traffic controllers moments before a deadly midair collision. the latest efforts in san francisco to change the city's image. and a bronco chase in florida that didn't involve a former nfl player. from kpix, this is the late news with sara donchey on cbs news bay area. >> hi. i'm sara donchey. we have spent a lot of time on this show recently talking about the storms we've seen in and for most people they were or have been a nuisance or inconvenience. for others they've been pretty destructive. we've shown you people who have lost their homes and property over the past few days and weeks, but tonight the worst news of all, we're learning two people have died in the north bay because of these storms. andrea nakano has more on that, plus a very close call for a woman who almost drowned inside of her car. >> reporter: sheets of rain and wind gusts have battered the north bay once again tonight.

it's lightened up a little bit, but all of this rain has created dangerous conditions on the roadways. this is body camera footage from marin county deputy mike dawson. >> you in there? where you at, in the back? >> reporter: he arrives on the scene of a car sub merged in a rushing creek. >> if you any you can squeeze through there, i'll help you. >> honestly, i don't know. i've never had to try before. >> reporter: while this woman made it out alive, deputies in sonoma county found two bodies of one man was found wedged in a culvert. another body was found at an intersection where the road was closed due to flooding. >> anytime we have flooding and roadways being consumed by water we tell people turn around. don't drown. >> reporter: in downtown novato the storm forced some businesses to close up shop. >> there was trees down, power lines down. again, i think our

power at the business went out three times today in downtown. >> reporter: jimmy mcalpine lives and owns a business in novato and says this week's storm was unlike what he's experienced in the past. >> i've been here 12 years and more flooding in the streets than i've ever seen ever, for sure. >> reporter: jimmy and his daughter are both ready to see some calmer weather in the near future, but they hope there is at least one good thing to come from these storms. >> i hate winter. i'm ready for summer. >> we're skiers, so tiny glass half full. there will be some good powder up there. >> obviously part of what's so important about your job is because these storms can have very, very serious consequences. it is so sad to hear about the loss of life, obviously destruction, too. are we sort of out of the woods yet when it comes to at least the threatening parts of this? >> it looks like we are. there's still a little shower activity, kind of mist and drizzle, but the overall flooding threat is starting to go by the boards with this particular scenario. let's look

at the replay how this shaped up over the past 12 hours. we'll go back 18 hours to 5:00 this morning when the rain was just starting to move in. the heaviest rain fell this morning in a fairly narrow window of time. that helped limit the overall flood potential with this particular round of rainfall. for most of the day, it was off and on, light to moderate rain showers, inconvenient, making those folks who have been flooded out nervous it might recur, but now the shower activity is pushing farther off to the east and we'll see these few straggling, lingering showers through the rest of tonight and into tomorrow. here's futurecast radar simulation through 1:00 tomorrow morning. again, these are sporadic, very minor showers. they're going to be enough to wet down the roads in a couple spots for the morning commute, but they'll be more miss than hit and won't add up much more on top of what's accumulated. let's look at the numbers for this particular round of rainfall. over the past 24 hours, we've added up quite a bit of rain in the santa cruz mountains, over 2 1/2 inches of

rain for ben lomond, 1 1/2 for san rafael, just over an inch of rain for santa rosa, san francisco just over a 1/2 inch and about a 1/3 of an inch for livermore and san jose. the current sustained winds are in the 15 to 20-mile-an-hour range on the high end. the gusts are a little stronger, but beginning to subside, still a 37-mile-an-hour gust in oakland and a wind advisory continuing for everybody but the north bay until 4:00 tomorrow morning, but the winds are going to be dying down within the next couple hours before that wind advisory does expire in the presunrise hours of friday morning. now we get to enjoy a dry weekend. details on that and a look ahead to the next chance of rain coming up. >> we'll stay prepared. thank you so much. the bay area has a reputation for its diversity and for welcoming immigrants from all over the world and in some cases, for laws that protect undocumented immigrants here. san francisco, for example, is

