4:33 pm
we are hoping that it will start to feel like fall. >> we've got the turtle necks on today. so we have to enjoy the cooler weather while it lasts. let's enjoy the next couple of days that will be seeing the below average conditions. right now definitely feeling more of the chill. the clouds have been sticking around, basically all day long. we are seeing temperatures across the bay area. sitting in the 60s, closer to our coastal communities, maybe even 50s in places like pacifica and half moon bay. you're in the mid to maybe upper 70s, but again, it will be significantly below average today. those below average conditions, likely going to stick around through tomorrow as well. as we are going to continue to see the impacts of this secondary storm system. over the next24 hours. that first storm system is really cool. you can see it swirling across the central united states. but then that secondary storm system, that circular ridge that you see building down, that will begin impacting us over the next24 hours. like i said, keeping us cooler, also bringing chances
4:34 pm
for rain. let's take a look at those cooler temperatures though. the pacific northwest is going to continue to see these well below average conditions. it is not just us here in the bay area. it's basically entirety of the west coast of the united states as we are going to continue to see, again, these well below average conditions, all across the west coast, all across the pacific northwest. it's really, really great. it keeps us with this little taste of fall that we will continue to see. a little taste of fall is always fun this time of year. again, not going to last forever though by the weekend. we are already tracking our next heat wave. so today, tomorrow, enjoy the cloud cover while it lasts. we'll be seeing the temperatures dipping down in the mid to lower 50s across the coastal communities. mid to upper 50s inland. not too much of a difference depending on where you are located, we will see these temperatures continue to dwindle down overnight tonight, waking up tomorrow morning. yes, it will be chilly. by tomorrow afternoon, we will be very similar to what we felt
4:35 pm
today, kind of chilly. they will be sitting in the mid to lower 60s in the inland areas, maybe reaching mid to upper 70s. after tomorrow, a gradual warm up is going to arrive, so get out today, get out tomorrow, enjoy these quiet and comfortable conditions while they last. again, it's going to be a lot warmer by the upcoming weekend. we will also be seeing quite a lot more sunshine. sunshine is kind of a good thing, kind of a bad thing, depending on where you are located and where you want those activities to be. we're expecting a lot more cloud cover to arrive continuing throughout the day tomorrow. this is our view waking up tomorrow morning at 5:00 a.m. yes, basically everyone is going to be seeing some kind of fog. the fog will only get thicker throughout early afternoon hours before beginning to clear out a little bit. drier air will work in. before the drier air arrives, we have the potential for some rain. yes, i said it, some rare september rain in the bay area.
4:36 pm
we will take whatever we can get. maybe a little drizzle closer to the communities. an isolated sprinkle down to santa clara valley. it looks like we will be seeing an isolated stronger line of some developing showers, maybe an isolated stronger thunderstorm. thunder is not the greatest news this time of the year because it comes with lightning and wildfire threats. but because there is so much moisture in the atmosphere, it has been great news for the wildfire season, keeping us nice and comfortable. comfortable heat though, not going to be the story over the next seven days. tomorrow, yes, it will stick around with the chance for a few scattered showers inland. such a fun thing to see on our seven-day forecast. look at the weekend, we are returning to the 90s, already returning to plenty of sunshine, and we are already seeing the above average temperatures returning to our forecast. so even for areas around the bay, yes, scattered showers tomorrow, drying out very quickly. heating up very quickly as well. by next week, it will feel like a very different story. exactly one week for today, i can guarantee
4:37 pm
you are going to wish it felt this cool or at least i'm going to because i don't really love this kind of heat, but either way a little bit of everything for the next seven days. back to you. we are 49 days away from the election, and san francisco voters have a choice. give mayor london breed four more years or pick a new leader for city hall. all week long, we are bringing you one-on-one interviews with the candidates. and today we're focusing on the incumbent, mayor london breed will be with us in just a few minutes to talk about the issues facing san francisco. but first, we wanted to know what drives her to take on this tough job as mayor? our lauren toms visit her in her home to talk about her journey from poverty to city hall. >> i remember this day when i took this picture, i remember crying because i didn't want to wear this shirt. it's a shirt i wore almost every day, so it was like i want to wear a

