out the person in this video is a local city councilwoman running for reelection. plus an east bay mayor making her final push in the fight to hold onto her job. we hear from community members with two very different viewpoints on life in oakland. with mayor sheng thao in charge. thousands of people want to treat themselves to a halloween event, but they ended up being tricked instead. good evening, i'm juliette goodrich in for sara tonight. there is a storm rolling over the bay area right now. temperatures are dropping. it's the first soaking rain of the fall season. so here is a live look ated golden gate bridge. we got a little bit of rain earlier this week. but

after six months of dry weather, it is more important than ever to slow down and stay alert on this slick roadways. here is how it looks tonight in san francisco on the final district. we are just getting scattered showers, where the winds are kicking up across the bay area. paul heggen has been tracking this storm, asking the question, will it be a wet weekend? >> no, the rain has been moving in across the bay area throughout the evening. you can see it underneath us. showers diminishing as they move across the region. but still, a nice amount of rain so far. the more traditional perspective on first alert doppler. seeing scattered showers. the shower activity has come to an end lately as we head through the rest of the night. metro showers making their way through, and a few showers in the marin headlands. more shower activity is where you would expect it, as we will

continue longer. also in the higher terrain down the peninsula. throughout the rest of tonight, the shower activity will continue to push to the east. they should pleadly come to an end before the sun comes up tomorrow morning. amounts have been highly variable. just .02 inches for san francisco. elsewhere, more that night .10 for san rafael. and almost half an inch in both napa and in mill value le. a nice soaking rain for much of the bay area, which we need because as the system moves out, gusty offshore winds will be developing by sunday. we'll track that coming up in just a few minutes, but we will take every drop we could get for the rest of to want. >> thank you. a woman was visibly intoxicated, laying on the ground in this videoville county. it turns out that woman is an alameda city council

member running for re-election. tri amanda harry spoke to the mayor of alameda who says she has seen the police report and the video, and says it really speaks for itself. >> reporter: what's going on? have you been drinking? >> reporter: showing long beach police surrounding alameda city council member, trish herrera-spencer. they responded to a call of a woman who appeared intoxicated on the ground. >> like i said, you're not in any trouble. some people were concerned about you. >> reporter: herrera-spencer didn't answer many questions and didn't want their help. >> to make sure everything is good with you. >> i'm good. >> they will take you out any way. >> she was taken to the hospital where she refused to

give it out to the police. even threatening the police chief. >> she is unincooperative, highly intoxicated. >> she was still wearing her name badge from attending the california league of city candidates earlier in that day. and she didn't seatererer a-spencer there, but saw the video. ashley has known the council members since 2014, when herrera-spencer was mayor. is this behavior you've seen before? >> yes. >> reporter: now that the council members have initiated a vote that she broke the city charters code of duct will recommend the funded trip. >> to ask them to approve a resolution, reprimanding council member trish herrera-spencer. she did not respond to our request for

comment. she shared a comment back on october 22, saying she has very little recollection of the event, and believes she was the victim of a crime. an alameda resident who wants to remain anonymous, they say they are not convinced about the video. >> i'm not holding people with what they do outside of work. but you still have a life outside of what you do for life. just because you did something out of work is not a reflection on your work itself. >> reporter: but ashley says she is just tomorrow that they work and well being. >> what i would hope is that this could be a wake up call and could have been so much more. she could have been injured, probably even die from a hard fall. >> council members are set to vote on wednesday after

election day and whether to reprimand herrera-spencer. tonight, we're learning about alarming allegations of election interference right here in the bay area. >> i asked you to take the signs down. how much are they paying you? >> reporter: really? what's your name? >> the group claims they saw a man taking the campaign signs and asked them why. and that is when he told them someone offered him $2 for every sign he takes. so the person in the video appears to be taking signs. another local leader who isn't involved in the race, vowed to take action after seeing that video himself. >> so whoever organized it, i believe we need to make sure

they're prosecuted for doing these things. >> that's doan. after seeing the video, he says his office will be filing a complaint with the board of fair campaign and political practices. >> our community should not tolerate this type of politics. you cannot play dirty politics against families. you cannot play dirty politics by stealing signs. >> he's had his items stolen in the past. thieves made off close to $1,000 of it. we reached out to police to see if they are investigating, but have not heard back. across the bay to oakland, hosting a recall election of a major city mayor for the first time in over a decade. mayor sheng thao is fighting to keep her job, trying to convince voters that because of her leadership, crime is down, and she has what it takes to be at the helm. it's been an incredibly eventful few months for the city. thao appointed a

