everyone. the gate that will have you trading in the suit and tie for a captain's hat and a spatula. from kpix this is the late news with sara donchey on cbs news bay area. hi, i'm sara donchey, it is probably the biggest news story in america today. the arrest of the suspected health care ceo shooter. even though it happened thousands of miles away from here there seems to be a connection to the bay area. this is the man that the police all over the country have been looking for, they say, for days. 26-year-old luigi mangione. he pulled out a gun, they say, on a busy manhattan street and shot a plan in cold blood. today, the nypd caught our attention when they said this. >> he was born and raised in maryland, we know he has ties to san francisco, california, and last known address was honolulu, hawaii. no prior arrest history in new york.

>> now, what they did not specify what they meant to san francisco. there are no obvious signs to the city but the bay area to stanford, we found this linked in page that seems to belong to the suspect that listed the job as a teaching assistant. we reached out to stanford and they said in a statement we can confirm a person by the name of luigi mangione was a head counselor between may and september of 2019. we do know the suspect lived in hawaii at one point. his former roommate could not believe what he is being accused of. >> i am beyond shocked. not imaginable. i was roommated with him, friends, hiked, went to yoga. did his best to be athletic unfathomable knowing the kind person that i saw and knew. a thoughtful person,

communicated well with his family. had good relationshipping with everyone. >> now, that roommate said that mangione never seemed like he had an ax to grind but he told him he had major surgery earlier this year. >> he sent me the x-rays. it looked heinous. giant skews in his spine. after that he called me once i did not pick up. i feel terrible now. >> the police have not elaborated too much about a potential motive. they explained how they finally tracked down their suspect and it came down to one simple tip. >> 26-year-old luigi mangione a prep school valid dick toran, ivy league engineer is facing down a shooting charge for united health care ceo brian thompson. >> justice will be delivered in this case. >> reporter: he was picked up monday morning at a mcdonald's in pennsylvania. about 280

miles west of the murder scene in new york city. after a worker recognized him and called 911. when the police showed up they say the suspect was sitting at a table with a laptop wearing a medical mask. >> my partner and i recognized him immediately. we knew it was our guy. >> he asked the suspect if he had been in new york city recently and that really invoked a physical reaction from the suspect. he became visually nervous, kind of shaking at that question. >> the police say that mangione gave him a fake id, the same one used to sign into a hostile. he had a gun with a silencer in his backpack. >> the gun appears to be a ghost gun. it may have been made on a 3d printer. >> reporter: the police say he was carrying multiple fake ids and a document detailing anger at corporate america and the health care industry. >> in some dark corners, this killer is being hailed as a

hero. hear me on this. he is no hero. the real hero in this story is the person who called 911 at mcdonald's this morning >> mangione is facing gun charges and possession of a forged document. >> the suspect's family released a statement and said they are shocked and devastated by his arrest. oakland has a major problem on its hands. one that could shape its entire future. it has to do with the budget the city has to cut something. multiple things n fact, to close a $130 million deficit. some of the city's vital workers say they are already running very lean. the plan to cut dozens of city positions has not been approved yet. as wilson walker reports anxiety is high about what will come next. >> definitely puts people on edge. further compounded you look. it is a holiday season.

talking about two weeks onut from christmas, three weeks onut from christmas. >> reporter: union leader and it employee for the city of oakland. ware, among those that packed the city council's discussion of the $130 million budget deficit. >> it puts people on edge. sort of that uncertainty. what should i be doing right now? applying for a job somewhere else? >> reporter: the city is weighing different options. still on the table are fire station, brown outs, freeze of police recruiting and host of cuts to smaller programs across the city. >> this does call for the elimination of the program to a tune of $1.1 million. >> reporter: looming cuts drew a crowd more than 80 people signed up to speak about how different budget moves might effect residents. >> you took the parking enforcement technicians away from parking to deal with the issue of abandoned vehicles. that is what you were using them for. so, you take them away from abandoned vehicles and return them to parking who

is going to deal with these abandoned vehicles? you got to have somebody deal with that. >> it is actually very sad. it just breaks my heart to see the budget crisis that we are going through right now. it does not have to be that way. >> webb watched the meeting as the newest official candidate for mayor. how to resolve the structural problems that produced the budget crisis. no doubt, be a central discussion as oakland tries to resolve its political uncertainty. >> with integrity, with transparency, that are going to be using our tax dollars for what their intended purpose is, cleanup our streets, support our police. >> reporter: all of the questions will remain unanswered for now. the mayor's race takes shape and the budget talks continues. >> you know, all of the just kind of the vulnerability that people have in this period. it is incredibly unsettling since we have been discussing it for over a year. >> if the city does not find a

