voters in key coulnstituencies. trump and harris could now focus on everything from no taxes on overtime, his, to a $25,000 credit for first time home buyers, hers. donald trump is putting migrants at the center of it all. >> springfield was this beautiful town and now they're going through hell. it is a sad thing. not going to happen with me, i could tell you right now. thank you very much. >> he's right about the troubled times in the ohio town. but not about the false right wing conspiracies regarding haitian migrants. we'll talk to his running mate, senator j.d. vance and maryland governor wes moore. and we'll get a reality check on some of the economic proposals that sound too good to

[ music playing ] ♪ good morning and welcome to "face the nation." we have a lot to get to this morning and we begin with republican vice presidential nominee senator j.d. vance of ohio. welcome back to "face the nation." >> thanks, margaret, good morning. >> senator, we heard from donald trump this week that he wants to end all taxes on overtime pay for workers. how would this exemption work?

would this mean someone working a 40-hour workweek would not pay payroll taxes and not pay income taxes? >> well that is exactly how he envisions it. we're talking about hourly workers and of course when you work overtime in this country, you get time and a half and if you're one of the select hard workers that is busting your rear end to try to make good in kamala harris's economy, then you should get a tax cut and i i think it any fits with his tax ag agenda and we want to penalize companies that are shipping jobs overseas through tariffs and kamala harris's tax policies are the inversion and she wants to reward companies for shipping jobs overseas so it is the stark contract. >> you said penalize companies who ship jobs overseas so. your tariffs would only apply to

those companies shipping jobs overseas. >> when you apply a tariff, you're applying a penalty to someone who manufactures or makes something overseas and charging them a penalty to bring it back into our country and what we're trying to do with these tariffs is induce more people to make more things in the united states of america. one the great tragedies of kamala harris and 40 years of american failure is we've lost our critical manufacturing to mexico and china. we started to undo that for four years under donald trump's leadership but we have to do that for longer because as we've learned in the last few days, world has gotten more dangerous and we can't rely on other people to make the stuff we need. >> it is cheaper to manufacture overseas why so many company dos it. and that is a follow up on working class voters, you're saying no tax on tips, no tax on overtime, no tax on income from social security. all of that would wipe out a big

chunk of tax base. do you really that i that fiscally conservative republicans in congress are going to vote for this. >> i think republicans believe american workers should keep more of their own money, and yes, i think if we balance this out by penalizing some of the companies for manufacturing overseas, i do think we could get there balance out in the right way where we're know blowing a hole in the deficit, giving workers more of their money. but to your point, we're making it easier to make things in the united states of america. that your exactly right, sometimes it is a little bit ch cheaper to manufacture overseas and we have to ask this is. they use slave labor in manufacturing. we should not allow slave laborers to access our market. that is the trump agenda and it is something that he preliminary hemented once but will double down in a second term. >> so the 10 to 60% tariffs that is just a range and we'll figure

out who it applies to if you win the election. >> i think you have to take some recognition that this is a negotiating tactic. sometimes you'll have to do higher or lower tariffs but i don't think you're saying you do that on every country. you ooze that as part of the negotiation. that is one thing that donald trump was so good at during his first term, benefiting american workeshes in process. if you say you're not going to do any tariffs, you're basically go into the trade negotiations completely disarmed. you don't want someone negotiating that is saying i'm not going to use the most important tool, which is exactly what kamala harris has done. >> well, but harris and biden has used tariffs on strategic ways in strategic nuftd industries and it sounds like you'll also be strategy. >> they're asking for help to

deal with migrants, straining the health smm and schools and safety issues. you've been talking about the problems but what you have done to help governor dewine for his request for federal help. >> the most important thing we could do to help the state of ohio and the whole country is to stop kamala harris's open border and for two years i've been fighting for policies that do exactly that. you have to ask yourself why this is-v these 20,000 haitian immigrants been dropped into this town and the hasn't is because kamala harris implemented temporary protected service for own 100,000 haitian migrants granting amnesty to thousands that shouldn't be in this country and now a small ohio town is dealing can the consequences and this is what kamala harris wants to do to every town in this country.

overwhelm them with migration and stress their budgets and seek diseases on the rise and what is happening in springfield is coming to every town and city in this country if kamala harris's open border policies are allow to continue. we have got to stop this american citizens are suffering because of what she's done and -- >> here is the fact. here is the facts though. many of those haitian migrants moved there by choice because they have temporary protected status which gives them the ability to work. that tps, temporary protective status has been in place since 2010 and in fact donald trump renewed temporary protective status for haitian. should he not have done that. >> let me do a fact check. because there was a renewal in june of 2017, which was very early in donald trump's presidency and he ended it in 2018. >> he regrets having -- >> and kamala harris when she became president or vice president, kamala harris

