and right now, in the afternoon edition, a big reversal from the white house on the federal grant freeze that sparked widespread confusion. good afternoon. i'm ryan yamamoto in less than 48 hours. a major turnaround on president trump's move to freeze some federal assistance. the administration first released the memo about the freeze on monday night, leaving a lot of agencies confused

about whether they would be cut off. the federal assistance is a crucial lifeline for a lot of people and organizations that rely on trillions of dollars from washington. then yesterday, a federal judge put the freeze on hold until next monday. now, the white house budget office is rescinding it completely. democrats are calling this an important victory. and there is news. there is a new step in president trump's effort to reshape the federal government and cut spending. the administration is offering buyouts to the nation's nearly 2 million civilian federal workers. president trump's administration made the offer in an email to employees who don't want to return to the office. full time workers who decide to leave by february 6th can keep all pay and benefits through the end of september. the move is part of elon musk's department of government efficiency efforts to slash payroll and build a workforce loyal to trump. priorities. democratic senator tim kaine of virginia is urging workers to turn down the offer. >>he doesn't have any authority

to do this. do not be fooled by this guy. >ryan >and cbs news has learned that today, president trump is expected to sign an executive order freeing up federal funding to expand private school vouchers and other school choice programs. well, today on capitol hill, robert f kennedy jr. facing senators in his confirmation hearing to lead the department of health and human services. natalie brand reports. it comes a day after his cousin, caroline kennedy, called him a predator and urged senators to reject his nomination. >>before a packed hearing room. robert f kennedy jr. took his seat before lawmakers hoping to serve as president trump's secretary of health and human services. news reports have claimed that i am anti or anti industry. i am neither. i am pro safety. as one of trump's most controversial cabinet picks, democrats raised concern about his past comments on vaccine skepticism.

mr. kennedy has embraced conspiracy theories, quacks, charlatans, especially when it comes to the safety and efficacy of vaccines. but republicans praised him, saying kennedy represents an opportunity to improve the nation's health system. your commitment to combating chronic conditions that drive health care costs will be critical to our success. the hearing comes a day after kennedy's cousin, caroline kennedy, released a scathing letter to lawmakers urging them to reject his nomination. bobby himself is a predator. bobby preys on the desperation of parents of sick children. vaccinating his own kids while building a following, hypocritically discouraging other parents from vaccinating theirs. ahead of the hearing, dozens of people lined up to try to get a seat inside that includes doctors and nurses from out of state, both firm supporters and staunch opponents. his vaccine skepticism will cause people to not get their

children immunized, which will further increase disease in children. very, very, very excited about ending the chronic disease epidemic for children and adults in our country. kennedy's confirmation process continues tomorrow before the senate health committee. >ryan >and the rupert murdoch owned new york post, which is very influential in republican circles, published an editorial on monday urging senators to vote against kennedy, writing he does not want to restore trust. he wants to burn the whole thing down to the ground to benefit himself. back here in the bay area. key step today for san francisco mayor daniel leary's plan to overhaul how the city tackles its drug crisis. right now, the board of supervisors budget and finance committee is considering his proposal all to declare a fentanyl state of emergency. the measure aims to streamline san francisco's enforcement and treatment resources. it would also allow the mayor's department heads to approve funding and contracts without going through a lengthy competitive bidding process and

speed up the hiring of more public safety staff. ahead of the meeting, supporters joined the mayor on the steps of city hall. >>for the last year, while i have said this and i will say it again today, san francisco is no longer a place that you come to deal drugs or to do drugs on our streets. >ryan >well, the effort is expected to build on recent progress made in reducing overdose deaths nationwide and locally. deaths dropped by 17% nationwide from july of 23 to july of 2024. and in san francisco, overdose deaths were down nearly 23% for the first 11 months last year. in 2021, mayor london breed declared a state of emergency in the tenderloin to waive certain laws for 90 days, allowing the city to quickly enact breed's intervention plan. okay, switching gears right now, first alert weather right now, cool or cold conditions, depending on what area you are living in, and you're looking ahead of the chance of rain

later on this week. let's check in with meteorologist jessica burch. hey, jess. >jessica>hey, how's it going? let's get going with this forecast real fast, because as we head into the next couple of days, we're going to notice small day to day changes when it comes to our temperatures. but we're going to notice drastic changes when it comes to this dry setup that we've been experiencing for most of the month of january. it's going to come to an end pretty fast. there's rain right around the corner for us, anywhere from the santa clara valley, where today we're sitting in the 60s all the way up to the north bay, where more 60s are in the forecast for us today. what's happening right now is this huge area of low pressure. it's starting to sweep its way into the pacific northwest. and with it that rain, the atmospheric river, it's going to start angling its way closer to us here in the bay as early as friday morning. so i advance the clock kind of to show you not what's happening tomorrow necessarily. but as early as friday morning, we start seeing rain widespread throughout the north bay down into the santa clara valley, starting those early morning hours lasting until saturday. sunday too, with breaks at times. but for the most part, we're going to see pretty impressive rainfall totals for our friends up in the north bay. time this out

for you coming up in just a bit and show you what it's going to look like for us next week. for now, back to you. >ryan >well, san francisco's chinatown, celebrating the year of the snake. this morning, dozens gathered at portsmouth square to celebrate the lunar new year opening ceremony. mayor lurie also joined the celebration. >>the snake symbolizes wisdom, flexibility and transformation, qualities that should inspire us as we embrace the opportunities of the year to come. >ryan >celebration follows the chinese new year flower market fair. according to sf chinese chamber of commerce, this year's flower market fair had record turnout. the celebration ends in about two hours. well, people around the world and across the bay area also celebrating tet, the vietnamese new year. the city of san jose has the largest vietnamese population in the world outside of vietnam. our mary lee takes

