damage. while oakland had to cut its firefighting force another city is expanding. >> it is monumental. is is more weapon for us. it is more tools in the tool box. weeks away from closure but the shelves are already bear. the frenzy to empty out the safeway in san francisco's fillmore. this is cbs news bay area with juliette goodrich. a week after the l.a. firestorms began millions of californians are, once again, on high alert. the santa ana winds are back and the fear is they can undo the progress and cause more disruption tonight. the most critical time will be during the overnight hours, the winds are expected to pick back up. it is an all hands on deck approach to get ready. the

california conservation core took on an effort to prevent flair ups along the pacific coast highway. they cut away trees and brush on a steep incline on the fire zone in santa monica. crews are positioned near vulnerable spots. we will go to live positions in a minute. electricity has been shut off in 90,000 homes to stop sparks. at there point the eaton fire is 35% contained and the palisades fire by the coast is 18% contained. the hope is that containment will hold. 12,000 homes and other structures have been destroyed. the death toll is now at 25. a search and rescue team from sacramento was spotted today in pacific palisades helping with the grim task of searching for those still missing. about 50 people have been arrested for breaking curfew, looting and other crimes the

police say one group was caught taking an emmy award from an evacuated house. there were three arrests on suspicion of starting small fires that were immediately put out. kelsi thorud has been talking to people, quite a lot for people to worry about. another night of more wind. >> reporter: that is exactly right, juliette. we have been out here pretty much all day at this checkpoint in brentwood, watching homeowners trying to get in. they still have a checkpoint here. they will be out here all night. it is the national guard as well as police. now, they are only allowing in first responders and residents who have a specific permit that they have to get through the city to let them in here. you are talking, though, they are worried the winds can pick up. that is why the area is still under a mandatory evacuation order. that has been frustrating for a lot of homeowners trying to get back into their houses to retrieve a few things. we spoke

to a woman who has lived nearby and has not had power for the last week. >> reporter: it has been an exhausting week for eileen and her friend april. >> it is just really. it is very difficult. hard to put into words being displaced like this. >> reporter: she lives in brentwood, april in pasadena. when the eaton fire broke out last week april was forced to evacuate. >> literally it was raining ash, like snowflakes and you could not breathe. >> reporter: april got out of her neighborhood safely and came over to this side of town to stay with eileen. then, the palisades fire grew, forcing eileen and april to evacuate. >> we packed up my stuff, the dogs and went to her place in pasadena. >> reporter: the two friends

have been staying at april's place in pasadena since then because eileen's house is without power still right on the edge of the evacuation zone. >> i hardly slept and i, you know, it is difficult leaving your home. >> reporter: she says of course she remains concerned about the high fire danger but she is also concerned about security in her neighborhood. >> it is just so unnerving. i don't want to complain because nobody should have to be going through what our palisades family and friends are going through. so, i am not complaining. i am grateful. but it is still terrifying knowing that your home and everything is just sitting there vulnerable. >> reporter: she says she has been coming back to her house every day. sometimes even at night to check on things. the national guard and the police are deployed throughout the area to keep it as secure as

possible. eileen told us she is thankful for all their help. she and april are holding on to hope that the worst of the flames has passed and this whole frightening experience will finally end soon. >> i feel like, oh, finally, it is, it is taken a turn for the hopefully better and tell remain this way. i am praying. really praying hard. >> reporter: you can see the power is still out here in brentwood. we do not know when the power will come back on. we have had a lot of residents coming up to us asking when is the power coming back on? when can i go back to my home? when is this evacuation order going to be up. we could not give them any answers, juliette. you know, it is based on the conditions. as you said we are expecting more winds into tonight. the good news is today we did not see a lot of winds in this area but they, of course, want to be as careful as possible as we go into what

