>> but despite their departures -- >> their presence in oakland is still very real. >> -- the memories and the impact remain and soon the stars will be back, if only for a weekend. plus, this one's for the girls. we're getting a sneak peek at san francisco's first women's sports bar. and a bay area police department facing legal action after an alarming arrest. from kpix, this is the late news with sara donchey on cbs news bay area. >> hi. i'm sara donchey. say what you want about san francisco, but the city will be in the spotlight a little over a week from tonight when nba all-star weekend comes to the city. there's the game, sure, but you've got the dunk contest. there will be concerts and parties. if there was ever a time to spot a celebrity in the city, next week would be it, but for all the love of san francisco and the city will be getting, the world of professional sports has not shown much love to the city across the bay. oakland has lost all of its professional sports

teams. in 2019 the raiders moved to vegas. around the same time the dubs started playing at chase and, of course, the a's owner basically gave the town the middle fingerer on their way out last year, but oakland will get its share of all-star excitement next week with several events planned there. andrea nakano explains how community partners are getting ready. >> for 47 years warriors fans have stuck with us through thick and thin. let's be honest. most of those years have been a little thin. >> reporter: from 1971 to 2019 the warriors called oakland arena home. the team was a big part of the community and continues to be after it moved across the bay. >> their presence in oakland is still very real. so we're really grateful for that. >> reporter: while oakland has lost all three major sports franchises in recent years, the warriors left in a way but remain in the area. the team continues to nurture relationships in the town with key community partners. >> the fact that they still have

a facility here in oakland, is that the valkyries, their women's basketball team is at and will be practicing at, the fact that we have a place to train, to have meetings, the fact they're investing in organizations like us and still have access to warriors games, really from a community standpoint they really still haven't left. >> reporter: chris chapman is the ceo of kingmakers of oakland, an organization that helps young black boys find success in life. its success is thanks in part to a partnership with the generation thrive community space, part of the warriors community foundation. >> they helped heavily shape the person i am today. >> reporter: lamond is one of the success stories. he graduated from the fellowship initiative and is now showing the documentary he produced at the black history film festival in oakland. >> to keep it blunt and honest, a lot of people would be up to no good, like i was born and raised in east oakland, not the

best place to grow up, but when it comes to programs like that, it helped steer me out of the bad. >> reporter: lamond is just one of the many examples of the impact sports franchises can have on a community. the nba will hold seven all-star weekend events in oakland, three of those events held in the arena where the warriors won three championships. the events may not replace the teams that have been lost, but a resilient oakland is hopeful for the future. >> yeah. that may have kind of tripped us up, but we're going to stumble through it and something great will come out of that. >> before we get to all-star weekend, we got to make it through super bowl. we're sure that everyone is already aware it's sunday in new orleans. matt lively is planning his festivities already. >> yes. >> wings, the whole thing. >> the whole nine yards, should we say 100? >> all right. he's here to help me figure out what everybody is betting on and i understand that extends beyond the final score,

the passing yards, and football numbers because i don't know anything about football numbers. >> yeah. listen, there's a lot more to all this. you can kind of get into the fun bets because we know we'll be betting on the totals and the spread and all those things, but what about some of these other things? let's start with taylor swift. one of the big ones is she going to be on the broadcast? our cbs broadcast last year showed her 12 times. right now you can bet on how often taylor swift will be on the broadcast and that one is set at 7 1/2 times. i would say it's going way, way over. >> yeah. okay. let's go backwards a little bit and talk about some of the numbers, right? i think we're going to talk about what next, kendrick or the spread or what do we got here? >> we could go to kendrick because he's going to be doing the halftime show and he's coming off that great grammy performance and all the awards he racked up. so a lot of people are wondering what's on the set list and what will be the first

"humble" is the betting favorite to be the first song, "not like us," up there as well, but a long shot and wise bet is the song called "tv off" about. it has the words new orleans in it and it is a reference to his halftime show on his latest album. i think he comes out and starts with that, but it's not the betting favorite. if we go back to the football stuff -- >> yes. this is the math and science, the part i genuinely need help with. what are people betting on as far as what happens in the game? don't laugh. i don't understand any of this. go ahead. >> you can do the whole thing where it's like the chiefs are 1 1/2 point favorites, so you would bet on the eagles and they have to lose by a certain number of points, but here's a fun one for you. will an offensive lineman score a touchdown? if you bet $100 that an offensive lineman will score a touchdown, you will win $1,800. >> okay. >> i should remind you no offensive lineman has ever scored a touchdown in the big game. >> in the super bowl.

