well, silicon valley will continue to play a prominent role in the first days of the trump administration. good evening, i'm ryan yamamoto. this afternoon, the president announced billions of dollars in the private sector investment to build a super computer. all the help developed the next generation of artificial intelligence. and tech giant, oracle. but we will start with the data center project in texas. >> and together these world leading technology giants are announcing the formation of star gate, so put that name down in your books because you're going to hear a lot about it in the future. >> and yesterday's inauguration, the heads of some of the biggest tech companies were all in attendance including sam altman, ceo of openai. the president has made cracking down on illegal immigration a top priority. holding a community prayer vigil, all to show support for

the immigrant community in santa clara county. this is a live look at the gathering right now. it comes on the heels of the president's executive order. faith leaders now tell us it san important time to stand together. >> the best way for us to combat hate and combat this fear that we would have as a society right now is to come together as a community and to build each other up and to say we have your back, you have our back. let us be this community together. one of the president's executive orders already facing a legal challenge today. 18 states including california filed a federal lawsuit to stop the new order seeking to end birthright citizenships. it's long been considered a constitutional right that is john ramos reporting. we got it started right here in san francisco. >> most of us take for granted

the citizenship because we were born here, but it has not been that way. it only became settled law because of one young man here in san francisco's chinatown. president trump signed the order that would deny citizenship to people born here if they did not have at least one parent who is a citizen or permanent resident. >> i have one message for president trump. i'll see you in court. >> reporter: state attorney general, rob bonta, a child himself, made the announcement that california had joined 17 other states and immediately challenged president trump's attempt to end birthright citizenship. >> the president chose to start his second term by knocking down one of our country's foundation. long standing rights and disregarding our nation's governing document. >> reporter: the first sentence of the 14th amendment will state all persons born are naturalized in the united

states and subject to the jurisdiction thereof are citizens of the united states and of the state where they would reside. but they took an 1898 supreme court decision to establish they apply to everyone. a 20-year-old man named wong kim arc was denied reentry into the country after a visit to china on the basis of the chinese exclusionary act. despite rampant discrimination against the chinese, he sued. saying the 14th amendment guaranteed his citizenship for having been born here. it took a year for the court to issue their ruling, which is now considered a fundamental piece of constitutional law. professor matt coles suspects the trump administration will try to make the case that somehow it does not apply to the current immigrant community, originating from south of the border. but here, i don't see how it is possible for anyone to do that. and it strikes

forward. it's already interpreted. there is just no wiggle room. i think this is just an idea, and let's see what we could do and let's try anything. why not? i think the sense is what can we lose? >> reporter: speaking at the press briefing was larry yee, a member of san francisco's chinese consolidated benevolent association. same group that stood behind wong kim more than 125 years ago. >> and whatever trump says, we need to fight it and fight it to a max and continue to fight this. it sour right and it is our own right and it is our economic right, and we will continue to fight this >> reporter: he wouldn't have wanted it any other way. usually executive orders take effect immediately, but the birthright challenge includes a 30-day waiting period. rob bonta will seek an injunction before it could be implemented. the trump administration say lowing authorities to

arrest people at churches and schools, saying they will not tie the hands of law enforcement, but will then trust them to use common sense. immigration and custom enforcement set a policy in 20111, preventing agents from arresting people in sensitive locations. the biden administration issued similar guidance. coming up at 5:30, we will talk to professor rory little from uc law it in san francisco about some of the legal battles that will play out during the next four years. meanwhile defendants convicted on charges related to the january 6 attack on the u.s. capitol are walking free today. last night president trump signed an executive order late monday, pardoning, commuting the sentences or outright dismissing the cases of more than 1,500 people. today, oath keeper founder, steward rhodes was released from prison. he was serving 18 years for conspiracy. and the first person to break a window to breach the capitol on january 6. right now, alameda county

