news with sara donchey on cbs news bay area. hi, i'm sara donchey. we are going to start with the event of the evening. that was something we, ourselves here at kpix had a hand in. that was the san francisco mayoral race. this was their opportunity to get up there and try to shed light on how they might be different. some of them more so than others. this was one of the most closely watched local elections come november. a lot of people even outside of the bay area have their eyes on this race. and, about some of the issues that seem to have come front and center in the city of san francisco, again. some of them making headlines well beyond the bay area. and, tonight, the candidates met, once again, going head-to- head in this depate hosted by kpix where they got to talk about all kinds of issues.

some of them crime, homelessness, their views on what is working and not working here in san francisco and other issues in terms of the budget. the way the city is managed, how people view the office of the player. and there was this very obvious absence on stage as well. that is something that they also addressed. mayor london-breed, considered by front-runner was not there tonight. she did not join her four challengers tonight. first committed to the debate in writing but she ended up backing out. our lauren toms was there to see it all unfold. >> the show is over but this debate will be felt by voters for weeks to come. even with the absense of the mayor they did not shy away from making their issues with city hall herd. >> reporter: the four

candidates fill the void of their absence for their own solutions. but in the at least 16 times she was called out by name she was not there to defend herself. >> unfortunately mayor breed lacks vision. >> she has had six years to solve this problem >> this mayor has completely failed on this issue. >> she has been absent on the issue for the past six years just like she is absent tonight on this debate stage. >> reporter: candidates took time to make their policies clear. they took time to take jabs at opponent and lone outsider on housing policy. >> i can not leave this topic without calling out my opponent mr. lourie and his claims from his $100 million fundraising. >> not the housing that he used on his site. >> our opponents say one thing one week and one thing the next week. >> what we see going on here is the insider. like a tag team coming after

the person that is shining a light on their records. >> reporter: also on display tonight was what separates these candidates, their standing on the political spectrum as progressive candidate and city supervisor made his opposition to homeless sweeping clear. >> you know, some candidates on this stage are strong advocates for sweeps. i can tell you i have never received more complaints than since mayor breed started the sweeps a month ago because sweeps don't solve the problem they just move homeless people from one neighborhood to another. >> reporter: and supervisor opened the door to safe consumption sites >> can do that with overdose prevention. housing, if we are serious about getting people and saving their lives we have to get them off of the streets in a supervised way. >> reporter: while moderates presented their hard-lined approaches to public safety. >> if you are arrested in the

tenderloin, the first time i want to work with rda, i want to work with the judges and i want them to put an ankle monitor. >> offer shelter, if they say no, take the tents away. the sidewalks belong to everybody. >> reporter: all pulling high but none are near the majority that rank choice voting requires keeping the race open for any to take the lead. >> the mayoral debate may not of had as many eye-brow raising moments as the presidential debate did last night. 67 million people watched last night, far more than the 51 million watched biden debate trump back in june. all right, we are really counting our lucky stars here in the bay area. our neighbors down south, they are going through it, there are multiple huge fires burning all at once across southern california. some of the video that we are

seeing coming from there, it looks like this lady was walking directly out of a flaming hillside when firefighters came in to rescue her. let's take the video full to get a better look at it. the winds are whipping the fire. tossing embers all over the place and then there was this woman, walking through all of it. this video was taken from the frontlines of the so-called airport fire. that fire stretching across orange and riverside counties, spreading, started marching closer to homes when it jumped the highway. >> this fire left seven people hurt including five firefighters. dropping temperatures could slow things down for them. tonight, firefighters are warning thousands of residents that winds can cause the fire to change cours at a moments notice. the biggest one is the bridge fire, this is burning 50,000 acres in the national forest. it burned dozens of homes. firefighters going door to door to get people out in time. and, they are getting a little bit of help from the bay area.

andrea nakano just talked to the fire department. what are you hearing about how they are helping out in southern california? >> reporter: the strike team from the santa rosa fire department is playing a critical role in keeping the fire from reaching the town of big bear. on the hillside trying to hold the line there. we want to show you video that the firefighters were able to send us earlier. you can see a bright orange glow through the trees, santa rosa firefighters just got their last night, slept a couple hours and then started their 24-hour 30, they are one of the many crews on this fire trying to hold back the flames. now, these firefighters have battled some devastating blazes like the tubbs fire. they are facing some of the same conditions down in san bernardino county t. is hot and dry. there is a lot of smoke. and one of the biggest challenges with the line fire is the steep terrain. >> it is really no different.

