from cbs news bay area. this evening edition. now at 11:00. more trouble for san francisco unified school district. how a problem that began two years ago is still causing problems with getting enough teachers. >> i have a sense that the

basic day to day operations are worse and less impactful. >> i have less confidence in the competence of the district's execution of basic functions like this. >> then, a night of celebration in the east bay turns deadly after someone opens fire at a crowded oakland high school reunion. >> and scorching temperatures are on their way back to the bay. some spots will be 20 degrees warmer by tomorrow. good evening on this sunday night. another blow to the san francisco unified schools as a new review found that about 350 teachers don't have active teaching credentials. >> all of this after the district missed that deadline to announce impending school closures. amanda harry spoke to a district parent about how it is impacting him and his family. >> for some san francisco unified school district

families it feels like never ending bad news. >> more about the thrashing, i suppose, than any one thing. >> reporter: he has two children at san francisco public monisouri. waiting for the school closure list that was supposed to come out on september 18th. >> if i am looking at it objectively i would say it is one of the first to be closed and we knew that kind of a year ago. >> reporter: he says the school is always on the smaller side and lately, resources ve been shrinking. >> more full, fewer days on support. we lost some of the days for enrichment programs, things like that. i am aphencive about, you know, that trend continuing next year. >> he says now he is stuck in limbo and enrollment fares start in october. he usually helps educate perspective parents. >> the question is, will it be this year? dragging it out another year? what will happen? >> reporter: he rather the district announce it he is

concerned that leaders are losing focus with so much going on. >> i had a lot less confidence in the competence of the district's execution of basic functions like this. >> on friday, district officials determined about 350 teachers did not have required teaching credentials. he thinks it may be a result of the pandemic and certain requirements being waived because of short staffing. >> i do remember that the district was bringing on teachers and allowing them to, without certifications and allowing them to get their certifications later >> i am assuming that this is, these are people who came aboard in that program and had not completed or reached that level. >> he is not outraged by the issue. he is still disa.ed. >> i have a sense that things just the basic day to day operations are more, worse or more impactful than i thought. >> he says he knows other parents are concerned about the future of sfusd, he is, too. he

is trying to stay hopeful they will get some resolutions soon. the school board president and the teacher's union did not respond to our requests for comment on this story tonight. in other news, power can be shut off as the bay area heads towards more high temperatures. and fairly gusty winds. pg&e warned customers in 13 counties including four right here in the bay area. power outages can start as soon as tomorrow. darren has details on this up coming heat spike. >> we got to talk about the winds for a second the winds are strong enough, some people might have to lose power because of a public safety shut off. barely withstandy at their house. they will think what is the deal? not all that windy here. why are they shutting off the power because of wind? that is part of the heatwave. going to look at this first. giving you the quick overview of the off shore winds. we have not had so far there season many events that shown up as

beautifully on the virtual map. there it is. tuesday morning, monday, tuesday, almost identical. tuesday, stronger. i am showing that one because i can see it. look at the winds, off shore. go on the map, look down, getting the overview, you can see the pattern, warming things up. that will be windy in the mountains where there are power lines. that is where the concern comes in. not necessarily all that windy. what the winds do they warm things up. they compress the air as they squeeze out through the bay. temperatures go up, we have got a heat advisory that starts tomorrow. brian tuesday at the top, some places tomorrow will be 20 degrees above where you were today. i will put the numbers on the map when we come back. inland valleys by tuesday, 106. big difference. there is a significant warm up. so, we will go over all of it in a lot of detail in just a few minutes

from now. back to you. >> thank you, darren. speaking of power shutoffs, a company from gridware, came up with power vibrations, enough vibrations are high winds and it will shut the line down before it might spark a blaze. and helps crews locate and address those outages and that improves recovery times. it was a homeowner's power equipment that sparked the 2016 tubs fire, killing 22 people and burning a large portion of santa rosa. including a special school that is very close to reopening. but, as they tried to open the doors by the end of the year they say, they are being held up by delays from pg&e. john ramos has the story. >> there are those that is a when the new school is opened it will have the power to change the lives of people with autism. now all they need is the power to open the school.