showing on tv. kelsi thorud explains. >> reporter: as hundreds of sports bars in san francisco prepare for big crowds this super bowl weekend, one is preparing to cater to a demographic that has long been neglected. >> the bar is not only going to be for women who want to watch sports, it's for everyone who wants to watch women's sports. >> reporter: sarah and danielle are the co-founders of ricky's, a new women's sports bar that's slated to open this spring. >> we want it to feel like comfortable like a living room and not too pretentious, a place you want to come to watch a game, but also just hang out when there's not a game on. >> and it's in! >> reporter: women's leagues like the nwsl and wnba have skyrocketed in popularity in recent years. at the same time so have women's sports bars with new locations popping up around the country. sarah and danielle say they got the idea to open one here in san francisco two years ago. >> we play soccer together and

we had just finished a soccer game and i overheard danielle walking ahead of me talking to a friend saying something like i wish i could open a women's sports bar and i rudely ran up and interrupted her and was like i want to do that, too. >> reporter: the first order of business, picking a name, something that would reflect the local history of san francisco. >> so started looking into previous female-oriented bars, queer women's bars and what the names of those were and discovered the same owner of a few of them and that was ricky. >> reporter: ricky striker owned several queer and lesbian bars in san francisco from the 1960s to the 1990s. sarah says ricky was also a huge supporter of local women's sports. >> and so it seemed like a perfect fit. we kind of freaked out when we were sitting on the phone together, yeah. >> reporter: thus, ricky's was born, the bar located off market street in the castro, a perfect location for fans hoping to make a tradition of stopping by

before golden state valkyries games. >> that is a big part of why we chose this location, absolutely. also it's accessible to people outside the city and throughout the city as well. we're close to a bunch of different muni lines and we're walking distance to b.a.r.t. as well. >> reporter: sarah and danielle say there's no firm grand opening date yet, but they're targeting may, hoping to open their doors just as the valkyries take to the court in their inaugural season. >> this is the time for women's sports in the bay area. we want to be part of it. allegations of excessive force against police in hercules after body cam video shows an officer tasing a man who was having a seizure. >> get out of the car. let's go. >> why are you touching me? >> because you're being told something. you need to do it. >> the lawsuit the department is now facing. san francisco is one of civil cities now taking on the trump administration over its sanctuary city status and funding. we had a few lingering showers earlier today, but those

wow! planet oat really has it all... you guys are so right! no you are. no you are. no you are. yeah, you are. ♪♪ the hercules police department is in some legal trouble tonight for allegedly tasing a man who was having a seizure. it was caught on the officer's body cam. the man's lawyer says he had epilepsy and had a seizure behind the wheel and crashed his car. that's where the police came in. this happened last april, but the body cam footage just came out. the man in the car is jack

bruce. police are patient with him at first it seems, making sure if he's okay. one officer says he thinks bruce just had a seizure, but after a few minutes bruce is told to get out of the car. >> you're about to get tased, dude. >> no. let me get -- ow! >> get out of the car! >> once he's out of the car officers continue to tase him and struggle with him. the lawsuit alleges hercules police later charged bruce with crimes to justify and cover up their actions. it claims the charges were never pursued by the d.a. >> but it's not okay to double down on your bad acts and try to cover them up or try to pretend they're something that they're not. if you're not using it as a learning experience to improve the culture in a police department, you are tainting all of those good officers who want good outcomes to happen. >> the officers are accused of excessive force, battery, false arrest, defamation, and violations of ada. the suit claims bruce ended up with

puncture wounds from the taser, cuts, lingering back pain, and emotional distress. hercules police sent us a statement. they did not comment on the pending litigation, but the department says it takes any allegation of excessive use of force seriously and is committed to following protocol in response. san francisco is joining forces with others in the bay area suing over president trump's threats to cut funding to sanctuary cities and counties. our kara st. cyr takes a closer look at that. >> the trump administration is asserting a right it did not have. >> reporter: san francisco city attorney david chiu fired back against the trump administration's efforts to crack down on sanctuary cities with a federal lawsuit. the city is partnering with santa clara county and three other cities to challenge recent directives issued by the department of justice. they threaten to withhold federal funding from sanctuary cities and threaten criminal and civil prosecution against state and local officials that impede federal immigration enforcement. >> their actions fly in the face

of fundamental constitutional provisions. they violate plain statutory language and numerous court orders. >> reporter: it comes after the federal government sued the city of chicago over its sanctuary laws. as a sanctuary city, san francisco generally limits local officials from cooperating with federal authorities on civil immigration enforcement. >> immigration enforcement is the federal government's responsibility, not the responsibility of state and local governments. sanctuary policies prioritize using our scarce local law enforcement resources to actually fight crime, not do the job of the federal government. >> reporter: officials from both san francisco and santa clara county say they get billions of dollars in federal funding each year. santa clara county council tony la presti says withholding funding could have dire consequences. >> we have billions of dollars at stake, including money devoted to our health system. we have the second largest public health system in the state of california. it's critical that

