have two quarterbacks, you have none. oakland's had four mayors in the last four years. and crime will be near the top of the agenda for the city's new leadership as burglars bust through multiple businesses overnight. and then london breed makes her final public appearance as san francisco's mayor, her message to the city as it prepares for new leadership. >> well, good late evening. i'm brian hackney. >> and i'm andrea nakano. a busy year for oakland politics begins tomorrow. on the first agenda of the year, three new city council members will be sworn in and a second interim mayor will be appointed. >> that's not all. the council could vote to appoint somebody to serve in the currently open district 2 position. all of that to say a lot of changes are coming to the town and amanda hari attempts to break those changes down. >> reporter: everyone i spoke to says this situation is unlike anything they've seen before. oakland will have four mayors in just a matter of months and the third one is

expected to be selected on monday. the newly elected oakland city council members are about to be sworn in and right away they'll be faced with big decisions. loren taylor used to represent district 6 and says the current issues are a culmination of years of mismanagement. >> the challenges that we're facing now are unprecedented. even though they've been years and administrations in the making, they have reached a boiling point, if you will. >> reporter: he says leaders have kicked the can down the road and now there's no road left. >> we have to make those tough decisions that put oakland back on the right track both fiscally as well as when you look at our public safety crisis, homelessness, the condition of our streets. >> reporter: but the council won't be able to focus on that immediately. their first decision will be a vote for the city council president and that president will serve as interim mayor until a special election is held in april to vote in a

new mayor. >> i think future academic studies in urban politics will look at what happened here in terms of the recall election in oakland, california, in 2024/2025 and its unintended consequences. >> reporter: university of san francisco political professor james taylor says recalls are more common than ever before across party lines, but people don't think about what happens after the recall election. in mid-december oakland city council declared the office of mayor vacant after voters recalled mayor sheng thao. city council president nikki fortunato bas became interim mayor. fortunato bas has been elected to the alameda county board of supervisors and is resigning from her role on the city council. >> because they've had too many mayors. they say in football if you have two quarterbacks, you have none. oakland's had four mayors in the last four years and therefore, they have had none. >> reporter: the city of oakland is currently taking nominations for both mayor and the district 2 council member

position left open by bas. the nomination period is anticipated to close on january 17th. loren taylor has pulled nomination papers and will be submitting to run for mayor again. he lost to sheng thao back in 2022. >> my commitment is just as strongs it was two years ago to make sure that we are delivering for oakland residents, to make sure that city government fulfills its promises. >> reporter: as for the city council, he hopes they'll be able to stay focused and begin making actionable change over the next few months while the top leadership position is still in flux. >> embrace these challenges, but commit to solving them, not just immediate say firefighting with different emergencies, but actually creating some sustained change that will make sure that oakland delivers. >> reporter: the city of oakland has announced april 15th as the anticipated date of the special election for both the mayor and the district

2 council member position. those people will serve out the remainder of the terms that end on january 4th, 2027. >> as amanda mentioned, there are changes coming to the alameda county board of supervisors as well. good luck following this tangle. tuesday will be the first day the current oakland interim mayor, nikki fortunato bas, takes up her new role as the district 5 supervisor. then the board has to pick a new district attorney after the recall of pamela price. in the meantime, in san francisco daniel lurie will be officially sworn in as mayor on wednesday at 11:30 at city hall. >> but before that happens outgoing mayor london breed got a chance to say good-bye in a neighborhood that she always supported despite some of its political challenges there. john ramos has the story. ♪ >> reporter: the service at glide memorial church had already begun when london br