different shirt. i mean even at five, i was a piece of work. but i didn't understand that we didn't have it to go buy a new shirt for picture day. you're going to wear what you have right here. >> reporter: inside london breed's apartment, she is surrounded by photos, showing generations of family, both by blood and as she says, by love. >> like am i even in there? i don't even think i'm in there, but that's the breeds. >> reporter: she was raised by her grandmother, camillia, who could be felt in each part of the mayor's home. >> again, we didn't have a lot of pictures. that's her when she finished high school. >> reporter: but to a young london, growing up in poverty, dependent on food stamps in the same city she now leads, she never could have imagined the shoes she would later step into. >> i know what it feels like for people in positions like this to make decisions that
4:39 pm
negatively impact my community. i never want to be one of those people. >> reporter: and to prepare to make those decisions with the hope of a positive impact. each morning she tries to dedicate a moment to herself. >> i make coffee. to have coffee to get me through the day. >> delicious. >> and a bit of the tough love with my grandmother. it was like you cannot live here unless you do your homework, make up your bed, and clean up. there were rules. i believe in rules. i believe in rules, i believe in structure. and that that will allow for everyone to have an opportunity to be a part of a better community, a better society. >> reporter: but her role as mayor has brought some healing to london who recalls her own experience, living among conditions that she has worked to improve during her six years in office. whether and feeling hurt and angry about everything all the time, it was most of my life because we had no choice.
4:40 pm
it's definitely a blessing to be able to go through that and to use those same experiences. >> reporter: about a dozen plants fill her apartment windows. >> i became a plant mom during the pandemic. i love my plants. they're my babies. >> reporter: a mark of growth from her own upbringings in a city she hopes to follow in her path. >> and so what is the mayor's plan to cut crime and clean san francisco's city streets? and what about the families who feel like they're being pushed out by the cost of living? mayor breed will be here live after the break.
4:41 pm
the city hall insiders have a formula: grow the system, exploit the system. take mark farrell's record. after receiving the largest ethics fine in city history for breaking campaign laws. mark authorized a commission almost every year he was in office. he was even caught taking donations from people he would then appoint to commissions,
4:42 pm
including a felon convicted of bribery. san francisco's challenges demand urgency, not more of the same failed insiders. all week long, we're giving the top five candidates for san francisco's mayor a chance to make their case to voters. our guest today is mayor london breed. breed was born and raised in san francisco. she was on the board
4:43 pm
of supervisors before becoming interim mayor in 2017 after the tragic death of ed lee. mayor london breed is here live with us. thank you so much for being with us. >> thank you. >> there is a bit of a delay. i'll tell our audience members there. but i want to ask each candidate the same first question. if you could pick one thing to change or improve in the city of san francisco, what would that be? >> it will be about how people feel about safety. crime is lower than what it has been in ten years, and we're proud of the work that we have done to get there. but we also understand people don't completely feel as though the city is safe. and so i would change the feeling of how people walk the streets of san francisco. i want them to love and appreciate the city. i'm looking forward to it starting to happen in light of what we have been able to do to build technology and to get to a place where the city is
4:44 pm
starting to feel exciting, hopeful, and i'm optimistic. >> yeah, i want to dig deeper into that. now in a lot of cities across america, they are dealwith the same problems. but with high-profile shootings like the one involving ricky pearsall just adds to san francisco's reputation of being unsafe. how do you actually turn that reputation around as mayor? what is your specific plan? >> well san francisco has one of the lowest violent crime rates in the country. and more importantly when that shooting occurred, that person was arrested by police and detained. and our district attorney has filed charges. how we turn this around, san francisco has to make sure, and we have publicists, people who are out there, sf travel, others, we have to correct the
4:45 pm
