and it is a quiet and a chilly start to our morning. but at least it is calm little to no chances for rain today. but that's not going to stay forever. i'll let you know when the next chance for moisture will arrive coming up in my full forecast. and good morning, thanks for starting the day with us. today is saturday, february 15th. i'm kelsi thorud in for max darrow. zoe mintz, perfect timing when it comes to the quiet weather. because we don't like busy weather for busy weekend. >> that's what i like to hear. >> so quiet weather for a busy weekend. which means that any outdoor activities you have today you should be good to go. after a lot of rain over the past several days. these are some of the totals that we saw over a half of a foot in parts of the santa cruz mountains. because again this southern half of the bay area actually did get in on the most abundant moisture but parts of the north bay communities still saw nearly 4.5 inches and here in san francisco, over 2-inch just from

that past storm system. that past 24 to 36 hours of accumulating rainfall. but early this morning, like you saw, it is quiet and it is clear. just a couple of clouds out there which means our temperatures definitely feeling the chill. sitting in the 30s across our north bay communities right now. and compared to gist 24 hours ago, definitely cooler out there and anywhere from 10 to 15 or more degrees cooler than yesterday. half-moon bay, definitely kneeling a bit more of that chill. by the afternoon hours though, it is going to be a lovely day out there. temperatures are going to be in the 60s for areas around the bay. mid- to lower 60s down into the santa clara valley. so overall gorgeous weather today but like i said, rain chances will arrive with our next storm system. so get out and enjoy chinese new year and enjoy the big game this afternoon. i'll break down the details on when you will have to grab that umbrella coming up in the full forecast. it's one of the busiest days of the year for the bay area and it's happening today. big crowds expected san

francisco and oakland for nba all-star weekend and the lunar new year parade will also take place in downtown san francisco. okay. let's start with all-star weekend. you might have seen this last night. a michael jordan themed drone show it's been lighting up san francisco bay for the last couple of nights. very cool to see there. the nba crossover fan fest has been a highlight for many fans. it opened yesterday at moscone center. it's essentially the ultimate nba fan experience and there are courts with different shooting challenges and there's merch and the big draw of course, there are some pretty big time nba players there. >> a lot of interactive stuff. like -- there's some nba players. we saw karl-anthony towns outside. >> oh. >> that was cool. yeah. >> yeah, very cool. did you say anything to him? >> i was like hi k. a. t.. hey. >> i was actually there too last night and you see me there taking a couple of shots. i

missed that one. we shouldn't have shown that. it's really ton of fun for people that like and don't like basketball or just casual fans. a ton of kids there on the court playing and they got to meet some of their idols. now there's also already been two big games in the bay. the celebrity game at the oakland arena and the rising stars game at chase center which is where andrea nakano was last night talking to fans who were so excited to see some of those young stars. but as andrea reports, it came at a price. >> reporter: fans filled chase center for the first ail star festivities in the bay area in 25 years. >> me and him came back in 2000 when it was at oracle. kind of cool. >> reporter: basketball has run through the shiner family for generations and it started with

adam shiner's grandpa and now it's being passed down to his son maxwell. >> been warriors' fan seeing run dmc play and lot of not so good basketball throughout the years then we believe was like the best. and then, you know, we get -- steph and klay and dre and you know the rest of the warriors for the last ten years has been pretty special too. >> reporter: soaked in all the all-star festivities. >> fun to see the city come back to life. >> reporter: the highlight so far? >> this is exciting. we -- love pods. i mean, we're a big pods fan in our family. >> reporter: this experience though isn't quite the same for adam. >> i'm not going to lie. i miss oracle. no lies here. >> reporter: he feels the atmosphere is a little different than it was at roar-cle. >> this is like corporate and cal was like real fans it's not

oracle. we still come to many game. >> reporter: the atmosphere is not the only difference. >> beer i just had was $20. i was like -- wow. you can get like a 30 pack for that. >> reporter: tickets have come with a big price tag. more than what an average fan can afford. >> planning on coming tomorrow and sunday. but because the tickets were absolutely outrageous, to start, but as the days and weeks have gone, they have gotten a lot companier. >> reporter: but for this family, they wanted to experience as much of this weekend as they can. it was a fond memory for adam when he went with his dad 25 years ago and they hope it will be something that sticks with maxwell for years to come. >> special moments yeah. that's with we live for, so. >> reporter: just to give you an idea of how much it's going to cost you to get into the actual ail star game on sunday, tickets in the upper level are going for

