now at 11:00 the wet weather already putting a damper on some nba all-star festivities in the city. plus-- some who live in oakland want to know why it takes a major event to see their streets cleaned up. then a critically understaffed police department, thousands of visitors coming to town. why the mayor isn't calling for backup. >> right now we feel like we have things under control. and what we are learning about some of the potential hidden dangers after a massive fire in the east bay.

>> from kpix this is the late news with sara donchey on cbs news bay area. hello, i am sara donchey. another week , another atmospheric river. it led to evacuations in certain areas of santa cruz county including felton grove and paradise park. the river could rise and flood low-lying areas. that is typically a problematic area, so perhaps not surprising, but orders are never fun to deal with. but it sounds like a lot of the bay area has to brace for a lot of rain. >> yes, and it's really just tonight the heaviest downpours are likely, and thunderstorms tomorrow. so not just heavy rainfall, but also thunder, lightning, and the bulk of the activity has just arrived . it moved in about 6:00 or 7:00 into our coastal communities, and we've been seeing heavy

downpours i would say over the past four to five hours. how much rain have we seen over six hours? a good amount of rain. half an inch of rainfall for half moon bay, redwood city, nearly an inch in fremont and in san francisco, slightly lower portals -- totals depending on where you are located. let's take a closer look at that huge surge of atmospheric river moisture just funneling across the entirety of the west coast. here in the bay area we are seeing some of the heaviest of the moisture . and our southbay communities have been getting in on that, and , the santa cruz mountains, you will likely see flooding . we are seeing a break in heavier activity, but that doesn't mean we are quite done with it quite yet. we will continue to see heavier downpours making their way across the entire bay area throughout the next several hours. this line that will arrive at about midnight, 1:00 a.m., to our coastal

communities, is the heaviest we will be seeing, and it will be accompanied by stronger gusty or winds come upwards of 30, 40 miles an hour, and potentially in the high elevations they could be 60-80 miles an hour. the strong wind gusts combined with these gusty winds and heavy rains means likely downed tree limbs and power lines. back to you. obviously this is not the forecast that some people wanted, because they are still cleaning up from the last storms like many other people to our north including dealing with the washed out road. part of westside road is closed indefinitely, making travel difficult. plus there is a bridge construction project that could make things harder come april. >> it's really unfortunate to have these two infrastructure challenges right next to each other. >> i live around here, and even i was confused this morning on what to do next. >> delaying the bridge project

could put $17 million of funding in jeopardy and create new safety hazards, so officials are looking at a temporary bridge in the meantime perhaps instead. in san francisco the weather is already interrupting nba all-star events. the tipoff party at thrive city has been canceled. the organizers are still hoping people will show up to support some of the businesses instead so they can stay indoors. it is the bay area's first time hosting the event and more than two decades. and with fans flying in to catch the action it's great news for business owners here. one pop up our hosted a pre-party for those in town, and he has an all-star wish list. >> my main hope is that maybe some of the players, some of the wives, some of the entourage will come in and enjoy a hennessy drink. >> roads have been shut down around chase center and thrive city as thousands are expected.

[ inaudible ] oakland arena is hosting a few events as well. you might call it oracle back when the warriors were in oakland. the oakland police department is sending more officers to patrol there . our katie nielsen spoke with those there , why does it take special events to get the city to do something? >> reporter: driving along near the colosseum there's an obvious effort under way to put the city's best foot forward. >> when i am driving i see that the streets are clear even with a bunch of trailers and stuff like that, like i can't see that they are making a difference. >> reporter: michelle was born and raised in oakland and still lives in the east part of town. she works at an office only a

few blocks from the colosseum. she says she's frustrated it took the nba all-star weekend for the city to address some of the issues residents have been complaining about for years. >> you guys want to clean it up, because people were coming here now for events, you know, to bring money, but what about us who live here every single day? this people will be here for the weekend and then go home, you know? while we are stuck with it. it will go back to how it was. well the city along with other partners trying to buy the colosseum property as well as pg& e and local motorcycle clubs have organized cleanups to pick up trash in the area. the city has fixed dozens of broken streetlights , and of course, there will be greater police presence. >> that is one of the strategies we want to put in place to have enough officers out there so people not only feel safe, but they also see the law enforcement presence and see they can't make frivolous crime attempts. >> reporter: additional staff