we are just seeing, you know, a lot of the extreme fire behavior and, you know, unfortunately at times it is in the path of homes that are in its way, right? you know, the fires are definitely a lot harder. we had to use new, not new but just different techniques. we try to take advantage when we can like this time of night, you know, things calmed down. this fire grew very, very quickly. the reason why they were seeing a lot of extreme fire behavior with, you know, spotting, you know, half a mile out ahead of itself and in steep and very, very difficult terrain to fight fire in. >> reporter: division 2 chief thomas says there are dozers on the scene trying to strengthen the line. one of the biggest concerns overnight are the winds the winds picking up embers,

starting fires a distance away and causing them to lose control of that line, sara? >> we have seen things like this before, unfortunately. things got out of control very fast in southern california. thank you, appreciate it. in san bernardino county all of the smoke you are seeing here is from the 36,000 acre line fire. this one is burning through some pretty rough terrain. 13,000 people have evacuated because of it. and 50,000 homes are near where the line fire is burning. so far it is 14% contained. >> once again, we have another fire season where we see relative calm and then all of a sudden things spinning out of control quickly. >> those are the three biggest fires, others that are burning in the sierra and into nevada. the davis fire, growing by leaps and bounds, it continues to burn at a good clip this evening or a bad clip as the case may be. this is one of the alert california cameras, sunset peak. halfway between los angeles and san bernardino, to the north of

the line. you can see the bright spot standing out where the flames are, still, chewing up the very dry vegetation, of course, the fires are producing a ton of smoke. the bridge fire, over 50,000 acres, the line fire is over 6500, all of these fires that are fairly close together when you consider the size of southern california producing a ton of smoke. as the winds die down that is good news in terms of the fire effort but the winds will shift direction and complicating the efforts of the crews because the fire burns in a different direction and sending into populated southern california area including the area. and that is in the 40-50 mile- an-hour range earlier today. the winds will relax here and the winds should relax in southern california as well. it can not happen soon enough. we are going to be tracking cooler temperatures as we hit the second half of the weekend as well. details on that coming up in just a few minutes. >> all right, paul, thank you

. it has been 23 years since the september 11 terror attacks that changed the nation forever. remembering the nearly 3,000 people who were killed when hijackers crashed planes into the twin towers and a field in pennsylvania, one of the victims, a bay area woman known as the first voice of september 11. >> galley flight attendant has been stabbed. >> betty was a flight attendant on flight 11. the first to report the hijacking of the plane that would be the first to crash into the world trade center. contra costa county firefighters commemorating the day with a stair climb, climbing a 15 story building 7 1/2 times representing what firefighters in new york had to do that day.

and in los gatos remembering two heroes, todd beamer and mark bigham. it is reported their actions led to the plane crashing in an empty field instead of its intended target that likely the white house or the u.s. capitol. tonight, almost 400,000 people are in the dark after hurricane francine slammed into louisiana, the storm surge turned a highway into a raging river. right now francine weakened to a tropical storm when it moves inland. when it first hit as a category 2 hurricane, this reporter was caught in the middle of it >> we have been in this position here with this pounding, heavy wind and rain you can see what it looks like when you are trying to walk. this, it just makes it impossible to turn around over your shoulder. >> first rolling in so people

in new orleans headed towards the water rather than higher ground. setting up chairs feet from the waves, that is not what you are supposed to do during a storm like this one. they did it any way. all right, paul, let's turn back to southern california. wildfires there, skies over san bernardino, looking really eerie the smoke from the line fire turning everything orange. we have seen that before, certainly in the pay area. and, close to the fire lines, fire-retardant turning the roads red. this look that we are all too familiar with here. >> yes, four years ago this week is when we saw the orange hughes to the sky over san francisco. seems like yesterday. seems like 100 years ago in some regards as well. we have not been staring that threat in the face. still something we have to monitor in the next couple of months. the reason for it in the bay area today, it is the same thing producing the gusty winds all up and down the state of california. the storm system missing us to the north and sending the

energy and ploifture to the northwest. close enough to squeeze the atmosphere over the coastline. and result in the blustery conditions, heading to 40-50 mile-an-hour gusts in the area. not as breezy tomorrow and heading into the weekend we will be back to near average. no big picture features in the atmosphere threatening us, we will settle into a calmy weather pattern heading into the up coming weekend. let's take a look at the forecast wind gusts heading through the next couple of days, emphasizing that things will get back to closer to what is typical for this time of the year. and those, every six hour wind gusts, you can see a few spots standing out as we look into thursday, friday, mainly, and middle to late afternoon hours both days. the strongest gusts, 20-25 mile- an-hour range. back to the typical bay area conditions. including the fog, eerie look as we look out. the temperatures right now are in the 60s, down to 58 degrees in san francisco. otherwise lower to middle 60s.