about $900. anything closer to the court can cost you more than $10,000. >> that's expensive. one of big weekend highlights is a match-up in oakland today. two historically black colleges tuskegee university and morehouse will face off. it's in its fourth year giving athletes a global stage for something bigger than just the game. >> opportunity to show what hbcu athletes can really come out and accomplish. they'll find out that, you know, from the previous three and in one as well. we're just as good as the pwis and some of the, you know, bigger schools out there in the nation. >> the hbcu classic tips off at 2:00 this afternoon at oakland arena. we have a full list of events on our website, kpix.com. now to the other massive event bringing thousands to san francisco today. the lunar new year parade. big crowds will line up this afternoon to ring in the year of the snake. now 21 floats will move through the

streets and there's also a community street fair with more than 100 vendors along grant avenue in chinatown. here's a look at the parade route. it starts at market and 2nd and goes around union area and then ends at kerr knee and columbus. the parade organizers say the largest crowds are closest to chinatown and officially kicks off at 5:00 this afternoon. but organizers say get there early since street closures start at 2:00 p.m. now for anyone who needs to get around the city, muni is offering free service today and tomorrow. the only exception will be for cable cars which still require the $8 fare. there will be reroutes though on -- and street closures. so mainly through that downtown corridor. so be sure to plan ahead. now to some other news in san francisco. where the sheriff's office is investigating three men in doge shirts and maga hads and they walked into city hall thursday and demanded they be given

digital information on spending. the sheriff's office says employees refused and called the police. the men were gone and investigators still going over the video but at this point, they think the men were not actually from doge which is e elon musk's department of government efficiency. california is one of the states challenging musk's authority to access sensitive government data. okay. coming up, a close call for one fire crew in southern california. caught by a mudslide. we'll look at the damage. and a lot of snow to enjoy in the sierra mountains. what your travel conditions look like this morning. a lot of snow up there and rain for us here but no more rain today. get ready to enjoy some sunshine and some really lovely conditions before our next round of rain arrives. but it's not going to be nearly as strong. i'll break down all the details that you need to know on when you will need to grab that umbrella. that will be coming up in my full forecast.

i'm johnny mosley and the mountains calling. the toyota is packed up and ready to go. but before we get out there, let's take a look at what the conditions are like. the toyota tahoe report is ready to go and let's head over to the map. >> what an active past couple of days it's been. from our atmospheric river we have seen feet of snow across parts of the sierra. well over a foot to 2 feet to 3 feet for places like kirkwood and sierra-at-tahoe and nearly 30 inches for places like heavenly and northern parts of lake tahoe though saw slightly higher totals, 42 inches for mount rose over to diamond peak. 38 in north star. 37 sugar bowl and them 38 at boreal as well. so great news if you are planning on heading occupy to the mountains this weekend to enjoy all of this fresh powder. it should be lot quieter and nicer

well, parts of the pacific coast highway in malibu are covered in mud after this most recent storm. boulders and debris came down from the burned hillside. the force of the debris flow was so strong it pushed an l. a. fire department suv off the road and over a coastal cliff. now there was a firefighter inspector inside that suv. he managed to get out and climb roughly 30 feet to safety. now crews worked all day to get the vehicle hooked up to a winch and get it pulled back up over that steep hillside. >> there was nowhere for the mud

to go except over that k-rail and came out with such force it took that suv and pushed it across three lanes down about 340 feet into the surf. >> even though the rain has stopped, the debris flow could continue for the next few days. two small avalanches struck the palisades tahoe ski resort yesterday and they happened in the olympic lady trail. first responders and ski patrol were dispatched immediately to the scene but luckily no one was hurt. now along the sierra, crowds are filling the ski resorts for president's day weekend. for anyone driving, chain requirements have been dropped but there still might be some snow on the road. now once you get there, there's plenty of fresh powder to enjoy. just listen to this snowboarder at boreal. >> honestly, like -- video can't really do it justice. like when you are walking through the parking lot and you just see mountains of snow that are bigger than buildings. it's kind of really putting things in perspective. >> there was 30 inches of snow

in just 24 hours there at boreal mountain resort. wow. that looks beautiful. you know, i feel like i should be more of a skier. zoe. >> have you -- are you a skier, snowboarder. >> i grew up snowboarding but i mean, that's like -- loose lie. i think i did it maybe three times. but i need to more because we live so close to such a great area. >> we're so lucky. i can't wait to go. i love skiing and i was big skier back in new mexico. >> you will have to teach me. >> i would love that. make sure you wear gloves and last person i taught didn't wear believes. going skiing and their hands were literally bleeding from the falling and not fun. but either way you shouldn't be dealing with any icy conditions out there today. so hopefully no bloody hands or bloody knees if you are falling. it's the fresh powder that you are looking at with 4 neat of it in parts of the sierra. how much can you expect over the next several days though? really not much additional snowfall. you might see a little bit, maybe an inch with the upcoming system