known around the country as a sanctuary city. it is the first city that comes to mind for a lot of people when they talk about that. it and other cities across the bay area limit police officers from working with i.c.e. because of that status, but now president trump's new attorney general, pam bondi, says she will freeze funds for cities that do that. our kelsi thorud looks at the legal battle coming and what is at stake. >> reporter: former fbi special agent jeffrey harp warns the doj's freeze on funding to sanctuary cities like san francisco could significantly impact local law enforcement. >> those grants are used to buy equipment, to buy things that the law enforcement officers will train, flashlights, boots, shoes, body armor, all that kind of stuff that law enforcement uses to protect our local citizens. >> reporter: on wednesday the trump administration's new

attorney general, pam bondi, issuing a memo to end funding to all sanctuary jurisdictions that refuse to comply with federal immigration laws. special agent harm says that freeze means millions of dollars are now off the table for local agencies, money they use to help solve crimes. >> as of recently, as i believe today or yesterday, san jose actually received bureau of justice assistance funding in the amount of $2.5 million for rape kits that they had -- like over 900 rape kit. so that's just an example from san jose. >> reporter: san francisco has doubled down on its commitment to remain a sanctuary city. mayor lurie alluded to potential legal action to support that stance. >> listen, we're monitoring everything coming out of d.c. we were hit with this about eight years ago. we fought back. we

actually won in the courts and so district attorney -- sorry, city attorney david chiu is working on this as we speak. >> reporter: city attorney chiu's office said they will have more to say in the coming days, but experts like professor brandon phillips at cal state east bay predict a lawsuit is coming. >> lawsuits are most likely going to be the most effective strategy that cities have available to them. there is on the part of cities and especially on the part of the states, we do send this revenue to the federal government through taxes and other mechanisms. so in a sense we are demanding some of the money that we allocate to the federal government continue to be allocated back to us. >> reporter: another potential battle in the courtroom brewing between california and the trump administration. special agent harp hopes cooler heads prevail. >> i think san francisco and the department of justice are going to have to take a step back and think about what's in the best

interest of the community and sometimes that's give and take on both sides. the old saying about everybody has to meet in the middle to make it work, i think this may go there. >> the trump administration is also gearing up to investigate schools for allowing trans women to compete in women's sports, including san jose state university. in response the school's president said in part, "san jose state university is committed to insuring that all of our students, including our student athletes, are treated fairly, free from discrimination and afforded the rights and protections granted under federal and state law." the ncaa also says it will bar transgender women from competing in women's sports next season, falling in line with the president's executive order signed yesterday. san francisco's new mayor is pushing ahead with his promise to try and make the city safer. he's named a so-called hospitality task force that he says will put more police in some high traffic and high profile parts of the city,

including union square and the moscone center. the city has deemed those as hospitality zones, but if that makes you go hey, wait, haven't i been seeing this already? yes. sfpd has been stationing more officers around union square long before daniel lurie even started campaigning. so what is different about this? our wilson walker went to find out. ♪ >> i've been walking around the city. i've been here on a business trip and for the past few days i felt very safe coming down here to do shopping and i think what shocked me, too, was the presence of the police. at first i was scared, but i realized you've got a lot of high end stores here. >> reporter: monett renfro in town from chicago has no complaints about her visit to san francisco. she said the police presence that's now a part of union square gave her extra peace of mind and now

there is more on the way. >> that's why today i am proud to announce the san francisco police department hospitality zone task force. >> reporter: mayor daniel lurie says the new task force will expand on the kind of security that's already been deployed in the city's central tourist zone, only it will be stretched out towards south of market and civic center. that comprises an area covered by three different police districts, so this will be a unified operation and it's already rolling out ahead of lunar new year and the nba all-star weekend. >> it's going to continue after that every single day. the hospitality zone task force will provide residents and visitors with the security they deserve 365 days a year. >> reporter: in making the announcement, the mayor and others acknowledged that this is partly an effort to change minds

at a time when crime is declining. >> but what we know is that it's not enough for us to see the data that crime is dropping. people have to feel safe. that's about your perception. >> reporter: from one visitor's point of view, the perception of san francisco is already changing. >> it's really changed throughout the years. i feel since i visited probably within the last five years, i don't see as many homeless and the drugs in the streets here in the city. so i feel safe. we're learning more about the moments before impact in last week's deadly midair collision in d.c. and for years bronco chase conjures up images of the lapd rolling down a socal freeway. you probably don't immediately think of an actual horse, but this bronco chase had to do with, yup, a horse.

