18th, 2024. this is "cbs news mornings." the search for a motive.pinvesta 15-year-old girl opened fire in her wisconsin school and asking the public to share what they know about the teen. new charges. the accused ceo killer indicted on murder as an act of terrorism. prosecutors say the added terror charge is warranted. and mysterious drones. president biden makes his first comments about the sightings along the east coast, as the demand for answers grows louder. good morning. i'm michael george. we search for answers following the deadly school shooting in madison, wisconsin. the police chief says the teen shooter's motive appears to be a combination of factors. they're trying to pinpoint the reasons behind the tragedy. jarred hill joins us with the latest on the investigation.

jarred, good morning. what have we learned about the accused shooter? >> reporter: there's a lot of questions, michael, and the accused shooting here. police are looking into her online activity as well as possible writes she may have had, to glean what they can. you have a combination of factors they are looking into as part of the shooter's motive. they wouldn't go into detail about that. but they are speaking with her father and family members as the community there is left reeling. another american community mourning another tragic school shooting. this one honoring the lives lost when police say a student opened fire at the abundant life christian school in madison, wisconsin. >> we will never be the same. we will get through this. >> reporter: one teenage student and a teacher were killed. another teacher and five other students were injured. >> we went to the corner. we hunkered down there. >> reporter: naomi alan described the moments during and after on the shooting. >> there was blood on the floor

and down the stairs. we pretty much just ran over to the church. >> reporter: the suspected shooter, 15-year-old natalie rupnow, who went by samantha, died of a gunshot wound. investigators are combing through the alleged shooter's home and social media, trying to piece together how she got the gun and what drove her to target her schoolmates. >> it appears that the motive was a combination of factors. we're talking to students to understand whether bullying was one of the multiple factors. >> reporter: police acknowledged a document circulating online but they haven't publicly confirmed if it was written by the suspect. and authorities are asking anybody who knows anything about rupnow's history or her state of mind leading up to the shooting to get in contact with them. on the issue of security at the school, there was no school resource officer. but officials say there's

cameras and staff conduct what they call visual checks of the school. now, they are looking at additional safety measures. that potentially would include a school resource officer. >> jarred hill, thanks, a lot of unanswered questions. russia says it has detained a suspect in the killing of a top general in moscow. it was a citizen of uzbekistan who was recruited by ian intelligence services, who take responsibility for the killing. russia says the suspect confessed to planting a bomb in a scooter that killed the general and his assistant outside of an apartment building on tuesday. the suspect accused of gunning down united health care ceo brian thompson could be back to new york city as early as tomorrow. the grand jury has indicted luigi mangione on an act of terrorism. the killing was intended to evoke terror. >> reporter: luigi mangione is

facing 11 charges in new york in connection with the murder of united health care ceo brian thompson two weeks ago. among them, first-degree murder in the furtherance of terrorism. can you describe how rare it is for your office to charge with first-degree murder? >> they are reserved for the most abhorrent conduct, killing a police officer, serial killing and terrorism is one subsection of that. >> reporter: rikki klieman is a criminal defense attorney. >> this charge of murder in the first degree under these circumstances, as an act of terrorism, is highly unusual. what you have is an action that the designed to coerce and intimidate the civilian population. >> reporter: mangione was arrested at a mcdonald's in altoona, pennsylvania, last monday. he had a ghost gun that new york investigators claim matches shell casings at the crime mangione is being represented by

high-profile prosecutor turned defense attorney karen friedman. before she was representing mangione, she discussed a defense strategy. >> it looks to me like there might be a not guilty by reason of insanity defense they're going to be thinking about. the evidence will be so overwhelming he did what he did. >> reporter: do you see insanity as a wise defense? >> the only viable defense in this case is an insanity defense. >> reporter: the district attorney also said that when the nypd reached out to mangione's mother regarding a missing persons report she filed days before the shooting, she didn't say she believed the person in the images of the person of interest was her son, but that it might be something she could see him doing. lilia luciano, cbs news, new york. suspected gilgo beach serial killer rex heuermann is now facing charges of murdering a

seventh woman. the 61-year-old architect was charged yesterday with killing valerie mack, whose remains were found on long island 24 years ago. she was working as an escort in philadelphia and was last seen by her family in 2000. >> we have dna from a hair that was found on the body of valerie mack. >> i know he is frustrated. he said from day one he is not responsible for the murders. >> heuermann was earlier charged with killing six other women whose remains were found on long island. he's pleaded not guilty to all charges. members of the house intelligence committee received a top secret briefing on the drone sightings over new jersey and elsewhere. they were briefed yesterday by officials, including the fbi and the cia. the lawmakers were told there is no threat to public safety and zero evidence any laws were broken. president biden talked about the drones as he was leaving the white house last night.

>> nothing nefarious, apparently. they are checking it out. there's a lot of drones authorized up there. i think one started and everybody wanted to get in the deal. >> an fbi official says of the 5,000 drone tips they received, less than 100 have been worthy of investigation and most are manned aircraft mistakenly identified as drones. it looks like congress will avoid a partial government shutdown that is set to begin after midnight friday. congressional leaders revealed a stopgap spending bill that will keep the government operating through march. it provides $100 million in emergency aid to help states and local communities recover from helene and milton and other disasters. congress is expected to pass the measure. now to the middle east where evidence from mass graves in syria is exposing the atrocities committed during the brutal reign of bashar al assad. a war crimes prosecutor

estimates 100,000 people were tortured and murdered and their bodies buried. it could take years to identify the bodies. israeli prime minister benjamin netanyahu visited the buffer zone inside syria where they have taken control since assad's ouster. meanwhile, cia director bill burns is expected in qatar today to discuss the status of the negotiations on the gaza hostage and cease-fire deal. after months of deadlock, israel and hamas, appear to be moving closer to ending the 14-month war. a rare move, palestinian security forces have launched a crackdown against militant groups in the west bank, engaging in gun battles that killed at least two people. this is an unusual step for the palestinian authority. the internationally recognized governing body has largely lost control of militant strongholds.

"the new york times" says elon musk and spacex face three reviews whether they complied with rules over state secrets. it includes musk not providing details of his meetings with foreign leaders. several u.s. allies, including israel, have expressed concerns that musk could share sensitive information with others, according to defense officials. and "the miami herald" reports the mayor of sunny isles beach is confident everything is safe, after a study revealed