record, get the story straight, and make sure people know that when you come to san francisco and you think you're able to get away with any of these crimes, we have cameras, officers, we have the capacity now to hold you accountable and things are a lot different. ultimately working with different outlets not just here locally, but everything everywhere, it will be something that we're hoping could make the difference with having a publicist, having more marketing, and some of the work we're doing with sf travel and other institutions that are an important part of san francisco as well. >> and now i lived in the city for about 13 years. i've got two little boys. obviously education, top of mind. right now parents and students, they're waiting to hear if their school will be closing. they have dealt with a slew of problems over the past few years between low enrollment, teacher shortages, and low test scores. now i understand the school district is separate from city hall. i just want to make sure we're clear on that. but a strong education system, it's vital to the health of the city. what are you going to
4:46 pm
do to improve the state of our schools right now? >> well, it is vital. and what we have already done is not only provide $120 million to help support our schools financially, but we have also provided resources for wellness centers, making sure our kids have the mental health support that they need. and related to the finances, including the former control or going into the district to help reshape and ensure the payroll system and what we need to do to ensure teachers are paid within a timely manner occurs. and we have invested in resources for teacher retention. we have other support to support the school s. but like you said, we don't run that school system and we work hand in hand with
4:47 pm
the district. and in order to help get the schools on the right path right now, where they are trying to right their own schools. and others that might have too many and they need to start talking to parents about what that means. and so they don't get taken by our state. our office is working hand in hand to ensure we're communicating, working with parents, making the right decisions for the long-term stability of the school district. >> what about revitalizing downtown, attracting more businesses? just today you would remove the costly fees or impact fees as they are known. how do you believe that will help businesses? >> they are known for getting to know limiting where you could have retails or office space or you could have housing. and we will do all of it. when i say all of it and a building that is only for office could be office housing and retail, putting them in the bottom of the space. yes,
4:48 pm
instead of saying no. removing the barriers of our laws, making investments. so if someone wants to convert, they can do so without paying a ridiculous amount of fees as we're trying to make it feasible and provide a way to reimagine downtown as a neighborhood, a place where you would live, work, play, night life entertainment. all kinds of fun things. and my recovery plan includes a plan to also make changes to our laws to make a lot of these things happen. we're excited some of it is taking shape. >> and what about those folks that work in the business? and they want to work here, but they cannot afford to live here. what is your plan to help them? >> again, it will go back to
4:49 pm
that we did not have all the tools that we needed at one point to produce housing in san francisco. now also some changes to state laws where we have new financing tools and the ability to do over-the-counter permits. so the obstruction that occurs when people oppose housing can no longer get in the way like we used to. we went from one property, where we identified a lot to the first family who moved into affordable housing where it took ten years. and we would have a property that we identified, where we broke ground a year later. it took a year to break down for 146 had units for homeless seniors. we are making changes to get the bureaucracy out of the way to push for more aggressive housing production all over san francisco because that's how we make sure it is affordable, not just the folks who want to work here or live here, but
4:50 pm
what happens to the next generation if we don't get out of the way of producing more housing everywhere. >> and speaking of the next generation, they just left the headquarters where they will be headquartered here. and the boom and the bus and the way they would work. but they become the victim of that kind of culture. do you have a plan to maintain that business and also to keep them here? >> we have to be able to work with all these businesses. the food hall came because i invited them and my office worked hand in hand to make sure they moved in and they were open. and to mission bay, this new and improved area,
4:51 pm
where places like openai have signed half a million square feet of office space. so it is more than just downtown and it is working with businesses to be a part of san francisco in all communities from mission bay, pier 70, parts of downtown just this week. where they did a complete remodel, which will also include the surrounding area. and a billion dollar investment downtown next to jackson square. so our office works hand in hand to ensure this gets done in a timely manner, that we will provide incentives, so these projects can get done in record numbers. and we have seen major successes where a lot of attention is paid to some of the businesses. we've had over
