stg. the tension in the air is palpable. when you're so close, all you want to do is get to that finish line. it would be so painful to fall short this close. (wind whistling) now at 11:00. >> we've been preparing for this storm for several days. >> a massive storm system bearing down on parts of the bay area. >> there's a lot of wind, super gusty, getting cold. >> from rough seas to nonstop
11:01 pm
rain filling some north bay streets. >> i don't remember this much water on the ground. >> our first alert weather team is tracking it all. >> the heaviest rain today concentrated over the north bay where flood advisories are still in effect, but if you missed the rain so far, there's more to come, more waves of rain to surge across the entire bay area. i'm tracking it in the first alert forecast. from kpix, this is the late news with sara donchey on cbs news bay area. >> hello. i'm sara donchey. we have been planning for this storm all week and we're in the thick of it now. it was especially intense for people in the north bay, not so much in the south bay, but up in the north we have seen flooding, fallen trees. elsewhere in the bay area we've seen some high tides. this is how things looked today in santa rosa, napa and pacifica, definitely
11:02 pm
stormy in those places. >> a lot of rain in a short amount of time, so flood advisories in effect. if you didn't get the rain today, we're just getting started. we got a long way to go. let's look at first alert doppler. the heaviest rain continues essentially along and north of i-80. it's difficult to use the interstates or manmade dividing line as a sharp cutoff, but that's basically where the the heaviest accumulations have been and we still have heavier down polls rolling in from the pacific. little break in the action right now. santa rosa, you have seen the rain inundating you throughout the day. now a brief break is settling in. the white-shaded areas are the urban and small stream flood advisories. here's some of the heaviest rain now hitting the ground in marin county, decent downpours in san francisco and crossing over the bay and oakland hills making its way inland into the 680 corridor and more rain down the peninsula. where you have not seen rain yet is in the rain
11:03 pm
shadow of the santa cruz. parts of the tri valley just trace amounts so far, but anything but a trace of rain in the north bay, over 2 inches of rain in napa to almost 10 inches of rain in novato, just over a quarter inch of rain in san francisco and nothing for san jose yet. the wind has been a story. the winds sustained and are now backing down, but some spots still have 15 to 20-mile-an-hour sustained wind with gusts over 20-mile-an-hour. the highest gusts are still in the highest elevations. still be prepared for sporadic power outages. tomorrow will be blustery with more rain on the way. we have been watching the power outages. this is a leave look at pg&e outage map as it stands now. about 4,000 customers are without power now, but this looks pretty good compared to earlier. the number
11:04 pm
was closer to 11,000 earlier in the day. some of the outages in sonoma and napa county. >> reporter: wind gusts up to 50 miles per hour knocking down trees and cutting off power to thousands of people. mark duran was staying nice and dry in his living room until he heard what sounded like an explosion. >> we're watching tv and watching the basketball game and all of a sudden we heard a big bang on the wall. >> reporter: immediately after he and his wife were in the dark. a tree limb fell onto a power line that connects to his home, ripping it out of his electrical box. >> there were live wires. i'm not going to step -- my son works at pg&e and he told me when you see wires, don't go
11:05 pm
any farther. >> reporter: pg&e crews have been busy throughout the night responding to these storm-related calls. there wasn't much pg&e was able to do for the durans tonight until they get their electrical box fixed. >> now it's all on me. i got to either try to find the part myself, put it in or have to call an electrician to come and do it before pg&e will hook up to it. they won't hook up to it. >> reporter: the santa rosa fire department has been out responding to downed power lines and flooded streets. one of the biggest concerns, especially at night, is that these flooded areas are extremely hard to see on the glossy black pavement. some residents say the intensity of the storm has caught them off guard, especially this early on in the season. >> we're not used to all this rain because in the past it was always drought, drought, drought. i don't remember this much water on the ground. >> reporter: santa rosa has suffered some major fires in the last 78 years, but the last
11:06 pm
