meanwhile, elon musk's doge team calls for the elimination of entire government departments. we'll have reaction from lawmakers. munich meeting. the u.s. is set to meet russian and ukrainian officials as the president presses to end the three-year war. we'll give you the details on the trilateral talks. cease-fire holding. hamas says it will release three more israeli hostages tomorrow as part of the agreement. good morning, i'm carissa lawson in for michael george. president trump ramped up his global trade tariffs yesterday with a plan to match the tax rates that other countries put on american goods. meanwhile, trump's department of government efficiency head elon musk calls for the elimination of entire federal agencies. jarred hill has more. >> reporter: good morning. getting rid of these department-level federal departments, the cabin-level federal departments, will require an act of congress. still, we are seeing elon musk

and, in turn, president trump working to slash the federal work force of employees they see as unnecessary and unhelpful. this morning hundreds of federal workers are out of a job, and thousands more are bracing for sweeping layoffs. >> we have here rule of the bureaucracy as opposed to rule of the people. >> reporter: speaking virtually at a world summit thursday, elon musk, head of president trump's department of government efficiency, said entire federal departments should be deleted. >> if you don't get remove -- remove the roots of the weed, then it's easy for the weed to grow back. >> reporter: cbs news has learned recent federal hires still on probationary status across several departments have received termination notices, same for about 1,000 at the department of veterans affairs as of yesterday. democrats protested outside the va. >> nine million veterans are watching you give them the middle finger, and we're not going to stand for it.

>> reporter: u.s. officials have also confirmed that doge employees are examining the irs. though yesterday president trump told reporters he doesn't plan to close the agency. >> i think that the internal revenue service will be looked at like everybody else. >> reporter: on a jam-packed thursday that included meetings with india's prime minister, the president also signed an executive order directing his administration to look at imposing receives to match those that other countries put on u.s. goods. critics warn it could hurt efforts to fight inflation. >> prices could go up short term, but prices will also go down. >> reporter: the president argued those reciprocal tariffs would level the playing field for american workers. and breaking overnight, a federal judge has ordered the trump administration to restore at least temporarily funding for hundreds of foreign contracts. the judge here made it an argument that the executive order from the president was just too wide ranging. and so now we are going to see these programs or at least that

pause is now on pause, the money going back at least for now. back to you. >> all right. we'll see what happens. thanks. robert f. kennedy jr. is now the nation's secretary of health and human services officially. the nephew of former president john f. kennedy was sworn in yesterday during an oval office ceremony. the senate voted to confirm kennedy 52-48. former majority leader mitch mcconnell was the only republican to vote no. hours after he was sworn in, kennedy, who has been a vaccine skeptic, said he would launch a program to more closely monitor vaccine side effects. president trump is pressing ahead with his plan for trying to end the nearly three-year-old war in ukraine. at the white house he said u.s. and russian officials will meet today in munich. and ukraine is invited to join them. imtiaz tyab has been covering the ukraine war from the start reports from london. >> reporter: for ukraine, this has always been a war of survival.

nearly three years after russia's full-scale invasion, there have been hundreds of thousands of casualties, and russian forces occupy around 20% of the country's territory. it's a war we have covered from the very beginning. we just had incoming russian shelling. in may, 2022, we came under heavy fire in the kherson region. with so much still at stake, ukrainian president volodymer zelenskyy is now in a diplomatic battle over who will negotiate the conflict's end. "i articulate there clearly to our partners," he said, "any bilateral talks about ukraine that is without us we will not accept." his comments followed u.s. secretary of defense pete hegseth's pointed remarks at the nato headquarters in brussels about key making concessions to moscow where hegseth was asked if the u.s. was abandoning ukraine.

>> there is no betrayal there. there is a recognition that the whole world and the united states is vested and interested in peace. a negotiated peace. as president trump has said, stopping the killing. >> reporter: ukrainian and european leaders were also worried president trump's decision to host a summit with russian president vladimir putin has also left them out of any potential peace talks. german defense minister boris pistorius warned -- "the trump administration has already made public concessions to putin before negotiations have even begun." in moscow the mood was decidedly different. they were almost gleeful as they praised presidents trump and putin for having agreed to hold the talks. all this while in ukraine the war raged on. earlier today, the eastern city of kramatorsk was targeted by russian fighter jets. at least one person was killed,

and five injured according to first responders. imtiaz tyab, cbs news, london. hamas says it will release three more israeli hostages tomorrow as part of the cease-fire agreement. the terror group had threatened to they the planned release of the next hostages accusing stall of violating the agreement, including not allowing tents and shelters into gaza. israel had threatened to resume fighting if the hostages were not released. a navy jet crashed very close to downtown san diego on wednesday. video shows the plane in the air before it loses altitude at an alarming speed and slams into the san diego bay. a fishing boat picked them up, and the pilots are safe. charlie d'agata has more. >> reporter: this is the moment a fighter jet fell from the sky off the coast of california near a densely populated neighborhood wednesday morning. and plummeted into the san diego bay with enormous force, causing a huge splash.

