rolls in. the trade were so begun as trump raises taxes on imports in canada and mexico say they will retaliate. i am brian hackney. >> the fire at the martinez refinery has been burning for about 10 hours. the latest information from fire officials say well it's not out, they have made significant progress. >> the shelter-in-place order was lifted about 90 minutes ago. officials have not said how the fire started, but we know at least six were heard in four taken to the hospital for treatment. >> reporter: plumes of black smoke filled the sky all day saturday in martinez as crews along with local emergency agencies rushed to the martinez refining company , forcing people living nearby to shelter in place for hours. the company said it started when petroleum

ignited inside one of the refineries combustion chambers. >> we apologize for the disruption and it's causing community concern. >> reporter: the battalion chief said his crews have been working endlessly to stop the fire and determine its cause. >> we currently have water on the fire and utilizing large master streams to cool and extinguish the fire. >> reporter: officials say it's a major health concern to communities nearby. >> concerns should you experience them, would be severe exposures that cause respiratory distress, long distress, shortness of breath, or cardiac distress. >> reporter: the refinery produces gas, diesel, jet fuel which is why county leaders issued a level three community warning saturday evening. is shelter-in-place issued for residents living north of the refinery. >> the sirens will continue

every 30 minutes until there is all clear. i encourage all residents to stay informed by signing up for martinez alerts at martinez alerts.com or other official channels. >> reporter: investigators say six employees were injured and four were rushed to a nearby hospital. >> the priorities for the safety of the public and for the extinguishing of the fire. >> reporter: first responders urge everyone to stay vigilant of health conditions as the investigation of the fire continues. >> weather is a factor with the wind and particulates. >> the number 1 thing is where is the smoke going? and more importantly, the stuff in the smoke. there is good news on that. i can show the air quality readings in and around there. they are not as bad as you might think from the pictures we saw. first thing is which way was the wind blowing? here is martinez and that's where the refinery is. you can see on the streamlines the wind was blowing

it inland so it was going almost like it wanted to move it up the delta. we can use the network of cameras from the alert california network of cameras and look at that. the important perspective is the camera is directly east. we are looking toward the fire that way in the smoke we know is moving from the west towards the east. let me give another vantage point. we checked the air quality sensors around this part of the bay. good news, most of it is good. it is green. the camera was about here and we were looking that way and the fire is here and the smoke was blowing that way. from right before we went on the air, we did an update and pull down one of the sensors that would've been in line at the direction the smoke was going. look what happened out here today? midafternoon, spiked to unhealthy for sensitive groups, but that was even the smoke coming off the fire. this happened late morning, early

afternoon before the smoke plume. right now, air quality has improved from one way of looking at this, it's a particulate matter, but there's another side to this. the sensors can only tell about particle size. they don't tell you what the chemical composition of the air is. that's where the concern came from the bay area. and what they are doing their best to make sure they protect you from. if we took one positive from this. you are not breathing in the physical aspect of the particles. you could maybe assume you are not breathing in the chemicals but there is no guarantee. follow the guidance from the local authorities in the air quality and they lifted the shelter-in-place so good news on that. >> i'll be back with the rest of the forecast in a bit and there's a lot of rain coming our way. we will break down two different storms to go. >> thank you so much. stay up-to-date with the latest in martinez on our website and kpix.com and the cbs

news app . san carlos airport will keep the air traffic control staffed after reaching a deal with a new company. robinson aviation supply controllers on the terms of a new deal. they are for the time being sticking with the previous company for another two months otherwise airport would've operated without controllers. it comes after two deadly crash is on the east coast. we will have the latest on that crash in a few minutes. costco reached a new tentative contract agreement with the teamsters union today. it averts a nationwide strike across six states including california. details of the deal have not been released but workers had been looking for higher wages and increased benefits. people having on the west side of san francisco officially kicked off their attempt to recall supervisor jo ellen cardio. they say he should've done more outreach before pushing prop k which would've shut down the great highway and turn it into a park. the past by

means longer wait times between us and light rail lines and get your pencils up. in total, 14 routes will see changes including the ingleside and oceanview lines which run one car trains on the weekends. the 24 and 43 routes will launch -- run less frequently between 10:00 a.m. and 1:00 p.m. and the buses on one california express have been discontinued altogether. it's a spokesperson said the changes were necessary for financial stability but transportation experts saying cutting services will not attract more riders. >> it's bringing new customers and i think that's where public transit agencies, specifically the u.s., really struggle. the way to get riders back and get butts in seats is not by making service less frequent. that should be very clear. it could

small medical transport jet crashed into a busy neighborhood friday night killing all six people on board. one person on the ground also died with at least 19 more injured. the explosion from the crash also lighting five houses in the neighborhood on fire. >> this is an active investigation, the debris is scattered, it is very dangerous and so i encourage everyone to stay out of the accident site. >> of the six people on board, two were doctors, two pilots, and a young girl who had just completed treatment at shriners children hospital along with her mother. another rainy day across the bay area which did not stop people from spending time outside in petaluma. they were prepared with umbrellas. similar on the embarcadero in san francisco. with gloomy skies, wet weather on the other hand, it is february.

everybody else. close to half an inch of rain from the city to the south where we haven't got much measurable rain in san jose or livermore. everyone is included in a flood watch and that expires tomorrow night at 10:00 p.m. and, certainly will be replaced with the next flood watch which is really the one to pay attention to. that is the one which will take into account the next series of rainmakers coming our way for early in the week. let's get into that. i want to show you why it's a little more of a concern. when we look at what radar has looked like over the course of the last hour, we have a few showers coming across the north bay. there's not a lot to this, but a few showers nonetheless that are persisting. it's really what happens for the next 24, 36 hours or so. throughout tomorrow, there's a chance for a shower. it won't be super

impressive. i will take radar off and i'll show it futurecast looks like. through that period and we will keep your eye on the timestamp on the bottom. that was all sunday and now we are getting to monday. this we need to look at. that looks different. the timing gets us into monday afternoon. that is the pattern you see on the radar when atmospheric river is coming onshore. you have this well-defined , it's like a fire hose, pointed at california, and most important way, we can follow that to the subtropics if we keep going. that is the long fetch of moisture that these atmospheric rivers are composed of. just to come away with a better handle on how that one, at this point in the forecast models, will impact us. were picking up where we left off. monday afternoon. you can see the atmospheric river going farther than i can walk and that will play it forward. that's monday night. this is tuesday

morning, tuesday afternoon. a fairly long period of time under the influence of that one. it clears out on wednesday. we get a little break. there's another system that comes in after that, perhaps thursday and friday. this is too far out to try to get too specific with it. it doesn't look like it will be driven in by an atmospheric river. it doesn't appear to be a component of that system. this appears to be colder which means a goods snow producer in the sierra. right now it's relatively wet, heavy and snow level around 8000 feet. that will have impacts at home because we will have gotten a lot of rain on tuesday. i skipped over the whole tuesday system, but that's the biggest one. use it when we look at the accumulating rainfall. this is monday. looking at 2/10 of an inch of rain tops for the santa clara valley. let's add in to stay in a place it differently. you jumped about three inches.
