there is something weird going on. >> and that is pretty far out there. hello, i'm sara donchey. what's playing out in san mateo county right now has the makings of a secret office romance with her executive director. even a tv writer might not have scripted what came next in the middle of the whole thing. the accusations against her are contained in a 400-page independent report. we told you about it. much of the misconduct alleged inside of it centers on corpus' relationship with this man. accusing her of creating a special position for him, pushing for him to get big raises, and then hiding their romantic relationship. the report claims he fostered a culture of bullying and fear

inside the department, oftentimes overstepping his role as a civilian employee. and today, the board of supervisors, met to discuss their future. and here is the twist though. the sheriff showed up to the meeting and doubled down. she was promoting him too. >> and effective immediately, i'm avoiting him to the position of assistant sheriff. and i am the sheriff of this county. i answer to the people who elected me. i will not be bullied. >> our reporter was in the room when that happened and heard audible gasps. the board made it clear they still want sheriff corpus to resign. >> yes. >> motion passes unanimously. >> and the board took a vote of

no confidence, and voted to eliminate her current position. and the county's lawyer was directed to look into that today. moved to send the investigation into the civil grand jury. our andrea nakano has the reactions surrounding one of the biggest agencies in the bay area. >> i'm the sheriff of the county, i answer to the people who elected me. i will not be bullied. >> reporter: the meeting was unexpected and shocking. >> the last few days is disgusting. i will not allow the board to fire me without cause. this was politically motivated and one sided, filled with lies. >> reporter: they are central

figures in an independent 400-page investigation. details focusing on retaliation. they talked to numerous employees, but the top cop has yet to speak with her. >> will you agree with the testimony? >> when i have legal representation, i will answer that question. >> reporter: many deputies say morale is extremely low and many are frustrated with the lack of response from sheriff corpus and her administrative team. >> it goes to show what they have been saying is completely valid. we have been talking about trying to get cooperation from the sheriff, and so far we have gotten nothing, but resistant that was said in there that will contradict that.

>> and the board of supervisors voted to eliminate the chief of staff position held by victor. and in a surprise move, sheriff corpus tried to appoint him during the meeting. >> the practice of continuing to promote this man despite the sustained allegation is continuing and she does it in public. >> his background is in real estate and not law enforcement. they say he tried to reach out to the sheriff in september by phone and text to give her side of the story, but never heard back. she's concerned for her welling with. >> it's not logical to do the things the sheriff has done,

and to a certain extent, i do fear for her safety, etc. >> reporter: as an elected official, there are only a few ways to remove the sheriff from office. a process, which could take quite a bit of time. in the meantime, employees say they fear retaliation until there's a change in leadership. >> not even a little bit. our president was arrested on what we believe to be baseless charges. i have no reason to believe when i walk out of here, i'll be retaliated against. it's quite frankly inevitable in my opinion. >> reporter: at this point, sheriff corpus has not given any indication of stepping down. she vows to stay in the

job and fight her opponents. five whole weeks into the trial of the man accused of killing cash app founder, bob lee. today, the most important witness of all took the stand. the suspect at the center of the case, nima momeni, spoke to the court in his own defense. he even reenacted that fatal night. showing the court how he says lee was stabbed and how he ultimately died. at times momeni got emotional. he was crying. but once the prosecution had their chance to question him. those emotions seem to shift. our lauren toms has the details. >> reporter: momeni taking the stand for the very first time with his version of events surrounding the fatal stabbing that he says he had no choice, but to carry out. momeni, telling jurors he was in shock and heartbroken when he discovered that he had killed lee. something he says he

didn't think was possible. saying there is no chance he could have been the initial aggressor. >> it is so painful to watch, him reacting what he did that night is just nuts. >> reporter: bob lee's brother questioning nima momeni's testimony on the stand. momeni told jurors lee was the one with the knife and attacked him after he told a bad joke. momeni then reenacted with his own attorney what he says happened next. he says he deflected an attack from bob, grabbing his arm and pressing it against bob's chest. that move, momeni said, caused two stab wounds to bob's chest. >> it's absolutely insane, right? that's not even in the realm of possibility within my brother's personality to ever go off on somebody for a joke. >> reporter: after spending time together earlier that night, the two men drove together, sorting out their plans. they pull over and lee

gets out of the car. that's when momeni said he jokingly told bob if it was his last night in town, he would rather spend time with family than go to a strip club as lee had suggested. those words, momeni said, caused lee to go from zero to 100, whipping out a knife and swinging at momeni. >> there is still no clear evidence of how the knife got to the scene of the crime and who took it. he doesn't have to prove his innocence. the jury has to find beyond a reasonable doubt that the prosecution proved the case of murder. >> reporter: momeni said he didn't know lee was fatally injured when he walked away, but tossed the knife to prevent lee from getting it back. upon cross-examination by the prosecution, momeni went from calm ask collected to agitated and defensive. a shift, attorney shannon dugan, said could hurt his case in the eyes of the jury. >> got into it with the d.a.,

and he pushed back in a way that some jurors could think oh, this is a new side of nima momeni. we didn't see this earlier, but we see it now. could he have acted like that on the night of the stabbing? >> reporter: the prosecution pressed momeni on why a bad joke could lead to lee wanting to stab him. momeni said the bad joke was one he took to heart. the prosecution responding, yes, he did take it to the heart, referencing the fatal stab wound to bob lee's own heart. that tense exchange between momeni and prosecutors, causing the judge to briefly pause the courtroom asking all parties to take a breath in an effort to diffuse tensions inside the courtroom. all of this unfolding before the jury who will decide the fate of momeni. that's where we will pick back up tomorrow with continued cross-examination of momeni by prosecutors. all right, more from lauren soon. let's talk weather. it

