and from early voting to early halloween celebrations. we're out with the ghosts and ghouls enjoying the city's spooky offerings. >> halloween is a big thing to bring people out. >> people will be dancing there, and you know, it's going to be so fun. >> we have a lot of things to work on in the city, but it's fun. and later, smart train gets back on track as an extension into wine country builds up steam. more on that in a minute, but we begin tonight with the weather and not because of another fire threat but because of fundamental changes. total opposite. did you see the clouds coming in today? >> i did. and eventually the rain? >> the rain coming tomorrow. gorgeous time lapse over your shoulder from salesforce tower. we'll talk about the clouds because they're actually left over from a hurricane. that's not what's bringing the rain. the rain is coming from a totally different direction. you'll see a line of showers

between midnight and noon tomorrow, and then by the time we get to late morning, we'll start to see things break up, and it will become a little more on again off again showers and the showers take us through the afternoon. very spotty and hit and miss. how much rain was that? not really a lot. if you look at the totals on here, it's almost like you could draw a line tomorrow. if you are from the golden gate south through the bay. everyone down there, it's mostly zeros. and then up here is where we'll see the rain between midnight and noon. santa rosa could pick up a tenth of an inch of rain. 0.08 inches of rain for petaluma, little less in novato. there's also a noticeable cool down to talk about. we'll talk about that in the full forecast. >> okay, thank you, darren. it was aye aye casper at the

uss hornet's halloween party. some have called it the most haunted ship in america. the event is scheduled to continue until 1:00 p.m. in san francisco, it was time to party hard and early tonight. big crowds and wild costumes from the castro to the mission up to polk street. we're tracking it all down. >> reporter: san francisco is alive with halloween festivities kicking off around the city. manny started his night in the castro telling guests to visit flow -- glow in the streets. the event is a free neon light experience that anyone can enjoy. the decorations are brightly lit, and a dj is playing the latest tech know and house hits. and all donations go

to helping the unhoused. but manny's favorite part is the music. >> people will be dancing, and it will be so fun just being around people in costumes. >> reporter: and dolores park was traded for jurassic park. the city's very own dinosaur owned and operated by trevor mead single game record bringing joy to folks around the city and keeping san francisco a little weird is just a treat in itself. >> reporter: the dinosaur roars, wines, and sings too. trevor says this is his contribution to san francisco's freedom of expression, and it's captivating to see for everyone. well, almost everyone. but the party is just getting going for

the younger crowd on polk street where lines and lines of costume clad people are here for a pub schedule. ethan says it's a sign of life. >> halloween is a big thing to bring people out and people want to get dressed up and have fun. still a lot of things to work on in the city, but it's been fun. >> now you have something to do after the newscast tonight. with ten days left until election day, more than 18 million americans have already cast their ballots, and millions more will do so before the election deadline. polling is showing the republicans are cutting into democrats' edge on early voting this year. other polls are showing the race to be in an almost dead heat. in san francisco, election officials are working to make it as as possible to cast early ballots, especially on the weekends. da

lin has the story. >> reporter: voting, it's important, powerful, and now convenient. >> it was so easy. very smooth. i just walked in, not much of a line. >> reporter: julie went to the san francisco elections office on saturday to update her edge administration and vote. >> i do have a long work schedule and usually work past 6:00, so i decided the weekend would be better. >> reporter: no long lines, but a steady amount of people came through. >> with work, things are sometimes unpredictable, but the opportunity to come in and vote on the weekend is so easy. nothing blocking the calendar day. >> reporter: this san francisco voter lives and working overseas. he came to vote with his mother since he's back on a quick break. because of the presidential election, the san francisco elections director believes more than 80% of the registered voters will turn out. >> it just expands the the options for people. as we get

closer to election day, we'll see more and more people come to city hall. >> reporter: the director says they already received around 90,000 ballots. they expect to be very busy leading up to election day november 5th. >> people can still register, they just have to do it in person. >> reporter: for julie, several races are important for her, including the mayoral race. >> i do think we're starting to recover, but i think change is needed to be able to really get back to how we started out. i think what's happened in the city since the pandemic is detrimental. >> reporter: she says you don't have to wear a cape to save the world. with the stroke of a pen, anyone can shape the future. >> get out, vote, make your voice heard, and save our democracy. >> election workers will be available seven days a week to answer questions voters might have both at the polls and over

welcome back. the state is sending $81 million to the north bay to expand smart train service into the wine country. john ramos says that plan has derailed before. >> reporter: in 2008 people in marin and sonoma counties approved funding for the smart train. there's been a lot of starts and stops to the project, but now it looks like it's poised to take the next step forward. it's been a long time

since any train arrived at the depot, but there was a time when it was the way nearly everyone got to the northern sonoma towns. >> the train was one of the main ways that people came up to visit heelsburg to visit the river back in the day. trains went all over the place. >> reporter: the mayor is excited about the announcement that the state of california approved $81 million to expand the train to healdsburg. >> it connects us even closer to windsor and soon to cloverdale. >> reporter: federal funding is already in place to rebuild the rail bridge over the river into town. the 81 million from the state will go to replacing all the track, add an automated control system, and construct a

bike and pedestrian path along the corridor. the smart board vice president says it shows the state's commitment to complete the system. >> everyone said oh, you'll never get to windsor, and it's opening there next year. i think it's evident we're on a trajectory to complete the vision of the voters for smart. >> reporter: but the vision has changed over the years. smart was sold to voters as an eco friendly way to get people to san francisco, but that never really worked out, especially after work habits changed in the pandemic. >> i think in 2008 we thought a lot of folks would be going just to their jobs, but we're finding the the whole community is really taking advantage of it. it's also retired people going out to lunch, meeting friends, and school aged kids going to and from school. >> reporter: in april smart began letting seniors and kids ride for free. the truth is, the

go. not as impressive, but let's play it forward. little rain into the afternoon and evening on sunday. it's really light stuff. by the time we get to monday morning, you can see a few showers still. showing you the totals again, virtually nothing measurable here, and perhaps a tenth of an inch in santa rosa. that covers the rain side of this. we all have to readjust our expectations in temperatures because you've been living with quite nice, particularly numbers near 80 inland. we were doing that today. going wide on the map, watch the progression, how did you do today? you want you to see how much we're about to drop. low 80s for inland valleys. those were today. here

comes sunday's numbers. the numbers for sunday, they've come down by about ten degrees. but you'll keep going from here. by the time we get to monday, now we're looking at daytime highs for inland valleys on the verge of 82, 83 today. you'll be in the upper 60s the day after tomorrow. then just to finish up the temperature story, it's cool in the afternoon, but by tuesday morning, some of the coldest air will have settled in. now we're looking at tuesday morning lows. a lot of low 40s. but again we put a spotlight up here. for the first time of the season we have a forecast for morning lows in the north bay to go into the upper 30s. so there will be plenty more where that came from the next few months, but it will be the first one. even if you're not doing 39 degrees in the morning in santa rosa, wherever you are in the bay, everywhere will feel noticeably cooler,
