>> people up and desperate to cool off. >> it's a little hard for me but it's done i think for the rest of the year. >> pretty much over it. >> when this historic heat wave will finally end. hi, i'm sara donchey. so many people have been suffering for days in unbearable heat. if you are inland, it's because it's been the triple digits for what feels like forever. if you're on the coast, you have probably spent days cooped up with no air conditioning. paul heggen promised the end of this is near. i will say in the city, it's already feeling cooler outside and the breeze which last night we did not have. just days of being in a hot house. >> great. we sent a record this morning . only dropped to 69 degrees which is not much relief overnight. temperatures

are backing down to a greater extent than the. we are making progress in the heat wave. it will be toasty tomorrow but the worst is behind us. let's look at current temperatures as they stand right now. let's bring the right numbers in and we have a couple toasty spots. 83, antioch. for the most part, we are looking at 60s and 70s across the bay area. these numbers will drop to the 50s and 60s later tonight. it was another day of record-setting high temperatures. looking outside . not even seeing a hint of fog just yet. temperatures did reach triple digits. new records in san jose, livermore, in santa rosa. it's the second warmest, hottest seven-day stretch in san jose dating back to 1893. the only seven-day period that was hotter was in july 1905 in the second hottest seven-day stretch of san francisco with a high reached 92 today. the only other day we had seven times hotter than this, september 1939. nearly unprecedented

temperatures and unprecedented for october but tomorrow we return closer to normal in san francisco and oakland. about 10 to 15 degrees above average but the heat stress will go down by leaps and bounds every day. antioch one of the hottest spots. very high category. by wednesday, the low category and that's where we want to see it. we will look at the seven-day forecast coming up. this heat wave has been especially awful for people living on the street. one man in san rafael knows the dangers of homelessness. he said he was promised more help by the city to survive, but that much of the help never came. kelsey thorne has the story. >> reporter: for the past few months, we have been following bruce gaillard's journey to find housing in san rafael. bruce has been living in a tent for the last couple of years. back in august, we spoke with him when the city announced it

would be building a sanctioned camping area near his tent. at the time, bruce was wary but still hopeful the program could help him. now, a month and a half later, he has moved into the new area, but says so far, he has been disappointed. >> there's no charging station. there's no water on the property which was promised. there is no buildings at all for case management staff to bring people in to get their information. >> reporter: bruce says right now, the new sanctioned camping area has tents and three picnic tables. it is fenced in and his 24/7 security but bruce said he was not allowed to bring all of his stuff in with him. >> i have a generator. i was told i cannot use it. a gas generator and i was told i cannot use my solar panels to create electricity to have power. >> reporter: bruce said the

tents offered by the city have also created an issue during the heat wave. he says they are large and trapped in the heat, making it almost unbearable for him to stay inside them when the weather is hot. >> i've been able to run a brushless fan. i have a towel. i have been waiting the towel and putting it over my body for evaporate of cooling. >> reporter: bruce said there's no cooling center on the property. something he expected they would have. the area just open this weekend and bruce believes it's under construction. he says only about half of the around 50 tents on the property are occupied. his former tent on the other side of the street is scheduled to be thrown away later this week when the city sweeps that encampment. he told me he is not happy with the new facility but feels like he is stuck here. >> the only thing i can do is

save up my money because there's basically no faith that they will provide housing for 47 people because in san rafael or the surrounding area, 47 empty apartments. >> the oakland branch of the naacp is joining on the recall effort of mayor sheng thao. leaders say they think she poses a serious threat to the well-being of the city. they point to a range of issues including the mayor mindscape decision to fire the chief and the failure to meet the deadline for retail theft grant from the state. >> shortly after firing the police chief, we began to see a rise in crime, today, public safety has become a serious issue. >> mayor sheng thao is fighting back. on sunday surrounded by

supporters, she urged voters to reject or recall claiming it has been funded by wealthy elites. in san francisco, there's late trauma in the city's race for mayor. a group of former mayors calling for a criminal investigation into mark farrell's campaign. they say he is illegally using money meant to support a ballot measure for his campaign. wilson walker was there is he responded and unveiled a new strategy to pull ahead in the ranked choice system. >> reporter: this is the machine trying to attack me as a front runner in this race. >> that's transparent and should be transparent every single san francisco voter. they are doing this only to support the candidates they are backing. it has no basis in truth at all. >> reporter: mark farrell defending himself against allegations leveled by three other former mayors who respectively support , their