the sophisticated ea-18 growler was flying in low visibility conditions and about to land at the san diego naval base when the aircraft went down. luckily both pilots were able to safely eject. >> be advised that it did land in the water. those navy boats searching the water. >> reporter: their parachutes were spotted by fishermen who pulled them to safety. officials say the pilots are in stable condition and had only been in the 50-degree waters for one minute before being transported to a local hospital. crews quickly set up containment lines to try to filter out debris, including gas and oil that may have leaked out in the downed airplane. >> any time there's an aircraft accident this there is a concern about the maritime environmental impact. >> reporter: the cause of the crash is now under investigation by the u.s. navy. i'm charlie d'agata in washington. at least 30 people were hurt when an afghan asylum seeker drove a car into a labor union demonstration in munich. german authorities say the suspect was arrested in what's believed to be a deliberate attack.

officials say people were walking along the street yesterday when the car passed the police vehicle accompanying the demonstration, accelerated, then plowed into the back of the crowd. officers fired one shot while arresting the suspect. as many as 30 cars were involved in a pileup on an oregon highway in whiteout conditions. take a look. it happened thursday, about 25 miles east of portland on the westbound lanes of interstate 84. part of the highway had to be closed. police say strong winds, snow, and freezing rain at the time made for poor visibility. at least four people were taken to hospitals with minor injuries. coming up, a whale of a story. a kayaker gets swallowed up by a whale, and you will not believe what happens next. and people in china are lighting up celebrations to mark the end of the lunar new year. this is "cbs news mornings." s "" o screeneth for colon cancer!

people in beijing celebrated the end of the lunar new year with traditional and beautiful lantern festivals. the largest show featured more than 10,000 groups of light installations, some up to 60-feet tall. some depicted adults, children, and dragons. those taking part also wore traditional costumes, attending lantern fairs during festivals is a long-standing tradition in chinese culture dating back more than 2,000 years. a u.s. aircraft carrier collided with a cargo ship, and a senate seat will be up for grabs. those are some of the headlines on the "morning newsstand." the "minnesota star tribune" says democratic senator tina smith announced she will not seek re-election next year. smith said her decision is not political, but entirely personal, citing a desire to spend more time with her growing family. she was minnesota's lieutenant governor in 2017 when she was appointed to replace former senator al franken who resigned

following sexual misconduct allegations. the move creates an open seat for the democratic party to defend next year in their uphill battle to regain control of the senate. "the new york times" says a man was charged with killing his roommate whose torso was found inside a suitcase floating in the east river. a ferry captain discovered the suitcase in the river last week. police found the remains of edwin echevarria inside. his roommate, christian millet, was charged with second-degree murder. authorities say millet told police the two men had an ongoing dispute. he knocked his roommate to the ground, killed and dismembered him. "usa today" says the "uss harry truman" collided with a cargo ship off the egyptian coast. it happened wednesday while both ships were moving on the north end of the suez canal. authorities say there was no flooding on the aircraft carrier, no damage to its

he says he was terrified and thought he was dead, saying, "i thought it had eaten me, that it had swallowed me." tiktok is back in apple and google app stores, and americans are hoarding eggs. those are some of the headlines in your cbs "moneywatch" report. wall street picked up its best day in three weeks on thursday ending close to record highs after the white house announced no reciprocal tariffs before april. the dow gained 342 points. the nasdaq rose by 295, and the s&p 500 gained 63 points. americans are having a tough time paying off their credit card debt which is now at a record high. the latest report from the federal reserve bank of new york shows credit card debt was up to $1.7 trillion at the end of 2024. that's up from $700 billion in the first quarter of 2021. the report also showed american households are becoming seriously delinquent on their auto loans and credit cards. now at 14-year highs.

it's not toilet paper americans are hoarding these days, it's eggs right now. and retailers have started limiting the number of egg cartons shoppers can buy as a result. at trader joe's, customer only buy one or two dozen a day. at kroger, some storms have implemented a two-dozen-limit per trip. the egg supply has been fried by a bird flu outbreak that's persisted since 2022. tiktok is back on apple and google app stores. the chinese-owned social media app was removed to comply with a new law that banned it in the united states and made it illegal for u.s. app stores to have it available. but president trump paused enforcement of the ban with an executive order. mr. trump said apple and google would not face penalties for keeping the tiktok app on their sites. new reports say the kansas city chiefs have given tight end kelce a deadline for deciding his future. rumors of a possible retirement have been swirling since the chiefs' blowout loss to the

we'd like to take a moment to give a valentine's day shout out to norm and shirley long who are celebrating their 72nd valentine's day together. the couple from tyler, texas, met at the movies and married in 1952. norm says it was love at first bite after he tasted shirley's chocolate chip cookies. every valentine's day he gives shirley chocolate, and that tradition will continue today. more than 100 couples declared their love for each other in peru's capital of lima yesterday. the 103 couples exchanged vows on valentine's day eve. the city sponsored the nuptials gifting each couple with the paperwork fees, home appliances, and food to help them start on their new journeys. a new mom who gave birth on
