bay have been flooded out of their apartments. one man tells us how he felt powerless to stop the water from rushing in. >> i tried to save what i could. within a couple minutes i was up to almost my ankles in water in the house. some incredible images out of southern california where massive mudslides have covered roads and trapped cars, how neighborhoods are trying to dig out. from cbs news bay area, this is the evening edition. >> good evening. i'm ryan yamamoto. the nba all-star weekend is officially underway in san francisco and in oakland. tens of thousands of fans are coming to the bay area to enjoy that excitement with everything capping off sunday night at chase center for the all-star game. that means the entire bay area is taking advantage of the big weekend with a slew of events and activities. this evening the focus is on the moscone center where businesses around it are taking advantage

of the crowds, as they told our kenny choi, exactly what they've been waiting for. >> reporter: brian shehee has opened bars and clubs for decades. the locked bar is one of his latest watering holes that has seen the impact of a mega sporting event like nba all-star weekend. >> it's almost like having the super bowl in san francisco all over again. >> reporter: he expects sales to spike at least 100%. the nba players association has booked his jazz spot, the don club, for private events all weekend. it's unclear which stars may swing by to mingle. swig bar will host a mixer open to the public friday with the warriors clay looney set to attend. >> there's a massive amount of people that follow along with them and they tend to need some refreshments. >> reporter: scott rowitz is executive director of the yerba

buena partnership which works to improve the way people engage with the neighborhood. a $350 million total economic impact is expected in the bay area and 3,000 jobs supported across industries. >> it's really going to be a curry flurry of activity down here, impacting all of our small businesses, our arts organizations, our nonprofits, hotels. >> reporter: one of the nonprofits, the museum of africa diaspora, is trying to generate interest with its nba of love and basketball exhibit that just launched. >> in this division it's the perfect culmination between art and sports. >> reporter: ann johnson's work includes the hoop dream and collection that explore the social issue of hoop dreams and the pursuit of nba stardom. it's one of numerous showcases featured to enhance the festivities. >> so lots of different activities touching various parts of our community and we're really excited about this

economic activity and community that's forming around the nba all-star event. >> we have daytime events which typically don't happen on weekends, so all day friday and saturday we have daytime events happening which don't happen on a normal week. that's why it's such a big impact for us. >> reporter: for shehee and so many businesses in the bay it's a larger than life event, bringing more energy into the neighborhood. >> one neighborhood that's full of activity right now is in downtown san francisco. kelsi thorud is live at the moscone center, getting a taste of the fan experience. how's it going so far? >> reporter: hey, ryan. it's really fun down here. there are a ton of things to do. we're at the nba experience and you can see behind me we're at one of the courts here. they have a ton of courts. this one is featuring some of the young fans out here, enjoying some time on the court, but this is the time, before the big game this weekend, where

people can come out and really experience what it is like to be an nba star and also to meet some of the nba stars. so there's all these different kind of pop-ups throughout the center here where people can, you know, create their own little playing card. they can take a shot, see how good they are, maybe compared to steph curry and some of the other players. they also get to meet some of their idols. i was walking around earlier and we saw a ton of the all-stars out here greeting fans. we also saw a bunch of the nba players as well as wnba players doing interviews. so it's a really fun immersive experience for fans. we actually spoke with one family earlier who told us they were very excited to see one specific person. >> a lot of interactive stuff like there's some nba players. we saw karl-anthony towns outside. yeah, that was cool. >> reporter: yeah, very cool. did you say anything to him?

>> oh, i was like hi, kat, hey, kat. >> reporter: ryan, there are a lot of experiences around here where you can shoot a basket, see how good you are. i did do one earlier. i played basketball in high school. i thought i was pretty good. it's been a minute since i've shot some hoops, though. so i did not do that great, but we also had a few other kpix employees who came out here for the fun. sara donchey, our 11:00 anchor, was out here and one of our producers. really everybody is having some fun here at the nba experience. >> you're like one of our resident athletes along with sara donchey who had i know likes the ball, so i have to ask in a shooting contest who wins that, you or sara? >> reporter: we did have a bit of a contest. i'm going to say i have not shot a basketball in a long time. i didn't get a chance to warm up. i'm on wearing a blazer, so i had a lot

