miami is not going to make what people love and adore. >> affordable or not, why some neighbors say they don't want it. and we are live at giants spring training with the future hall of famer. >> my wife texted me and said did we get verlander? >> we're glad he's on our side this time. >> this is cbs news bay area with juliette goodrich. >> good evening. immigration arrests have ramped up since president trump took office. tonight, we are learning that the bay area may play a role in housing those who have been detained. no official numbers from i.c.e. but cbs news learned they have made so many arrests their detention centers are full forcing some detainees to go with supervision. they are reportedly looking for new facilities and this is where the

bay area comes into play. fci dublin, a scandal plagued prison that only recently shut down, but some are not only opposing the reopening. they say all of it should be torn down. john ramos shows us why. >> reporter: the federal correction institution in dublin had been mired in abuse scandals for years. one of the reasons given were the buildings were in such poor physical shape. now it appears ice thinks there could be a use for the facility after all. there are no prisoners at fci dublin anymore. but there are 100 employees working at the facility. and the union that represents them has confirmed that ice officials have toured the site as recently as last week. >> there are people there just to maintain the facility. my understanding. but the bureau of prisons basically said that it

was uninhabitable because of the asbestos problems. the mold having been through there. the building is disgusting. there shouldn't be people in it. it should be bulldozed and changed to a better use. the fact the immigration folks think it is a good idea to put people there is just an incredibly stupid idea. >> reporter: congress member mark desonier says it would cost tens of millions of dollars in prepares to house people there. >> is that something congress would have something to say about? >> yes. we would have to appropriate the money so it would have to go through appropriations specifically but it would be a poor use of money. i looked into this. investing that facility right now is beyond diminishing returning. >> reporter: but mold and asbestos are not the only

aspects worthy of disgust. seven jail officials were convicted of sexual abuse including the former warden: kendra was one of dozen of victims who brought class action lawsuits against the bureau of prisons and thought the closure signaled the end of fci dublin. >> we believed that we had reached that point, being that they had determined that it needed to be permanently closed horrified to find out they are now thinking of using it for non-citizens. >> reporter: those who suffered at the hands of their keepers will not be satisfied until they see it torn down. >> as an advocate of so many women who have gone through abuse there, it would mean a lot to us to have that whole system destroyed. >> you think that will happen? or does this put that off?

>> this definitely puts that off. >> reporter: i.c.e. responded to our request for an interview saying their arrests are requiring greater detention capacity and i.c.e. is exploring all options to meet its current and future detention requirements. meantime, the trump administration fired about 10% of u.s. forest service workers. this comes as some people in the sierra certainly worried more than half of placer county's forests are managed by the forest service. this means they are responsible for fire mitigation and controlled burns. people living in high risk fire areas say they are worried what the cuts mean for fire season. >> it's nerve racking. if not for the people prepped from the mosquito fire,-people would have

lost their houses. >> local supervisors say they are working with the federal government on fire reduction. alameda county officially has a new da. former judge ursula jones dixon was sworn in today. >> congratulations. >> she was appointed by the board of supervisors after former da pamela price was recalled in november. dixon began her career in the alameda county da's office before being appointed to the bench. she says she plans to make serving crime victims a priority. >> if you have to come to the da's office, it's never a good time right? you are not here for fun but the expectation is that somebody is hearing you and you are making sure your needs are being met. >> dixon will hold the office until at least 2026 when the seat is up for election. she says she plans on running to keep the job. a san francisco neighborhood with its beachy vibes could look

a little more like downtown. permits have been proposed for a 22 story high-rise in the outer sunset. developers say it will provide much needed affordable housing but some long time residents tell us that it just doesn't fit. >> reporter: renee lizier has been living in this quaint neighborhood in the sunset district for two decades. the fifth generation californian says the charm of her neighborhood is what brings people in. historic single family homes right by the san francisco zoo and ocean beach. >> my home was built when there was only 12 houses on the block and with sand dunes. we were built on sand. >> reporter: but she is disappointed to hear plans for a sky rise condo building have been proposed to the city. >> it's why people moved out here in the first place. they love the neighborhood. changing it with a super high sky rise making it downtown miami is not