way to bridge the gap it could force them to declare a fiscal emergency and file for bankruptcy. councilmembers are set to vote on budget cuts during their meeting next week. all happening while city leadership is in flux. mayor thao will leave next week after being recalled and that will set off musical chairs until her replacement is elected in april. tomorrow, the 14th consecutive day of no rain in the bay area. several rain chances coming our way. they kept going and going and going. >> it is a pretty good earthquake. >> northern california rattled by a quake again. this one was felt across state lines. island living, tropical beaches and fruity drinks and that is not what this group means when they say come live on our island.

. so, after last week's 7.0 earthquake off of the humboldt county coast and the tsunami warning, earthquakes are on the mind for a lot of people right now. today, northern california felt another one 5.8 struck carson city, nevada outside of tahoe >> yes, 40 miles east of carson city. it hit in the middle of nowhere. not much in terms of

damage. good news there >> that is always the good news, the moment was caught on camera during a city meeting and the shaking lasted for what felt like awhile. >> did we just have a earthquake? >> yes. pretty good earthquake. >> it kept going and going and going. >> the same area saw a few aftershocks, one of the biggest 4.2. cbs affiliate in reno was getting ready to shoot a segment when the quake hit and shook up their studio and cameras and some of their holiday decorations. here in california if you have been on air long enough a quake might of struck in the middle of live coverage that is what happened to you last year when the 3.9 quake hit during sfo. i was on the air we will look at the sound byte. >> today and tomorrow, first alert weather days red flag warning with an elevated fire threat. >> earthquake?

hotel. things are looking clear. chilly, looking through the rest of the night. breezy, off shore winds, gusty, higher elevations and along the coast. a mix of clouds and sunshine tomorrow, dry day, rain returns late wednesday for most of us after the sun goes down. the long-range forecast brings a few more chances of rain. basically every 48 hours another system will be moving towards us as we head through the weekend into early next week as well. talking about the gusts, first. focus on the spots, tends to be breezier. vacaville, the winds near the 25-30 mile-an-hour range at the moment and straight off shore. that is a bigger concern if we did not have all of the rain back in november. but, we did. we added a lot of water to the fuels. fire threat will not be nearly as significant as it will be in southern california. red flag warnings everywhere in southern california with the strong santa ana winds. glad we don't have to worry about that. clear skies, temperatures dropping off. not that chilly in most of the bay area. exception, santa rosa, 36 degrees already. that is very close to your average low

temperature. we will be within five degrees of normal by early tomorrow morning, taking a look at the map on the floor and take a look at where the temperatures end up by early tomorrow. 40s along the bay and the coast. a couple exceptions. near freezing, temperatures in the santa clara valley dipping down into the upper 30s by tomorrow. but, it is december, there is not really out of the ordinary for this time of the year. temperatures bouncing back. close to 70 in san jose. most of our temperatures will reach up in the middle portion of the 60s, will be a couple cooler spots here and there. antioch, fog, spreading in from the central valley, slowing down the warm up, fairfield, topping off in the 50s. temperatures after that, starting near freezing and warming up almost 30 degrees in the north bay. not too bad with a limited amount of sunshine this time of the year. and then, the focus, shifts, we talk about the next chance of rain that will be heading our way. so, switching over to future cast. we will track that with first the cloud cover thickening tomorrow, tomorrow

night, wednesday, through most of wednesday dry, the first showers start to hit the ground in the north bay as the sun goes down wednesday afternoon with the best chance of rain moving across the bay area wednesday evening and wednesday night. brief heavier downpours, not lasting long enough to lead to the threat. the bulk of the rain comes up on thursday. the forecast keeps us dry for the rest of thursday. others lingering showers in our neck of the woods. that is the more likely scenario. this first one, a quarter of an inch to half an inch in general. not too much stock in the numbers at there point. 48 hours away. i highly doubt san jose will pick up more rainfall than santa rosa. better data once we are into tomorrow and by tomorrow night as well. taking a look at the seven-day forecast. we do have it. very consistent seven-day forecast in terms of temperatures. we only have to show you one for the bay area. everyone is on an even playing field with the temperatures topping out in the upper 50s and 60s. does not matter if you are along the