going against me i feel like, but both sara and i did air ball the first shot. i guess you'll have to wait until the 11:00 to see who won that shootout. >> okay. a little bit of a teaser, but you had to get the rust off. thanks. there are events happening all weekend, as you can see here. the celebrity game wrapped up in oakland and the rising stars competition at chase center tips off at 6:00. we've got all the details under the special all-star weekend section at kpix.com and the cbs news app. coming up in our next half hour, with all the all-star games, valentine's day, and the chinese new year parade on the same weekend, it is creating the perfect storm for local restaurants, but a headache for anyone trying to snag a reservation. >> restaurants and diners are definitely feeling the love today. turning to weather right now, the rain has cleared out,

but it's left a lot of damage across the bay. in san jose dozens of people were flooded out of their apartments. this is on lundy avenue. a nearby creek overflowed. as len ramirez shows us, it could be weeks before they can come back. >> reporter: neighbors spent the day mopping up the muddy mess left behind when this creek jumped its banks and flowed right through their apartments. it's not the first time the creek overflowed in this area and it's left the city in search of answers and a long term solution. >> i tried to pick up what i could, save what i could. within a couple minutes i was up to almost my ankles in water in the house. >> reporter: darren glasgow says he felt powerless to stop the flow of water into his apartment at the betty ann gardens complex in san jose. >> i tried to put some towels and realized it wasn't going to stop anything. so i started picking up stuff and putting it on top of my bed. >> reporter: he took cell phone

video that shows what happened next. >> and when i did that, i realized the water was seeping through the walls and coming through there already. so it kind of like came this way and kind of met right here and just overtook the whole house from there. >> reporter: 16 apartments in the complex were damaged by the flood and will likely take weeks to dry out and repair. san jose officials say the cause of the flood is under investigation, but appears to be a case of debris flow, including logs that jammed up the narrow creek, causing it to change course and flow into the apartments. >> it's still the case that things can happen during prolonged winter storms. you can have trees fall in the waterway, other debris get captured, a small mudslide and very quickly have the creek overtop the bank. we can't always prevent that. we do our very best. i think we've improved a lot since the floods of 2017, but that doesn't mean we can't keep

continuing doing better and more. we'll do as much up front maintenance and prevention as possible. >> reporter: for now, derek and his two daughters are counting up their losses and trying to save what they can. fortunately, property management is putting them and about 40 displaced people in hotels. >> i haven't heard anything about how long on are what their plans are to fix it. obviously they'll have to do the carpet or something, haven't heard too much of anything. it's the day after. i'm assuming they're trying to get their ducks in order. >> reporter: mayor mahan says the city will evaluate what went wrong and work with the water district on plans to prevent future incidents, but with atmospheric rivers occurring now with some regularity, it may just be a question of when the plans will be tested again. a landslide in sausalito near the golden gate bridge is still slowing down traffic on the southbound 101 into the evening commute. two lanes remain closed as crews clear

debris. they plan to install barriers by the hillsides to prevent further debris flows. that landslide happened early this morning, forcing several lanes to shut down. the two lanes are expected to remain closed throughout this evening. on the peninsula they're still dealing with powerful waves. a high surf warning is in effect until at least tomorrow morning. those are huge waves. taking a live look outside right now, things looking much better than yesterday, blue sky breaking through the clouds. let's check in with chief meteorologist paul heggen for your first alert forecast. >> the latest storm system dropped in general about 1 1/2 to 3 inches of rain across the bay area. let's look where we are to this point in the water year. we'll start with the south bay where jose with the latest round of moisture is up to 84% of what's typical to this point since october 1st, 6.92 inches of rain since october 1st. for livermore, they had a hard time automating the station there registering the

rainfall yesterday. technically they're at 68%. those numbers might get revised upwards. in san francisco a little above average at this point in the water year. the other locations put a dent in the rainfall deficit, but 116% of normal now in san francisco and santa rosa, 169% of average. boy, nice amount of moisture, but maybe too much of a good thing with the flooding issues ongoing for parts of sonoma county. heading into the weekend, things are looking pretty good overall. we've got the chinese new year parade tomorrow, looks like temperatures will be in the 50s by late afternoon, upper 40s through the evening, but all of presidents weekend looks pretty good with the exception of maybe a few passing showers on sunday. those will be pretty few and far between. we'll look at those in futurecast coming up in a few minutes. >> thanks, paul. down in southern california the storm has left a muddy mess and the massive cleanup is getting underway. this is what it looks like now today in altadena. you can see those cars