outside christina's shop, lion plaza was packed with shoppers buying fresh fruit, flowers, treats and decorations for the first time in five years. the outdoor flower market is back at lion plaza for vietnamese new year. liana lawson and her family come to lion plaza every year to buy their allies. she says it's a family tradition. born and raised here. liana loves calling san jose home. oh. i'm extremely proud. it's it's great to. be able. to say that i'm from san. jose and from. the vietnamese culture. for christina, she not only remembers where she came from, but what it took to come here to america. she and her family escaped vietnam when she was just three years old in 1979. it's something she and her family will never forget. my mom and dad made sure that we remember that it was something

when their first interest rate decision of 2025 today, the federal reserve board opted to keep a key interest rate. the same this as the board works to bring down inflation, which remains historically high. president trump has called on the feds to bring down those rates and take a look at the big board on wall street right now. as you can see, a bit of an up and down morning. but right now it is trending in the negative position in the red. now down about 74 points. well, this

sunday night the music world. the music world gathers for the grammy awards in the bay area is well represented this year. max darrow introduces us to a local sound engineer who's putting a new spin on a ray charles classic. >>i have some clamps. you're going to look at this and you're going to go, what? that's crazy. late afternoon in golden gate park, a sound maestro is at work. meet michael romanowski, known as romo, one of the first immersive audio mastering engineers on the planet. wow, look at that. there's actually, yeah, we have meters. his tools include a dummy head with high fidelity microphones embedded in the ears, a second microphone perched on top captures all the sounds surrounding it from all angles and directions. dogs over here and people playing. and there's stuff going on over this way. there's a food truck over here, and you can hear that occasionally. there's music going on over here. and i heard

a squirrel a minute ago. the recorded sound, known as immersive audio, is closer to the way our ears really hear and perceive the world. our hearing sense is the most 3d sense we have. it was the sense that. would be. paying attention to everything that we don't see. now romo is up for a grammy as mastering and co mixing engineer for best immersive album. the work ray charles last studio recording genius loves company. ray is one of my heroes and to be a part of the record is just astounding. it would mean a ton to me if this one. recently, romo opened up his studios and threw a grammy listening party for the professionals in the area on hand. nominated for the same work, veteran sound engineer eric schilling. this was a real treat to be able to do this for me. you know, this is a this is a labor of love. what makes this immersive album so remarkable? the engineers

had access to the original master tapes. one of the things i was really, really, really happy about this record is we were able to go back to the original audio. his fellow engineers are blown away. it sounds beautiful. really clean, really open, very detailed. brilliant album. and what they've done has really taken it to the next level. it's almost like listening to it again for the first time, which is really cool. we'll be listening sunday for the sweet sound of romo getting his sixth grammy. >ryan >and you can watch the grammys live right here on cbs news bay area. it all starts at 5 p.m. this sunday. you can also stream the award show on paramount+. okay, back to our first weather right now. give me a live look out toward mount diablo, and you can see down in the valley all the clouds and kind of the grayness happening here. let's check in with jess and jess. this is like a preview of what's to come later on in the week, >jessica>right? it is. it's that little bit of a tease with the clouds and the overcast before we get full force rain right around the corner heading into this weekend. and our friends up in the north bay need to prepare

more than some of us down in the santa clara valley. i'll get to that in just a second. let's recap what happened. so today, as we head into the afternoon hours, we're gearing up for upper 50s anywhere from redwood city over into fremont, low 60s into san jose, low 50s all the way along the coast just near half moon bay. but let's talk about the rain once again, because today is a dry day. tomorrow is a dry day. it's not until friday in the early morning hours where we start to see this system sweep in from offshore, bringing light to moderate rain anywhere from santa rosa all the way down into the santa clara valley. this advances all the way into friday evening. saturday morning we're continuing to see on and off, showers back and forth while our friends up in the sierra get plenty of snow. now let's add up these totals real fast. this is one of our models that we've been using heading into saturday just into those early morning hours. so recapping friday, we're expected to get close to around an inch up near santa rosa and napa. let's advance the clock all the way to saturday evening. now we're closer to an inch and a half up in those areas, even up to two over into napa. now, monday night is an interesting night

because we jump from around two inches near santa rosa all the way to around for 3 to 4in up in the north bay. all throughout those early morning hours on tuesday. so we do have heavy showers right around the corner as we head into this early next week forecast. and at the same time, our friends up in the sierra are expecting to get anywhere up to around 15in of snow in areas like donner pass. so if you're considering heading over there, keep that in mind. skiing as we head into this weekend or early next week. now, if you're staying local, the biggest concern that we have, of course, could be flash flooding at times. as we head into early next week, we're just a chance of flooding in general in those low lying areas. for the time being though, enjoy this dry day that we have a little overcast as we head into the afternoon hours. we're noticing a similar trend into our thursday forecast, and suddenly by friday, we're gearing up with those umbrellas ready to go right around the corner. i'll keep you updated on those rainfall totals as we get closer. for now, back to >ryan >you. all right. thanks, jess. coming up, he's been a mainstay in the warriors organization. the honor coming to this champion. and of course, a fan favorite.