tomorrow and maybe 2 do 3 inches, maybe 4 by the time we step out next week but again really get out and enjoy the feet of snow versus just inches that are on the way over the next seven days, this is a look at the time lapse view over the past several hours. again, it's been quiet and it's been calm. you notice a little bit of fog off there in the distance. that's keeping temperatures a bit more comfortable closer to our coastal communities but it's definitely chilly out there early this morning. we're looking at a mix of sun and clouds throughout this afternoon. maybe an isolated shower or two especially across our north bay communities tomorrow. before dry weather officially arrives just in time for president's day if you have monday off and then a warming trend into next week. where 70s could potentially return to the forecast, especially for our inland communities. so enjoy the dry and quiet air while you can. because we are going to be seeing tomorrow afternoon again the potential for even more widespread activity. although it's not going to be nearly as strong as last atmospheric river. you can see that

atmospheric river setting up. it's bringing bit of activity across the pacific northwest and it will begin to push down the california coast but however, it is not really going to be impacting us nearly as much as the atmospheric river that we saw on thursday. so again, keep that in mind. although yes it looks pretty impactful just looking at the satellite and radar, when it actually pushes south it will be competing with a lot of dry air. and that dry air is unfortunately going to allow most of that activity to kind of fizzle out by the time it reaches the bay area. and then drier and quieter conditions just in time for president's day like i said. today will be seeing those mix of sunny and cloudy conditions and nothing too crazy throughout this afternoon. it's tomorrow morning that that line of rain will be arriving. but again, look at what happens when it pushes over the bay area. most of it will be dissipating and again inland east bay and north bay communities have the best potential for maybe an hour or two of activity early sunday morning and careers out by sunday evening. a little bit of quieter conditions maybe. and you might even see a little bit

of fog to wake up. drier than normal though is going to stick around. at least for the next six to ten days so let's enjoy the brief periods of rain that we do have. again, tomorrow we do have that chance for a little bit of shower activity especially across our north bay communities and then there's also the potential for more activity stepping out on wednesday. it's still very uncertain wednesday's system whether or not it's actually going to bring us any sort of activity. but all things that we're going to keep a very he is eye on over the next seven days and even more details ability the exact timing of the systems coming up in just a bit. back to you. proving it's more than just basketball. how all-star weekend is bringing volunteers throughout the bay area. ahead in sports, in the spirit of valentine's day, we are handing out some special messages to the bay area. and the rising stars challenge, rose to the occasion. find out which

weekend may be sunday night but friday's rising stars challenge featuring thest best youngplayers in the league and maybe the most competitive. the winning squad of the four team tournament gets to play against the nba all-stars on sunday. warriors well represented. tim hardaway and richmond and chris mullen and run tmc. serving as honorary coaches. current dubs pods and davis and spencer taking part in the game. podz and jackson davis faced off in the first one. the alley-oop and scored six points and helped team mullen beat tim hardaway to move to the final. jackson davis face the g league all-stars and winner gets to play sunday. first team to 25 wins. and uth's george knocks down the three. to give tjz and t mullen a 25-14 win. they will now play in sunday's all-star game against the team featuring lebron james, kevin durant and oh, yeah, steph curry.

well, welcome back. the time now is 6:30. thank you so much for joining us. i'm kelsi thorud in for max darrow. okay. let's head right to weather with our meteorologist zoe mintz and we've been talking all morning about how nice it's

going to be. this weekend. which is great because we got all that rain last week and the week before so i'm good with the dry. >> we need the rain. this is our rainy season. but we don't want it for the day that everyone is going to be outside. today. whether you are going to the chinese new year parade, maybe you are heading out to the all-star game. or just watching it. i would suggest doing so on a patio where you can enjoy some sunshine and even though there will definitely be a mix of clouds and sun out there day. it's going to be really lovely. dress in layers. this morning definitely feeling the chill significantly cooler out there compared to the past couple of mornings when we were dealing with cloud coverage. the lack of cloud coverage means temperatures 10 to 15 degrees cooler right now than you were feeling at this exact time yesterday. by the afternoon though, we'll be warming up to a degree or two warmer than yesterday. because we'll be seeing a bit more sunshine and a bit more quiet conditions. low 60s down into the santa clara valley. upper 50s for us here in san francisco. but just because we're going to be warmer than the past couple of days doesn't