stuck in the mud, washed down from all those burn scars of the eaton fire. there are similar scenes in sierra madre where so much mud came down from that hillside a shelter-in-place order has been put into effect. kara finstrom gives us a closer look. >> reporter: we are in the area of mary's market and a debris flow barreled through these narrow streets. the mud is stacked up over there, swamping cars, in some cases pushing mud up into homes. a debris basin does sit above here. one of the homeowners heard a rumble yesterday right before it overflowed and mudflowed down. you can see this mud being shoveled out of here. another man told us the flow rushed into his home. >> the mud and water gathered and started flowing into my apartment here and just through the window and through the door. so my whole living room floor is covered with mud. folks i never met before were out here with

shovels and sandbags trying to help. >> reporter: city leaders are trying to assess the damage, unclear how many homes and cars were damaged. some will remain in shelter-in-place orders until public works crews can finish using heavy equipment to clear the streets. last night the city expanded its mandatory evacuation orders, adding six more streets. their original evacuation list already included about 1,000 people. fortunately, city leaders say there were no reports of any injuries. city leaders also tell us they did have public works crews working feverishly to empty that debris basin before the storm hit and they say it's so fortunate they got that work done. the situation could have been much worse. parts of the pacific coast highway in malibu is also covered in mud as the storm, boulders, and debris came down

from the burned hillsides. the force was enough to push a fire department suv over a cliff. the fire inspector got out and climbed 30 feet. now they're focuses on recovering that car. crews have been working to get it hooked up to a winch and full back over the steep hillside. >> there was nowhere for that mud to go except over that k-rail and came out with such force that it took that suv, pushed it across three lanes down about 30 feet into the surf. >> even though the rain has stopped, the debris flow could continue for the next few days. we're heading into a big weekend for travel in the sierra, but the recent storms are creating dangerous conditions for skiers and snowboarders, the ski resort that just had two avalanches this morning. details on the arrest in connection to the death of the bay

a suspect in the murder of wayne shaw, the brother of rapper too $hort was taken into custody. he was shot during an attempted robbery of his home on 49th avenue. police say shaw died at the scene before paramedics could transport him to the hospital. yesterday officers arrested 33-year-old mijy jackson in connection with shaw's murder. police are investigating and looking for additional suspects. this was the 12th homicide this year in oakland. two small avalanches struck the palisades tahoe ski resorts this morning in the enchanted forest area and the olympic lady trail. first responders and ski patrol were dispatched immediately to the scene, but luckily, no one was hurt. an avalanche warning is in effect through tomorrow morning. further down the mountain here's a look at conditions right now along i-80 and soda springs. roads are clear, but it's slow going right now. if you're planning on heading up there this presidents' day weekend, make sure you got your chains. chain controls are in

effect from placer county to the nevada state line. once you get there there's plenty of fresh powder to enjoy. madisen keavy is at sugar bowl with a look at conditions. >> reporter: at sugar bowl in the sierra the lifts may be closed for the day. this resort will be 99% open going into the long holiday weekend. feet of snow that have fallen here in the sierra is good business for ski resorts across the region. flipping for the forecast. >> no fall damage on powder days. >> reporter: 30 inches of snow in the last 24 hours at boreal mountain resort. >> honestly, videos can't do it justice. >> reporter: in other words, it's going to be a good holiday weekend for ski resorts and the lucky ones who made it over the pass before travel got tricky. did you come up because of the

forecast or because of the holiday? >> one of our buddies has a cabin up here and we have a guys' trip every year and this happened to be the week it fell on. >> reporter: whatever brings riders to the mountain, whether it's their first time ever or first time this week, it will all go back into this community. >> just ride, be safe, have fun. good to see you up here and doing stuff and kind of interact with people. >> reporter: we talked to many resorts around this area who have been waiting for a storm like this and say after that treacherous travel passes and people can get up the mountain safely, they expect to see numbers grow saturday, sunday, and into monday. even next week there's a ski holiday and schools in this area will be off multiple days, another boom for businesses, not just ski resorts. >> i forgot about that. it's a three-day weekend. that's why all those people are headed up.

