crimes. >> the federal charges against oakland's ex-mayor and how the people who first raised a red flag are reacting to the indictment. a plant fire leading to the big wither question on the safety of renewable energy. >> it's safe to say we're not sure if we're going to get unemployment. what are we going to do? we laughed, cried, scrolled. now tiktok may be going away for good this weekend. hi, i'm sara donchey. bribery, conspiracy, corruption, a political pay to play, and prosecutors say oakland's former mayor was at the center of it all. sheng thao is in some serious legal hot water. she was hit with a slew of charges and turned herself in to the federal courthouse in oakland today.

she was silent at the time. her lawyer has insisted since she's innocent. thao and three other defendants all entered no plea. thao and davis and andy duong's are named in the indictment. they run callaway solutions, a recycling solution. stemming from a period before and after thao took office two years ago. oakland voters recalled her a monthing a. >> we are not just up here. i'm not your traditional politician. >> reporter: the illegal conspiracy began around october 22 before the november 2022 oakland mayoral election. weeks before that election, thao made commitments to take official actions, as mayor, that would benefit the duong's. >> reporter: from there, patrick robins gave a brief

tour of the government's case against the former of mayor, alleged them offered up influence to two members of the politically influential family. >> and alleged promises made by thao including the agreement to purchase housing units from a company owned by the duong family. her agreement to ensure the extension of contract for the recycling services that the city of oakland had. her agreement to use influence to benefit the business interest. >> reporter: in return, prosecutors say they wept to work for then mayoral candidate sheng thao. >> the financing of the negative campaign targeted thao's opponents. >> reporter: two were requested

by this man, mario juarez. now juarez is cofounder of a housing company. while he's not named in the indictment, our reporting showing juarez would be co-conspirator one. and according to the indictment, following thao's election. they texted andy to say, "we may go to jail, but we are $100 million richer. " and he said money buys everything. checks started to get to andrew jones. >> reporter: in direct payments, for jones with the promise of additional comments all intended to benefit both thao and jones.

>> reporter: the indictment that was held by the government earlier this morning is successful in grabbing headlines. what they did not do is serve the justice. >> reporter: they appear before a judge in august. following her arraignment, the former major appeared with her attorney who questioned the timing of this action in indictment itself. >> it chalkful of allegations, built on allegations from an unknown co-conspirator that we believe when the evidence is revealed will show my client has committed no crimes. >> both andy and david duong issued separate statements denying any wrong doing. thao's political opponents and a former staffer turned whistle blower feel vindicated today after all of this. our da lin has been following the pay-to-play allegations for months now, speaking to thao's

former chief of staff, cho is also one of the first to ring alarm bells. >> the information would still be the same, but they will change that as well. >> reporter: resting her career to blow the whistle on her former boss. >> i wouldn't sell out oakland for any kind of money. i love oakland. we deserve better. >> reporter: when she alerted city council in early 2023 about paid to play involving most city leaders. >> i september out a bunch of e-mails. i made a bunch of calls. it was silence. >> reporter: webb worked for thao in 2022 as the chief of staff when thao was a council member. webb also volunteered on thao's mayoral campaign. she says when she found out about jones' pay-to-play schemes, she told thao about it. >> she told me to ignore andre. make close to $200,000, and that we could set up our

families for life. >> reporter: she resigned on new year's eve, 2022. she filed a complaint with the public ethics commission. at the time, they were investigating andy duong using straw donors to give money to politicians, including thao, to buy influence. webb and federal pros cue those who lost to thao in the mayoral race by less than 700 votes. >> when we talk about a 677-vote margin, those flyers that were funded through this scheme clearly had a direct impact on the outcome of our election. >> reporter: taylor is once again running for mayor in the special election. >> i insist democracy was stolen from oaklanders. we would install a mayor whoa is

underqualified and corruption, putting us on a downward spiral. >> reporter: those who work to recall thao have a sense of vindication. >> and we all knew. we have been telling you for over a year that sheng thao is corrupt. >> reporter: about 60% of oakland voters voted to recall thao in november. >> oakland will host the recall effort in a policy or thank you, depending on which way you voted. now we know we have saved oakland a great deal of time. and she was still our mayor. >> webb doesn't hold any anger towards her boss. she says it is good to look forward. >> i'm running because i know oakland has a bright future ahead of us. they deserve a leader that's going to stand up for what is right and serve

the people. it's official, tiktok will go dark on sunday unless there's a last-minute hail mary from the biden administration. more than 170 million americans will lose access to it. the supreme court ruled it will pose a national security risk and urges them to have tiktok. >> some of them were in tears saying we're not sure if we will get unemployment. what are we going to do? >> and tay called the ban tone deaf and said lawmakers supporting it are out of touch. and president-elect trump will probably have to make a decision on tiktok's long-term future. app's ceo has thanked president-elect trump for his support. >> i want to thank president trump for his commitment to

day today kept temperatures we'll see if we could add any normal january rain chances to the forecast coming up. and if you make a half court shot and win a car, who better to celebrate with than ben stiller. parts of highway 1 are still shut down after the fire broke out last night at the moss landing power plant. evacuations have since been lifted. the plant is one of the world's largest lithium battery storage facility. sheriff says the epa has been monitoring the air quality and

