the debate stage for the first and possibly the last time. >> people start leaving his rallies early out of exhaustion and boredom. >> people don't leave my rallies. we have the biggest rallies, the most incredible rallies in the history of politics. the vice president baiting the former president about his crowd sizes, his 2020 election loss, and his praise of dictators. good morning, and good to be with you. i'm anne-marie green. it was a high-stakes 90-minute showdown of visions and style. kamala harris commanded her first debate against donald trump, flashing her prosecutorial skills to control the conversation and get under the former president's skin. the two clashed on some of the nation's top issues as they tried to win over the remaining undecided voters. cbs' jarred hill is joining us from philadelphia with a recap of some of the night's biggest moments. good morning.

>> reporter: good morning, anne-marie. this was a very different night from that trump-biden debate that changed the course of this race just about a month or so ago. now here we are seeing both harris and trump saying that they won this debate that was full of efforts at policy and also pretty sharp attacks. a handshake kicked off the first meeting between former president donald trump and vice president kamala harris, but the 90-minute debate soon turned into a the economy.ch over issues like- >> i imagine and have actually a plan to build what i call an opportunity economy. >> i had no inflation, virtually no inflation. they had the highest inflation. >> reporter: abortion -- >> for years they wanted to get it out of congress and out of the federal government, and we did something that everybody said couldn't be done. >> the government and donald trump certainly should not be telling a woman who to do with her body. >> reporter: and immigration -- >> they've destroyed the fabric of our country. millions of people let in.

>> what we have in the former president is someone who would prefer to run on a problem instead of fixing a problem. >> reporter: the former president even spreading misinformation about migrants in ohio. >> in springfield, they're eating the dogs, the people that came in. they're eating the cats. >> reporter: he also repeatedly worked to link harris to president joe biden who dropped out of the race in july. >> she is biden. she's trying to get away from biden. >> i'm not joe biden. and i am certainly not donald trump. and what i do offer is a new generation of leadership for our country. >> reporter: both candidate continued to make their case after the debate. vice president harris greeted supporters at an event here in philadelphia, while former president trump claimed victory while speaking to reporters. >> this was my best debate. i thought it was very good. >> this is very much two different visions for our country. >> reporter: both campaigns taking a pause to mark 23 years since the september 11th attacks are back in the swing states tomorrow.

the former president's visit to the spin room last night an unusual move for a candidate after a debate there. meanwhile, neither of these two have anything scheduled for a next future debate although we know that the harris campaign says that they would like to see the former president again on the debate stage. former president trump said something that he would think about. their vice presidential candidates, though, are scheduled to go head to head on october 10th -- october 1st on cbs news. back to you. >> of course, jarred hill in philadelphia. thank you. breaking overnight, francine strengthens into a hurricane in the gulf, and now it's taking aim at the louisiana coast. hurricane warnings and evacuation orders are in effect for many areas now facing threats of potentially deadly storm surge, severe flooding and damaging winds. dave malkoff reports from houma, louisiana. >> reporter: as francine gains strength, more than two million people in communities along the gulf coast are under hurricane warning.

>> we don't take this storm lightly because of the movement toward the east which is closer to us. and again, we're prepared for any emergencies that arise. >> reporter: in morgan city, business owners and residents are boarding up and heading out, and gas station lines are getting longer. some running out of fuel. you've been through a lot of storms. >> yes, quite a few. >> reporter: carol is ready for francine. she lives in houma and is using sandbags to protect her home that is still under renovation after ida, a category-four hurricane. and you're still not recovered from 2021, that was ida. >> no, i am not recovered. >> reporter: as an essential worker in a hospital maternity ward, duplantis can't evacuate. her next shift is during francine's landfall. >> we deliver babies even through the hurricanes. >> reporter: born in a hurricane. and she will be working the shift as this new hurricane

francine makes landfall. although these are the bayous that we're worried about as the gulf of mexico pushes all of its storm surge flooding up through these canals and bayous and intercoastals. the lieutenant governor assures me that there will be levees that will hold through this, but still, as a precaution, there are places here in southern louisiana that are under a mandatory evacuation order. in houma, louisiana, dave malkoff, cbs news. in california crews are racing to extinguish raging wildfires. the airport fire started monday, and it's burning in orange and riverside counties. it doubled in size yesterday afternoon to more than 19,000 acres. evacuation orders were issued, and officials say the fire was ignited by a spark from heavy equipment being used by public workers. it is 0% contained. and now to the middle east where israel may be willing to