mean that we're above average. or even seasonable for most of us. in fact, the fact that we are in the low -- in the upper 50s, san francisco's average temperature at this time of year is 61 degrees. in fact, basically the entirety of the bay area for this time in february, the average temperature is low 60s. so upper 50s is below average for this time of year. we are starting to get on that warming trend and even warmer weather is actually on the way next week. i'll break down all the details that you need to know coming up in the full forecast. back to you. >> awesome. thanks. okay. well, after the recent storm this week, some neighbors in san jose are in clean-up mode. their apartment complex on lundy avenue suffered major flooding damage. 16 apartments in the complex were damaged as water from a nearby creek came rushing into their homes. the trouble happened when logs and debris in the creek diverted the flow of the water and one of those tenants told us he tried saving his belongings once the water reached his ankles. he took cell phone video of what happened next. >> and then when i did that i

realized the water was seeping through the walls and coming through there already. so it kind of like came this way. and kind of just met right here. and then just -- overtook the whole house from there. >> wow. about 40 residents are displaced and they are being put up in hotels. the mayor says the city will work with valley water to keep the creek from overflowing again. the bay is on the world stage with san francisco's chinatown preparing for its iconic parade to celebrate the lunar new year. meanwhile, thousands of basketball fans from all over the world are on both -- in both oakland and san francisco for of course nba all-star game festivities. now more big events happening today ahead of the actual all-star game. it's bringing tons of fans to chase center and the oakland arena through tomorrow. but the influx of fans may not be enough to save oakland's largest hotel. we've learned the marriott on broadway has defaulted on its

loan. it's now at risk of foreclosure. as da lin reports, this comes after two major oakland hotels shut down in the last six months. >> reporter: a lot of nba workers and fans staying at the marriott because of the all-star weekend festivities. but the hotel overall has seen a big drop in bookings post pandemic. the question now is will it shut down like the other hotels? the marriott city center hotel has been part of the oakland skyline for decades. it's welcomed visitors from around the globe. this was also home to the warriors' practice facility before they moved to san francisco. >> this is frustrating, yea. it's frustrating to everyone out here. >> reporter: oakland native ronald icinger is giving to annapolis visitors a tour of the city. he says it's a reflection of oakland's economic challenges and poor image. >> i'm not sure why we not getting a lot of visitors

that's coming to oakland because oakland getting a bad rap. >> reporter: his two guests are staying at the maire yacht and attending a convention that studies what the city is going to combat crime. >> even the guests that are coming in are very friendly. >> it's amazing, i love the amenities, get restaurants, it's wonderful. >> reporter: the hotel is falling on hard times and unable to make its loan payments. they own the hotel, the largest in oakland with 500 rooms. they purchased the hotel in 2017 and took out two loans totalling $100 million. they did not respond to our request for comment by deadline. but industry experts say fewer people are visiting and staying in oakland. >> number one contributor to this marketplace and specifically this situation is probably crime. >> reporter: phil is a commercial real estate expert in oakland. and the ceo of california capital and investment group. he says it's all about the basics if people

don't feel safe here, they won't stay here. >> it's disheartening. but i will say that hopefully the message is also twofold. which is maybe there's an opportunity there for someone. >> reporter: allen ray is the president of atlas hospitality group. a hotel brokerage and consulting firm specializing in california hotels. >> with the homeless situation, as well as the crime, it is very, very difficult now to attract larger firms to do conventions and then on the added side with oakland is the obviously the loss of the major professional baseball and football teams. >> reporter: these are some of the same reasons why the historic waterfront hotel at jack london square and the hilton next to the airport recently shut down. ronald says with businesses big and small leaving, oakland has to do better to encourage more investments. >> i have hope. so we just got to keep hope alive and we shall overcome. >> reporter: the two experts tell me in this case, they believe the owner will hand the hotel back to the lendor. the

lendor would then appoint a receiver to keep operating the hotel until they can find a buyer. >> well, we got this statement from the group visit oakland. its president peter gomez says quote, times can be difficult. but oakland is strong and resilient. we are confident that there are many people who continue to invest in the value of our location, local assets, and inspiring community. well, it's another busy day ahead for san francisco with people celebrating the lunar new year the year of the snake. with lots of festivities. the biggest and most colorful, the lunar new year parade. now 21 floats will move through the streets with huge crowds looking on. ♪ ♪ >> and a dance team from dublin will open the parade. more than 100 dancers from u.s. chinese dance association will dance into the year of the snake. the

