might be an issue. the latest atmospheric river is moving into the bay area, like it or not. that does mean rain along with the wind. some of you are feeling that out there tonight. king tides are also back again this weekend. that sometimes means water splashing over the embarcadero like you see in this video from the past. plus, snow is falling in the sierra. train controls over i-80, donner summit. i bet you would? >> i would, but then we would get in trouble with the fcc. you do not need to travel into the sierras as this is falling because it will be impossible. they will eventually have to close because of the amount of snow. this is all rain for the bay area, so let's get into what bringing our first alert doppler, making their way deeper. it's been raining for a while, and it is still coming down for most of napa county,

sonoma county. and just coming in waves. that rain pushing deeper into solano county. it's been raining about a good clip in fairfield for the last 90 minutes or so. marin county covered in the heavy downpours, heading its way into san francisco and oakland, pushing over the hills into parts of the trivalley. heavy rain beginning to fall as well. this will be the trend throughout the rest of the evening. back edge is still well off the coast. we are not done with this. take a look at futurecast, we will be seeing moisture. not likely to result in any significant flooding threat, but we'll continue to evaluate as more rain falls on increasingly saturated ground. it just continues to come at us until after the sun comes up tomorrow morning. there are an abundance of watches, warnings, advisories. map becomes clutter

here, flood watch in effect for the north bay. that goes through sunday afternoon. some of the water could be an issue. wind advisory in the whole bay area with a high wind warning. stronger gusts along the coast. and for good measure, a high surf advisory as well as the waves will be kicking up 18 to 22 feet. not that you'll be heading to the beach any way. the wind will be a significant issue. we'll track that hour by hour in a few minutes. >> paul, thank you so much. san francisco police may have played a role in one of the biggest news stories in the country by helping the feds narrow in on the suspect who shot the health care ceb. they confirm luigi mangione who we now know as 26-year-old luigi mangione. fbi agents in new york sent that tip along with other leads to the nypd before mangione's arrest. tip led new york police to reach out to mangione's mother. cbs news

reports she told them their images of the suspect could have been her son. also mangione has new legal representation. he retained high-powered new york attorney karen freeman, who has worked in private practice. worked as the chief assistant d.a. in the manhattan office. mangione is still in prison in pennsylvania, where he's facing forgery and firearm charges, facing second-degree murder charges in the state of new york. even if you don't closely follow the san francisco 49ers every move, you may have heard what happened during yesterday's game in the national media, in part because it's something you don't see all that often. would you say that's fair? >> listen, this season was not bizarre to watch the niners lose the game. what's bizarre is watching a player practically quit in the middle of one of those losses. that is

exactly the case on thursday night. with the 49ers down a couple linebackers, they needed devondre campbell, the man tasked with holding down the position while dre greenlaw recovered from his torn achilles. campbell refused to go in last night. greenlaw has started in his season debut, supposedly angered campbell that he was there. we had our player weigh in on this tonight. you came in to the office hot tonight. i don't see you dog on the player, but it's almost personal to you, it felt like? >> it is personal. i've played this game for 17 years with one of the longest streaks not missing a game. you're a grown man playing a kid's game. for this guy to quit on his team and himself, and the money you're getting paid. you knew this was greenlaw's position, and you sit there and then not go on the field. i'm telling you, i don't play in the rest of the year, you don't cut him, but he shouldn't get paid. when you do something like this, this is an honor to

hills and burned multiple homes to the ground. it's 30% contained as of tonight. and from malibu to the bay area and beyond, they're being dropped by their insurers left and right, all over california. some people could not even get policies to begin with. but now the state says they just issued new regulations to ease the crisis. but as our da lin reports, some people are worried those rules might have some unintended consequences. >> reporter: the oakland hills are scenic and peaceful. but insurance companies say what makes it beautiful is also what elevates the fire danger. so many trees and vegetation. >> how much is my premium going to be and am i getting dumped? sure, i worry about it all the time, especially because everybody around me is getting canceled. >> reporter: homeowner katherine johnson lives in a house that was rebuilt after the 1991 oakland hills fire. >> it went up from $5,000 a year to $7,000 a year from my

last payment period. i'm crossing my fingers that i'm not going to get canceled when the term expires. that's my biggest fear. >> reporter: many of her neighbors are on the fair plan, which is california's insurer of last resort. the commissioner announced on friday his plan to allow companies to use catastrophe models and climate change to set higher rates got the approval. companies promise to sell policies it in areas with the greatest fire risk. areas like the wine country, santa cruz mountains, and the oakland hills. >> this is the first time in california that there is a requirement for insurance companies to write policies. we'll be enforcing that. >> reporter: michael saller is the deputy insurance commissioner. he says the new regulation will require companies to cover 85% of the homes in fire prone zip codes. critics say it's got too many loopholes. >> the regulation allows

insurance companies to use secret algorithms. californians will be paying more, but not have greater access to coverage. >> reporter: and the consumer watchdog group says insurance companies will make more money, but the crisis will remain. >> what the insurance commissioner has done is fold to the insurance industry's blackmail. >> we're focused on bringing solutions to californians, bringing more policies into the market, so that the fair plan isn't the only option for people. consumer watchdog is bringing citizens home. >> reporter: homeowners are desperate for change. this homeowner even thought about moving to a low fire risk area. >> we expect it will be canceled. we hope this new development will not be otherwise. >> reporter: katherine is likely to try a new model. >> okay, so back to that franklin fire that burned up