supervisors are publicly interviewing candidates to replace former district attorney, pamela price, recalled by voters back in november. here is a live look inside the meeting where the finalists are making their case to become the county's next top prosecutor and finish out the rest of price's term. they include several deputy district attorneys, a city attorney, and a judge. the board hopes to make a final decision by the end of the month. we will hear from some community members who came to watch that interview about what they're looking for in their next d.a. that's coming up at 6:00. i'm anne makovec with the hunt for the people who opened fire on two police officers in san jose last night. officerswere undercover, so the motive is still a mystery this evening. they were special ops officers, conducting an unrelated surveillance operation. this was in the area of 280 and mclaughlin at around 10:30 p.m. a car pulled up next to them with two people indicating they had a gun and were ready to fight. undercover officers say the suspects made

a sudden u-turn and drove toward them, opening fire, hitting their unmarked car several times. one officer got out and shot at the other car, but the suspects drove off. investigators say they don't know if anybody in that car was injured nor if they knew their targets were police officers. neither officer was injured, luckily, but police say one thing is clear. >> gun violence is an epidemic in our community, and those who risk their lives to protect us will also increasingly become targeted by those who seek chaos and fear. i recognize how easily they could be developing a very different news today. >> investigators are not sharing the description of the vehicles right now, where they were not able to activate their body cameras, this is their first police shooting of 2025 the site will provide

shelter for 136 people. >> this project represents an evolution in our solutions. , we the city, currently have 499 units of emergency interim housing, and over the course of this year, we will be nearly tripling our capacity as we open an additional 1,000 uniteds. >> and once built, that site will give the priority to people currently living in a nearby encampment. san jose also recently started their crack down on people living in the rvs. and they report it is a part of the city's bigger housing strategy. if you took a small studio apartment. >> reporter: to construction worker, paul peterson, there is no place like this rv. >> and it is warm and dry and

home. i was in that tent for, you know, a couple years actually. it's a lot better than a tent. >> reporter: will but just outside the window, parking enforcement officers were taking down license plates, posting notices that paul's rv and about 25 others on the strip will have to move or risk being towed away. matt mahan was making the rounds to personally deliver the message that they can not stay. >> we need to connect them to shelter for safe parking and give them an opportunity to find a better path. but at the same time, you know, the community will deserve better than to have their belongings spread all over the street and on the side of the sidewalk and trash bags out. this is public space. we cannot be complacent about this. >> reporter: but paul says there is no place to go. the city is only operating safe parking lot at the vta station, where they have 42 spaces. second site on the road with 86

spaces, they have not opened yet. >> we need to be out here in two weeks. where do you go in two weeks? >> that is just it, i don't know. >> reporter: and that is one thing paul and the mayor will agree on. >> i don't have a thousand parking spaces today where you could just go take your rv with the utility hookups. i just don't. >> reporter: and that is not to say they do not have more in the pipeline. we went to the city's housing director, who said more parking spaces will be added soon. >> this year, hopefully i could move up to another 100 more spaces in the coming months. and that is in addition to the over thousand new shelter units, where we will be bringing online here between january and december of this year. >> reporter: eric has only been on the job six months, but he's laid out a road map for san jose's housing strategies. >> this is how we would visualize for mayor and council

on where to make investments across the entire spectrum of housing needs. >> reporter: it will begin with preserving low income housing and preventing people from becoming homeless. and then there is outreach for people living in camps and rvs, and building more interim housing in safe parking areas. the end goals are moving some people into permanent affordable housing, and for others, stabilizing rents. >> over 40,000 units that we would have under the rent stabilization program. >> reporter: and more tiny homes are being built. a large transitional housing development with 200 modular apartments have recently been completed. but the dilemma for the rv campers is that no options are immediately available, and they will have to be gone from here on january 24. one group that is happy are nearby homeowners. >> they are cleaning up the streets. they recognize it is a problem. it's been a problem for a long time, but everybody in our neighborhood is completely happy because of this. >> reporter: paul says he will