going to make what people love and adore about our neighborhood. >> reporter: this is the second plan for the height at 2700 slope boulevard. developers pitched a 50 floor sky rise tower to replace the slope garden center. that plan was rejected by the city. the latest proposed building would have 24 floors standing at about 250 feet tall. >> we have really tried to step the building down. >> reporter: the principle at sbc architects is leading the project alongside the san francisco housing development core for this new proposal. >> this is the 100% affordable senior housing building. and then there is the market rate condominium. it helps to subsidize the construction so that the affordable housing can be delivered. >> reporter: they plan to build 446 units of which 207 will be for affordable senior housing. >> the west side of the city has

not produced a lot of new housing. >> reporter: and there will be 10,000 square feet for retail space. but that is a concern for neighbors like renee. >> it has been basically the storage unit. for the building. it is not leased. >> reporter: right across the proposed site is the westerly. built a few years ago. but neighbors say many of the condo units and retail spaces have been left vacant. >> it is something we are not thrilled about in the neighborhood. we are afraid it will happen on a larger scale. >> reporter: but the proposed units of studios one and two bedrooms will be smaller and more affordable. >> change is sometimes difficult. but we think it is important to invite new neighbors into the community. >> reporter: as straken is waiting for the approval. >> we are not going away. we will fight more.

>> reporter: renee says she plans to speak with city leaders to see if there is an alternative way to transform the slope garden center into affordable housing. if the project is approve, the building will be completed in three-and-a-half years. meanwhile, mayor daniel wants to ramp up the party in downtown san francisco. he is hoping to boost night light with a state bill that will put 20 more liquor licenses up for grabs for businesses at union square. san francisco is still riding the events of two big events. bart was a big winner. the agency says nearly 140,000 people hopped on a train this saturday and that happen to be a post pandemic record. coming up next, the old guy is the new guy. at giants camp. future hall of famer justin verlander talks with our matt

12.5-acre resort is expected to have 100 high end camping trailers. the proposed site is on the west side of the silverado trail between hagan road and stone crest drive. while some say it will bring an economic boost, critics say the project actually poses a fire risk and will increase traffic in the already congested area. >> it's a very creative idea. it just happens to be in the wrong location. the site floods. the trail itself is a dangerous two lane highway with no bicycle lanes on either side. >> in october, the planning commission unanimously approved the project. now let's talk baseball. spring training is underway. the giants held their first full squad workout on monday. today, our team led by matt lively reported for camp in scottsdale. >> reporter: it may only be february, but the giants have been thinking about october

before spring training even began. that is why they went out and they signed baseball's all-time post season strike-out leader and a future hall of fame pitcher. >> i just have a really good feeling. >> reporter: justin verlander was one of the marquee free agent signings this off season by san francisco. the three-time cy young winner and two time world series championship will bolster their rotation. >> giants weren't really a team that i had really considered much. but then after talking to buster and having the guys reach out to me, it really grew on me, the idea. >> reporter: verlander said the only teammate he really knew was robbie ray who pitched with him in detroit. >> how did you learn that justin signed and what was your immediate reaction? >> my wife texted me and said did we just sign verlander? i texted him. i said are we geting the band back together. >> reporter: very's addition felt like a base knock for matt chapman. >> i feel like a little kid when i'm around him. i haven be

watching him pitch since i was a young kid. so he was in the major leagues in 2005 and i was 12. that was prime time with me. loving baseball and watching the game. just being able to play behind him and not face him anymore is fun. >> reporter: bob melvin is excited to pencil verlander's name into his own rotation after being on the wrong side of playoff losses thank to the righty. >> he came and apologized to me right away. >> he said you immediately apologized to him about the playoff departures. >> yeah i did. we got to get off on a new foot! so he said you caused me a lot of heart ache. sorry about that. but, not sorry. glad to be on the same side now. >> reporter: the giants hope the wins will come in orange and black and verlander is hoping to hit the 300 career win mark. he is just 38 away. >> that's exciting! i like that. get the band back together again. >> baseball season right around

the corner. >> doesn't quite feel like it yet. but we are getting there. >> matt is enjoying the weather. >> the desert air. we'll have a little taste of springtime in our forecast. another atmospheric river is making its way toward the west coast. here's the difference from the past couple of weeks. this one will miss us to the north. there is that plume of moisture aiming at washington. by the time it makes its way to the north coast of california, it will be falling apart. so what we will see a chance of passing showers tomorrow, this is not going to be a high impact event for the bay area. we'll just see a lot of cloud cover and a few showers for the north bay. the clouds are going to have an impact in our temperatures as we head through the rest of tonight. let's see if we can pop up our box. the tracker got turned off. there it is. here is our temperature map. we are looking at temperatures mostly in the 50s across the bay area.

