looks like the board of supervisors has been changed as well. dean preston served on the board since 2019. represents district 5 that includes parts of downtown, hayes, and hayes valley. over the weekend he conceded the race in what some might describe as a big upset. we talked to the man who will be taking his play. a tech entrepreneur on what could be a new era moderes making their voices heard in city politics. >> reporter: the results are in. newcomer has beat out incumbent dean preston for san francisco's district 5 supervisor seat. some in the city may be surprised by that result. but he says he is anything but. >> i have been underestimated in my career from private

to oust dean preston and endorsed bilal. they say it shows the city wants change and new leadership to enact that change. >> we are seeing a return to common sense. the things we are trying to fight for in the city like public safety and good public schools these are just the basics. and what we had in city hall for so long were people who were not prioritizing the needs of everyday residents. >> reporter: bilal told me he is ready to work with fellow supervisors and mayor-elect lurie to tackle the needs. he supports the promise to declare a fentanyl state of emergency on day one. he also plans to work with lurie to tackle the city's housing issues. >> i think we approach things in a similar manner of we both recognize a lot of the issues in san francisco have been bureaucracy and unfortunately bureaucracy leads to corruption. and, so, we are both aligned on the way to solve our housing crisis to cut

the red tape. >> reporter: bilal says he is optimistic that voters will see real change when the new leadership takes over. he says he is honored to be a part of it especially as the board's first muslim and south asian supervisor. >> reporter: in a statement posted to instagram, he tauted some of his accomplishments writing in part, quote, we ban evictions, paid back rents, tax the mega-rich for social housing, barred sfpd robots and pioneers hotels for homeless people, passed ground breaking rights for renters among other things. he thanked voters for electing him and he would soon announce his plans for the future. for national politics it has been clear since tuesday night that change is coming there too. tonight we are getting a better sense of how it will take shape. president-elect trump is filling key positions in his administration and putting an

direction. >> cbs news has learned that florida senator marco rubio will be trump's nominee for secretary of state. tanks rolled through a wet downtown san jose today. the police, firefighters, others marched for veterans' day. there were special celebrations across the bay area today. in sonoma people visited the field of honor where 1,000 american flags were dedicated to veterans, first responders and active military. the city held the annual flag-raising ceremony and honored two world war ii veterans. a vietnam war veteran gave people this reminder why people should continue to care. >> just remember that we all sacrificed and the families sacrificed and the families are still sacrificing. i helped people even now being a member of the vfw. i do a lot to help other people and there is just

a lot of people that have problems. >> luckily the sun came out for the veterans' day parade in petaluma. the theme was a salute to the coast guard, corvettes with retired veterans in every car. it is a special place to one veteran that became a hero in the vietnam war. a medal of honor recipient. after being recognized he struggled to return to civilian life and went down a dark path that landed him in some trouble. today, governor newsom announced he is starting the process to grant a pardon. it comes after one man made it his mission to clear his name. >> reporter: small town of petaluma has the second largest veterans celebration in the state. overlooking the annual

parade, richard allen penry. given the metal of honor for what happened one -- medal of honor what happened one day in the jungle. >> he held off a larger enemy force and then singlehandedly evacuated people to an opening in the jungle where they can drop a jungle extractor. he did not just save the platoon but the entire company from ambush. >> reporter: a special interest in penry's story, not just for carrying 18 wounded soldiers to safety but what happened immediately afterwards. >> he was just sitting there, sitting on the log by himself just smoking a cigar shaking. and just all alone and did not want to be by anybody for obvious reasons. and, yeah. isolating one's self-is one of the first signs of folks that are experiencing severe trauma. >> reporter: cent penry had pt sd even though the term was not

spoken yet. he began using drugs and two years after receiving the medal of honor was arrested on state and federal charges for selling $950 worth of cocaine. his younger sister, patty, says like everyone else, the brother she called butch, had strengths and weaknesses. >> i believe the judge that sentenced him also said that he did more for his country in one day than most americans do in an entire lifetime. >> reporter: sergeant penry died at the age of 45. in the last two years, one person is working to clear his record. petitions the governor and president for the crime. he is really doing it for those he served with in iraq and afghanistan. many of whom are still suffering in silence. >> i started reaching out to a lot of the folks that i served with. it is well known now that war trauma causes ptsd and that ptsd is leading to sued, high

rates of drug addiction and other, you know, whatever people choose to cope in my generation and then it was clear to me that sergeant penry never stood a chance. >> the governor's announcement says the request has been passed on to the state supreme court for final approval. the request for a presidential pardon is still being considered. a commercial pilot had to think like a military pilot when gunfire started hitting the plane. not one but two airlines now saying they were shot while flying over a nation in turmoil. a drive up to the mountains to enjoy fresh sierra snow turned into an hour's long nightmare for some people. snow in the sierra, rain in the bay area. we picked up anywhere from a quarter of an inch to 3/4s of an inch of rainfall. we have more rain chances later this week. details coming up in the first alert forecast. this mix up on a toy box is being called wickedly embarrassing