reimplemented it as vice president and now you've seen this massive explosion just in the last few years. i mean, margaret, just to give some context here, there were maybe a thousand haitian migrants in springfield, ohio just three years ago and now there is close to 20,000 and it is impossible to over state the overwhelmed local services. >> so i understand you want to end -- >> and we have a thousand children in a small district. >> you want to end temporary protective status. >> because a thousand children who don't speak english, so now the kids who are in that school district are not getting a good education. the local health services have become overwhelmed. this is a tragedy and it is important to say we're not mad at haitian migrants for wanting to have a better life. we're angry at kamala harris for letting this happen to a small ohio town. >> well governor dewine has been calling attention to it and asking for federal help. on september 9th, amplified what you said yourself were rumors about haitian immigrants eating pets and then donald trump claims those were facted and

repeated them to 67 million people on the debate stage. in springfield yesterday, two hospitals went into lockdown and on friday two elementary schools and one middle schools with evacuated and on thursday a school was evacuated and city hall to had evacuate due by a bomb threat made by someone made about immigration. do you regret your words? >> well, margaret, first of all, we condemn all violence and all threats of violence. i want whoever made these threats to be prosecuted to the full extent of the law. but we don't believe, margaret, in a heckler's veto in this country. he would condemn violence and say there is tremendous problems caused by kamala harris's open boardner springfield. i've heard about a dozen things from my constituents in springfield, ohio. ten of them are verifiable and confirmable and a couple of thex we have direct firsthand

accounts of migrants abducting geese at the local park and slaughtering them and eating them. now maybe all of these constituents are lying to me. but i appreciate it if the american media shows up and did some real investigation rather than amplifying the worst people in the world. why is someone calling in a bomb threat, margaret? because they want attention. i think that we should ignore these ridiculous psychopaths threatening violence on a small ohio town and focus on the fact that we have a vice president not doing her job in protecting that small ohio town. >> well cbs did hear from community members and they have talked about security concerns. i know the mayor of springfield, a republican, told abc news we've been punched in a way we should not have been punched. all of the politicians need to know they're hurting our city and it was their words who did it. your words, sir. do you regret them? >> margaret, we've been hear

being these problems for months, even some in cases for years and the problem here is not that donald trump and i have called out what is happened to springfield. >> no, i'm talked about the problems and citing governor dewine saying there are legitimate problems. we have documented that. i'm asking about your words. which you are responsible for. >> but margaret, you only documented after donald trump called attention to it. and so, look with all respect to the springfield, mayor. >> you tweeted, september 9th -- >> would are gateful for the fact that we are now talking about these problems and trying to solve them. we don't want anything bad to happen to springfield, but the worse thing that happened to springfield in the last 20 years is that kamala harris allowed 20,000 migrants to be dropped on the front door with to plan to assimilate them, no plan to care for them or help the residents deal with the massive strain on social services. i understand. look, i talked to a lot of people in springfield, people

are frustrated with the national media attention, some people are grateful that finally 13finally someone is paying attention to what is going on. that is why kamala harris shouldn't have done this in the ferst place. these people are south uffering because she didn't do her job. >> again, the springfield mayor was a republican. yesterday you posted a video that cbs cannot confirm claiming that africans are grilling cats in dayton. that is not springfield and africa, but putting that aside, what is your intent in furthering the focus on these people, your not talking about how to surge federal funds to help with safety, hospitals and schools. you're talking about this. >> margaret, is your argumet really that it is a huge difference if migrants are grills cats rather than downtown springfield and woo wo it change

if the video was 20 miles closer, my point here is that the american media ignores these stories. everybody who has dealt with a large influx of migration knows that sometimes there are cultural practices that seem far out there to a lot of americans. are we not allowed to talk about this in the united states of america, margaret. because the american media is more interesting in fact checking innocent people begging to relief than investigating some of the claims i'm going to talk about what constituents are sending me. that is filmed by a person worried about what is going on in those communities. i'm going to talk about it thauz bass what i need to do as a united states senator, represent ohio and make sure people's concerns get their voice. >> again as a representative of ohio, these are officials from ohio including the dayton police chief who said there is no evidence of what you just claimed as being verifiable or

true. cbs confirmed, we were able to confirm this video and it was of the proud boys marching through springfield yesterday. we know hate groups have been amplifying the concerns about haitians for weeks. what exactly -- what constituencies are trying to appeal to here by putting this at the center of the conversation. >> margaret, first of all, whatever some local mayor said about this case, i'm hearing from dozens of constituents who are concerned about these issues an it is shameful how the american media ignores them. you mention the proud boys march. i imagine that is a clip of about a dozen people marching down the street. of course i don't align myself with the views of the proud boys but they have to remember this is a real problem. the media is use things like a dozen marchers to ignore and distract from the fact that thanks to kamala harris's open borders, there are children who aren't getting a good education