is hopefully just a day or so more of these strong winds and then hopefully these residents can get back into their homes. >> yeah, just stay safe and patient. kelsi, thank you very much. still a lot of questions about what may of caused the fires. here is a look at what could be the origin of the eaton fire. cbs news confirmed this video was shot three minutes after that fire ignited near electrical towers above altadena. four lawsuits have been filed against southern california edison. they emphasized today that they still have not determined the cause. for more on the wind conditions in southern california let's get right to the this guy, first alert meteorologist paul heggen. >> still another night and day to do with the strong off shore winds. there will be relief. dangerous scenario for the next 24 hours or so. these are the winds as they have been observed throughout the evening. still, an off shore flow. the santa ana wind rolling downhill, not only dries the air out but warms it

up. it would be a chilly air mass in place over head and warmed up to near and above average with the temperatures on ground level. not weakening until late tomorrow evening and into tomorrow night. let's take a look at what we expect to play out in terms of the fire threat over the next 24 hours or so. going to outline all of the various fire perimeters on the map here if we can get the map to actually advance for me here in the monitor. seems to be stuck. not moving at all. we will see if we can get it to move for us. there we go. zooming in for a closer look at where the fires are. the red out lined areas, the various fires, eaton and the palisades fire are the biggest one. 10-15% range. the winds not that strong, tonight, that is when you get the 40-60 mile-an-hour especially in the higher elevations. the air quality has not been too bad today. does not look like it will be too much of an issue unless new fires ignite. the air quality forecast for southern california not showing much surface level smoke at

all. one-piece of good news while sweating out the red flag warning that continues for much of southern california through tomorrow. talking more about our forecast coming up. >> while the l.a. wildfires placed more scrutiny on cuts, fremont's fire department is celebrating a boost to its resources. they say it will keep their community well positioned in case of any emergency. lauren thoms reports. >> i heard 56 come on the radio and we got to a point we did not know if it was going to happen when we heard it on the radio it became real. >> reporter: he was just a rookie when the seeds were planted to add another fire company in fremont. as he worked his way up the ranks and up ladders he says he was relentless in his calls for extra resources. >> you know when you worked in the city almost 20 years and there is an addition of a new piece of equipment that you

know will be beneficial to the community but also your members are out there doing the job it is, it is monumental. it is, it is more weapon for us t. is more tools in the tool box. >> reporter: the need was clear back in 2004. just three fire stations handled half of fremont's emergencies. since then, the city has seen a 13% population bump, according to census data. one of the highest in the bay area. >> all's we can do is just ask. ask for resources, ask for equipment, even with as much as you try to prepare for it you still need the apparatus and the members to do the job that you were sworn to do. >> reporter: the new company adds an extra fire engine and nine additional firefighters to station 6. it is a bright light at a time when other cities are making tough choices to cut fire resources amid budget troubles. even though fire

season is now year around in california. just up the road in oakland last week, the city officials announced the temporary closure of two of the stations. in fremont, fire chief knows that issue all too well >> at the end of the day the people who are impacted are those that were here to serve. >> reporter: a former oakland firefighter herself she is pushing for a pro-active approach to public safety. gearing up for crews to be ready before disaster strikes. >> when you have to do more with less, it is not giving our members an opportunity, the members of the fire service an opportunity to recover. having an organization that allows us to hire recruit and hire and promote on a timely basis it is, it is so rewarding. >> and for the captain, he hopes that the community will see the impact of the new company, not just today but for generations to come. coming up, the shelves are

. activists from fillmore district marched down to city hall. they are demanding they stop the closure of safeway store. their goal is not to keep safeway from leaving but add another grocery store and they want to be included in the discussions. >> we are not playing, we are demanding. we are not requesting, we are demanding. we are not urging you, we are demanding you and we want all of the new supervisors to understand this can be a beautiful relationship or a sour relationship. >> so, the shelves of the store

