at 5:30, a live look at the nation's capital where changes are made to president-elect donald trump's plans. because of the weather the ceremony will be held indoors in the capitol rotunda monday. the secret service is adapting its security plans. trump announced the change of plans on social media. some ticket holders are disappointed. >> i definitely would have beared the colds. we came prepared. we packed thermals and we packed our warmest jackets. >> contra costa county will be well represented in d.c. during trump's inauguration. our sooji nam caught up to one local gop leader who is heading to the nation's capital. >> reporter: jeff burns, the

here on cbs news bay area. coverage starts at 6:00 a.m. on monday. on capitol hill today the senate homeland security committee held a confirmation hearing for governor kristi noem to be the next department of homeland security secretary. the south dakota republican was pressed on whether she would stand up to donald trump if he suggested withholding disaster relief monday because he doesn't like a state's politics or its governor. >> will you say no to the president if he withholds that money? >> sir, i don't know about the scenarios that you're referencing with president trump, but what i will tell you is that if given the chance to be secretary of homeland security, that i will deliver the programs according to the law and that it will be done with no political bias. >> if confirmed, noem is expected to play a big role in president-elect donald trump's border security plans which includes cracking down on illegal immigration and carrying out mass deportations. the supreme court will allow a ban on tiktok to take

effect this weekend. that doesn't mean users will be blocked from accessing that app. the biden administration says it will leave enforcement of that ban to president-elect donald trump who will take office one day after the ban goes into law. last month trump asked the supreme court to pause the ban from going into effect. >> the irony in all this was donald trump was the first guy to point out this problem. as a matter of fact, his administration had to convince me. >> in a truth social post trump said he will review the situation and his decision on tiktok will be made in the not too distant future. still ahead at 5:00, this year's grammy awards will raise money and awareness for relief efforts for the southern california wildfires. we'll introduce you to some bay area nominees hoping to take home the biggest prize in music. and artificial intelligence coming to a mall near you,

paramount+. a san francisco bakery has come up with a unique way to help victims of the southern california wildfires. black jet bakery in bernal heights is selling a special i love l.a. coconut cake. they say the idea was inspired by randy newman's anthem to los angeles. the money raised will go to benefit restaurants care, a nonprofit that helps food and beverage workers impacted by the fires. >> when you have a small business, you're in charge of 20 people, you know. you're responsible for these people and these friendships and these lives. so i think to lose that is devastating. i think your first thought is how do you take care of your own people and i think that's why we wanted to choose to donate towards restaurant workers. >> a bay area winery is joining the relief efforts. meadow craft wines and don murray of cook the books will host a fundraiser sunday. the event is happening from noon to 4:00 p.m. at the sonoma winery. if you'd like to help the victims

call it a parade of planets happening this month. six planets will line up and stargazers will be able to spot four of them with the naked eye. >> venus and saturn over in the western part of the sky, they'll be visible to the eye, and then you should be able to spot jupiter and mars further over to the east. venus and

jupiter typically are the brightest ones. >> the two other planets in the lineup, neptune and uranus, you will need a telescope or binoculars to see them. that parade lasts through this month and the first few weeks of february. let's check in with paul. there should be some nighttime viewing, right? >> next week will be better because we have fog and low cloud cover tonight and tomorrow night and even into sunday night and then the offshore breeze returns, better nighttime viewing conditions by next week. it's kind of nice to see the fog rolling back in, some hints of moisture somewhere in the atmosphere. a nice look at the bay bridge with the sunset in the background, night and morning low cloud cover prevailing most of the weekend, but the sunshine breaks through, a mix of afternoon clouds and sunshine. high temperatures near normal tomorrow and sunday and a little warm-up on monday and we stay dry into next week. a different perspective looking

out from the mark hopkins hotel, clear sky and fog showing up, temperatures in the low to mid-50s across the board, not a lot of variation after topping out close to normal high temperatures today, exactly what we have again tomorrow. that fog will be a factor as we start the day. let's track that on our floor map and wind the clock forward to 8:00 tomorrow morning, about 35 minutes from within the sun comes up, widespread fog and low cloud cover. it will break up pretty quickly for most inland parts of the bay area, the compensation might be the north bay where it might be a bit more stubborn. temperatures will warm up from a fairly normal start, mostly 30s inland in the north bay and east of the oakland hills, mostly 40s around the coast and along the bay and in the santa clara valley except morgan hill where temperatures dip down to the upper 30s. high temperatures tomorrow, low 60s in san jose,

everybody within 2 or 3 degrees on either side of average for this time of year, 60 or just above east of the oakland hills, mostly 50 around the bay, 60 around fremont and low to mid-50s along the coast, upper 50s and low 60s inland. heading farther north in the north bay, the more likely the fog breaks up a little bit faster and allows temperatures to warm up to the 60s. let's look at the air quality forecast for tomorrow which today it wasn't great. we were in the moderate category. that's about where we'll be again tomorrow, mostly yellow dots on the air quality map instead of orange or red. this is going to improve a little bit late in the day monday as offshore winds pick up. that will stir the atmosphere around, help disperse some of the low level haze. what we need is rain. that's not going to happen anytime soon. this is the rain chart for next week. there are hints that maybe the atmosphere will try to send

some moisture towards us by next weekend. those are just hints at this point. i would not get my hopes up for any significant rain event headed our way. let's look at the seven-day forecast in the meantime. the coast will be in the mid-50s the next couple days and then back up to or even above 60 degrees for several consecutive days with a mix of clouds and sunshine giving way to more sun with a couple days of stronger offshore winds. that's going to be thursday of next week, but before that martin luther king holiday monday, some breezy conditions. i don't think we'll get a wind advisory, but it's going to be a bigger concern for southern california. time for a check of what's ahead at 6:00, we switch over to juliette goodrich. >> thanks so much. we'll be talking about the federal corruption charges against former oakland mayor sheng thao, including from a former staffer who sounded the alarm months ago. she tells our da lin why she's feeling vindicated. plus frustration and

to wait out the fire burning through one of the country's largest lithium ion battery plants. this is cbs news bay area with juliette goodrich. >> good evening. oakland's former mayor indicted in a federal corruption investigation into her dealings before and after she took office two years ago. we were there this morning as sheng thao turned herself in at the federal courthouse in oakland. thao and her romantic partner, andre jones, are accused in a bribery scheme involving the duong family who owned cal waste solutions, the recycling company for the city of oakland. two members of the family, patriarch david, the company's president and ceo, and andy, his son, were also charged today. all four defendants have pleaded not guilty. this all comes more than half a year after the fbi raided the home thao and
