask a political expert what the candidates will have to do to convince voters they have the best plan for their pocketbooks. we'll be right back.
4:42 pm
take that up a little bit higher. you should feel that, like, right back here. oh, yeah, i felt that! good, that is so much better than last week. thanks, i've been doing 'em every night while i'm watching tv. - oh, what are you watching? it's a mystery. high quality care that meets you where you are.
4:44 pm
and the countdown is on for tonight's hotly anticipated presidential debate. a look at the stage right now in philadelphia. for the candidates, this is the only scheduled debate so far, and their chance to get their message out to potentially millions of voters. joining me now is dr. caroline heldman. thank you so much for being with us. >> it's wonderful to see you. >> all right, so what do kamala harris and donald trump need to accomplish in this debate tonight? is it about creating those viral moments that are going to live on the internet on social media for the next few weeks? or should we look at this about more like winning points against one another? like a tennis match? >> you know, i think both. certainly those viral moments. both candidates want that. you'll see a lot of harris kind of getting trump into
4:45 pm
that. you might hear it, i'm not finished, excuse me, sir, i'm not finished if he interrupts her. both of them want those zingers. they are going to have these sound bites hopefully in the can, ready to go, and put them out into the world in the coming weeks. and they need to establish themselves where it will be mostly kamala harris who has the uphill battle here. and that he's not as defying as he could be and that we also see on the economy and immigration, the top policies, donald trump. and the stakes could not be higher and especially high for harris because she's not as well defined for donald trump. >> i want to lean into that
4:46 pm
here, caroline. as you mentioned, these candidates are really neck and neck. many voters still really don't know what kamala harris stands for. do you believe that is because she's only really running for a month or so or does her team need to get more aggressive with getting her message out? >> well both and certainly because she's only been in the race for about 50 days. but also she's chosen this path of being a generic, right? she's not taking any super strong stances that will differentiate her from joe biden. she has to sell herself tonight. she's going to sell herself on the economy, make strong statements, try to go donald trump, and maybe coming after her for wanting to lower the grocery prices. what donald trump needs to do is just stay disciplined. everyone knows who he is, but he needs to be on the best behavior with a hard time with women, especially black women, the way she has gone after them in recent months. and i think he's going to have a really difficult time being disciplined.
4:47 pm
>> and i'm curious though, how big of a role do you think california is going to play in tonight's debate? we know trump has used it as a punching bag. for the most part it's worked. how should kamala harris respond especially if he brings up the recent issues in san francisco? >> and you're bringing up the sore point for kamala harris. it is just over 50% of likely voters that will think she is too liberal. that's because of her association and affiliation with california and the way in which they painted our state, which is 40 million people in very diverse, kind of painted it with one broad very liberal broken brush. and inaccurate, i would argue that i love the state. i came to the state because i love it. people come here all the time because of that california dream. and it is not going to play well with midwest voters. why she put in that happy dad on the vice presidential ticket. and it is an attempt to reach across that had aisle. but i expect donald
4:48 pm
trump to fully use it as a bludgeon against her if he is smart. >> we know that they are top of mind for most voters, in fact. trump still has the edge over harris and many of those polls on this particular issue. do you think that it is important harris distance herself from biden e's record on the economy? >> and she will bring us back to the fact that we have a global pandemic and the first president to lose jobs. that is misleading and we have the best recovery under biden of the countries of advancing and after covid. and so i'm anticipating that she will both defend the record, go after trump for the job loss and remind us of that. but what she needs had to do is present that economic plan. she has of gener broad strokes, but she needs to get into the specifics of it, whether it is lowering the drug
4:49 pm
costs, the grocery costs, perhaps looking at gas prices. she really needs to get specific to convincing the american public that she should be leading on this issue. >> all right, thank you so much. >> thank you. >> remember you can watch it right here on cbs news bay area this evening where it will all start with america decides right after this newscast followed by the debate at 6:00. here in the bay area, it's a tight race to become their next mayor. four of the top candidates will face off in a debate tomorrow night right here on cbs news bay area. mayor london breed has agreed to attend, but has since pulled out. at the ballroom where the debate will be hosted. lauren? >> reporter: yeah, hey, liz. the stage is literally set for this debate that will be sponsored by cbs news bay area as well as the san francisco examiner and kcbs radio. this debate was designed to be a deep dive into some of the top