everybody checking in between 54 and 58 degrees. mild conditions for a february evening considering the sun has been down for about 90 minutes but the blanket of clouds holding warmth near ground level. that will be the case as we head through the rest of tonight with temperatures in the mid to upper 40s . not a whole lot of variation on the map when you look at the north bay, bay side. and inland in the east bay. everybody between 44 and 48 degrees. that's a consistent temperature pattern. we will be within a couple of degrees of average for mid to late february. mostly upper 50s along the coast and low 60s for the north bay as well. and the north bay has the best chance of picking up a little bit of moisture. let's look at the radar simulation. we'll start from midnight through 6:00 in the morning. one wave of moisture moves off to the east. this will evaporate on the way down. the actual showers will hit the coast of the north bay

around 6:00 a.m. but watch what happens as we go from 6:00 in the morning to noon. those showers, just kind of fall apart as they try to make their way deeper into the bay area. so a few passing sprinkles the most likely scenario for the santa clara valley. a few hundredths of an inch of rain around the golden gate with the north bay limited to less than a 10th of an inch of total rainfall. and those few leftover showers will completely dissipate during the afternoon tomorrow. so we'll see a little bit of sunshine breaking through before all is said and done by tomorrow afternoon. in terms of the amount, very limited. over the north bay, it is not even going to be enough to largely register. especially compared to the amount of moisture we have seen the first couple of weeks of february. in the sierra, a limited snow maker. we are talking about not even enough to mess up road conditions. things

are looking good tomorrow. the dry conditions will last for a while. the eight to 14 day outlook takes us into the month of march. points to a significant chance of drier than normal conditions which doesn't mean zero rainfall but limited rain chances and that goes hand in hand with the above normal temperature pattern we will see by this weekend. and likely will stick around through the end of february. and even into early march. so let's take a look at the seven day forecast. and we do have some very warm temperatures that will kick in inland. temperatures around 70 degrees on an average basis. some spots around 70. some spots will get up into the mid 70s , especially in the santa clara valley. temperatures around the bay, also are going to warm up after one day of near normal highs tomorrow. into the mid 60s thursday and friday. upper 60s close to 70 degrees bay side. temperatures along the coast. while the warmup will be more modest. it is still going the be noticeable. temperatures in the low to mid 60s for coastal

communities. as we head into the last weekend of february and the last week of february as well. feels like march or early april for the last days of february. a little weird. >> it does go by fast. >> you know, the shortest month of the year? this feels like an eternity. some people feel that way about january. >> we can agree to disagree. >> feels like february 35th. unbelievable video of a car flying off an overpass near sacramento onto the freeway below. the accident on i-5 narrowly missing other drivers. and we heard from one driver who captured the whole thing on his dash cam. >> that car really could have land on any of us that were passing at the time. the two drivers that were on my left were so much closer, i feel like those are the two lottery winners. >> the driver had a few seconds to react and was able to navigate between the tree branches that landed on the freeway. the driver in the car that crashed is in critical condition. but amazingly, no one else was hurt. all right, the bay area has some pretty rough commutes. but drivers in this local city spend the most time in their

new census data finds people in brentwood have the worst commutes in the entire country. takes about 46 minutes on average to get to work from east contra costa county. the survey found nearly 40% of residents have an average commute of more than an hour. and more than 20% of residents have to leave for work before 6:00 a.m. san francisco commuters take a little more than half an hour to get to work. while palo alto residents reported the shortest commute times in the bay area at just 20 minutes. thanks so much for watching us. the news continues at 8:00 on pix plus or 44 cable 12. we'll see you back here at 11:00. have a good one.
