too. >> the emotional sendoff for a bay area hardware store that's been a neighborhood staple for generations. from kpix, this is the late news with sara donchey on cbs news bay area. >> hi. i'm sara donchey. when voters legalized recreational cannabis, people had high hopes for what california's market would grow into, but eight years later the legal industry is having some serious problems. retailers and growers have been fighting an uphill battle to stay profitable. according to state data, legal sales have been dropping over the past three years and retail taxes are set to go up again next summer from 15% to as high as 19%. the buzz kill here is the competition from the thriving underground market and state agents are going after it and the east bay is a hotspot. they've been raiding cannabis grow houses across the bay area. some of the latest busts happened in east contra costa county finding homes filled with

plants, chemicals, and machinery. earlier this year the department of cannabis control shared video from some busts in antioch which they say is home to more illegal pot grows than anywhere else in california outside of los angeles. in fairfield authorities seized more than 8,000 plants over several months from eight different properties. today one home in discovery bay and one home in brentwood apparently owned by the same person have one thing in common with the other grow houses that were raided. they're all owned by chinese nationals. our katie nielsen was there when state agents busted in with search warrants. >> police! search! >> reporter: this was the scene in discovery bay early this morning as dcc officers raided a home on this otherwise quiet unassuming street. >> the houses that are being used arbeg used specifically because it's smalltown america. nobody suspects it's going to be

happening here. >> reporter: investigators say the homeowner, his wife, and three young children lived in one half of the house while there was a sophisticated grow operation in the other half. more than 400 plants were spread out through various rooms with grow lights, fans, and a massive drip system. they say the common thread to all these cases is that the cultivation is linked to chinese crime syndicates who have basically taken over the illegal marijuana market in california, something that was once controlled by the mexican cartels. >> there was a shift from public land grows mostly run by the cartels to much more residential grows that are run by chinese nationals . >> reporter: agents say the owner of the house raided in discovery bay this morning is chinese and also owned another house in brentwood, which was the agents' next stop. >> police! search warrant! demand entry! >> reporter: the front door had

been barred shut with two-by-fours. once inside agents found the entire home had been turned into one massive grow house. the bedrooms were covered in reflective insulation with wires for grow lights running throughout the house, plus irrigation systems and dozens of gallons of pesticides and fertilizer. agents said the grow had just been harvested and based on the size, it was worth a substantial amount of money on the black market. >> the entities that are involved in the illicit cannabis market are also involved in other criminal activity. >> reporter: but neighbors say they never suspected a thing. >> this house here has been one of the quietest houses on the block, yes. i've been here for six years and i've never seen anybody coming out of the house. >> reporter: hiding in plain sight, the perfect cover for illegal grows. >> wow. so investigators told katie that the homeowner admitted to having the grows because it was his family's

source of income. he also claimed that he was working online, but investigators told katie they have their doubts about that. police in milpitas are looking for answers after two adults and two preteens were found dead in a luxury apartment complex. officers found their bodies last night during a welfare check. they were inside a unit at the touring at the fields apartments near the great mall. police are calling it an isolated incident. officers visited the complex after family members reported that they hadn't seen their loved ones in a few days. the news was unnerving for people that live close by. >> it's scary, you know. we have a family. we got children ourselves and to think that we're just right above, you know, the unit that it happened in. >> police did not release the cause of death or any names. they only said that they found a man, a woman, and two preteens. turning to weather, we are a week out from christmas day, but what will the weather be like for people traveling? it

could be wet and rainy to the east and snowy and gusty in the rockies, but widespread chances of a white christmas are not looking great. in the bay area we're getting ready for another soggy weekend. we had thick fog that delayed flights at sfo this morning. nearly 8 million people are expected to fly during the christmas holiday people. so a lot of people are paying very close attention to not just our weather, but the weather around the country right now. >> folks hoping for a white christmas? no, not here. >> are you sure? >> pretty sure. i tweeted this map a little earlier today, our chances of a white christmas, and to make the map more dramatic we used two different colors to indicate a 0% chance of a white christmas around the bay area, not a galloping shock for those of you who have lived here a while. another dense fog advisory is in effect through noon tomorrow for most of the more densely populated parts of the bay area. the exception is the immediate coastline where you're used to the fog in the warm parts of the year, but now