a privately owned school for high functioning autistic kids that have difficulty in a traditional school environment. it was a huge blow when the school was destroyed in the fire. >> the problem with kids with autism is they don't do well with change and transition and things they do not expect. the night of the tubbs fire, nine of our students lost their homes. >> the rest lost their school, ever since, working out of portable classrooms while a new school was being built and it is almost finished >> we have a $22 million project and it is 80% done. we just need the last piece of the puzzle, getting our electricity hooked up to finish the job and get these kids home. >> that has not been easy. the new school needs to have a power pollen stalled in this area of the property and much of the finish work can be performed until electricity is

established. the utility can not give a time when it will happen. >> i asked the representative twice if they were they able to give me a ballpark? maybe like a month. they were unable to do that. >> the school is racing the clock to open in january after the winter break. bailey says it is ironic that a utility he blames for burning down the school is delaying its reopening. pg&e denieses it is responsible for the tubbs fire but paid a $13.6 million to wildfire victims including from that fire. >> what i do know is that the public has a pretty firm belief here in sonoma county that pg&e is responsible for the fire. >> bailey says the company told him installing the pole would take a three man crew one day to accomplish and in a statement from the utility a spokesperson wrote, quote, pg&e escalating the project in our system and we are working with

them about the remaining steps. we understand the time line in moving in over winter break and pg&e is committed to doing our part to meet their time line. end quote. for that bailey would be grateful. >> we have to clammer a little bit. i have to be aloud voice on behalf of our kids. if the that makes me unpopular with pg&e that is fine and i will be the first person to shake their hand when it is done. >> reporter: the school will offer a welcoming environment from kinder gart tone high school to kids that can use a sense of perm nance in a place that is still in transition. in other news, school reunion turned deadly after someone opened fire at their celebration in west oakland. >> reporter: the authorities say the man killed was an alumnus. he was attending the party. the victim's twin brother was also shot and

killed in oakland years ago. this is the aftermath of the high school reunion shooting. people left behind tents, chairs, a basketball and other picnic items as they ran for safety. >> we just heard a pop, pop, pop, pop, pop, pop. >> reporter: you can see the look on other people's faces and people were grabbing things and grabbing their children and moving and running. >> must have been about 20 shots. it was dark and people were running and screaming and about the same time the police showed up really fast. >> reporter: harvey lives across the street from the park. he says it was chaotic, 200 people at the park when the shooting broke out. it was at 7:30 on saturday night. the picnic had wrapped up. but some families were still hanging out. >> we felt cheated in regards to this should not have happened here. especially at a nice event that was taking place. >> reporter: the police department and the mayor say

they are outraged by the shooting. they are still working on a motive. the annual high school reunion at the park attracts hundreds every people each year. the saturday event was filled with current students, alumni and many families. >> we believe there was more than one shooter. we are thankful that no one else at this event was harmed. >> i am here to ensure families that our school is safe. i have been on the phone to make sure we have more adults on staff to support the mental health of our students and families. the police sources tell me it was a targeted shooting. they have not released the victim's family. the shooter killed 38-year-old man. he twofs days shot of his 39th birthday. -- he was two days shot of his 39th birthday. the victim's

twin brother was killed in 2008 in oakland. >> we activated our ceasefire strategy to intercept, interrupt any violent crime that stems from this incident.. >> reporter: neighbors and alumni say it was the first shooting in decades of this large annual event. >> this is typically a safe space. even though this incident happened for the entire day it was a beautiful experience of people bbq, music, reminiscing. >> reporter: harvey and his wife attended the reunion. no fear they plan to attend next year's reunion at the park. >> one person should not be able to take that joy away from the rest of us. >> oakland police say no one was arrested in the homicide. a lot of people in the park at the time of the shooting. they are asking folks to come forward with information. still ahead tonight at 11:00. his career spanned decades across music and movies. we are looking back at