are bare. newly elected supervisor said meat and produce are gone, prescriptions are still there for now. the frenzy to find deals shows the needs of the community is more. >> george gibbs shopped for groceries in the fillmore district for years. >> it is convenient. this is the only store that is close. >> reporter: most shelves have been cleared out by eager shoppers looking for deals, including the vietnam veteran that suffered a near life-threatening injury. when the store closes there will be other options for gibbs who has a car. the farthest distance for store and price point are concerns for many. >> you go to molly stone and it is really expensive. >> reporter: other shoppers who lives in oakland, picked up discounted items. >> we drove here. >> reporter: but came to see

and hear about how the pending closure will impact everyday residents nearby. >> a store this size and footprint and the parking lot does not do well for the community and the active livelihood. it is a desolate ground that feels strange. >> they worked on nonprofits for affordable housing solutions and food access points. she is concerned for everyday residents who will be challenged to make ends meet for added cost including transportation. >> essentially the folks that need this place and can not rely to go farther or can not go farther or can not use more money towards cabs and cars and ubers and lyft. safeway is closing for theft and safety concerns for customers and employees. >> i have seen people run out the door with stuff. running across the parking lot. i have seen folks go out and walk out

in handcuffs. stealing something. >> reporter: gibbs disappointed but acknowledges what happens. >> a lot of stuff goes on here that does not go on in other safeways, other stores. >> reporter: it is a loss for gibbs but more so far the neighbors that will not have as many options. >> the supervisor says he is working with other city departments to ensure food access in the short, medium and long-term. let's get to our all important weather and all eyes on southern california. especially overnight, paul heggen here to fill us in. things should shift a little bit. we head through tonight and tomorrow and thursday. the off shore winds continue. tonight, tomorrow, gusty at times, especially higher elevations. thursday, it will weaken and shift. running parallel to the coast instead of straight off of the shore. a

weak onshore breeze is going to develop. the wind shift is complicating for the crews they would welcome the moisture, the humidity that it would bring. still, another day and night. in store for us. the wind will be in the bay area as well. let's take a look at the monitor and one consequence of that, clear skies out. that will continue through the rest of the night. no fog to speak of as the temperatures drop off. clear skies over head doing quickly. down in the upper 40s. santa rosa, and oakland and san jose. that will not last a lot longer the temperatures will be a bit on the chilly side by early tomorrow morning, only, maybe, 3-5 degrees below average. even that will be an exception than a rule. a lot of 30s from the map. away from the water. north bay valley, east of the oakland hills, the temperatures in the valley, mix of upper 30s and 40s. mostly lower 40s around the bay and the coast. cool,

even chilly, not bad for the middle of january. despite the chilly temperatures, they will warm up to the middle 60s. around the bay, upper 60s, 68 degrees, the warm spot in san jose and morgan hill. temperatures pretty much everywhere running in the 60s. not a lot of variation, everybody will see plenty of sunshine throughout the day. and the wind, not as strong as it will number southern california. it will be off shore breeze to reduce the marine influence and stir the atmosphere and keeping the temperatures within a few degrees of everybody else heading through the afternoon hours tomorrow. it would be nice to see other than sunshine. maybe a chance of rain paying a visit. it will not happen any time soon. the forecast is dry. the climate prediction shows a strong signal towards drier than normal conditions, essentially 0 rainfall in the forecast anticipated through the end of next week. beyond that, a shift in the 8-4 day outlook. a signal for drier to normal

conditions. it is in the weakest category. it should be 13, 14 days from now. maybe, a bit of a change. shower chances returning closer to the bay area. we will keep looking for the next rain chance, it is down-the-line at this point, it means air quality is going to be a concern. mostly in the good category today. with the chilly temperatures overnight. a lot of people will be warming up with the fireplaces and stoves and we will collect some of the smoke from woodburning fireplaces in the lowest levels of the atmosphere. low-levels through tomorrow and the end of the workweek and into the weekend. a smudge of haze will be there until we can get a little bit of rain to wash it off of the horizon or stronger winds to kick in to stir up the atmosphere around a little bit. take a look at the seven-day forecast. no major changes from tomorrow to thursday. a little bit of a change from the end of the workweek with a return to near average. friday, saturday, sunday, breezy conditions on monday. the off shore winds