. tonight, there is violence and there is terror in haiti's capital. there were shootouts between police and gangs on city streets. several u.s. airlines are suspending travel to haiti after a spirit airlines plane was hit with gunfire as it tried to land. a passenger described the moment it happened. >> everything was normal and then the crash behind us was quite prominent. it sounded

like somebody dropped a steel bowl of nails on the floor of the plane or something loud like that. and then the pilot hit the gas and we took off and we accelerated and there were quite a few g forces pushing into your seat as we went off. >> we have more on the flight that took a terrifying turn. >> reporter: video appears to show where gunfire struck the cabin of spirit airlines flight 951 as it was about to land at haiti's port au prince airport with 48 on board. a flight attendant suffered minor injuries to flying debris. it was over a neighborhood 550 feet off of the ground when it began to quickly climb diverting to the dominican republic. here you can see bullet holes in the fusalage.

>> airlines really node to make sure they understand these sorts of things can happen in some of the countries where we have political unrest. >> reporter: they say they are aware of gang-led efforts to block travel to and from the port au prince airport. spirit says the safety of our guests and team members is our top priority the article suspended service to haiti. >> also tonight, jet blue said it looks like one of its planes coming from haiti was shot. in a statement to cbs news today a flight to port-au-prince landed safely but a post inspection they found a bullet hole in the plane's exterior. jet blue is suspending all flights to the country through december 2nd. we could get more rain after early morning showers across the bay area today. a storm system has been dumping snow in the sierra. actually getting to the mountains has

been kind of a problem. spinouts along highway 80 forced cal trans to close the highway in both directions leaving people stranded. tonight, the highway is soap, the roads are clearer, the caltrans cameras show some big rigs are opting to stay back until things get better. this is the time of the year where we hear warnings from you and you are pretty clear about when people should not be trying to make that drive. >> right, we normally would not be concerned about a foot of snow saying okay, it will be disflt defendant when it difficult when it happens, clouds over the valley. a lookout over san jose and the moisture evaporates from the lowest levels of the atmosphere. mix of clouds and sunshine. in between storm systems, the next one moving in on wednesday. not as organized.

access to as much moisture as today. still, showers by wednesday afternoon and evening with a few lingering showers still possible for thursday and friday as l. either day looking like a wash out. a descent chance for additional moisture later on this week. clear skies right now over san francisco, the temperatures have been dropping off t. is 54 degrees downtown, one of the warmer spots along 57 and oakland. now, 45 degrees already in santa rosa the temperatures will not be in free fall especially as some of the fog develops. we are going to continue cooling off as we head through the rest of tonight. let's take a look at the forecast. low temperatures by early tomorrow morning, we will start off especially in the north bay valley, on the chilly side, upper 30s there. sounds chilly, it is chilly, not that far below normal for this time of the year. temperatures across the area beginning in the 40 exps warming up within a couple degrees of what is normal for this time of the year. middle 60s in the north bay valleys, the temperatures there, close to average. elsewhere, maybe a degree or

two below normal. middle 60s inland, lower 60s around the bay, middle 60s down the peninsula and around 60 degrees along the coast the difference between the cool location and half moon bay at 59 and the warm of the spots in fairfield, san jose at 66 degrees, only 7 degrees, not that much of a difference. this is the time of the year to narrow down the temperature difference between coastal communities and inland. the next chance of showers moving in on wednesday. radar simulation from one of the forecast models, 7:00 a.m. through 10:00 p.m. on wednesday. light, showers concentrated in the north bay. everyone has a chance of showers heading through especially wednesday afternoon and evening. that activity moves out a couple hours after sunset. but the parent storm will be close enough that we will see continuing rain chances thursday and friday. if you add up all of them together we are not talking about a real significant amount of moisture. in fact, if you add it from up wednesday to thursday to friday we are talking less than 0.10

of an inch. most of us in the 0.10 range more than that in the santa cruz mountains and north bay. getting as much as possible. once we are passed monday we are looking at more limited rain chances. back into a pattern above average rainfall will be farther off to the east. 6-10 day outlook and a pinch starting to happen of drier than normal conditions expected in that time frame. let's take a look at the seven-day forecast. we have those additional rain chances, not just wednesday, thursday, friday, we added a rain chance to the forecast late sunday, sunday night, that will be the last chance that we see for several days once the system moves out as the sun comes up on monday. we will be dry for the rest of the week. temperatures running close to normal. lower to middle 60s inland, lower 60s around the bay. for the most part, upper 50s along the coast. the warmest days to struggle to get to 60 degrees, we will keep you updated. >> we are grateful for the
