health care ceo returns to the city of the crime under heavy security. what we're learning about the writings in his notebook. first, the countdown to a shutdown. the house revolts against a new trump-backed spending plan, so where do things go from here as the clock ticks down to a midnight deadline? good morning. i'm michael george. congress has less than 24 hours to pass a funding bill to keep the government running. the last effort failed with 38 republicans joining democrats to reject the new plan that president-elect donald trump supported. all that was after billionaire elon musk and trump killed a bipartisan deal that was on track to pass. cbs' jarred hill with the latest. musk and trump couldn't get their plan through a republican-led house, so what happens next? >> reporter: that's a good question. all we know right now is that lawmakers are getting back to work to try and pass a bill that

will keep the government open. the political fighting comes as millions of americans who either work for the federal government or are counting on benefits and services wait in limbo. >> we will regroup, and we will come up with another solution. >> reporter: house republicans are scrambling with just hours left to prevent a government shutdown. a last-ditch vote on a gop measure backed by president-elect donald trump failed thursday evening. >> the bill is not passed. >> reporter: the revised bill was a slimmed down version of the larger bipartisan spending package that republican leaders abandoned on wednesday, bowing to pressure from trump and his ally elon musk. the latest bill still extended government funding through mid-march, kept billions in disaster aid as well as assistance for farmers, but it also added trump's demand to raise the debt ceiling for two years before he takes office. gop leaders blame the democrats for the impasse, though dozens of house republicans also voted against the trump-backed bill. >> not going to vote for another debt ceiling increase without actual specifics on what the cuts will be.

>> reporter: congressional democrats in the white house have called on republicans to take up the original deal. >> to keep to their word, vote for what they agreed to, and we keep the government open. >> reporter: the shutdown would come at a high cost to federal workers just before the holidays. the pentagon says active military personnel could go without a paycheck, so would tsa agents. >> it could be very bad if it gets to a point where tsa workers have to choose between am i going to feed my children, put gas in my car or come to without because they're without a paycheck, that will affect the way passengers travel throughout the nation. >> reporter: during some of the busiest travel days of the year. so it's not clear if house speaker mike johnson is going to bring another spending bill to the floor today or what kind of package would have the votes to get this passed. meanwhile, president-elect donald trump is calling for the debt ceiling which is causing so much trouble with these negotiations to be abolished

altogether. back to you. >> all right, it will be a busy day. jarred hill, thanks. well, a winter storm is slamming parts of the midwest and great lakes region with snow, ice, powerful winds, and bitter cold. icy roads, blowing snow, and freezing rain are making for treacherous driving conditions. up to seven inches of snow could fall in minnesota. north dakota closed an interstate yesterday after several trucks got stuck and blocked the highway. the national weather service has issued winter storm warnings and advisories in minnesota, wisconsin, northern iowa, and parts of michigan. and the bad weather in the midwest and snow and rain in the northeast today and tomorrow could snarl what's expected to be record-breaking holiday travel. just days before christmas and the start of hanukkah. aaa says nearly 120 million people are expected to travel at least 50 miles by plane, car, or other means, between saturday and new year's day. by the way, this sunday is expected to be the worst day to travel on the road.

the accused killer of united healthcare ceo brian thompson is behind bars in new york city this morning facing federal charges of stalking and murder which could bring the death penalty if convicted. 26-year-old luigi mangione was hauled from pennsylvania where he was arrested last week back to new york by heavily armed officers yesterday. according to a federal criminal complaint obtained by cbs news, in a notebook seized by police he wrote in august "the details are finally coming together. the target is insurance because," quote, "it checks every box." in an october entry he wrote about his intent to, quote, whack an insurance company ceo at an investors conference. lilia luciano reports from the courthouse in lower manhattan. >> reporter: luigi mangione arrived in new york surrounded by dozens of officers from multiple law enforcement agencies, some heavily armed. and the mayor of new york city, eric adams -- >> this act of terrorism and the violence that stems from it is

