inauguration day. donald trump set to take the oath of office to become the 47th president of the united states. the executive actions he's promising to enact on day one. cheers and tears for the hostages' homecoming. three israeli women are back with their families after 15 months in hamas captivity, while israel frees dozens of palestinian prisoners in the first day of the cease-fire. and snow frost. first the flakes, then the frigid air. a life-threatening cold snap immigration much of the country. good morning, i'm michael george. history in washington today as donald j. trump gets sworn in for his second term, making him the first president since grover cleveland in 1893 to serve two nonconsecutive terms. the inauguration ceremony will be held inside the capitol for the first time in 40 years. and that's due to the dangerous cold temperatures. and the president-elect isn't wasting any time celebrating,

kicking things off with a victory rally last night. cbs' jarred hill joins us from washington with a preview. you know, it looks like despite the cold, tens of thousands came out to d.c. to watch the festivities. >> reporter: it may be even hundreds of thousands. a big question, though, is going to be today where will they all go now that the logistics of the inauguration have changed. meanwhile, president-elect donald trump amid all the pomp and circumstance is planning to move forward aggressively with a series of executive orders that will shape the first few weeks of his second term in office. ♪ president-elect donald trump pumped up supporters at a rally in downtown d.c. just hours before taking the oath of office for a second time. >> the american people have given us their trust, and in return we're going to give them the best first day, the biggest first week, and most extraordinary first 100 days of any presidency in american history. >> reporter: trump plans to sign

around 200 executive orders after he's sworn in, ranging from diversity hiring programs to oil drilling and immigration. trump is also expected to launch a series of immigration raids in cities across the country this week. >> we'll begin the largest deportation operation in american history. >> reporter: some supporters say they'll be back in the arena today to watch trump's inauguration after he said frigid temperatures forced the ceremony inside of the capitol. >> i was hoping to be outside and be part of that where you're actually with donald trump. but didn't work out, and that's okay. >> reporter: there are about 30 miles of fencing throughout washington, plus tens of thousands of officers and military personnel here to safeguard the inauguration. crucial now especially that so many who would have watched in the concentrated area in front of the capitol will be spread out across the city. crews scrambled to build a special stage inside of the capitol rotunda where roughly 600 guests including former

presidents, members of congress, foreign leaders, and several tech ceos will watch the inauguration in person. and some new cbs news polling is showing that about 60% of americans are optimistic about a second term for president-elect donald trump. obviously with republicans showing much more optimism and favor for some of his proposed policies than the rest of the nation as a whole. michael? >> all right. jarred hill in washington. thanks. well, here's a look at today's inauguration schedule. trump starts the day with a prayer service at st. john's episcopal church at 8:30 a.m. he heads to the white house for tea with the bidens before taking his motorcade to the capitol for the swearing-in ceremony. j.d. vance will be sworn in first as vice president. then about 20 minutes later, president trump will be sworn in. there will be a farewell ceremony for president biden and vice president kamala harris as they depart the capitol after some midday festivities, a presidential parade normally down pennsylvania avenue has been moved inside to capital one arena.

it ends with an oval office signing ceremony. and wheel have special coverage of president-elect donald trump's inauguration. norah o'donnell will lead our coverage with our team of journalists beginning at 9:00 a.m. eastern and also streaming on cbs news 24/7. tiktok is back up in the u.s. hours after the app voluntarily went dark because of a federal ban. the app faced a shutdown if it didn't meet a deadline for its chinese owners to sell it to an american company. but tiktok began restoring service to users in the u.s. after president-elect donald trump said he planned to issue an executive order today allowing more time to find a buyer. >> we went on tiktok, and republicans have never won the young vote, the youth vote. they win a lot of votes but not the youth vote. we won the youth vote by 36 points. [ cheers ] so i like tiktok. >> and you'll remember it was trump who signed an executive order to ban tiktok calling it a national security threat. now the company is thanking him