big one was the glass fire in 2020. the fire department at this point is not too concerned about major landslides in those burn scar areas since there has been time for significant regrowth over the last few years. >> we will take the good news when we get it. this was not. crews are hard at work cleaning this up in sonoma county, a massive tree that crashed into a house and at least one car. this is in forestville. the fire department got the call around 4:30. the tree also took down power lines near the house. pg&e was called out to deenergize the lines and one person was taken to the hospital. the damage is expected to cost between 50 to $100,000, imagine that. santa rosa is getting some of the heaviest rain in the bay area. this is a look at the road conditions today. some drivers were taking their chances getting through all these flooded roads. our katie nielsen gives us a look at the
11:07 pm
storm impact there. >> reporter: this is some of what drivers around santa rosa were dealing with today after the city got more than 2 inches of rain by early afternoon. >> the curbs and gutters are able to handle the water, but they don't necessarily have anywhere for it to go to because they're trying to floe into the creeks, but when the creeks are up, there's nowhere really for that water to flow and you start seeing a lot of backups. >> reporter: paul lowenthal with the santa rosa fire department said they're working closely with public works to clear debris from creeks and streams and storm drains to keep water moving. otherwise you can get minor flooding like this on west college avenue. over on industrial avenue, more than a dozen drivers simply ignored the road closed signs in the first few minutes we there were and drove through the flooded street, something lowenthal said is the biggest risk to the community during these types of storms. >> we see time and time again
11:08 pm
people not heeding those warnings and trying to attempt to drive through and end up getting either stranded or worse case scenario, find themselves need to physically be rescued because they're in moving water. that draws a significant response to an incident that was 100% avoidable. >> reporter: across town at car tunes in santa rosa it was a different kind of emergency as a car came crashing through their store window yesterday afternoon just before it started raining. >> my heart was pounding. i was shaking. >> reporter: nicole meza was working behind the counter. >> i think i heard something a moment before and then i saw it come in and i just didn't realize for a moment what had happened. >> reporter: she and the customer were not seriously injured and neither was the driver who police say simply lost control of his vehicle, but it created a problem trying to close the gaping hole before the rain because water and electronics don't mix well. >> that's a big fear because
11:09 pm
they're all relayed together. who knows what would happen, but that would be a huge problem for us to fix. >> reporter: while the rain is creating some real and serious problems for some, others see it as an opportunity for a little play time because it's hard to resist splashing in big puddles. with all the rain there is another silver lining. it's great for our water supply. we checked out the russian river today where water levels are rising but still have a lot of room. local reservoirs will be starting the year above historical averages. sonoma water's general manager said up to ten inches of rain could jump start the system. >> we're well above average for this time of year. so going into a water year with that amount of rainfall in our reservoirs already captured, it's a wonderful way to start. >> davis says they've changed how they manage reservoirs which allows them to hold extra water for future use. down the coast the issue was not so much the rain, but the big surf, which can be dangerous, but some surfers could not stay away. officials spent the day warning people
11:10 pm
about dangerous conditions out there, but as kelsi thorud shows us, there is always someone willing to chance it. >> reporter: well, the wind and rain is expected to smack the coastline here in half moon bay. that has the harbor patrol here on high alert making sure that everybody stays safe, even the kite surfers who are coming here for a wild ride. >> it's crazy. there's a lot of wind, super gusty. it's getting cold, but we made it work. >> reporter: for kitesurfers like peter crockett and nano prefuti these gusty conditions many look at as miserable are perfect. >> it's awesome, super strong. it's freezing, though. can't feel my feet. >> reporter: the big waves brought on by this week's storm may be fun for kitesurfers, but those at the nearby harbor patrol say they can also spell disaster for others like boaters. >> currently it's gale