we're able to provide those health services and the community services. that federal funding helps support. >> reporter: a similar lawsuit was filed in 2019 during the first trump administration, but it was settled. >> the case law on this one a law professor says actually favors sanctuary cities. >> the law is actually very clear that the federal government cannot compel state and local officials to do anything to execute federal law. so if san francisco wants to have a policy that says nobody can assist in the federal immigration efforts, that's a sanctuary city, this case from, you know, 1997 says they can't make you do it. >> yeah. there are lawsuits against the trump administration coming left and right. telling you about another one now, a federal judge blocked elon musk's department of

aware of your game. >> it's going to be dry and cooperative. let's look at the big picture pattern. the storm system that brought us the rain yesterday has moved out. there were lingering showers earlier today, but the cloud cover with that pushed away and there's nothing new lining up off the coast to head in our direction. we're looking at sunny skies over the weekend. the next chance of rain is several days away. let's look back at the most recent rainy stretch of weather. before it kicked in last week, i put out the estimate how much rain would fall over the next seven days with our range of outcomes, the high and low end of possibilities. let's compare how much rain added up to what we forecast, call it verifying the forecast. for san jose the official total of 1 1/2 inches, just over that, fell short of what we forecasted of 2.6 inches, but it was well above the bust amount, so within a reasonable range of what we expected. for concord, also falling short of the forecast of

4 inches of rain, only 2.25 around concord. san francisco turned out pretty well, forecast 4.2 inches of rain, got 4.68. santa rosa also an overachiever, as you have been with virtually every system this winter, adding up over 7 1/2 inches of rain. the forecast was for around 6 inches, but the boom amount was about a foot of rain, so fell well short of that. we're always trying to improve what we do with every system that comes in and the next one isn't that far away. let's look where we stand right now. we'll see clear skies through the rest of tonight which means there is no cloud cover, no fog, no gusty winds to stir the atmosphere around to keep much warmth at ground level. so temperatures are cooling off rapidly. we are in the 40s across the board now and with clear skies we'll continue dropping off as we head through tonight. temperatures, especially in the north bay, will be chilly, down to around freezing in santa rosa, barely above that for petaluma, healdsburg, and napa. most inland temperatures will be 30s

with mostly 40s around the bay and along the coast. we'll only be running 5 to 7 degrees below average to start the day tomorrow and warm up to only 2 or 3 degrees below average, pretty nice recovery, mid- to upper 50s, the warm spots 59 degrees, but the cool spots will be 54 degrees, half moon bay, only a 5-degree difference between the coolest and warmest locations by tomorrow afternoon. after the cold start in the north bay, knocking on the doorstep of 60 degrees by tomorrow afternoon, very similar temperatures on sunday. the next chance of rain is on its way. we'll get through the weekend, start next week dry, could see a few showers tuesday night into wednesday, more likely by wednesday night into thursday. that's when the next atmospheric river will be taking aim at the west coast and probably making a close pass through california. that's something we'll continue to watch for the potential of heavier rain and gusty winds as we head into the middle and end of next week. here's the seven-day forecast, as i once

again try not to choke on my cough drop, showers wednesday, then heavier rain and gusty winds thursday, lingering showers by friday, not much change in temperatures, just a little bit chillier on wednesday. the first round of showers may drop the snow levels down to around 3,000 feet, so maybe a little frosting on some of the peaks around the bay area. >> cancel my tee time on thursday? >> yes, i would. ahead in sports, the newest warrior getting set to make his debut and going down in a city he's quite familiar with. plus, one of the league's best pass rushers wants a new team. what will it take for the 9ers to get a deal done? fred warner has got an idea.

with some celebrities, sort of. hey, it's time to scope out the conditions with the latest toyota tahoe report. i'm jonny moseley, your host for the day. let's see what kind of weather we'll get into. >> the snow line was pretty high in elevation with this latest series of storms, but the sierra resorts still picked up a nice amount of fresh snowfall this week. these are the new snow numbers over the last 24 hours. a lot of people will head up there to take advantage of the fresh powder. the weather looks great this weekend. be ready for crowds, but road conditions are improving. we'll seem lots of sunshine with low temperatures in the teens and highs in the 20s and 30s and there's more snow on the way next week as well, wednesday, thursday and friday bringing a few more feet of snow to the mountains. we'll keep you updated here in the toyota tahoe report.

in what can only be described as completely random and a little weird, a grocery store in new jersey is celebrating the super bowl by hosting its own super bowl-themed look alike contest. this is the stu leonard's. they had their philly fever event. they do something like this every year and this is what they wanted to find this year. >> every year what we try to do is figure out how do we do something fun at the super bowl? we were talking what could we do sort of fun? britney here said, "i got an idea. let's have a taylor swift and a travis kelce look alike." >> definitely giving the new jersey store owner, got an idea. this girl was the winner here.