move his rv and two dogs somewhere else, and probably keep moving with the hopes of getting one of the city's legalized parking spots some time soon. >> well, the city council recently approved that safe parking site they mentioned at berryessa, removing previous restrictions like having a current registration. that could make it easy for people to get their rvs and to a safe parking spot. that site is expected to open next month. well today, monterey county declared a state of emergency over the massive fire at the moss landing battery plant. up next, the lingering concerns as that fire burns itself out. and san francisco struggling downtown mall dealt another major blow as the final remaining anchor tenant is closing up shop. we will show you how states are dealing with a rare storm, why they're blanketing that

monterey county supervisors have unanimously approved a local state of emergency after last week's major fire at the battery plant in moss landing. today, special meeting gave updates on the fire and aim to address residents concern about the ongoing response. there have been no visible flames in the last 48 hours, but crews are still watching for flare-ups. officials say air quality readings show there is no danger from the toxic smoke. while the battery facility itself will remain offline. state parks and schools are back open. one supervisor pressed their regional vice president for answers on a

timeline cleanup. >> and i just like the demolition that we just performed, so that will be presented at a later date. we don't -- we're obviously not even close to that process yet. >> okay, but any time frame. >> i can't. >> residents are concerned, so at this point you cannot give us a time frame? >> i cannot at this point. crews in san diego are mopping up a brush fire at an apartment complex. it burned nearly 20 acres, sparking evacuation orders, as crews used an aerial attack to help put out those flames. those orders were lifted about an hour ago. a red flag warning for southern california set to expire tonight at 10:00 p.m. after the devastating wildfires. emergency crews are preparing for possible rainfall this weekend. officials say they are concerned about potential mud and debris flows in that burn scar area. in pasadena, crews are distributing more than 15,000

sandbags to residents who might be potentially at risk for water flow damage. >> we want the public to not be scared, but prepared. that is why with the sunshine the next few days, let's get these sandbags picked up and brought to the homes that need them. >> people all across los angeles are in the first stages of the recovery process for a few hours each day. they are entering those fire zones to clean up and salvage what they can. reporter jeff nguyen spoke to residents, hoping to make a more permanent return in the near future. >> reporter: as the sun prepares to set over pacific palisades, the lewis family is mindful of the nightly curfew for the burn scars of the l passades fire. they were able to return to their home earlier. >> do you have any questions? >> reporter: they found out their house is still standing with some damage. >> i'm choking every time. the

start talking about them because they have come here, you know, they risk their lives, that's their job. it's amazing what has been done. >> reporter: more families were able to get police escorts home. they had to provide proof they lived in the impacted area. camdar family grabbed some clothing. >> because we kind of have nod where. we don't know if we are talking about a few weeks or a few months. >> reporter: when the fire began, the department said they had 30 water tenders at the ready. >> we have rugs there and here. >> reporter: back at their home, there is water and smoke damage. 15-year-old damon who is a freshman says he's been focusing on many of his friends. >> hearing friends say they lost their home is not the greatest thing to see, and kind of breaks my heart. >> today, students it in malibu returned to class for the first

time since the fires erupted. others are still evacuated. the district will help arrange transportation for kids in other cities or communities. this is the response with one second grader was asked how excited she was to be back. >> very, very, very, very, very, anything i can say. >> if your kids are okay, you're okay. so i think a lot of us as parents are watching their resilience. okay, if they're okay, we'll be okay. >> she was excited. to help students reed a just, the school brought in two therapy dogs. they're working with the local boys and girls club to support. in texas though, a much different scene as people woke up to a fresh blanket of snow on the ground. this is in houston. one person captured video of snow on the beach in galveston. this rare system on the gulf coast even brought

snow to baton rouge, louisiana, covering a tiger on the lsu campus. florida governor ron desantis,ed a state of emergency on the storm ahead. >> expect hazardous conditions and those conditions we are not used to in florida. there will be a lot of people that have never been in conditions like this on the road. if you're out there now, just thinking you could power through it, i mean there will be accidents. we don't want that to happen. >> yeah, the cold snap also impacted travelers with both airports in houston, suspending operations today. several school districts in east texas also canceled classes, so we will bring in paul right now on social media. there were people having a snowball fight in the middle of bourbon street. >> in the french quarter. it's amazing. >> it's the snowiest day they've had since 1895. definitely in new orleans and i believe in houston as well. a record setting storm 130 years ago that made their way to the south. that is the kind of