seeing most lite 50s. the fog's behavior will be different than earlier in the week. plenty out there. not everywhere to start the day on thursday. and it will back out quickly and that sunshine will battle against the weaker breeze. and everything will kind of even out. the temperatures close to where they are supposed to be for this time of the year. let's take a look at the forecast highs tomorrow, pretty much everybody within a couple degrees of average, 82 degrees in san jose, 1 degree above normal. we can handle it. lower to middle 80s. middle to upper 80s east of the oakland hills, that is normally warm for this time of year. the temperatures reaching up into the 70s and san francisco and oakland. temperatures in the north bay reaching into the lower to middle 80s. 78 degrees for the high temperature in san rafael by tomorrow afternoon. near normal temperatures continue into the first half of the weekend. then, we are going to cool down again. take a look at the 6-10 day

outlook. it takes us into the end of next week already. that is a strong system cooler than normal conditions, especially off to the east and southeast. also, a signal towards wetter than normal conditions, mainly to the north. there is an outside chance. maybe a shower or two is going to try to sneak towards the pay area. i am not buying that bay area, i am not buying that at this point. the inland temperatures are running 5-10 degrees below average from sunday through the middle of next week. temperatures around the bay not vary as much, cooler days, sunday, monday, upper 60s, temperatures along the coast, running steady, you will see plenty more of the fog, mist and drizzle. while most of us will miss out on the shower chance a bit of moisture for the coastal parts of the bay area. >> all right, thanks for sorting it out, good to see you again, appreciate it. >> you, too. we have seen the most aggressive action in years to clear homeless encampments, the

supreme court ruling cleared the way and then governor newsom followed up with an executive order putting pressure on the state agencies to clear them out. >> no longer any excuses. $1 billion this state invested to support communities to clean up the encampments. >> since then, sweeps have been carried out in san jose including near the airport and around san francisco's tenderloin. and in the east bay, berkeley now has a green light to order them even when shelter beds are not available. one store owner wrote the encampments near the auto repair shop make it look like a war zone and caused them to lose business. katie neilson reports. >> reporter: this is one of two encampments the city is concerned about, this one at 8th and harrison street on the west side of town. it wraps around two city blocks. dozens of tents on the sidewalks and rvs along the

streets. now you have to walk down the middle of the street because the sidewalks are blocked. i have a sun in a wheelchair. if i had to bring him down here where is his access. >> reporter: he runs a shop that does screening and imprinting. their front door faces 8th street. >> a lot of people here, they have issues, substance abuse or mental health issues. >> reporter: he understands why the city feels the need to take action, he has seen the fire, the rats, the human waste. >> i don't think sweeping them up and moving them out and dumping them somewhere is a solution. >> in this street for seven years. >> reporter: she considering it home. she has been here since she was 2016 she was a graduate student. >> i had to make a tough choice between rent and tuition, i chose to go to school instead

of paying my rent. and then i ended up buying an rv. it provides a safe place to lay your head. >> reporter: she founded the berkeley homeless union that will file a federal lawsuit to block any kind of enforcement action. >> honey. honey. >> reporter: this block has been home. it has been a place where everybody has come to for many years >> it is not safe for people to live on the street. not safe for people to live in dangerous conditions. >> berkeley's mayor says that the city has had outreach services at the camp every week for years trying to offer housing alternatives. >> you need bags and gloves today? >> it is that more enforcement is needed. the city spending more on homeless solutions than any other city in alameda county. but, one city can't solve the problem alone. >> we really should be working together as a region for how we are going to address the issues of homelessness and how we deal with street encampments and not have one city do one thing and

another city do another thing. it is going to push people from city to city. >> enforce sment what the mayor is asking for. but, realistically what does that look like? the answer is different depending on who you ask. >> it is not a problem the city can solve. it is a state problem, a county problem, a national problem. straight ahead in sports, the giants made some noise in a big way tonight. and the 49ers we have to get into it. we are coming
