upside-down. how everyone managed to survive. wicked winter weather. brutal, bone-chilling temperatures grip much of the u.s., as the south is still recovering from the deadly weekend storms faces new threats. and face-to-face. american and russian diplomats begin high-stakes talks over the fate of ukraine, without ukraine or european allies at the table. good morning. i'm michael george. we start with the investigation into that plane crash in toronto. miraculously, all 80 people onboard escaped with their lives. 18 people did suffer injuries. the delta regional jet from minneapolis crashed and flipped over while landing in snowy conditions. and if you ever needed a reminder of how important it is to keep that seat belt buckled, this is it. cbs' jarred hill joins us with the latest on this really scary crash here.

we know that the wind was strong yesterday. did that play a role? >> weather, obviously, michael, is a big conversation piece when it comes to this crash. but there still is not any information, that we have, not clear information, on what caused this unbelievable crash landing. you mentioned the seat belts here. a passenger talks about the role that might have played in saving his life when this plane crashed and flipped over. a new look at a terrifying landing. this video obtained by tmz, shows the moment a delta airlines plane crashed and flipped over at toronto pearson international airport monday afternoon. >> a plane crashed. >> reporter: later, a passenger cell phone video shows the lane upside-down, with the wings and tail ripped off. >> everything went sideways. and next i know, a blink and i'm upside-down still strapped in. >> reporter: 18 people including a child were taken to the hospital. miraculously, all 80 people onboard, 4 crew and 76

passengers, survived. >> there was no loss of life. this is in due part to our heroic and trained professionals. >> reporter: now, the investigation into what went wrong. the plane, operated by endeavor air, from minneapolis/st. paul airport, crashed around 2:30 in the afternoon. meteorologists say there was blowing snow in toronto, visibility down to six miles, with winds gusting up to 40 miles per hour. >> it's really important that we do not speculate. what we can say is the runway was dry and there was no crosswind conditions. >> reporter: canada's transportation safety board is taking the lead on the investigation. a small team of leaders from the national transportation safety board and the federal aviation will assist in the probe. delta ceo said the hearts of the delta family are with those affected. this is a string of high-profile

aviation crashes over the last couping weeks, as the trump administration focuses on the faa. >> jarred hill, thank you for joining us. turning to the weather and the bitter cold on the nation's midsection, as the south braces for more severe weather, following deadly storms. the death toll rose to 14. 12 of them in the hard-hit state of kentucky. tennessee and west virginia are also left cleaning up from floodwaters. and now, there's freezing temperatures and even snow in the forecast for the region. nicole valdez is in kentucky. >> the water had risen to almost hood level. >> reporter: mason michael is the fire chief in horse cave, a small town in central kentucky. this morning, he raced to rescue a couple, stranded on top of their truck, stalled out in floodwaters. >> we had ems unit here. we had thick blankets on heaters

while we were deploying the boat. we gave them the blankets. we got them wrapped up and brought them back. >> reporter: a brutal winter storm system that thrashed much of the south this weekend, left swaths of eastern kentucky under water. >> we just got hit by one of the most significant natural disasters we've seen in our lifetime. and that's after seeing a lot. >> reporter: kentucky governor andy bashear toured pike county one of the worst-hit areas and warned residents that flooded roads can be deadly. a mother and her 7-year-old daughter swept away after trying to cross this bridge in bonnieville. the hart county coroner tells cbs news that flooding flipped the car, trapping the two inside. we were there hours later, when crews began rebuilding the bridge. at least 11 tornados touched down across 5 states. in atlanta, a tree tore through this house, killing the 61-year-old man inside.

>> got to the back of that tree line there. >> reporter: fire chief mason michael told us his biggest concern is safety. >> this situation, we came out on the positive end. that's not always the case. that's not always the case with our responders. >> reporter: one other thing we noticed, the first responders left that pickup truck behind. that decision was deliberate. hoping to spend a warning to anybody else thinking of driving around barricades, blocking flooded roads like this one. nicole valdez, cbs news, in horse cave, kentucky. elon musk's department of government efficiency or doge is requesting access to the tax records of millions of americans. according to a white house official. the official confirmed to cbs news that doge is at the irs, sparking concerns about the safety of taxpayer information, including social security numbers and bank account information. president trump wants musk's group to find and eliminate wasteful government spending. the acting commissioner of the