4:50 pm
issues that are facing voters. but without their mayor, london breed, on the stage. it does give the other candidates a chance to break out of the pack. as workers will put the final touches on the debate stage, now comes a big shakeup. mayor breed is taking a path after committing in april to participate, her campaign team announced last week that they would withdrawal. they say it is the voters who may see the impact. >> expect them to talk a lot about person not on the stage. that means what all of them will have in common is the challenge to mayor breed. it means they could talk about issues that are important to them and their candidacies, but also talk about her absence and how that will speak volumes. >> reporter: the campaign team will tell cbs news bay area in a statement that she has participated in four debates, unlike those, mayor breed has a job where she has to balance the demands of running the city, while also running a campaign. she has a limited
4:51 pm
amount of time, and she wants to speak directly with voters as much as possible. >> and you know that you're going to be a target of derision by the folks that are there. you're trading them offou moving forward. when you're not on the stage, that can also be costly in some ways, but that's the trade-off that they were making. >> reporter: the debate will come just over a week after a rare shooting in union square, where 49er rookie, ricky pearsall, was shot in the shoulder. he's expected to make a full recovery. the 17-year-old suspect has been charged with attempted murder. mccuan says we can expect the candidates to make their own pitch for how they would respond to and prevent high-profile crimes like this. >> we are going to see a very active diverse side, but you're also going to see a lot of voters oriented to change. and place that in the context of the 49ers receiver who shot. as a result that will also provide an opening for moderates who will push forward here.
4:52 pm
>> reporter: and with just a few weeks left to go, now is their time to make their pitch to voters in san francisco and even residents across the bay area. >> what happens in san francisco, what happens with london breed, resonates across the bay, around the bay, and beyond. >> i have been chatting with all the campaigns today. in response to the mayor's statement, her absence comes down to her not defending her track record. >> yeah, it is shocking considering there is less than 60 days. you would think the mayor wants to use the platform to get that message across. but i'm curious, lauren, what do the polls say? >> reporter: yeah, the polls are showing mayor breed still at the top when it comes to rank choice voting in that number one spot. but not by much. they have both really made grounds edging in to london breed's top spot. but what is really interesting is that new data is showing that she is pulling the highest when it comes to the second spot in rank choice voting. that is significant because of the way
4:53 pm
this voting system will work, where some of the lower ranked candidates are eliminated from the race. and those second or even third ranked candidates could come out at the top with a wild card of the majority. >> yeah, we've seen it before. a lot could happen in less than two months, that's for sure. all right, thank you so much. and you can watch the san francisco mayoral debate at 6:00 p.m. tomorrow night right here on cbs news bay area or streaming on the free cbs news app. we'll be right back.

the 49ers faithful are walking tall after yesterday's big win against the jets. our vern glenn reports it came after some surprising news just an hour before the season opener. >> reporter: christian mccaffrey, a surprised late scratch for the 49ers on monday night. but his replacement did his best impression. 32-19 win against the jets. jordan mason,
4:57 pm
replaced mccaffrey, running for 48 carries, 147 yards, scored a touchdown. the third year undrafted running back best previous game, 11 carries, 67 yards. so he had not had that many carries since he was in high school. >> oh shoot, i appreciate it. >> we found out he was going to be rb1. and i just gave him a little pep talk to see where he was at. and he was laser focused, ready to go. i knew from that point on, i didn't have to worry. i knew he would have a great game. >> reporter: with the red and white report, i'm vern glenn. thank you for joining us this afternoon. up next, the cbs news, america decides, followed by our cbs news coverage of the presidential debate. then stick around for more local news and analysis of the debate coming up on our

i came to bayview hunter's point, where there was only one pediatrician to serve more than 10,000 children. daniel lurie said, i'm going to help. we opened a clinic for our most vulnerable children. i have worked shoulder to shoulder with him as we have brought solutions where people thought the problem was unsolvable. daniel doesn't take excuses. he holds himself accountable. and i know that he can do it for the city of san francisco. >> norah: tonight at the debate stage is set.