conditions, so we've got our storm flags up. you see the double pennant red flags flying on our flag up front in the office. so you'll see 25 to 30 knot winds and gust to 45, sometimes a little more. sea states are pretty big, 11, 15 feet wind waves and 13-foot swell out of the south at 11 seconds. so it's pretty nasty out there. >> reporter: those conditions raise the chances boats could get damaged or even capsize and it comes after we've already seen several boats capsize up in bodega bay this month, killing multiple people. the harbor patrol is cautioning everyone to take this storm seriously. >> for the people that are on boats that go onto the ocean, highly advise not to go out in these types of conditions. there's no reason to go at the moment. no one is fishing for anything currently. >> reporter: for those kitesurfing, they say even they are taking precautions, monitoring the winds to make sure they don't get too bad,
11:12 pm
but as long as conditions stay safe, they say they'll be back out here through this whole storm. >> this is the spot for high wind, especially the winter storms. as long as it's here, someone will be here, for sure. >> reporter: even those kitesurfers want to remind people that they are very experienced at their sport. they say beginners should not be coming out here to the coast during this storm. look at this. yeah. whiteout in the sierra right now. forecasters at the uc berkeley central sierra snow lab have been predicting in some places that they will see between 3 1/2 to 7 feet of snow over the next ten days which can cause its problems, but then there is the positive side of all of it and this is one example of that. lake tahoe's heavenly ski resorts opened its slopes early today. they got about five inches of snow with more to come later this week. so skiers and snowboarders will

probably be very happy to hear that good news, people heading to tahoe early in the holiday season. coming up, one hungry pelican needed some human help to get to dinner. >> he couldn't fly more than like ten or 15 feet it seemed like, just couldn't quite get the lift. plus, a call for help from 15 feet underground in there, yeah. that seems pretty scary, how a california woman ended up stranded deep underneath an abandoned mall. hopefully you've been doing your best to stay dry out there, but the storm we've seen move through the bay area has not been rough for people only. the animals have been going through it, too, elsewhere. one particular comes to mind, a story of survival playing out this week for a big bird just north of lake tahoe and truckee. this american white pelican has been hanging out at a pond in truckee, but there are two problems. he seems like he can't really fly well. wildlife experts aren't sure why that is. he can't get to his food supply. the pond has frozen over, so workers at the
11:17 pm
tahoe institute for natural sciences and some volunteers got into kayaks determined to save this guy. >> the ice was really substantial. we had a hard time breaking through the ice with our kayak paddles. he was probably going to start getting pretty hungry and then now, you know, this upcoming storm is going to put down a solid ice barrier that won't thaw again. >> the bird, who has been nicknamed whitey, was wrangled unscathed. they wrapped him in towels. they put him in an ikea bag and eventually a dog kennel. it was taken to a bird rescue clinic in fairfield where we're told he's doing well. the pacific northwest is getting a piece of this storm, too. powerful winds have been turning trees into lethal projectiles. this is video from near seattle where huge limbs came crashing down on cars and buses there causing a lot of problems in this area. it's
11:18 pm
also been deadly. they also killed at least two people, including including a woman hit by a falling tree while she was inside her home. the storm knocked out power to hundreds of thousands of customers in washington state. in northern california blizzard-like conditions shut down parts of i-5 this afternoon near the california/oregon border earlier, can't tell what time of day it is in this video because everything is all whiteout. hundreds of truck drivers were stranded on the highway there. this tends to happen when we see storms like these. >> right. >> i don't know about you, but the impression i get when i look at this is how big this storm is. it's huge. it's having an impact with the wind energy in the pacific northwest, all the rain for the north coast and northern half of the bay area and it's going to come at us in waves the next couple days. let's look at the big picture and talk about how things will evolve through the next couple days. i'm going to bring our biggest map, the entire planet, up on the floor here and put
11:19 pm