will be in the colosseum area as well as downtown. plus in historically known areas for sideshow galleries. >> we will have enforcement where we see bad actors. we will be specific for people who are speeding and running stop signs were engaging in sideshow. >> reporter: residents like michelle say they wish this engagement could happen year-round and not just ring special events. >> and people are scared to come here you know? oakland has such a bad reputation now, and we are such a beautiful city, and it's just unfortunate. >> obviously oakland and san francisco want to put on their best faces with everyone watching. both cities have struggled with their image on the national stage especially when it comes to anything related to public safety. our lauren toms sat down with san francisco's new mayor about his expectations and the challenges for officers trying to keep the city safe. >> reporter: mayor daniel lurie has been in position for a few

weeks before the city is thrust into the position of hosting nba all-star weekend. he shared one message to those questioning the city's readiness. >> you are going to be safe and secure in san francisco. >> reporter: and this is just the beginning. after the all-star weekend san francisco will host some of the biggest sporting events on the planet. the fifa world cup , and super bowl lx. for an avid sports fan like lurie the timing couldn't be better. >> it's an honor to be mayor at this time, and this is an exciting opportunity for our city, and we can show to the world what we know here in san francisco. we are the greatest city in the world. >> reporter: but a baker's stage brings bigger challenges. san francisco police department remains medically understaffed . despite this, lurie tells me the

city will not be calling an additional officers for neighboring counties. instead current sfpd officers will be on the clock throughout the weekend. >> sfpd will be in full force. chp has offered support if we need it. but, right now we feel like we have things under control, that we are always willing and ready to call our partners. >> reporter: and the crowd won't be limited to just basketball fans. san francisco will also welcome thousands for four days of lunar new year celebrations starting thursday. lurie says safety is a top priority, but sfpd can't do it alone. >> we are a major city. and so, you know, just be aware if you are walking down at city block in new york, or miami, you just be aware. >> reporter: with the spotlight on the city has a chance to showcase its best, and lurie says it won't disappoint. >> being in the national

three young people who died in a fiery cybertruck crash in piedmont last november had alcohol and cocaine in their systems, that is according to a toxicology report from the alameda county coroner. all three were home from college on thanksgiving break when the crash happened. their blood alcohol level was more than double the legal limit. one of the victims also had methamphetamine in their system

according to the report to the cause of death was officially ruled asphyxia. a smoke cloud that stretched for miles during a fire at the martinez refinery contained cancer-causing chemicals. plus, other harmful byproducts, according to new contra costa county health officials. the fire happened almost 2 weeks ago. the county health officer says the wind blew most of the toxic smoke away from the people who live nearby, and they don't think there is a significant health risk they say. the day after the fire people who lived near the refinery told us they just want accountability. >> i don't want nothing, i want investigation. workers were hurt. that is threshold for the federal government to come in and figure out. we need answers, and ultimately i want be refinery shutdown. >> our andrea nakano spoke to people with the investigation happening now. [ sirens ]

>> reporter: the february fire sent limbs of smoke into the sky, shelter in place orders were issued for those living and working in the immediate area. >> a lot of workers were running out this way. >> reporter: sam works across the street from the refinery at his family business. he clearly remembers the chaos of that day, and the smell of the smoke. >> i could smell it, the smoke was weird. that's why i left. >> reporter: the byproducts posed the greatest health concern, but the county health officer says the residents lucked out that day. the wind carried most of the smoke north, away from deleted areas. cch says air-quality measurements were taken in , and chemical concentrations were mostly below dangerous levels. despite that many were still concerned after hearing about the results. >> it's kind of wild. i didn't

