for flooding and wind damage. the north bay is expected to get the bulk of the rainfall. in santa rosa, sandbags are made available to help people protect their property. in napa, residents of the city's largest encampment spent the day trying to shore up their makeshift homes preparing for strong winds that threaten to blow away their tents. we are taking you to sacramento. gearing up for freezing temperatures, residents are working to prevent their pipes from freezing. they are reminded to keeps intoets dripping overnight. pg&e is monitoring the storm system and they are prepared for potential outages. >> with the high winds we can expect tree branches to break off, contact power lines or trees that fall into power lines and cause power outages. so, we have been making sure that we have staffing available and resources such as materials and polls with wires available to meet this challenge. >> it is not just power lines

that need protection. we visited a mill valley hardware store that had steadiy number of customers coming in to get supplies ahead of the storm. >> all of the way down from size 6-12. tarps are here. various sizes and thicknesses of the plastic. >> reporter: marcus has seen his fair share of storm preps in his over 20 years working here at goodman building supply in mill valley. >> we also carry shop vacs in case you need to get water out. asap and we have our wet patch, our roof stuff. >> marcus says over the past few days they have seen a lot of people coming in to pick up supplies. >> kind of amazing. i am surprised that, that we are getting more people coming in to prepare for it before it

comes which is a smart idea, you know, instead of waiting until later. >> reporter: marcus says everything from tarps to rain boots to sealant is flying off of the shelves. this storm will be the first big one this rainy season. here he said homeowners have not just the rain and wind to worry about but also the high tides. >> we got pumps and sandbag dams in the plumbing department that you can use if you have water coming in. high tide pause it is supposed to be also king tide, too. >> reporter: marin county is offering sandbagging stations to have people stock up. they are warning people to have sandbags on hand if they have experienced flooding during previous storms. marcus says their store will remain open during the storm. they are doing their best to prepare for whatever may come and expect to

get another shipment of supplies later this week. >> no, just have to wait and see. and, and, order as much as we can as far as the rain goes, that is about the only thing that we can do. all right, let's get to our first alert weather. we are talking about it today, it is going to be happening sooner than we know. >> all right, the showers hitting in the north bay. what is causing all of this? we have been seeing it all week. the bomb cyclone that has developed off of the coast of the pacific northwest. just visible off of the coast of this point, the comma shape, the center of the system that developed over the last 24 hours, that is what a bomb cyclone is. strengthens in a certain amount in a short time frame. this one is really over achieved. it has been producing a lot of wind damage around the seattle area, hundreds of thousands of people without power. the wind damage, staying to the north. blustery around the bay area, the big impact for us will be that it sets an atmospheric river

towards the coast of california. tracking the atmospheric river plume. heading towards us from the tropics just aimed at us over the course of the next couple of days. it will be a long-lasting event and part of what it leads to is the flooding threat just to our north. essentially from fort bragg up to eureka. that am be a high risk of excessive rainfall. that is where the flooding potential will be the highest. of course, we will have our own concerns around the bay area with the first showers hitting the ground in the north bay. that rain is going to intensify as we head through the rest of tonight. just the beginning stages of this. flood watches in effect through the early hours of saturday morning through the north bay. 2-4 inches of rain will add up. wind advisory, more of the bay area, wind gust in the 40 mile-an-hour range, up to 50 miles an hour on the coast. power outages and finally, in the sierra, a winter storm warning in effect. the first wave of moisture resulting in 10-20 inches of snow. more on the way. several

feet of snow by early next week. adding all of that in the first forecast, jules? ♪ . today, the defense team for the man accused of killing cash-app founder bob lee rested their case. we are not far from momeni's fate turned over to the jury. we have a look at where the case stands. >> reporter: the defense rested their case. this trial is far from over. the move means the defense can not call anymore witnesses or introduce new evidence. but it does pump it back over to prosecutors who are expected to take advantage of their chance to rebutel. >> reporter: rebuttal. >> reporter: momeni's attorneys rested their case. standing firm that a bad joke sparked a

deadly altercation with bob lee. >> we feel strongly about how the case is going. i think the jury wanted information that we provided. i feel like the prosecution had a lot of holes in the case and a lot of the case felt force fed. >> reporter: the defense and prosecution narratives could be what what sways the jury. so far no evidence presented to confirm lee was acting aggressive or to prove that lee had any motive to attack momeni. the attorney says that the lack of key details is the case's most glaring weakness. >> the only two people that know who took that knife and what happened with the knife at the scene are momeni and bob lee and bob lee can not tell his story. so, the jury is left with only momeni's version. >> reporter: for prosecutors its burden is steep. they must