social security administration reportedly stepped down over the weekend after refusing to give doge access to sensitive personal information. it comes as a federal judge held a hearing yesterday on a request from 14 states to block doge from accessing sensitive data and firing employees at several federal agencies. the states are seeking a temporary restraining order to the judge said she would issue a ruling within 24 hours. hey, hey, ho, ho, elon musk has got to go. >> also, protests called no kings on presidents day, against musk and president trump's actions were held across the country yesterday, including outside the u.s. capitol. diplomats from the u.s. and russia are meeting this morning to talk about ending the war in ukraine, without ukraine at the table. secretary of state marco rubio is leading the u.s. delegation. the talks are taking place in saudi arabia, but all of europe, including ukraine, have been

frozen out of the talks. that led french president emmanuel macron to convene an emergency meeting of european leaders in paris. >> reporter: at the hastily organized summit at the palace in paris, european and nato leaders greeted each other warmly. but behind the handshakes and smiles, was deep concern over what has rapidly become the biggest crisis to grip the continent in decades. u.k. prime minister keir starmer. >> at stake is not just the future of ukraine. it's an existential of question for europe as a whole. >> reporter: the trump administration's plan is to negotiate directly with russia to end the war in ukraine, without european or ukrainian leaders. that's shaken the foundation of defense ties. is president trump bullying his partners across europe?

>> you bet. it's upsetting to european policymakers to hear themselves described in the critical tones that the new administration takes. >> reporter: and the critical tone about europe from his administration has also been echoed by russia's foreign minister, sergey lavrov. if the europeans are going to weasel out ideas about freezing the conflict, he said, why should we invite them at all? secretary of state marco rubio has already arrived in saudi arabia, where the first round of talks will be held with the russian delegation starting on tuesday. is america, now, an unreliable ally? >> i think the possibility of that is out there, floating, in the ether. it will be a terrible thing if it happened because the main effect of it, of course, would be to reduce the deterrent effect of nato, which has kept

peace in europe, indeed in the world, for a very long time. >> reporter: most european nations agree, they need to raise their defense spending if they have hope of deterring this newly emboldened russia. in the middle east, israel says hamas is expected to release the bodies of four hostages on thursday, followed by three living hostages saturday. this comes as israelis gathered in tel aviv last night to mark 500 days since the october 7th attack. one of the hostages freed last weekend addressed the crowd on video, warning that the remaining captives, including his brother, are running out of time. 14 hostages are set to be released in the next few weeks as part of the cease-fire deal. coming up, fire raging overnight. a warehouse goes up in flames in pennsylvania. what we know about the workers inside. and the latest trouble for new york mayor eric adams. this time, regarding his top staff.

breaking overnight, firefighters are battling a massive warehouse fire in pennsylvania. officials say all employees at sps technologies in abington township outside of philadelphia, have been accounted for and there's no reported injuries. residents within a mile are hold to shelter in place. the facility makes fasteners and other components for aerospace, transportation and other purposes. the leader of a cult-like group was arrested. and new fallout for mayor eric adams. those are the headlines on "the morning newsstand." "the new york times" says four new york city deputy mayors say they will resign over eric adams cooperation with president trump. adams has resisted calls to step down. last week, the justice department ordered prosecutors to drop federal prosecution charges against adams and felt it was only done to coerce trump's crackdown. the deputy mayors say they will stay on until replacements are

found. and new york governor kathy hochul has called a meeting of key city leaders in manhattan today as she considers whether to remove adams from office. "the baltimore sun" says an apparent leader of a cult-like group called the zizians, linked to killings in three states, was arrested in maryland. jack lasoto was arrested along with two others. they face multiple charges including trespassing and possession of a handgun and a vehicle. the zizians have been tied to the killing of a u.s. border patrol agent last month in vermont and five other murders. and the associated press says pope francis has a complex respiratory tract infection according to the vatican. the 88-year-old pontiff was admitted to a hospital in rome on friday with bronchitis. the pope is suffering from a respiratory tract infection that will require more time in the hospital and more targeted drug treatment.

here's carissa lawson with today's "money watch." >> wall street reopens today, to a shortened trading week. the dow opens down 165 points. the nasdaq up 81. and the s&p 500 down slightly, nearly half a point. if you get a text message from the irs promising a $1,400 stimulus check, it's a scam. criminals are impersonating the irs, sending fake alert text messages with links to get your personal information. the better business bureau says real irs notices are sent through the mail, not texts or e-mails. southwest airlines says it will slash 15% of its workforce. that's more than 1,700 jobs. it's the first mass layoff in the company's 53-year history. the job cuts will save about $510 million over two years. and krispy kreme and hulu are teaming up for a movie snack inspired doughnut line. the collection includes theater