means for his student-athletes. >> reporter: as more house prepares to take on tuskegee university for the nba all starts, the nba says they are committing themselves to the power of diversity. it's a slam dunk for opportunity. as the official nba hbcu classic continues at this year's all-star games, the teams came together for a precelebration at san francisco's foot locker. morehouse head coach whitler says the jubilee is in the air. >> just really ecstatic for us, the program, these young men to get this opportunity to come out here and play on this stage. it's a once in a lifetime opportunity. and we -- just very excited. we were chosen for it. >> reporter: the all-star hbcu classic now in its fourth year gives athletes a global stage to showcase their skills. the coach says the experience is about more than just a game. >> just gives us an opportunity to show what hbcu athletes can

okay. well, meteorologist zoe mintz is back with us here to talk all things weather. zoe, we're talking nba all-star and we're talking lunar new year. especially for the parade a lot of people outside today. what can they expect? >> so many people outcars and mother nature really had good news for us. don't have to grab the umbrella or the crazy wild atmospheric rivers conditions that we saw on thursday. with that river flowing through of moisture. today, quiet and calm and clear. just a mix of sun and clouds to worry about throughout this afternoon. a few possible showers tomorrow. but it is going to be very, very weak and very short-lived before drier weather moves in just in time for president's day if you have any outdoor plans on monday and then a warming trend will actually pick up into early next week where our temperatures getting back into the upper 60s to near 70 degrees. kind of just depending on where you are located. i'm going to have to walk off screen for a second because i realize that i may -- i disappeared there for a second. [ laughter ] that's the

power of technology. the magic of show business. you just got a little behind the scenes look there. i can actually progress my graphics and you guys all get a beautiful view of the sunrise to kick off our morning. it is gorgeous out there. loving the beautiful sunrise to kick off the day. because everyone can get out and enjoy the beautiful colors in the sky. this afternoon, we're looking at chinese new year. looking absolutely gorgeous for anybody that wants to get outdoors. the parade, it is lovely. it's going to be chilly though once the sun sets with again that mix of sun and clouds. i am running back here and had to walk around the studio but we are back and especially because again, the sunshine this morning is absolutely gorgeous but don't let the sunshine fool you. you definitely need to grab a jacket. temperatures are chilly out there. as we are awaiting our next atmospheric river, but it looks a lot more menacing than it actually is. it's really only going to bring very

light activity throughout the very early morning hours tomorrow. and it's really only going to be widely scattered to isolated. so breaking down the details again, that system moving through early tomorrow morning. but it is not going to be very long-lasting. and it's not going to be dropping all too much rain. by the afternoon hours, most of that activity will already be out of our hair. just a few more clouds that are going to stick around into early next week. but again it should remain quiet and dry all the way until wednesday. when we are expecting a little bit more activity. but again, both sunday and wednesday storm systems not nearly as significant or impactful as the one that we saw on thursday. so all things to keep a very close eye on. again, though taking a closer look at what we can expect into tomorrow, really not going to be all too much. north bay communities early morning hours definitely have that better potential of actually picking up few of those isolated showers. but most of us aren't going to see that activity reaching the ground with drier than normal conditions actually expected over the next six to ten days. but the biggest thing that you should all notice is our

temperatures warming up. getting from the mid- to lower 60s over the next dumb of days to upper 60s toe maybe near 70 all things to keep your eyes on. as we step out over the next several days. back to you. >> i'll take that. thanks zoe. okay, turning trash into treasure. how one bay area man is giving garbage a second life. i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we've been able to reduce wildfire risk from our equipment by over 90%. that's something i want to believe. >> reporter: austin is what's known as a trash artist. once a week, he scours san francisco's sidewalks, dumpsters and stores, searching for what the rest of us throw away. >> do you have any like maybe extra cigarette cartons? >> reporter: his journey into the world of garbage began during a tough time. when buying traditional art supplies was out of reach. >> thank you man. >> reporter: what started as an a necessary soon became a passion and a mission. >> everything here would have or will be thrown away. >> reporter: his studio is equal parts art gallery, and recycling center. where cartons and boxes get a second chance at life. >> no paint or pen used is one of my major rules. >> reporter: his hyperdetailed collages reimagine familiar objects like sneakers, burgers and today, bananas. each piece takes between 30 and 300 hours to complete. and can sell for as