malibu. hollywood legend, dick van dyke, posted online that he was very worried about his cat. but tonight, bobo is safe. animal control officers found him and snapped a picture of bobo before they brought him home. just in time for dick van dyke to celebrate his 99th birthday today. all right, san jose firefighters rescued multiple people from a balcony when a fire broke out on war park avenue. heavy smoke trapped people in their rooms. one person did get hurt. firefighters made sure they didn't leave any pets behind. another kitten rescue, and a big relief for that woman and the other people reunited with their pets. no word yet on what started this fire. people along the east coast

are looking up, saying what's that? asking for answers. >> i'm not even sure what -- i've never seen anything like it. it is just a drone on steroids. >> the frustration on capitol hill after big drones spotted over an update now after we learned nancy pelosi was hospitalized during an overseas trip. cbs news confirmed the defense department will be medevacing the congresswoman taking her from germany. she fell marking her 80th anniversary. and as of now, we

don't know how serious her injury is. people across the east coast have had some uninvited guests ahead of the holidays. not the in-laws, but drones. sometimes pretty big ones that spotted in swarms over parts of new york, connecticut, maryland. people are confused, concerned, curious because so far there have been no concrete answers as to what the drones are or who is controlling them. interestingly enough, the people running those states where they have been spotted, they say they are in the dark too. >> yesterday, there were three of them in [ singing sync, where we don't know where they are coming from. >> and quite a few local leaders and lawmakers are a little mad about being in the dark. >> and new jersey cannot become the wild west of drone activity. they must immediately disclose information to the public. it is totally completely unacceptable.

>> and quite a few of them reports from washington about the mysterious sightings in the sky. >> there is one over there. >> reporter: over new jersey and parts of the east coast, people are struggling to make sense of the rash of recent drone sightings. driving home from work after midnight when he says he saw something unusual in the sky. the enormity of this object combined with the fact that they were looking at my watch at 12:43 in the morning made me think this is something that is bizarre. >> i don't believe that the united states of america, with their military capabilities, does not know what these objects are. >> reporter: getting a better idea of what people are experiencing during drone sightings in the region. >> sometimes they appear to be quite low on the ground. they seem to hover and they were necessarily moving. and

changing some directions. >> reporter: on his social media site, president-elect donald trump wrote drone sightings around the country. could that be happening? i don't think so. but let the public know and now. otherwise shoot them down. national security communication advisory says that it appears many of the reported sightings are actually manned aircrafts that are being operated lawfully. >> we saw blinking, lots of blinking things up in the sky. >> it really has been very disturbing, knowing all these drones, they are flying over the entire state. >> reporter: the fbi, among several agencies investigating, released a joint statement. saying there is no evidence that they would pose a national security or public threat. >> reporter: authorities are not waiting around to get answers. another department plans to use their own drones if they can. and some experts

say the lack of communication from the defense officials isn't helping to calm people's nerves. >> and these are surveillance probably at most. in some cases, probably a bunch of hobbies that are joining in on the fun. but we have a serious problem with drones. over our military installations. so no kidding, that's a thing. and kind of showing what's going on now that it is confusing things. all right, we have as much clarity as we did yesterday. okay, we are focused on the weather that we would have happening now. >> there is more on the way tonight and tomorrow. let me show you the labels because most of the map is now covered with rain. it's been coming down for a while in the north bay and continues to come down

over towards napa and marin county. so they are now making their way onshore. and some of the heaviest downpours, making their way through half moon bay. this is spreading its way further and further to the east beginning to see some light showers around san jose. and throughout the rest of tonight, this is the current snapshot. let's take a look at how things will change throughout the rest of tonight with a look at futurecast, which is a good handle of where the rain is right now. they will continue to redevelop in waves as we would head through the rest of the night with even heavier downpours on the way tomorrow morning. this is when the winds are going to occur with some wind gusts in the 30, 40, 50 plus mile an hour range. be prepared for power outages, and make sure your devices are charged up as you're going to sleep. late morning, we'll be tapering down to lingering showers as the heart of the storm system passing overhead. still the possibility of a shower through the mid afternoon. but things will

largely dry out throughout tomorrow evening, tomorrow night, and the dry half of the weekend is sunday. any outdoor plans, that's the time frame you want to focus on. sunday will be drier, significantly less breezy with some gusts in the 30, 40, 50 miles an hour range throughout the next several hours. strongest winds will be along the coast. half moon bay likely to get to the coast, even for sustained winds. and the winds finally die down by tomorrow night. even once that rain moves out, we'll have gusty conditions tomorrow afternoon. so the rain will move out first. then it will take several more hours for the winds to gradually relax. in terms of snow, we are talking about anywhere from a foot to two and a half feet of total snowfall out of this system. it's likely to add up to even more than that, a little bit of an additional snowfall on monday with yet another rainmaker headed for the bay area. a look at the total rainfall amounts that we expect over the course of the next few days. this factors in what has fallen, so the north bay, picking up anywhere from 2 to 3 inches of additional rain. even more than that in some of

the higher elevations for san francisco and oakland. a little bit less than some of the rain shower spots in the trivalley. of course, a little bit more in the santa cruz mountains. it's the pattern that we expect. flood watch continues for the north bay as we head all the way through sunday. let's check out the seven-day forecast. monday, that additional round of lighter rain. we're going to dry out. temperatures, they're going to hover around 60 degrees, a little above the stretch of dry weather, as they will see that christmas weekend. we'll keep you updated on that throughout the next several days. matt is here now with sports. what's happening? >> cancel my tee time on monday. linebacker drama, dominating the niners news cycle in the past 24 hours. how about we talk about the positive news from that position? it is a bay area showdown between the women's basketball programs and a long, long drought, which
