president trump declared "america's decline is over," also telling a bipartisan crowd he intends to be a unifier. trump spoke about the assassination attempt against him in july, saying he was saved by god to make america great again. he's already signed a blizzard of executive orders and will soon sign more in the oval office, including a declaration of a national emergency at the u.s.-mexico border, and an order renaming the gulf of mexico the gulf of america. all this unfolded as former president joe biden departed washington after issuing last-minute pardons for his three younger siblings and two of their spouses, and extraordinary move. should be noted that none of them have been charged with crimes. biden said he was protecting them from partisan attacks. we have a lot of ground to co cover. cbs's nancy cordes is going to lead us off tonight from the white house.

good evening, nancy. >> reporter: good evening, norah. here at the white house the changing of the guard is already complete. president trump and first lady melania trump will spend their first night here tonight. the moving vans arrived today as soon as the bidens left. in his inaugural address, trump did say he wanted to be a unifier. but he slammed the government as a radical and corrupt and called the last four years "a horrible betrayal." >> i donald john trump do solemnly swear. >> reporter: the nation's 47th president was sworn in at 12 oh 1:00 p.m. with chief justice john roberts administering the oath, just as he did eight years ago. j.d. vance was sworn in by supreme court justice brett kavanaugh, becoming the third youngest vice president ever. with every living president looking on, president trump condemned the past four years and declared this the start of a golden age.

trump aides got busy at the white house and quickly took over the white house website. there were striking moments today, the departing president and first lady welcoming the trumps to the white house and writing with them to the cap capital. transfer of power traditions that did not take place four years ago when angry trump left early. >> 2020, that election was totally rigged. >> in an unscripted speech this afternoon, trump made it clear he still nursing some grievances. >> liz cheney is a disaster, a crying lunatic. crying adam kinzinger. i never saw the guy not cry. >> reporter: and a third speech this evening, trump said he will be issuing pardons for january 6th defendants tonight in the oval office. also tonight marco rubio just became the first of trump's nominees to be confirmed by the senate. it was unanimous. he is now secretary of state.

tomorrow on his full full day in office, trump will be meeting with congressional leaders here at the white house. the republicans at least. and then he's expected to head to north carolina and los angeles on friday to visit disaster zones. first flights on air force one in four years. >> norah: a lot still ahead. nancy cordes, thank you so much. after hours of pomp and circumstance, president trump is using his executive authority, promising major changes, especially on immigration and energy. cbs's ed o'keefe breaks down some of the orders just signed. >> reporter: by the stroke of his sharpie, president trump today ushered in new and old policy and ideas. >> could you imagine biden doing this? >> reporter: back his drilling and federally controlled parts of alaska. >> there are only two genders, male and female. >> reporter: the president also restoring federal policy recognizing just male and female as genders and ending a biden era option x on federal

paperwork. he's calling most federal employees nationwide back to the office and in covid aero work from home programs. on immigration and border security. >> all the illegal entry will immediately be halted. >> reporter: restarting the construction of the u.s.-mexico border wall and in the stuff he considered but didn't take less time, trump is ordering certain international gangs and drug cartels be classified as foreign terrorist organizations. federal agencies can arrest and remove members of gangs like tren de aragua and ms-13. >> as commander-in-chief, i have no higher responsibility than to defend our country from threats and invasions. >> reporter: trump is going to try through executive order to end birthright citizenship. it's a constitutional right that those born on american soil are u.s. citizens regardless of their parents' immigration status. but it's one of several trump challenges. at least four federal suits filed in washington today seek to block trump's new department

"i don't know what my life will be." the incoming administration has promised the largest deportation in american history. crackdown in sanctuary cities like chicago. they have said they are going to target people committing crimes. do not trust that's going to be the case question work. >> i think they are all going to be a target. there's no telling who committed possible crimes or not. >> reporter: yes a -- yes any ramirez. >> you don't see it that you feel it. you have the panic attacks.

those who took part in the riot. tonight we get details not from cbs's scott macfarlane. >> the office of president of the united states. >> reporter: moments after taking the oath, president trump made another promise of clemency for his supporters who attacked the u.s. capitol and police. >> you're going to see a lot of action on the g6 hostages. >> reporter: some of his final acts in office, former president biden issued preemptive pardons to shield the members of congress who investigated the january 6th attack, their staffers, and the police who testify publicly about their injuries. the chair and cochair of the house generally six committees committee said the panel has been pardoned not for breaking the law but for upholding it. biden also approved pardons for dr. anthony fauci and former joint chiefs chairman mark milley who had been critical of trump and whose portrait was suddenly removed from the walls of the pentagon after trump was sworn in. the preemptive pardons drew criticism from trump's republican allies.

>> to accept or reject that particular pardon. >> reporter: trump resumed blasting january 6 committee members and democrats as lawbreakers. >> the unselect committee of political folks. democrats defended biden's choice. >> people who he regarded as political adversaries, he was going to use "his justice department" to prosecute. that's totally across the line. >> reporter: former presi president biden pardon family members including his sister valerie and brothers francis and james. house republicans had investigated james accusing him of making false statements during a probe of the president's son hunter. former president biden called the probes of his family baseless and politically motivated. a crowd has gathered outside the washington, d.c., jail in anticipation some january 6th defendants might get released tonight. there are only a handful in

there and most defendants haven't served prison time but there are dozens locked up from west virginia to louisiana to texas to michigan. >> norah: a lot ahead. scott macfarlane, thank you so much. for more, let's bring in cbs's robert costa. you've been watching this entire day unfold and you've spoken with the president. this is about promises made, promises kept, right? >> reporter: you see the president already moving quickly to put his plans into action, signing these executive orders. when i spoke to him over the weekend, he said it's time for his agenda to get moving. he's not going to wait around to see what congress does in the coming weeks. he's going to use as much executive power as possible and pressure congress to move on taxes and the border. >> norah: how quickly can he do that? he does understand what his first term was like and he understands the trappings of the presidency and no hard it is to get things through congress. >> reporter: he hasn't comfort with power especially within the republican party. when i was at the capitol, the