and thanks to her open border there is a rise of hiv cases in springfield, ohio, murderers are up 81% in springfield, ohio. i'm much more concerned about the vice president of the united states failing to do her job than i am that a dozen people carried the wrong flag when they were matching in springfield, ohio, yesterday. let's fouks on the real problem. that is the vice president of the united states, not doing her job. >> senator j.d. vance, so much more to talk to you about. we have to leave it there today. i know your pressed for time. and we're joined now by democratic governor wes moore, a member of the harris advisery board. i have to get to you but i want to leave off with j.d. vance. he argued that talking about this strain on the local community from migrant populations should not be

dismissed as racist by the harris campaign and should be discussed on its merits. what do you make of the continued push to focus the conversation here? >> well i mean, there is a remarkable amount of not just inaccuracies but dog whistling that we heard from that. but all of the things that are problematic with senator venevance said, at the end of the interview, what some local elected official have to say, these are the people that are closest to the ground and closest to their constituents. these are public servants and partners ant in the case of that maybe, that is a republican who is saying that. that this is not about politics. and it is not about politicizing this issue. we know that to be able to address these issues and particularly big complex issues like the border crisis that our nation continues to confront, we have to do it in partnership. and i think when you're hearing those kind of comments from someone who is aspiring to be

the vice president of the united states, i think for all of us, as local and state wide elected officials, it just gives a sense of how he views partnership and the intelligence that is coming from us who are on the ground having to deal with these challenges. >> the governor of ohio, a republican also again today said that the claims being made there were not bourne out by fact. but he's also asking for federal help with a very real thing. strain from the migrant population. should the harris campaign talk about that. should the federal government be doing more. >> well the federal government absolutely needs to do more as does congress and that is part of the reason why the frustration that we saw when it cams to things like the border deal which is a a bipartisan deal that we had both democrat and republican support for that one of the anchors and one of the authors was one of the most conservative people within congress, senator langford, and the deal was killed because donald trump said that this was not going to be advantageous to my campaign.

so the challenges is what we're seeing from both donald trump and j.d. vance, we're receiving political talking points but we're not receiving actually actionable ideas to be able to address the issue. >> on the issue of empathy or understanding, should there be more recognition, we tried but it didn't get through on the national level, but on the local level, reach out to governor dewine and i understand you have problems with your safety and the languages and those things are real. >> they are real and those conversations have happened. we've had conversations for months with the white house, with the administration about what we're seeing on the ground and about the supports that we need. so we know that we actually have an administration is working in partnership with us. and in the case of vice president harris, we have a presidential candidate who actually uses the power of personal connection to be able to connect with us as state and local leaders. from what we're seeing in the state of maryland and around the country and coming up with plans to address this crisis. >> i want to you ask the harris

campaign because you are out campaigning for them. and there is a big push in the coming days to focus in on black voters in particular. the naacp released a poll on friday that shows while black americans overwhelmingly identify as democrats, over one quarter of black men under 50 said they would support the republican candidate in this year's election. why do you think that younger male black voters are changing their association like this? >> i think there is -- especially for younger black men, there is a frustration. but it is not frustration with vice president harris and it is not even frustration with the democratic party. frankly it is a frustration of pace of progress in america. i think about my state. and in my state, when i was inaugurated, we have a eight to one racial wealth gap and that is not because one group is working eight times harder, because of historical policies an circumstances. i'm the third african american ever elected governor in the

history of the united states. that is not because i'm the only third african american ever qualified. i think that debate was a perfect illustration, where many of us grew up told by our family members you have to work ten times as hard to get ahead and get an opportunity. we saw donald trump walking on that debate stage and uniquely and historically unprepared. and because he thinksco win on a whim. and so i think the frustration that people feel is real. but i think the thing that we're continuing to bush to a lot of voters particularly frame voters is that donald trump is a vessel to the skepticism. but what he is not is actually a vehicle for the solution. >> let me ask you about something on the debate stage that the vice president said. i foe you served in the army and deployed to afghanistan. during the debate, vice president harris said this. >> as of today, there is not one member of the united states military who is in active duty

in a combat zone in any war zone around the world. the first time this century. >> that is false. that is alienated the military families. what was the intent? >> well i think what was -- what the intent was that this is not counter to the convictions of the trump administration, that somehow our world was safer under him or we had less people in conflict, that is just not true. but i think that the really important thing to remember is that we do have people who are were in harm's way every single day. we have soldiers, sailors and airman and coast guards who are out there with our flag on their shoulders and defending our freedom and our values and we have to support them and make sure they are supporting them when they come back and home supporting their families and what we've seen from this administration where we saw an administration that was able to

pass things like the pact act, to make sure that we're addressing the people come back from iraq and afghanistan. who were havinexsure. that we have an administration who is focusing on things like being able to support a department of veterans affairs and the things that we've heard, recently, as recently as yesterday, from senator vance, is that he wants to privatize the department of veterans' affairs. we have to support them while they are deployed and also while coming home and we have one campaign, the harris-walz campaign that has a vision for that. >> governor, thank you for your time today. we'll be right back with a lot more "face the nation." stay with us. gers, but we're different.