rainy season hoping for goldilocks where it's just enough and a long enough break and just enough again, rarely ever works out that way. today was not nearly as impactful as the rain a couple days ago, but it was certainly wet. let's look where things stand on first alert doppler. we have a few showers largely making their way more and more to the east. it's not necessarily dry. mist and drizzle, the droplets falling slowly which makes it harder for the radar to pick up and they tend to be low to the ground. the radar literally shoots over the top of them. under the radar, that's where that phrase come from. we'll see the shower activity become more sparse through tonight. this is the forecast radar simulation through 5:00 a.m. tomorrow with a couple sprinkles and light showers, especially in the north bay, trying to make its way in the city as we approach rush hour tomorrow morning. plan for maybe a few extra minutes out the door. 5:00 to 10:00 tomorrow morning, the last gasp of

showers begins to make its way farther east. there's the possibility of a couple showers the rest of the day. as we go through sunset tomorrow evening, there's maybe a sprinkle left over and that's about it. we start a dry stretch that will carry us into the weekend. in between the lingering showers temperatures will be cool, about 2 to 4 degrees below normal, mostly mid- to upper 50s, bodega bay 54 degrees, not much cooler than the warmest location on the map. one of the other cool spots, half moon bay, also 54, the warmest spot, 59 degrees in san jose. so everybody is within 5 degrees of each other by tomorrow afternoon. in terms of the winds, those are in the process of dying down, but it's still pretty breezy right now. that will not be the case as you head out for work tomorrow morning. let's look at hopefully our hour-by-hour wind gusts. the thing seems to be stuck here. seems to have gone back to rainfall totals, okay. it's always fun when this

happens on live television. these are the current wind gusts -- sustained winds in the 15 to 20-mile-an-hour range. some of the strongest gusts are still over 30 miles an hour. those will continue to subside through tonight and the wind tomorrow will be a normal bay area day in terms of the breeze, not overly blustery. we settle into a calm pattern heading into the weekend. here's the seven-day forecast which includes just the early showers tomorrow, a couple straggling leftover showers and plenty of sunshine over the weekend, a couple degrees below average. then we see a few clouds monday and tuesday. the next chance of rain heads our way wednesday or thursday, does look like wednesday night into thursday as the wettest time frame and potentially the windiest time frame. right now the more reliable forecast models are indicating thursday might bring our next atmospheric river towards us. that's literally the last day of the seven-day forecast, a week from today. there is a lot that can

mikey lewis for the win and the dons beat st. mary's the first time since 2019, 65-64. the gaels suffered their first loss in west coast conference play. hockey night, macklin celebrini and the sharks hosted vancouver, celebrini's childhood team. canucks led 1-0, 90 seconds left, until they didn't. tied the game and sent it to overtime and in that extra period celebrini was called for hooking here on a breakaway. that gave drew o'connor a chance to win right here and the penalty shot got through. vancouver won it 2-1. celebrini couldn't believe it. san jose now has lost nine of their last ten. cal and stanford women's basketball, we will spare you those highlights. bears losing 70-63 on the road to louisville.

and what piled up earlier this week. i know everyone wants to head up to the mountains, but travel on friday is still not a good idea. a winter storm warning remains in effect for the sierra until friday afternoon because travel conditions are going to be treacherous, even impossible. give the road crews time to catch up. head to the mountains early saturday. once you're there the weather looks great this weekend, sunshine with low temperatures in the teens, highs in the 20s and 30s and more snow to the way next week as well. we'll keep you updated on that here