was not heavy rain by any means, but things are starting to dry out after a few scattered showers earlier. the question, zoe, will we get any rain in the next round? like you said, this wasn't too much? >> no, it was the max amounts, i believe, .2 inches up in santa rosa. it has not been crazy. a couple of missed conditions that won't pick up the precipitation down there. it depends on where you're located, but they got in on the majority of that action. but the radar is beginning to show a little bit more activity heading towards potentially here in san francisco. that was over the past three hours, where north bay communities, yes, a little bit of drizzle and mist. but now we're looking at a line of showers developing. you might be seeing a couple of drizzles over san francisco's west side. you might be seeing a little bit more of that shower activity down towards pacifica and half moon bay. this will likely be arriving over the next half hour. again, it won't be anything super impressive. it won't be long lasting. mostly

going to be light drizzles. and that was a loop overnight tonight. by 9:00 a.m., early tomorrow morning, a line of showers will likely develop across the north bay. and the line of showers could potentially form into a thunderstorm, yes. you might hear a few rumbles of thunder as we wake up very early tomorrow morning. again, this is our view at 9:00 a.m. across the north bay. but look at how quickly the rain just fizzles right out as they push south. further south and further east you go, the drier that it gets. that is exactly what we're expecting. it won't be a wet day tomorrow, but the chance for the isolated shower will continue. i'll break down the detail on how long it this active pattern will stick around that will be coming up in just a bit. back to you. the president elect has made some bombshell picks for key cabinet positions already. but one he announced today is raising eyebrows among some republicans. controversial name he chose for one of the most powerful posts in washington. this investigation into

marks the changing of the weather, which it did not rain too much, and felt more like fall like today. >> yes, it is chilly and you feel that fall chill in the air. even though it is always jacket weather in san francisco. you'll need to grab a warmer winter jacket as you step out this evening. something to keep your eye on. the temperatures will feel the chill. but actually it will be a couple of degrees warmer because of the cloud coverage. we'll be waking up early tomorrow morning. temperatures in the 40s, but it's what we expect this time of the year. a degree or two warmer than yesterday. it's not warm by any means. we'll continue to see the chance for a little bit of rain overnight tonight as well. as i showed you earlier, the radar loop over the past few hours. a little bit of a drizzle, but a line of showers that will be heading towards the south bay community. half

moon bay, pacifica, the area of the showerheaded your way. but again, this is nice moisture that will say good-bye to the fire season and hello to our rainy season. we are going to be seeing another amount of rain heading our way tomorrow morning. that's our view at 9:00 a.m., where a line of showers will likely develop. but look at the way the showers are forming. you can kind of see them developing to the individual circle les. the potential for those clusters to become a tomorrow had because there is a good amount of energy associated with the system. keep your ears open. you might be hearing a few rumbles to wake up tomorrow. it's something to keep your eye on, but again, the further south you go, the drier it gets. those showers will kind of fizzle out over the next couple of hours. our radar won't be too impressive. most of the activity will remain

offshore and onshore, possible into the afternoon hours. but it's not keep us nice and comfortable, still chilly. by saturday, they will allow us to spend a beautiful day outdoors and enjoy ourselves hopefully. if you have to choose a day to get out this weekend, it will be saturday. that's when we are expecting the sunnier skies before the next storm system will approach. and let's take a wider look because it is interesting that we could see this upcoming storm system way out back in the distance. it had is the storm system that will be heading our way by sunday. you see this area of clouds? that'll take a couple of days to impact us. but it will continue to bring in some moisture along with it and it will be impacting us again on sunday. we're expecting that massive air to move in and that

tonight before we go, we leave you with a gem of a story about operation bear claw that started with a fishy insurance claim involving a rolls-royce and bear that didn't sit right. there's plenty of video to show you why. reporter tom wait has the details. >> reporter: take a close look at this grainy surveillance video. what do you see? a bear, animal? something else? what you're looking at is a human dressed in a bear costume. staging what would turn out to be several insurance fraud claims to luxury vehicles. totaling a little more than $140,000. and the suspect sent

these videos to their insurance companies, claiming the bear tore up their cars. those involved were arrested facing serious fraud charges. this man lives next door to two of the suspects. police came early this morning to make an arrest. >> it was 7:00, they opened the door and told us to shut it. we were peeking through. and they had that ramp thing. >> reporter: we showed him the videos of what investigators say is a fake bear. >> and i would have never thought of that. i mean, you know, it's pretty far out there. but hey, whatever works. but i mean if they found a bear suit. >> reporter: in fact investigators did find a bear costume. had is it. complete with take be claws. they also sent these photos of what the suspects claim was damage to the insides of tear cars. the

scratch marks appear suspiciously symmetrical. the suspects tried the scheme multiple times. using a 2010 rolls-royce and several other high-end mercedes models. >> whoever is inside that vehicle is not moving like a bear. it's moving like a human. >> reporter: and he's a licensed state insurance fraud investigator. >> insurance investigators are trained extensively to detect fraud. not only human factor detecting fraud, but as well as a.i., all kinds of cross referencing. >> reporter: it is not just how the so-called bear is moving in the cars, but how they entered. >> of course, opening the door, getting inside the vehicle, and that is highly suspect and questionable. >> okay, the pad acting is one thing. but pictures of the damage are a red flag of their own. it looks like way too uniform, right? oh yeah. the
