effect, and china retaliates. while the president backs off on new levies on goods from mexico and canada. chaos and confusion sparking protests and pushback after trump ally and private citizen elon musk moves to shutdown a federal agency providing humanitarian aid across the globe. and search for clues. crews recover parts of the mangled american airlines plane from the potomac river as investigators try to piece together how the jet collided with a military helicopter. good morning. i'm michael george. well, while the trade war with mexico and canada is temporarily on hold, the trade war with china just began. overnight china announced it's imposing a 15% tariff on coal and liquefied natural gas products from the u.s. along with a 10% tariff on american crude oil, agricultural machinery, and cars with large engines. meanwhile, the fallout is growing over elon musk's plan to eliminate the federal agency

responsible for distributing aid overseas. cbs' naomi ruchim joins us with the latest. naomi, good morning. first off let's talk about these tariffs because it seems like president trump is backing off of the mexico and canada tariffs at least for now. >> yes, michael, but china is not backing down, renewing the trade war between the world's top two economies. china's retaliatory tariffs don't go into effect until next week, offering some time to negotiate, but president trump is now warning he could bump the tariffs up even higher if china doesn't work to stop the flow of opioids into the u.s. this morning china announced tariffs against some u.s. energy and machinery exports in response to the president's 10% tariffs on chinese goods, with the president's proposed 25% tariffs on canada and mexico are now being paused for a month after the leaders of both countries pledged to beef up security at shared borders to

stop the flow of illegal drugs and migrants. mexico plans to send 10,000 troops to the southern border. canada has also vowed to build a task force to help fight border crime and to appoint a fentanyl czar. on social media president trump said he is, quote, very pleased with this initial outcome. >> we have to stop fentanyl from coming in, whether i like somebody or not, and we have to stop the illegal aliens from coming in. >> reporter: meanwhile, there's uncertainty at the u.s. agency for international development or usaid after trump's department of government efficiency head, elon musk, moved to dismantle it in his quest to reign in government spending. today offices are closed. cbs news has learned that hundreds of contractors have been placed on administrative leave. >> usaid was established by an act of congress and it only be

disbanded by an act of congress. >> secretary of state marco rubio has been named acting director, and sources say some of usaid's functions could be absorbed into the state department. president trump does plan to speak to chinese president xi jinping later in the week. meanwhile, multiple sources tell cbs news the president is considering an executive order that would dismantle the department of education and move some of its functions to other parts of the government. eliminating the entire department, however, does require an act of congress, michael. so we talk about these first 100 days, and there is a lot going on and more to come, certainly. >> a lot to go on, and also the president really testing the powers of the presidency. naomi ruchim, thanks. the decision to pause new taxes on goods from canada and mexico for 30 days has importers breathing a sigh of relief. but if those tariffs end up going through next month and the

tariffs on chine continue, it could have a big impact on americans. cbs' kelly ogrady has that story. >> reporter: tariffs on mexico imports are on hold, but if they are eventually imposed, it could affect prices for fruit, vegetables and other goods. she sells imported candy from mexico. >> suppliers will have to rise their prices, which in turn will make retail places like myself raise their prices. >> reporter: canada is the number one supplier of beef and poultry to the u.s. the tariff on chinese goods could impact almost every u.s. industry according to patrick penfield. >> be import a lot of from pharmaceutical, you're talking the toy industry, electronics, so almost every industry in the united states would be impacted. >> reporter: we recently spoke with dealership owner tom maoli.

>> it's not just the vehicles, it's the part that go in the vehicles and those parts come from all over the world. and as those tariffs come in depending where those parts come from, it's going to impact every vehicle, suvs, cars, hybrids. >> reporter: and the gas that powers those cars could also cost more. the u.s. imports oil from canada. an analyst says a tariff could lead to higher prices at the pump. kelly o'grady, cbs news, new york. after heated confirmation hearings last week, two of president trump's most controversial nominees face crucial senate committee votes today. the senate finance committee is scheduled to take up the nomination of robert f. kennedy jr. as health and human services and the senate intelligence committee is set to vote behind closed doors on the nomination of tulsi gabbard to be director of national intelligence. and the fbi is facing a deadline of noon today to turn over to the justice department the names of employees who worked on cases related to the january 6th riot at the u.s.

capitol. it comes one day after there was another deadline for thousands of fbi agents and employees to fill out a trump administration questionnaire asking about their roles investigating the capitol insurrection. there's concern the president could be taking retribution against those involved in investigating january 6th. secretary of state marco rubio says el salvador's president is offering to accept deported migrants from the u.s. of any nationality including violent american criminals currently in prison. rubio made the announcement during a signing ceremony on an unrelated matter with el salvador's foreign minister following a meeting with the president. after rubio spoke, a u.s. official said the trump administration has no current plans to deport american citizens. salvage crews will resume the work this morning of pulling the mangled wreckage of american flight 5342 from the potomac river outside the nation's capitol. they're also still looking for victims killed when that jet collided with an army helicopter last week. cbs' kris van cleave has the latest on the investigation. >> reporter: crews began lifting

pieces of the american airlines regional jet that crashed into the potomac river after the midair collision. among them the midsection of the plane'smaled and upside down fuselage, one of the plane's engines, and a wing as efforts continue to recover all 67 crash victims. >> we have psitively identified 55 sets of remains. during recovery and salvage operations today, additional human remains were located. >> reporter: ntsb investigators have accessed the plane's cockpit data recorder, which shows the airliner was flying at about 325 feet around the time of the collision. deputy director of army aviation, colonel mike ott. is there any reason why army helicopters would be flying above that 200-foot line, as it appears in this case? >> it's important for us to not speculate because there are -- there are all kinds of reasons that you could deviate from an altitude. you know, something as simple as a flock of birds is in front of

you, or you may deviate if you see something that's an obstacle or other threat to your flight. >> reporter: the black box data also indicates the plane pitched up immediately before impact, perhaps a last second attempt by the pilots to climb. airline captain laura insettler. what's going in the cockpit 325 feet up with the runway in sight? >> the pilots of the regional jet are going to be fully focused on landing the jet. they're manually focused at that point, focused on the runway, their altitude, their airspeed, their spatial orientation, their descent rate. >> reporter: the second plane crash friday capped the deadliest week for american aviation in more than two decades and has rattled the flying public. what are you telling passengers right now? >> we put our lives on the line

care at hospitals and college campuses come under scrutiny. those are some of the headlines on the morning newsstand. the associated press says the trump administration opened investigations into alleged anti-semitism at five colleges. the schools include columbia, uc berkeley, the university of minnesota, and portland state. it came the same day after a new task force. to root out anti-semitism on college campuses. officials accused campuses of allowing anti-semitism after the october 7th hamas attack on israel. the detroit news says the aclu is suing the university of michigan after pro-palestinian protesters were banned from campus. the federal lawsuit file on behalf of at least five people accuses the school of violating their right to free speech. last week a student who dedicated to the palestinian liberation was cut off from