something that will not be tolerated in the city. >> reporter: after agreeing in a pennsylvania court to be moved more than 200 miles away to new york, mangione traveled by car, plane, and helicopter before being handed over to the fbi to make another court appearance where he faced four federal charges including stalking and murder in the death of united healthcare ceo brian thompson. >> we want to make sure that there's no concerns, there's no safety issues. we want to bring mr. mangione into custody safely. >> reporter: manhattan district attorney alvin bragg says the state's case against mangione will not be delayed. on tuesday he was charged with 11 counts including murder in the first degree and murder as a crime of terrorism. >> speaking generally, we've had state prosecutions and federal prosecutions proceed as parallel matters, and we're in conversations with our law enforcement counterparts. >> reporter: cbs news legal analysts rikki klieman -- >> although the district

attorney says that these will go on parallel tracks, you can bet your bottom dollar that the federal case is going to take precedence. >> reporter: mangione's new york press attorney karen friedman agnifilo said the federal charges were highly unusual and raised serious constitutional and statutory double jeopardy concerns. when the defense attorney argued that the charges could be in conflict with each other, what are do you supposed she means? >> i do not think the defense will prevail on a double jeopardy argument because there are different statutes, and there are processes that will show there are different elements. however, in is not a frivolous argument. and these defense lawyers are very experienced, and they know they must raise the double-jeopardy argument. >> reporter: mangione's in the custody of the federal bureau of prisons. the next time he's due in court for those federal charges, according to the judge, is a month from now in january when he will be arraigned for the

state charges. we are still waiting for a date. lilia luciano, cbs news, new york. breaking overnight the first american diplomats to very syria since the overed that of bashar al assad are in damascus to hold talks with the interim leaders. one of the topics will be the whereabouts of missing journalist austin tice. among the first groups to visit syria in more than a decade is the biden administration's chief hostage negotiator, roger carstins. deportations by u.s. grim and customs enforcement reached a ten-year high this year under the biden administration. the report states the u.s. deported more than 271,000 unauthorized immigrants in fiscal year 2024. that's more than were recorded in the previous trump administration. president-elect donald trump has vowed to launch the largest deportation effort in american history next year. the faa is temporarily banning drones from flying over parts of new jersey and new

york. it comes after weeks of reports of mysterious drone sightings over the two states and elsewhere. drones are being banned in nearly two dozen new jersey towns for 30 days including over utility sites. new york governor kathy hochul says the faa also plans to temporarily ban drone flights over critical infrastructure states in her state as a precaution. she says there are no threats. coming up, defining healthy food. new rules when it comes to eating your favorite foods. and on thin ice. how a blind cat got into this trouble on an icy lake. this is "cbs news mornings." the cat named tiki is said to be doing great. more in a trump case and a school shooter loses a legal challenge. those are some of the headlines on the "morning newsstand". the "associated press" reports michigan school shooter ethan crumbley lost his bid to withdraw his earlier guilty plea in the deaths of four students. crumbley's attorney cited his mental health and other factors when he pleaded guilty to charges including first-degree murder in the shooting at oxford high school in 2021. a judge said crumbley knowingly, voluntarily, and accurately pleaded guilty. earlier this year his parents were convicted of involuntary manslaughter in connection with the shootings. "the atlanta journal constitution" says a georgia appeals court removed district attorney fani willis from the election interference case against donald trump and others. the court ruled that willis' onetime romantic relationship with a former prosecutor she hired for the case gave the appearance of impropriety. it said the trial judge made a mistake in march when he didn't disqualify willis and her office from the case. willis' office says it will appeal.

thousands of people are expected to flock to stonehenge in southern england tomorrow to celebrate the winter solstice. there is renewed interest in the site this year after scientists found that one of stonehenge's stones came from scotland which is hundreds of miles from the site. researchers say it may have served as a monument of political or religious unification for the people of britain as its stones originated from far away regions. why many are catching mega millions fever, and the feds are toughening rules for foods to be labeled healthy. here's carissa lawson with the cbs "moneywatch." >> reporter: the dow's longest losing streak in 50 years ended on thursday but barely. the dow added just 15 points. the nasdaq lost 19, and the s&p 500 dropped 5. what's your definition of healthy food? the fda has updated its definition, and under the new rules in order for a product to claim it's healthy, it must contain a certain amount of food