recurrence that we're talking about. it's something that does not happen often. let's talk about the perspective where the heavier snow is falling in the panhandle of florida, continuing to make their way to the east. there is enough snow to mess up driving conditions around atlanta, charlotte. same thing for rally. unusual to see the snow make their way down to the gulf coast. let's track it as we wind the clock forward. taking us through 7:00 tomorrow morning. you'll see the rain, snow dividing line off the coast. and that is way, way far into the south. very unusual for any time of the year. just to give you a sense of how far to the south this arctic air mass is driven across the entire country. that storm system is going to move out. closer to home, the concern is fire weather conditions if southern california and they do continue tomorrow and thursday. both days with critical fire weather conditions expected outlined in orange. it's one category better than it was today. it was extremely critical. but still, the

warnings will continue through 8:00 p.m. on friday. the debris won't be off the charts, but something we need to monitor any time there's any kind of rain that falls around the burn scar. around the bay area, our weather is very tranquil, especially it comparison to all of that. we did manage to climb up into the 60s across the bay area right now as we look out at salesforce tower. some 50s on the map. mostly 50s at this point. 60 degrees in san jose and santa rosa. today's temperatures were about 3 to 6 degrees above normal. we will be about 6 to 8 degrees above average tomorrow and again on thursday. offshore winds are present over the bay area as well. they're not nearly as strong as they are over southern california. clear skies overhead with the warmth we built up today will radiate off into space. temperatures will drop down. a mix of upper 30s and the low 40s around the

bay. flirting with freezing and spots to get down to below freezing. 32 degrees in fairfield. look at how much your temperatures will warm up to 67 in the afternoon and almost 40-degree warm up with only about 10 hours of daylight. they will make the most of what limited sunshine we do get here in the month of january. most of our temperatures in the mid to upper 60s. the exception of that will be along the coast, where they will reach up on thursday, which you're going to see though, the reemergence of the little haze on the horizon. air quality today, only got into the moderate category for inland parts of the east bay. north bay and santa clara valley will join the east bay with the moderate air quality emerging on wednesday. we will see probably moderate air quality across the board on thursday and friday. what we need is some rain. it will not happen for us, so rain chances, there is a little bit of a bump. maybe a little bit

of fog and for us though, it's a different story. take a look at the rain outlook for los angeles. that's a much better chance from saturday into saturday night and sunday. this will be light enough again that the debris flows will not look like they will be a huge cause for concern. but something that they will still need to monitor to be on the safe side. back to our forecast and over the next seven days. not much variation from spot to spot, so everybody has the same forecast. temperatures are staying well above normal, retreating a little bit on friday as they would start to move in. that will help send our temperatures back to near average in the upper 50s on saturday and sunday, then right back up into the low 50s on monday and tuesday of next week. we will finish the month of january, the way we spend most of it with mild temperatures and dry weather continuing. >> all right, thanks, paul. still ahead, vowing to impose steep new tariffs on foreign goods. how they could impact one of california's signature crops. and plus the bay area culinary world is in mourning

well in san francisco, a plan to link the city with a maze of bike lanes was presented to the san francisco municipal transportation agency board today. the goal is to connect neighborhoods and communities through 385 different routes by putting a safe bike lane within a quarter mile of every residents home. the biking and rolling plan is still in the planning stages. a planned adoption hearing will happen next month on february 18. another major blow to the san francisco city center. bloomingdales announcing it will close their stores in late

spring. this is ending a two-decade run. during the past two years, the market street has seen other major tenants leave the mall including nordstrom and 2023. we are hopeful to be back to serve the community area and location. those will remain open. well, the bay area just lost a culinary trail blazer has died. tan fan has been known for his modern soup, and opened it in 1985, due to reopen this spring, he had the sandwich shops, where they will speak to customers today. >> he was an important restauranure. he had a lot left to offer. one time i went by there and bill clinton was trying to eat there when he was