for changing his position. president biden spent his final full day in office in south carolina. he and the first lady toured the international african american museum in charleston. it was built on a waterfront site where tens of thousands of enslaved africans were brought to the u.s. more than 200 years ago. the president also spoke at a baptist church in charleston where he urged americans to keep the faith. >> we got to keep going. we owe to all those who came before us. there's so much we can do. we've got to stay involved. got to stay engaged. >> and biden also posthumously pardoned the late black activist malcolm x. he influenced black civil rights leaders. garvey was convicted of mail fraud in the 1920s and died in 1940. now to the middle east where the fragile israel-hamas cease-fire is holding for now. three hostages, romi gonen,

emily damari, and doron steinbrecher, are waking up in israel surrounded by loved ones this morning after spending 471 days in hamas captivity. in exchange israel released 90 palestinian prisoners into the west bank. cbs' naomi ruchim has details on how the first exchange went. there are still many more images set to be released. what happens next? >> reporter: good morning. this is just day one of phase one. so many more hostages to be released. and that will take over the next six weeks. there is much hope in israel and gaza. it does come with caution, though. knowing any misjudgment could derail the cease-fire altogether. still, the moments of joy as those three women hugged their families brought elation to a war-torn region while many still await their loved ones' return. after 471 days in terrorist

captivity in gaza, three israeli women are home with their families this morning, welcomed into israel by cheers and celebration. [ cheers ] the hand-over to the red cross was chaotic. the women led by hamas militants and surrounded by a large palestinian crowd. but one year after the brutal attack on israel, 24-year-old romi gonen, who was abducted from the nova music festival, 28-year-old british israeli citizen emily damari, and 31-year-old romanian israeli doron steinbrecher are safe. >> when this door opens, it must not close. we must let all 97 hostages, now 94, come back home to their families. >> reporter: hours after their homecoming, israel released 90 palestinian prisoners and detainees. the agreement coming to fruition on the last day of the biden presidency, garnered claims of victory from both the outgoing and incoming administrations.

>> after so much pain and destruction, lot of life, today the guns in gaza have gone silent. >> if hamas reneges on this deal, if hamas backs out, moves the goal post, what have you, we will support israel in doing what it has to do, number one. and number two, hamas will never govern gaza. >> reporter: drone footage shows palestinians walking through the destruction after the deal took effect with thousands of the displaced hoping they still have homes to return to. another group of israeli hostages is set to be released this coming weekend when four more will return to israel. they include women, children, and hostages older than 50 along with the two remaining american hostages presumed alive, and the two bibas children still in captivity. one of them, kfir bibas, marked his 2nd birthday as a hostage over the weekend turning 2 years old.

aid trucks also started entering yesterday, up to 200 expected over the next two days or so. >> all right, naomi ruchim. thank you so much. now to the weather. tens of millions of americans are under winter storm warnings as heavy snow and dangerously cold temperatures grip much of the nation from the great lakes to the gulf coast where they could see the most snow they've had in decades. snow fell throughout the mid-atlantic and northeast yesterday, including new york city. parts of new england will receive as much as ten inches of snow. extreme windchills stretch across the northern plains and midwest where it could feel like minus 55 degrees in some places. the bitterly cold temperatures will dip into the south where rare winter storm warnings are in effect along the gulf coast and texas and louisiana. as many as 30 million people could see a mix of snow, sleet, and freezing rain. and people in southern california are bracing for the return of powerful santa ana winds and a heightened risk of wildfires. this all comes as firefighters

flu has been detected in a commercial poultry operation since a nationwide outbreak in 2022. all poultry-related activity including exhibitions, shows, and sales in the state were suspended as a precaution, and all commercial poultry operations within a six-mile radius are under quarantine. the "chicago tribune" says a cook county, illinois, sheriff's deputy was shot and killed while on vacation in turks and caicos. the family of shimon duncan said she was sitting on the rooftop of a restaurant celebrating her sister's birthday when she was hit by a stray bullet. a resident on the island was also killed. authorities say none of the victims appear to be the intended target. duncan's family says it took paramedics 30 to 40 minutes to arrive at the scene. "the new york times" says khalid sheikh mohammed has agreed prosecutors to allow part of his confession to avoid a death sentence. his lawyers argued the confession came while he was