asking the attorney general and brooke jenkins, district attorney of san francisco to look into whether farrell is inappropriately used money from his proposition d. farrell has denied any wrongdoing. >> every penny has been accounted for. i disclosed everything and everything we have done fêted by and cleared by counsel. we will always operate that way. >> every campaign season in san francisco you get allegations of who is campaign violations into his funding campaigns. it doesn't resonate for voters. it requires a sophistication and amount of information that voters do not have in most local elections. >> reporter: the political science professor said these kinds of allegations are common and often do not gain much traction amid larger issues and for his part, farrell's primary agenda was telling voters something is. >> leave them off your ballots.

florida is going through it. they are bracing for another disaster. hurricane milton is a category 5 storm, incredibly powerful. expected to make landfall as near tampa. it's happening as parts of florida and parts of the larger region is still cleaning up. all that destruction left behind by hurricane helene. firefighters will join response efforts in florida along with the l.a. fire department. the area around tampa has not gotten a direct hit by a major hurricane in more than a century. miltons winds are some of the strongest and recent record. >> the last storm we want 2.5 feet under in the house. i lost almost two cars. hoping that with all the stuff on the streets will fly around and knock these buildings and i won't be a part of that. >> president biden approved a

emergency declaration in florida and workers have been mobilized to help. they're going to have their hands full. listening to the meteorologist in the area described this thing. describe how powerful it out as quickly as it got. it gives you pause. >> it went from tropical storm strength to category 5, top of the scale in 24 hours. rapid intensification is a thing becoming more common with climate change, but even this is stepping on the gas pedal and it's a powerful storm. let's look on the map of where milton is located. this is a very powerful storm at the moment. that swirl of clouds is evident. category 5 hurricane, it is weakened slightly from earlier today. 180 miles per hour sustained winds and they are down to 155 miles per hour . more symmetrical storm it looks, the more organized it is and the more powerful it is and it's almost a perfectly

circular storm. the fact that we can slightly is a double-edged sword. mother winds die down to 155 miles per hour, that's not done that much, and as we look at the more traditional satellite perspective of the map, as the storm reorganizes, what it does is the winds at the center of the storm get a little weaker, but it allows a wind field to grow larger. this is an incredibly powerful storm that is getting even bigger. it's lashing the northern edge of the yucatan peninsula and will move is a category 5 storm and weakening to a category 3 before making landfall along the west coast of florida. that will happen by late wednesday. 125 miles per hour sustained winds, just has to strengthened by five more miles per hour and it's a category for. it will be major impact for the coast of florida. we're talking storm surge will be a huge factor. 12 plus foot storm surge and some pretty flat land. the colors that appear on

the map, those in red, expecting 12 foot storm surge. the amount of rain it will produce will result in inland flooding. this yellow area expecting more than six inches and some picking up more than a foot of total rainfall. it will be another natural disaster for that part of the country. around here, our weather is heading in a better direction. temperatures backing down. we are in the 60s and 70s across the board. as we head through the rest of tonight, temperatures will continue to drop and we will end up closer to where we are supposed to be for this time of year. we will not see a lot of fog developing. futurecast simulation shows a little bit of a blip, a little developing along the coast through tonight but that won't be a big slowdown for the warm-up that will kick in tomorrow. temperatures are going to be toasty in the parts of the bay area. 80s, low 90s for the santa clara valley. that's better than 102 which is where you were today. the hottest

spots east of the oakland hills. low to mid-90s. will 70s in san francisco. 20 degrees cooler than today. temperatures in the north bay topping out in a mix of the 80s and 90s. 97 for one of the hotspots in healdsburg. there's a change heading our way as we look at the seven-day forecast and that's the reappearance of a chance of rain in the forecast on saturday. 30% to 40% for now but that's a chance and that will knock temperatures down even further. after a hot day inland tomorrow, it will be warm on wednesday and we settled back down to near average temperatures thursday and friday. continuing into the weekend. inland spots running 3 to 5 degrees above average but that's better than where we have been. temperatures will be almost normal around the bay and the coast, 70s around the bay and 60s along the coast