the city hall insiders have a formula: grow the system, exploit the system. take mark farrell's record. after receiving the largest ethics fine in city history for breaking campaign laws. mark authorized a commission almost every year he was in office. he was even caught taking donations from people he would then appoint to commissions, including a felon convicted of bribery. san francisco's challenges demand urgency, not more of the same failed insiders. this plume of smoke from a chemical plant seen in georgia today, 25 miles southeast of

atlanta. it forced people to evacuate and some to shelter in place. a small fire started at the plant that makes products to clean pools and spas, causing the sprinkler system to go off. >> what you are seeing is still that chemical fraction that water reactive chemical product. once we can get it out it will be off gas. once again, the fire is out. the authorities say the smoke may linger for days. the cause of the fire is still under investigation. meantime, georgia along with several other states across the southeast are in recovery mode in the aftermath of former hurricane helene. more than 100 people are dead. thousands are home expls millions without power. in parts of north carolina and communities are cut off. 300 roads impassable. no power and communication last

week. the damage exceeding that of previous hurricanes. >> it was a major hurricane but you had homes that did not even have major damage with idelia. some of the homes were destroyed it was really, really catastrophic. >> local authorities and governors are working to restore aid and support to effected communities. well, we have another weather issue happening this week. it will get pretty hot >> it is. heat advisory for the next three days. it will be a big jump, like starting tomorrow, we are going up 20 degrees from where you were today. so, let's start looking at that. picked up where we left off a moment ago. here is the headline. heat advisory for monday, tuesday, wednesday, if you look at there map, the only place that is not included in it. it is a part of it. you see san francisco, the coast, watch

the view as you walk down the peninsula. the coastline is included in this heat advisory. you will see why in one second. not to mention the heat risk map there has a butch of colors on there from the inland valleys, you get into the oranges and reds on there. you are at a high degree of heat-related health impact from this. let's go back to the map. visualize it in a different way. high view, say good-bye to the heat advisory image. deep slades of red that start trending into the shades of smoky white for the inland valleys over there. the temperatures will be in excess of 105. let's put the numbers on here. the first thing that i want you to see is an interesting way to come away from day time highs and how they work. monday, tuesday, wednesday, equally as hot. tuesday is the peak, those are the numbers i am calling out

here. 82 degrees here in pacifica. just go one notch in on that line. that is the number that usually gets everybody's attention, if the city is doing 90. here is why you are in a heat advisory. it gets hotter as you go inland. start looking at numbers getting around 105, 106 for concord. that is the line that does a great job of showing the microclimates and there is not nearly as much around the coast. 82 is not bad but that is a hot day at the beach. now, rather than looking at the microclimate we will say good-bye to that one and put everybody's numbers on. we will see a lot of them here. let's start up north. north bay value, where will you be? well over 100. you see the numbers here. pick it out, napa, let's walk it down the coast. going into the bay here. we will work our way down to san jose. and, 107 for

livermore. 99 fremont. 101 in san jose. so, if this is the peak let's get into the seven-day forecast. i want you to see how we build to this. then when it ends the second half of next week looks pretty good. we will say good-bye to this one. we will do a couple seven-day forecasts here. the first one, the one we always share with you. the one that the stand out the most. inland valleys, this applies to inland east bay and north bay valleys. santa rosa, livermore, concord, your numbers are pretty intense here. through wednesday, then, you get better. at that, your average right now is 85. cooling down through the weekend. san jose, intense, average day time high is below 80s. you will do right around 100. then, cooling all of way down to 10 degrees above average as we go through thursday and friday. this will

be the one for peninsula and east bay. pretty much think, bayside san mateo county. bayside alameda county. like the city of san mateo. hayward, these are your communities you don't quite get to 100 but middle 90s. for san francisco, we have seen the number for 90. coming back down and we will get you to the middle 70s. what stands out for that forecast from san francisco, the coolest day in this whole seven-day stretch in the city. it is 75 degrees. every day will be over 70. from here on out. boy, that tuesday is a doozey. >> all right, thank you, darren. life has been a grind for some famous coffee roasters. we will chat with the owners on this national coffee day. first, let's check in with our sports director. game day, bottom of the hour. here is the 49ers formula of success. have the defense