the tables have turned and inland parts of the bay area, specifically the inland valleys, collecting more fog through the first half of the day thursday. that will have an impact on our temperatures and on statewide travel. the fog will be a factor not only around the bay area, but also other spots, sacramento, eureka dealing with locally dense fog. otherwise statewide travel is looking fine. in terms of the national travel forecast, the only major travel hub that will have any impact is minneapolis/st. paul and over towards milwaukee and chicago. if you're surprised by snow in those parts of the country this time of year, you shouldn't be. as we wind the clock forward through the weekend, there are going to be no major travel problems amongst any of the major airline hubs across the entire country, which is great news. we are going to have light to moderate rain moving into the bay area the first half of the weekend. we'll zoom in coming up in the full forecast in a few minutes. >> i feel like in years past we've talked about horrible blizzards. >> could be a lot worse.

>> thank you. if you've tried buying eggs at the grocery store lately, you've learned it's become kind of a competitive sport, major shortages, some stores asking you to call ahead, and others the shelves are empty, which is bad news because a lot of people are baking and cooking for the holidays. this is connected to the bird flu outbreak impacting millions of birds on california farms where the virus has been detected. the cdc just reported the first severe illness from bird flu in a person in louisiana. they were hospitalized after being exposed to sick birds in backyard flocks and now the virus is jumping to dairy cows, prompting governor gavin newsom to declare a state of emergency. so far there's no evidence of human-to-human spread, but newsom's office said it's to give government agencies the tools to respond to the outbreak and with cases popping up at hundreds of dairy herds statewide, there is

concern it could eventually put people at risk. >> we have about 600 dairies inside california right now that are under quarantine because of avian influenza. when it does infect them, especially lactating cows, milk cows, the virus can be excreted in concentrations inside the milk. >> the ucsf infectious disease specialist says it's a race against time as the virus spreads and mutates. >> it's a pandemic already in birds and what we are trying to do is prevent it becoming a pandemic in humans. >> he says we have more tools than in the past to fight bird flu with everything from vaccines to better testing protocols, but he added it's going to take more funding to set up a good line of defense. a staple in west portal is getting ready to close its doors, when pappenhaasen hardware is saying good-bye. it's not christmas without a few twinkling lights and one street takes that challenge

at papenhausen hardware say they just could not afford to stay open any longer. our andrea nakano explains how they came to that difficult decision. >> is this okay or do you want to buy it with handles? >> i love these. >> reporter: karl aguilar walked into this hardware store 29 years ago as an sfsu student looking for a part-time job. >> he asked me where do you see yourself in five years and my answer was, "not here." >> reporter: but in 2018 2018 aguilar became a co-owner and said a pandemic and a fire took a big hit on his business. estimates say sales dropped by 30% during the pandemic. >> by the second year we realized it was time to sell and all of the emotional side of it like, you know, what

could we do, all the questioning, the sleepless nights happened then. >> reporter: on saturday papenhausen hardware started its going out of business sale. many shelves are now empty as customers come by to make their final trip to their local hardware store. >> we thought there would be an increase in business, but it's just been this just crushing avalanche of nonstop business for four days now. so it's impressive, touching, too. >> it's been overwhelming in a good way. community is deeply upset. they wish it wasn't the case and people have come out of the woodwork trying to come up with ideas and clever ways to keep us here, but the financial reality is we just can't stay. >> reporter: after 88 years in the west portal neighborhood, generations of families have relied on this store for basic hardware supplies. customers like lee brownly say the closing is a huge loss to the

community. >> terrible news, devastation, just the convenience is the whole thing and it was nice having a store just down the block that you could get some little things, whatever you wanted. >> reporter: but as customer shopping habits have changed after the pandemic, papenhausen isn't the on one struggling to keep its doors open. aguilar hopes people realize how important community support is to keep small businesses open. >> the one thing that people should take away from this is whether it be a bookstore or coffee shop or maybe a fabric store that you love, i guarantee you that they're struggling. you want to see them there, you can support them and every dollar makes a huge difference. if you live in san mateo county, leaders want your feedback on how officials responded to the tsunami

warning after a 7.0 earthquake off the coast of humboldt county. neighborhoods and schools were evacuated. there's a meeting that starts at 6:00 p.m. at mavericks house in half moon bay. we have had plenty of time to sort of do the monday morning quarterbacking of how that did not go well and also what did go well. >> right. what are county leaders supposed to do when the national agency says there's a tsunami warning? >> we respond. >> you react locally. the kind of level of responsibility is a bit above their heads from my perspective. >> my perspective is practicing for the real thing is probably not a bad thing. >> right. you also don't want to be the boy who cried wolf. >> that's also true. >> they're trying to balance that. we're going to stay out of it entirely and talk about what's going to happen weatherwise the next several days. we're still in this pattern that favors development of some pretty dense fog through the rest of tonight. for the moment as we look to the east from salesforce tower, not seeing much of that