new police chief, mitchell, after having no permanent leader for over a year. and then this summer, fbi agents spent hours rating mayor thao's home, but she has not been charged with the crime and insists the feds aren't targeting her. here is what she said in june. >> i can tell you with confidence that this investigation is not about me. i am innocent. >> this is another form of voter suppression. >> i grew up here. [ applause ] >> okay. all right, we've seen tensions flare at dueling recall rallies. plus the city also said good-bye to their last professional sports team, the oakland a's. today, we went out and posted a question. is oakland better and safer today since mayor thao took

office? our da lin with different answers. >> there is no other option for them. >> reporter: two signs of the mayor recall race, presenting their evidence, making their case to win over voters. on one side, you hear from people who live in constant fear. on the other side, stories of positive change. >> for the first time in 17 years, kids came to the door for halloween. but i was delighted. >> reporter: lisa tran says this week has been all tricks and no treats. on tuesday morning, a thief took a stolen car into her lucky business. and burglars destroyed the storefront and ransacked the business, >> it's felt scary. >> reporter: tran speaks limited english. with the help of a translator, she says they

feel helpless. she's been helping her brother, the store owner, who is sick. >> my brother is very will at the moment. he needs new help. >> reporter: on friday, recall organizers rallied outside of lucky seven to remind voters many businesses have shut down citing crime. they say mayor thao missed an important deadline last year and missed out on millions of dollars of state funds to fight retail theft. but the mayor says burglars and robberies are down. and also mayor thao revitalized a prevention. 71 homicides it year compared to 113 in the same period last year. >> in the month of october, we haven't had a single homicide. >> father has been forced to make as many crosses this year as he usually does. that's a

>> life, at some point, we all die. when we are alive, we can grapple with those fears of death, and then we can celebrate all the goodness of life. all right, while we get showers across the bay, a snow system is bringing snow across the sierra. slow going at the donor's summit for drivers heading there. chain control along eastbound 80 from nyack to donner lake. >> it is not that much snow. they will pick up close to half a foot of snow in the summit. it's not that much. the first one of the season, and you will be caught off guard if you're not watching the forecast. the rain will continue right now. it's not going to last all that long. take a look at what you need to know as we head into the weekend. a nice look outside from the mark hopkins

hotel. the ominous looking clouds, still producing rain drops in the city. but the rain will move out by morning. then no more rain for a while. the seven-day forecast is dry because the showers will be dry. near or slightly above temperatures in november. gusty offshore winds are developing on sunday afternoon. then likely again wednesday of next week. we have a lot to keep our eyes on. let's start with what things look like right now on the current radar scan. the shower activity becomes a little more sparse. still tracking decent rainfalls right now. parts of contra costa, alameda, gaps in between. these showers will continue to move to the south, southeast, and eventually just push right on out of the bay area as we head through the rest of the night. current radar view to the simulated radar view, which looks a little more impressive. the forecast models are getting carried away. but the flavor will give you an idea of what to expect as we go until 3:00 in the morning. still some

showers hanging on in the eastbound, down into the peninsula and theout bay as. from 3:00 to 7:00 in the shower, a couple of stray straggling showers. those will be very few and far in between when the sun comes up tomorrow. we'll be done with the rain for a while. so let's take a look at the weather advisory. the going until 11:00 tomorrow morning. you saw the view. things are just parked there. total snowfall amounts anywhere from a couple of inches on the rain-snow dividing line. close to 10 inches for some of the peaks and the any travel in that direction, i would put it off until after midday on saturday. as we look ahead, the focus becomes those offshore winds developing as we wind the clock forward from pre-sunrise on sunday to midday, early afternoon. that's where the winds will be accelerating straight from the north, the offshore direction. and gusting

up into the 25, 35 miles an hour range. that dry offshore wind will be a big cause for a concern if it wasn't raining right now or if it had not rained so easily. and this event will dry out once again. another offshore wind event is going to develop as we head into the middle of next week. so let's take a look at the seven-day forecast. that next offshore wind event will develop on wednesday. another breezy day. we'll have to watch that one for an elevated fire threat. but the temperatures are going to stay in the 70s inland. it's not going to be excessively warm to go along with the offshore and dry winds. temperatures around the bay are also going to warm up. one more cool day tomorrow with 60s across the whole bay area. even into the lower half of the 70s around the bay through most of next week. the exception to that will be along the coast, where temperatures won't be quite as warm, but warming up a little bit. that will carry us right on through next week. coming up in sports, a big