prove that momeni not only stabbed lee intentionally but his claim of self-defense does not hold on. so far they have not presented witnesses to dispute momeni's claims of defenseoir show where the knife came from beyond it matching a knife from the brand of in his sister's department. >> him not taking a knife in the first place then the jury might be likely that it was momeni that took the knife. >> reporter: the prosecution plans to do that. will it be enough for the 12-panel jury to peace together a story that adds up based on the evidence already presented? and, decide if justice lies in conviction or doubt. >> if you don't get into the end zone with the football you don't get the touchdown close does not cut it. even if jurors think maybe momeni did it. more likely than not. maybe even a probably, that really is not

cuts to police and fire may be unavoidable. >> you asked on repeated occasions from us to let you know when it is critical we take action. i want you to hear clearly, that we must take action over the course of the next month and a half to preserve our solvancey. i want to make sure that is clear. >> reporter: he is giving a dire warning to the council on the estate of the city's fine napses. >> to me there are really only two choices, radically cut staff or get staff to make substantial concessions. >> reporter: the administrator from 2008-2011 now a professor at uc berkeley. there is no way to get out of the current budget crisis without making cuts to public safety. >> two thirds of the general fund is in police and fire. and if there are going to be short

falls the only place where major reductions can come from is in police and fire. >> reporter: members of the council knew it was coming as they were counting on the money from the coliseum to balance this year's budget next. they put a contingency plan in place if the coliseum deal fell apart or delayed. the group buying the property has missed the december payment $10 million but insists the deal is on track and it will pay the full balance of $110 million to the city by the end of the fiscal year. >> the money has not come in. unknown if the deal is real and they have not made any substantial cuts. so, since we are halfway through the year then the cuts have to be twice as big in order to get the savings they need. >> reporter: councilmembers authorized them to trim the

budget there still have not been any large cuts to police or fire yet. at today's meeting it was clear that was on the table. >> i thinking what has been happening is everybody wanted to put it off until the next council. and maybe to a next mayor so they didn't have to make the hard choices. but i think they realize now that they really are going to have to come to grips with this situation. the council did not take action at today's meeting and instead will discuss which cuts to make at the next meeting on december 3rd. they will meet again on december 5th in closed session to talk about labor union contracts and if any cuts can be made there. all right, still ahead, why the federal government is expected to ask a judge to force google to sell its popular internet browser. plus, co-existing with robots. it is becoming more of a reality. and, one high profile celebrity is giving us

the beginning stage of the system. this will continue to push farther and farther inland heading through the rest of the evening. let's switch from the current radar perspective to forecast simulation going through the rest of tonight. future cast from 10:00 this evening which was a couple hours ago until 10:00 tomorrow morning and it is going to not work at all for us. fun when it happens on live television. oh, also fun to be the guinea pig with new technology. let's try tomorrow, there we go. north bay, 10:00 a.m. until 10:00 p.m. not sure why the previous one did not work. pushing the rain farther and farther south. the heaviest downpours staying to the north of the golden gate. we will be seeing the heaviest through the north bay and the duration of the waves of rain headed towards us. the farther south. more limited. especially with the wave of moisture. 10:00 tomorrow evening through 10:00 p.m. on thursday. the rain will continue tomorrow night into early thursday morning towards the tail end of the animation,

it is about midmorning thursday, you see the rain getting nudged to the north. that is temporary. just picture high pressure hose, a fire hose that does not have anybody holding it. whipping around. that will be the case with this fire hose of moisture. aimed at the west coast. drift to the north, coming back across the pay area on friday. another wave heading our way on sunday. every other day as we head through the rest of the week and into the weekend. let's take a look at the forecast rainfall amounts. focus on the first wave it will happen tonight, tomorrow, tomorrow night. and, we will add it up with a forecast model. this one has a good handle on the big picture pattern. showing the range that we will see across the bay area. the santa clara valley, the try valley. we are going to get through the next couple of days, what is the big deal. quarter of an inch of rain. no problem. the farther it goes, it goes up steeply. i-80 will be the line rain but

not a lot. to a lot of rain. just with the first wave of moisture coming in for santa rosa but pan the camera farther north we are talking 5-10 for the north coast. the high risk of excessive rainfall from fort bragg to eureka it looks like a rain threat. more heading the way all of the way into early next week. wind is a factor along the coast, around the bay and for the north bay. santa rosa, san francisco, half moon bay standing out on the wind chart, 30-40 mile-an-hour gusts common. some gusts over 50 miles an hour. closer to the coast. that will result in sporadic power outages, the first wave, 10-15 inches of snow. the snow levels are going to drop down more and more and the amounts will go up and up. we are talking 4 feet of snow by the time it winds down. that is way too much snow for the road crews to keep up with.