developing yet. tomorrow and friday dense fog in the mornings and filtered sunshine in the afternoon, high clouds filtering the sun and resulting in some really pretty sunsets. we stay dry through friday and rain returns this weekend, light to moderate showers saturday and just lingering showers sunday. sunday looks like the drier half of the weekend. christmas eve looks pretty wet. christmas day looks dry. we'll keep you updated on that. looking out from the top of mount diablo, there is fog collecting in the valleys below. temperatures have retreated to the 40s. those won't drop a lot through the rest of tonight. the fog will continue to spread out. the dense fog advisory does include more of the bay area than it did last night, very similar to what we had a couple nights ago where it's basically the immediate coastline and higher elevations at the east bay, but allow five to ten extra minutes out the door thursday to

contend with that fog which futurecast shows staying out of the santa clara valley, but it's got a good handle on the way things are developing, not much so far, but where the fog does settle in, it's going to be stubborn, especially east of the oakland hills. that's where our coolest temperatures are tomorrow afternoon. tomorrow's forecast highs reflect the difference in how fast the fog dissipates. where it gets out of here faster, temperatures should reach mid-60s in the santa clara valley, knocked a couple degrees off the forecast highs from earlier newscasts because the fog will be a bit persistent, mid- to upper 50s east of the oakland hills, low to mid-60s around the bay and along the coast. this is the rare weather pattern where the fog isn't going to impact coastal areas and temperatures in the north bay ranging from the mid-50s in san rafael to the low to mid-60s farther and farther inland, the fog backing up through the day tomorrow. of course, we're looking ahead to the development of a rainy weather pattern heading into

the weekend. let's look at our day-by-day rain chances as we head through the next seven days and a sudden spike is apparent on that graph saturday and we taper to off-and-on showers sunday, light showers sunday night into monday, but heavier rain and gustier winds likely with a low end atmospheric river by monday night into tuesday. i don't think it's going to be as dramatic as we had last saturday, but it coincides with the christmas eve holiday. we'll keep an eye on that. things dry out christmas day, wednesday. total rain through christmas eve ranges from about a half an inch or so in the rain-shadowed valley to 2 inches in the santa cruz mountains to the north bay picking up 2 to 3 plus inches of rain throughout the system and this is a snowmaker for the sierra, the first one not too substantial saturday into saturday night, a few inches of snow, slow travel but not impossible on u.s. 50 and i-80, but monday and tuesday things really get bogged down along both routes with a foot to a foot and a half, maybe two feet

of snow adding up over december 23rd and christmas eve on the 24th. let's look at the seven-day forecast. we have fog the first two days and then the rain chances return. we'll see that persisting up until christmas day. it's the calmest day in the seven-day forecast, happens to be the last day of the seven-day forecast with temperatures retreating a little, but only to what's normal for this time of year. right now the christmas holiday itself is looking pretty good, but travel around the region, maybe a little complicated due to rain chances and potential for quite a bit of snow in the sierra christmas eve. >> i always just ask him in person do i go? do i stay? >> should i go? saturday looks okay at this point. >> to go to the mountains. >> right. coming back monday and tuesday, suboptimal. forget a silent night. we'll take you to alameda where they really do it up ahead of the holidays. coming up in sports, 49ers are going to face off against a familiar foe on sunday in miami. deebo samuel will be

and baby items was stolen on december 9th inside the independence square townhomes neighborhood in sickleville. they say the victim just moved here last month from out of state and warned people in the neighborhood to be on the lookout. >> not cool, come on, not cool. >> reporter: but two days later police tell us the dancing thief returned to the victim's home apparently upset his boos were posted online and to add insult to injury, one of the thieves returned a third time placing one of the broken glasses back on the victim's front steps. police believe they're likely teenagers. >> i'm not sure what he was looking to gain out of that, but we did get more video out of it. >> yeah. while one of the porch pirates is getting all the attention, check out the sweatshirt on the other. it comes with a bay area shout-out which i can't see from this distance. my producer will have to tell me what it says. >> don't back down, something like that? >> i don't know. >> i don't know.