know it could cause that. i'm curious about it. >> reporter: corey woodruff works at the facility and would have been working right where the fire started but just happened to have the day off. >> the refining industry everything is based around safety. >> reporter: woodruff says accidents happen, but says he's not concerned about his health. he adds employees have strict procedures to follow, permits to obtain for certain jobs, and says the air is being continuously monitored. >> they were pretty safe, right? unless you are in the line of fire as far as the smoke going right on you it wouldn't affect you at all. of course there are a lot of things involved in that smoke, hydrocarbons and other chemicals . not much different from a construction fire. >> reporter: it is expected to provide another report in a few days. contra costa health is working with its own toxicologist to see if there will be long-term health impacts to soil and water. there is also

ongoing independent investigation to figure out how the fire started to prevent it from happening again. first alert weather powered by kia. learn more at kia.com. movement that inspires. >> all rights. just looking at the radar you can tell something is going on in our studios and downtown. you can hear the rain falling on the roof. and, it looks like we have the heavy rain almost here. >> that's right. in the bay and south bay communities, they are going to be getting in on the bulk of the moisture, so that's good news for north bay communities who have still been picking up the pieces from all the activity they saw over the past couple of weeks, and the past couple of atmospheric rivers. but, this one, you notice it's not necessarily at that angle. let me get in front of this really quick. my tracker turned off. there we go. we are looking at atmospheric moisture

pummeling the west coast. but look at the angle of it. it's south , and we are looking at the southern half of california getting in on the bulk of the activity. not to say we are going to get a lot of it, but they will be seeing the biggest issues when it comes to burn scars, flash flooding, and those areas that saw a lot of wildfire activity now going to be seeing rainfall. and that's not good news, weather whiplash this time of year, again, not great news when all that rainfall comes in that short amount of time. in the bay area we are looking for a lot of rain in a short amount of time causing the chances for flooding in areas with poor drainage. this initial round of heavy downpours looks like it is beginning to come to an end , but it is not done yet. we will be seeing multiple waves of heavy downpours throughout our overnight hours into very early tomorrow morning. so let's take a closer look at that and the timing, and exactly how much you may expect as we step out over

the next several hours. it's a large atmospheric river that's impacting us. it's bringing a majority of the activity across central california right now. that will continue to push south into early tomorrow. again here in the bay area heavy rain continues to fall, but that heaviest line of moisture is making its way to our more inland east bay communities. but, we are expecting the rain to really pick back up about midnight, 1:00 a.m., and then continuing through about 3:00, 4:00 a.m. across the majority of the bay area. we will be quieting down though depending on what time we leave for the morning commute, it could be a dry start to your day. you could be seeing a dry morning commute, which will be great if you are leaving early, don't want to have to deal with the rain, just dealing with a potential low-lying flooding. tomorrow afternoon there will be the chance for him more widespread thunder storm activity. this will be the chance, we have the winds moving to, 60-80 miles an

hour especially closer to our coastal communities, and there will be high winds . and a lot of rainfall. those things in combination not great news when it comes to downed tree limbs and power outages. it won't last much longer although an isolated shower or two as possible into early friday, things will be drying down, quieting down into friday afternoon and evening, and we won't see much activity into this upcoming weekend, or at least the initial part of it. by the time things are said and done we will see 1.15-3 inches of rain possible across the bay area. even more across the santa cruz mountains, where we are keeping a close eye on landslides and flooding potential. south parts of california, like i was talking about earlier, los angeles, we might see burn scar flash flooding's. not only for us, southern california getting in on this moisture, and also the

mountains. the potential for 4-5 feet of snow in the sierra ranges . over the next 24 hours, but it won't last . then quieting down by the weekend, just in time for outdoor plans you may have, like if you are heading to the parade or the all-star game, you might see a few more peeks of sunshine. showers will likely arrive sunday before drying out officially into the weekend and weather ahead of us, i don't really know why i'm disappearing here, but it's okay. i'll toss things over to you why-- while we figure out our technology. the warriors stubbed their toe deep in the heart of texas. point-blank missed shots, poor shot selection, and a guy named kyrie irving had a hand in this