give hamas' leader the mastermind of the october 7th massacre a deal too good to refuse. the jewish state has offered giving yahya sinwar safe passage out of gaza in exchange for the 101 hostages and giving up control of the strip. that's according to israel's chief hostage negotiator who spoke to "bloomberg news." >> they were here in this tunnel in horrific conditions where there is no air to breathe, where you cannot stand. >> israel's military released new video of the tunnel beneath a children's bedroom where they say the six hostages including american hersh goldberg-polin were killed last month. the idf spokesman showed the other items found there, mattresses, clothes, a bucket that appeared to be serving as a makeshift toilet, and ammunition. and that video was released the same day israel acknowledged one of its soldiers likely shot and killed a 26-year-old american woman in the west bank last week.

today marks 23 years that forever changed the world as we know it when terror hit our home front on september 11th, 2001. president biden and vice president kamala harris will attend the annual ceremony at the world trade center this morning in manhattan. they will then travel to shanksville, pennsylvania, and the pentagon for a wreath-laying ceremony. nearly 3,000 people were killed when al qaeda hijackers crashed four jetliners into the twin towers, the pentagon and a field in southwest pennsylvania. and the terror attacks are still taking a toll on the physical and mental health of survivors and first responders. more than 40,000 people have been sickened with 9/11-related health conditions. here's cbs' bradley blackburn. >> reporter: on september 11th, 2001, nypd detective robert jordan went into the cloud of white debris after the twin towers fell. >> when we got down there it was like night. everything was dark and gloomy. it was all from the dust and debris.

>> reporter: he served at ground zero after the attacks and was even part of president bush's security detail during his historic speech in the pit. in 2017, after jordan had retired, the father of two was diagnosed with stage-four throat cancer. >> it hits you like a ton of bricks. your family, your medical wellbeing, everything. i didn't know what to do. >> reporter: he found out about the world trade center health program at northwell health. and after chemotherapy, surgery, and more than 40 radiation treatments, he's now in remission. care is authorized through the program until 2090. many survivors and first responders are just now see willing -- seeing longer term health effects from their exposure to toxic dust and debris. >> there were so many different cancer-causing substances in the dust and the plume. and you know, the fires burned for three months. so there was continued exposure. >> reporter: thousands of new patients enroll in the world

international airport causing major damage to one of them. the faa says the plane was taxiing for departure to tokyo yesterday when it knocked the tail off a smaller plane bound for louisiana. there were no injuries. passengers were put on new flights. an investigation is now under way, though. andrew cuomo is grilling -- grilled over his covid response, and a ruling on an abortion measure in missouri. those are some of the headlines on the "morning newsstand." "the washington post" reports missouri's high court will allow an abortion measure to stay on the fall ballot. the missouri supreme court on tuesday ruled an amendment that would enshrine abortion access in the state's constitution could appear on the general election ballot. the decision comes after several anti-abortion rights activists filed a lawsuit last month in an effort to get the secretary of state, jay ashcroft, to keep the measure off the ballot. a majority of the judges ruled that it was -- that it was past the deadline for ashcroft to make changes to the ballot.

cnn says new york's former governor expressed sympathy for covid-19 victims in a contentious hearing. >> governor you, own this. -- governor, you own this. it's your name on the letterhead. this is your directive. >> congressman brad wenstrup who chairs the house select subcommittee was among several republicans on tuesday who slammed andrew cuomo over a directive his administration issued in march of 2020. under it nursing homes were told to admit covid-positive patients. republicans said that led to an acceleration of outbreaks and deaths, accusing cuomo of staging a cover-up to hide mistakes that endangered nursing home residents. cuomo denied wrongdoing saying the directive was in compliance with federal guidelines and didn't cause harm. the "associated press" reports congress has bestowed its highest honor on the 13 troops killed during the withdrawal from afghanistan. house speaker mike johnson on tuesday presented the congressional gold medal to the