the satellite perspective onto the view to show you where the storm system is. it's that comma shape off the coast of the pacific northwest. that's the center of this storm system, the bomb cyclone, which means a storm that rapidly intensified in a short amount of time. there will be a second center of that system that gets pulled in and kind of takes over and will also bomb out off the coast of the pacific northwest, so another burst of wind energy for them, and it will affect how the atmospheric river behaves. we have track that with a forecast model which does show the stream of moisture, did show the stream of moisture. again, the data sometimes does not want to cooperate with us. the point is it will be heading in our direction over the next several days. there it is. sometimes you got to kick the thing until it decides to function. we'll see that send another wave of more widespread moisture across the entire bay area as we hit the end of the workweek on friday. you didn't see any rain with the first burst, you are going to see some friday
11:20 pm
and there's more to come early next week. let's get the globe out of the way and talk about what's happening closer to home. we'll bring in the map of the entire bay area and put labels on so you can get your bearings here. we'll try to put some labels on the map, wow. love it when technology just spectacularly fails us in realtime. we do have the radar image at the moment. that shows the heaviest rain kind of lining up off the coast. i'm basically standing over san francisco. this is lining up to hit parts of city and surge into marin county as we head through the next several hours. so really that rain is still concentrated along and to the north of interstate 80 and that's going to remain the case through tonight and the first half of the day tomorrow. let's switch over to futurecast and we'll look at how things are going to evolve as we head through the next couple days. mercifully, we can switch over to the flat maps and put the time staff on. we'll see rain surge in over the northern half of the bay
11:21 pm
area through early tomorrow morning. be prepared for a wet commute unless you're coming from the santa clara valley where things largely remain dry. the rain gets nudged a little farther north through the day tomorrow. by midday we're down to lingering showers, even over the north bay, and that's the extent of the moisture we see thursday afternoon and evening, but thursday night here comes that fire hose of moisture drifting back towards us, more widespread and heavier rain, first moving into the north bay and now spreading across the entire bay area from late thursday night throughout the day on friday. this is going to be accompanied by another burst of wind energy and even in places that have stayed dry, san jose in particular, you will pick up a decent amount of rain from this next system. the winds are still gusty now. even though the wind advisory expires at 6:00 tomorrow morning, it will be a blustery day tomorrow, 20 to 30-mile-an-hour gusts that could result in sporadic power outages through the day tomorrow into the first half of the day friday as the next
11:22 pm
burst of rain moves through. that's when the winds finally start to taper off a bit. once the heaviest rain starts to push out of the bay area, we'll see a little break from the bulk of that wind energy. the winter storm warning for the sierra continues until 4:00 tomorrow morning, the first winter storm warning. they'll pick up another few inches of snow, but as the next round of rain makes it into our neck of the woods, they'll pick up even more snow, talking about 3 to 6 feet of total snow accumulation. we'll add up the rain we expect around the bay area. we are expecting several more inches even in the santa clara valley. we'll start in san jose, over 2 inches of rain expected through next tuesday coming at us in several waves. if you miss out on the bulk of the moisture, you'll still pick up more than an inch and it's possible you double that 2-inch official forecast, around san francisco expecting close to 4 inches of additional rain and santa rosa is expecting over 6 inches of additional rain. if the moisture decides to overachieve, we could pick up
11:23 pm
over 10 inches of additional rainfall on top of the 6 inches of rain that's accumulated. it's going to come at us in kind of an every other day kind of fashion, the next wave of widespread rain friday, another late sunday into sunday night, another round of rain tuesday, one dry day on wednesday. we'll see if we can keep that going into the thanksgiving holiday, but we're just getting started with this entire weather pattern. >> thank you for sorting that all out. it sounds like we'll have to stay vigilant. if you are claustrophobic, welcome to your worst nightmare. a southern california woman had to be rescued from there after falling 15 feet into a manhole outside of an abandoned mall. she fell in sometime tuesday evening and she had been screaming for help desperately. it wasn't until today that someone finally heard her and called it in. firefighters pulled her to safety using a harness. she's now recovering but is expected to be okay.