know, was helpful or harmful in a situation like that. >> the fact it was light. i mean a lot of that stuff got ejected straight up and dispersed before head ling into clout cloud cover and air density . no concerns. overall, we are seeing plenty of fog out there covering up the santa clara valley as we head into the weekend. overnight and morning, fog and low cloud cover giving way to the high temperatures in the afternoon. and again on sunday, the dry weather is going to continue. there are no january rain chances in the seven-day forecast. we'll look further down the line. and we are looking to the east with temperatures dropping down mostly into the lower 40s. 51

degrees in san jose. it will limit how much the temperatures will drop throughout the rest of tonight. and how widespread it will be where it will be wide throughout the first couple of hours after the sun comes up, but it will take before midnight, which will slow down the warmup. temperatures dropping down to upper 30s overhead and into the middle portion of the 30s and also into the mid to upper 30s east of the oakland hills. otherwise we're talking about the mid to low 30s to start the day tomorrow, and the rate the fog will dissipate, having an impact on how much you'll warm up or the sun will breakthrough faster like the santa clara valley. by tomorrow afternoon, a couple of degrees above normal. and also above 60

degrees. at 60 degrees. and cooler a, a mix of upper 50s and the lower 60s as well with the fog hanging on just a little bit longer in those locations, compared to other inland parts of the bay area. in terms of the haze on the horizon, that's not likely to go anywhere. we either need rain or stronger winds to stir the atmosphere around and disperse the ground level pollution. winds will pick up on monday, develop once again, not likely to be problematic around the bay area, although southern california could be a different story once again. that should help stir up the atmosphere, goat our air quality to improve for a couple of days by tuesday and wednesday. things are starting to trend in a more hopeful direction. the signal is the 8 to 14-day outlook, which will take us to the end of january. wetter than normal conditions for the bay area and most of the coast of california. and at

least it's showing a trend to go along with our normal january pattern. and take a look at your seven-day forecast, which includes temperatures back up. you'll join everybody else in the low 60s. temperatures bay side and inland, pretty much consistent on saturday and sunday and back up to the low to mid-60s. once again, it's kind of a broken record part of the forecast with no rain in sight. and eventually it will happen if you go through the end of the month. >> yes, we know all too well that we need to break that streak, and for now, thank you. we appreciate it. and more people evacuated during the so cal fire will be allowed to go back home tomorrow. for a lot of them

there are no homes for the executive issue today that the order expires in early march. crews are still searching for 31 people missing. and friends and family are waiting and certainly hoping for any good news. >> and it is a horrific tragedy that i don't think we've ever seen before. and it's going to take a long time to sort this all out and for everyone to process everything. >> crews are posting flyers to try to get any information that they can, where they both say many of the people who are

missing are older. debris from damaged homes and property above it may have caused it. >> it is safe to say that the infrastructure under thousands of homes have been compromised. and with that can come challenges like this if it is on the landslide. >> the threat of landslides will go on for years. as those impacted by the fires begin their recovery process. people are doing whatever they can to help out including those that are opening their hearts and homes to dogs in need. andrea nakano reports. >> reporter: love and second chances is a rescue group with a network that fosters dogs

around the bay area. just days after the fire started in los angeles, those volunteers stepped up to help. center it was surprising and a lot, but we heard that calling and we said other. we'll do all we can to help those animals, and has fostered roughly 70 dogs, where it started with their play. second and chance posted that response. volunteers had to set up four different collection points. >> and it is not the right response, but shocked and surprised, but very happy to see just the amount of support that the community has and wants to help with the l.a. neighbors and all those animals. >> reporter: as supplies have

been coming in, volunteers have been delivering anything from food to crates to l.a. >> and this is amazing as we need these. >> reporter: the other challenge is to make room for pets that may have been displaced by the fires. >> and we are shipping out 172 animals on a flight on sunday morning. >> reporter: these animals are being sent to places in the bay area. love and second chances is also taking in some of the dogs to help ease the strain on local shelter >> they are just so devoted to their people. and they just want to give you that unconditional. if i could learn how to dodge, especially those in a sheltered environment that cannot handle the noise or, you

dodgers has simply never been bigger. it's just getting wider. on friday, highly touted japanese pitching prospect announced he was signing with l.a. he joins a loaded dodgers roster. even worse because he's younger than 25 and has not played at least six seasons in another league, they only had to give him an equivalent to a minor league deal. giants had interest in the 23-year-old, but were told earlier this week he would not affect san francisco. and tweeting a picture from space champ after their rivals in l.a. added yet another talented player. look at how they've got a pretty good sense of humor about him. nba, warriors will play eight out of nine at chase center. a chance for golden state to move up in the western conference playoff race. gary

it's been almost two weeks since mother nature provided anti-fresh powder. there is still a good base on the ground though. temperatures will be cold enough for the resorts to fire up the snow guns and freshen up the runs as best as they can do. temperatures at lake level will start off in the 20s and top out in the 30s and the 40s this weekend. a little colder and breezier in the higher terrain with lows in the teens and the highs in the 20s and the low 30s. looking farther ahead, it looks like there is a slight chance of some light snow for the last weekend of january. too soon at this point to make any promises about that. in the meantime, have fun, stay safe, and we'll keep you