did you see that powder? >> yeah. it's definitely added up over the past couple weekends. happy valentine's day to everybody. ryan has celebrated by wearing all black. i'm sure your wife is very inspired by that. >> it says a lot. we have a very -- never mind. i'm not going there. >> i would say i'm wearing the red sneakers. they're maroon. it's the aggy baseball opener, doing it for that reason instead. don't tell my wife. let's look what's happening with the weather has things have calmed down significantly. we're looking at a calm pattern heading into the holiday weekend. a mix of clouds and sunshine tomorrow, a few passing showers possible sunday. we'll look at that on futurecast momentarily. dry for presidents' day and steadily warming up as dry weather continues for much of next week, likely most of next week. switching perspectives from the santa clara valley to san francisco, get a little moisture on the camera lens, looks like a little haze effect there. temperatures are in the low to

mid-50s, a bit cool and chilly with clear skies overhead and the winds dying down, nothing to hold much warmth near the ground. temperatures will fall off through the rest of tonight. let's look at our low temperatures by early tomorrow morning. it's going to be a mix of 30s inland, some of the coolest spots in the north bay valleys in the mid-30s to a mix of upper 30s and low 40s closer to the water, 42 degrees in san francisco, 38 for pacifica, a little bit chilly, 36 degrees in livermore, into the santa clara valley right around 40 degrees in san jose and upper 30s for los gatos and morgan hill, a little below average for this time of year. everybody will be within 2 or 3 degrees of normal by saturday afternoon with that mix of clouds and sun, 62 in san jose, one of the warmer spots, a mix of upper 50s and low 60s around the bay, mostly mid-50s along the coast and low 60s for other inland parts of the bay as well, napa and petaluma staying in the upper 50s by tomorrow afternoon, very normal

temperatures for the middle of february, very similar readings on sunday even with more clouds and the chance of a couple showers headed our way. this forecast model shows a chance of showers moving into the north bay by sunday morning and falling apart as it tries to move deeper into the rest of the bay area. this is the most likely scenario that we don't see a whole lot of moisture holding together and the north bay barely gets more than a couple total hundredths inch of rain. this one is a bit more aggressive trying to bring a little more rain deeper into the bay area sunday morning. i'm not too confident in this particular scenario. be flexible with any outdoor plans on sunday, especially into early afternoon just to be on the safe side. we'll keep you updated. if we don't get any rain, we're not going to see any for the foreseeable futures. the rain chances through the next seven days, there's a little bump here wednesday, some of the forecast models trying to send a

little moisture towards us late wednesday into wednesday night. other than sunday, that's the only hint of moisture likely through most of the rest of february. we'll look at the six to ten-day and eight to 14-day outlooks at 5:30. we have added up a decent amount over the past few days. it's a good thing because we won't see much over the next couple weeks. check out the seven-day forecast, start inland where we have a chance of showers sunday. otherwise it's a mix of clouds and sunshine with temperatures warming up into the mid- to upper 60s by wednesday, thursday, and friday. some of the warmest spots will touch 70 degrees by thursday and friday next week. around the bay also a warm-up, just not quite as far into the 60s, mid-60s by thursday and friday, running about 5 degrees above normal and temperatures along the coast maybe not warming up to as great an extent with a moderating influence of the ocean, but a week from today you should be barely topping 60 degrees. we'll keep you updated on the

well, that's san francisco mayor daniel lurie getting in on the valentine's day action at city hall today, where he officiated the weddings of two happy couples and that's just

the tip of the wedding iceberg. on a typical day about 30 couples get married inside san francisco city hall and today officials say they expected 250. from the looks of it, they seem to be having a good time, too. >> it makes me fall in love all over again with sf. it's a fun city. >> it's awesome, yeah. go san francisco, go love. >> last year san francisco saw a little under 10,000 publicly recorded marriages take place. that marks several years of increases after a sharp drop at the start of the pandemic. we also stopped by san francisco's flower mart, another popular place on valentine's day, looks like a whole lot of people in the bay area like to leave their gift buying to the very last second, guilty as charged. don't tell my wife. mastercard tracked flower purchases that took place late in the day valentine's day last year and found san francisco saw the biggest spike in flower spending out of any city in the country. san jose came in fourth. still ahead on the evening
